CIRCULAR
Regulations on the tasks and powers of agencies and units under the Ministry of National Defense, military district command offices of central ministries and sectors regarding national defense education and security; training in national defense and security knowledge. Based on the Officer Law of the Vietnam People's Army 1999, amended and supplemented in 2008; Based on Decree No. 35/2013/NĐ-CP dated April 22, 2013 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of National Defense; in the Vietnam People's Army
Pursuant to the Law on National Defense and Security Education of 2013;
Based on Decree No. 13/2014/NĐ-CP dated February 25, 2014 of the Government detailing and providing implementation measures for the Law on National Defense Education and Security;
The Minister of National Defense issues this Circular to stipulate the tasks and powers of agencies and units under the Ministry of National Defense, military district command offices of central ministries and sectors regarding national defense education and security; training in national defense and security knowledge within the Vietnam People's Army.
This Circular stipulates the tasks and powers of agencies and units under the Ministry of National Defense, military district command offices of central ministries and sectors regarding national defense education and security; training in national defense and security knowledge within the Vietnam People's Army.
Considering the proposal of the Chief of General Staff;
1. This Circular applies to agencies and units under the Ministry of National Defense, military district command offices of central ministries and sectors; officers at the rank of major and captain, managers of enterprises and public institutions, party members within the Vietnam People's Army.
PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation
2. This Circular does not apply to officers belonging to the categories 1, 2, and 3 for training in national defense and security knowledge (hereinafter referred to as BDKTQPAN) as specified in Points a, b, c, and d Clause 1 Article 2 of Decree No. 13/2014/NĐ-CP dated February 25, 2014 of the Government detailing and providing implementation measures for the Law on national defense education and security.
Article 2. Applicability
TASKS AND POWERS OF AGENCIES AND UNITS UNDER THE MINISTRY OF NATIONAL DEFENSE, MILITARY DISTRICT COMMAND OFFICES OF CENTRAL MINISTRIES AND SECTORS REGARDING NATIONAL DEFENSE EDUCATION AND SECURITY
Article 3. General Staff Department
Chapter II
1. Is the central agency coordinating with related agencies and organizations inside and outside the Army to assist the Minister of National Defense and the Government in managing state affairs concerning national defense education and security (hereinafter referred to as GDQPAN). 2. Directs the Central Steering Committee Office for GDQPAN to coordinate with related agencies and organizations inside and outside the Army to advise, consult, and propose to the Central Steering Committee and the Central Steering Committee on policies, plans, projects, contents, and methods of organizing and implementing GDQPAN.3. Takes the lead, in coordination with the Political Commissariat, to propose to the Central Military Commission and the Ministry of National Defense decisions on the organization, staffing, group of positions, and highest rank of officers seconded for GDQPAN duties.
Coordinates with the Political Commissariat to propose to the Central Military Commission and the Ministry of National Defense to second officers to GDQPAN centers, higher education institutions, and state management agencies for education and training; implements management of seconded officers according to their level of authority.
4. Directs and guides agencies and units to ensure weapons, explosives, technical equipment, specialized teaching aids, training grounds, firing ranges for teaching and learning GDQPAN subjects for educational institutions nationwide.
5. Ensures means and materials for GDQPAN for agencies and units, military schools assigned GDQPAN tasks, and common uniforms for students studying at GDQPAN centers nationwide.
6. Assists the Ministry of National Defense and the Central Steering Committee for GDQPAN in guiding, inspecting, auditing, summarizing, concluding, rewarding; resolving complaints, accusations, and handling violations concerning GDQPAN within their jurisdiction.
Coordinate with the General Political Department to propose to the Central Military Commission and the Ministry of National Defense to dispatch officers to the national defense education and training centers, higher education institutions, state management agencies for education and training; implement the management of dispatched officers according to the分级权限。
4. Direct and guide agencies and units to ensure weapons, military explosives materials, technical equipment, specialized teaching devices, training grounds, practice fields, shooting ranges serving the teaching and learning of national defense education and training at educational institutions nationwide;
5. Ensure means and material resources for national defense education and training for agencies, units, military schools assigned tasks related to national defense education and training, and common uniforms for students studying at national defense education and training centers nationwide;
6. Assist the Ministry of National Defense and the Central Council for National Defense Education and Training in guiding, inspecting, auditing, summarizing, concluding, rewarding; resolving complaints, reports, and handling violations concerning national defense education and training within their authority.
Article 4. Agencies under the General Staff Department
1. The Militia and Self-Defense Forces Department
a) Take the lead and coordinate with relevant agencies and organizations inside and outside the Military to assist the Head of the General Staff Department, the Minister of National Defense in implementing state management over national defense education and training (NDET) within their authority;
b) Perform the function of the Standing Office of the Central NDET Council to assist the Standing Office of the Central NDET Council, the Central Military Commission, the Ministry of National Defense, and the Central NDET Council in advising and consulting the Party and Government on NDET matters and handling regular tasks of the Central NDET Council;
c) Annually or during a phase, take the lead and coordinate with functional agencies of the Central Organization Department, the Ministry of Home Affairs, and related agencies and organizations to assist the Minister of National Defense in drafting plans for NDET for target group 1 to be submitted to the Prime Minister for approval in July; direct the National Defense Academy to draft plans for NDET for each course to be submitted to the Chairman of the Central NDET Council for approval and implementation; advise on the mobilization of target group 1 for NDET;
d) Take the lead and coordinate with functional agencies of the Ministry of Public Security, the Ministry of Education and Training, and central agencies and organizations related to assist the Minister of National Defense in stipulating: Framework programs for NDET for students in state agencies, political organizations, and framework programs for outstanding individuals and reputable persons in the community; programs and contents for NDET for targets in state agencies, political organizations, political-social organizations, managers of non-state enterprises, and non-public institutions; programs and contents for NDET in the Vietnam People's Army; criteria for NDET propagandists; compile textbooks and materials for disseminating knowledge on national defense and security suitable for the situation and tasks of building and defending the country in each period;
đ) Take the lead and coordinate with related agencies and organizations to draft work plans for the Central NDET Council; ensure equipment, specialized classrooms, specialized teaching equipment, means, and material infrastructure for NDET; design models and ensure uniforms for students studying at NDET centers (referred to as centers); participate in designing models for teachers, lecturers, and NDET management staff uniforms;
e) Coordinate with related agencies and organizations to compile reports to the General Staff Department to ensure weapons, military explosives, technical equipment, and specialized teaching equipment for teaching and learning the NDET subject for educational institutions, units, and military schools assigned NDET tasks nationwide;
g) Take the lead to assist the General Staff Department and the Ministry of National Defense in stipulating model certificates of completion for NDET programs for various targets nationwide;
h) Annually, based on the provisions of the State Budget Law, related legal documents, and the budget expenditure content of the Ministry of National Defense as stipulated in Article 9 of Decree No. 13/2014/NĐ-CP dated February 25, 2014 of the Government detailing and providing measures to implement the Law on NDET, establish budgets, execute, and settle accounts for the budget allocated for NDET tasks;
i) Take the lead and coordinate with related agencies and organizations to assist the General Staff Department and the Ministry of National Defense in drafting and implementing projects: Propaganda, dissemination, and training on the Law on NDET; Application of information technology in managing NDET tasks; Building pilot NDET centers under local military schools. Coordinate with related agencies and organizations to build pilot NDET centers under higher education institutions;
k) Participate in scientific research on NDET; study and exchange experiences in NDET abroad; perform other tasks assigned by competent authorities;
l) Assist the General Staff Department, the Standing Office of the Central NDET Council, the Ministry of National Defense, and the Central NDET Council in inspecting, auditing, summarizing, concluding, rewarding; propose solutions to complaints, denunciations, and violations of NDET within their authority; report the results of NDET to the Minister of National Defense, the Prime Minister, the Government, and the Central Committee Secretariat;
2. The Training Department
Take the lead and coordinate with related agencies and organizations to develop and guide standards, quotas, training aids, drill grounds, firing ranges, inspection rules consistent with the content and program of NDET; participate in compiling, revising curricula, textbooks, teaching materials, and conducting scientific research on NDET;
3. The School System Department
a) Take the lead and coordinate with related agencies and organizations to direct military schools to implement NDET;
b) Coordinate with related agencies and organizations to participate in compiling, revising curricula, textbooks, teaching materials, and conducting scientific research on NDET; develop programs, plans, and projects on NDET; direct and guide military schools in joint training of NDET teachers and lecturers, and training and upgrading of NDET teachers, lecturers, and NDET management staff;
4. The Troop Mobilization Department
a) Take the lead and coordinate with related agencies and organizations to propose to the General Staff Department, the Ministry of National Defense, and the Central Military Commission decisions on staffing, cadre groups, and the highest rank of officers seconded to perform NDET tasks;
b) Take the lead and coordinate with related agencies and units to assist the General Staff Department in directing agencies and units to ensure weapons, military explosives, technical equipment, means, and specialized teaching equipment for NDET within their authority.
Article 5. The Political General Department
1. Guide and direct Party work, political work, propaganda, and dissemination of national defense and security education (GDQPAN).
2. Coordinate with the General Staff to assist the Ministry of National Defense and the Central Military Commission in deciding on the organization, staffing, group of positions, and highest rank of officers assigned for GDQPAN tasks; take the lead in assisting the Minister of National Defense and the Central Military Commission in assigning officers for universities, state management agencies in education; manage assigned officers according to their level.
3. Coordinate with the General Staff and related agencies to assist the Ministry of National Defense in directing subordinate agencies, central military command departments, and local authorities to implement GDQPAN.
4. Participate in teaching, training, propaganda, dissemination of national defense and security knowledge, compiling, revising programs, textbooks, educational materials, and conducting scientific research on GDQPAN.
5. Coordinate with related agencies to assist the Ministry of National Defense in guiding, inspecting, auditing, summarizing, concluding, rewarding; handling complaints, accusations, and violations concerning GDQPAN within their authority.
Article 6. Agencies under the Political General Department
1. Propaganda and Training Department
a) Take the lead and coordinate with related agencies to assist the Political General Department in directing and guiding agencies and units in implementing GDQPAN within their authority; coordinate with related agencies to carry out propaganda and dissemination of national defense and security knowledge to the entire population;
b) Take the lead and coordinate with related agencies to assist the Political General Department and the Ministry of National Defense in directing and guiding activities related to competition and rewards for GDQPAN;
c) Participate in teaching, training, propaganda, dissemination of national defense and security knowledge, compiling, revising programs, textbooks, educational materials, and conducting scientific research on GDQPAN.
2. Cadre Department
a) Coordinate with related agencies to assist the Political General Department, the Ministry of National Defense, and the Central Military Commission in deciding on the organization, staffing, group of positions, and highest rank of officers assigned for GDQPAN tasks;
b) Take the lead and coordinate with related agencies to assist the Political General Department in proposing to the Central Military Commission and the Ministry of National Defense to assign officers for universities and state management agencies in education; manage, train, and provide further training for assigned officers according to their level.
3. Organization Department
a) Take the lead and coordinate with related agencies to assist the Political General Department, the Ministry of National Defense, and the Central Military Commission in directing and guiding Party work and political work in the implementation of GDQPAN tasks;
b) Participate in teaching, training, propaganda, dissemination of national defense and security knowledge, compiling, revising programs, textbooks, educational materials, and conducting scientific research on GDQPAN.
4. News, Radio, Television, Culture, and Arts Departments of the Military coordinate with related agencies to carry out propaganda and dissemination of national defense and security knowledge to the people's armed forces and the entire population.
Article 7. The Logistics General Department
Direct subordinate agencies to coordinate with related agencies to participate in the following contents:
1. Planning and developing projects for building GDQPAN centers.
2. Designing models and setting standards for lecture halls, housing, dining facilities, and integrated technical infrastructure for newly constructed centers.
3. Designing uniforms for common use by students, teachers, lecturers, and managers of GDQPAN.
4. Teaching and conducting scientific research on GDQPAN.
Article 8. General Department of Technology
Direct subordinate agencies to coordinate with relevant agencies and organizations to assist the Ministry of National Defense in ensuring technical support for weapons, explosive materials, equipment, technical gear, and specialized teaching equipment serving national defense and security education and training in accordance with the regulations of the competent authority; participate in teaching and scientific research on national defense and security education and training.
Article 9. The Defense Industry General Department
Take the lead, coordinate with relevant agencies and organizations, direct subordinate agencies and units to study, improve, produce weapons, technical equipment, and learning models serving national defense and security education and training; participate in teaching and scientific research on national defense and security education and training.
Article 10. General Department II
Take the lead in providing timely information to serve national defense and security education and training; coordinate with relevant agencies and organizations, direct subordinate agencies and units to compile and review programs, textbooks, and materials on national defense and security education and training; participate in teaching and scientific research on national defense and security education and training.
Article 11. Planning and Investment Department
1. Take the lead, coordinate with the Militia and Self-Defense Forces Department, related agencies and units, assist the Ministry of National Defense in directing and guiding agencies and units to develop investment plans and projects on national defense and security education and training according to the Prime Minister's decision approving the planning of the national defense and security education and training system center.
2. Take the lead in reviewing investment plans and projects on national defense and security education and training according to the classification and submit to the competent authority for approval.
3. Advise the Minister of National Defense on investment in building national defense and security education and training centers under military schools.
4. Participate in directing and guiding agencies and units to develop investment plans and projects on national defense and security education and training for projects using part of the national defense budget; participate in reviewing investment plans and projects on national defense and security education and training according to authority.
Article 12. Finance Department
1. Take the lead, coordinate with the Militia and Self-Defense Forces Department, related agencies and units, direct and guide agencies and units to prepare budgets, implement, and settle accounts for national defense and security education and training funds, ensure funding for approved projects.
2. Direct agencies and units to ensure financial resources for implementing systems and policies for cadres assigned to national defense and security education and training tasks according to regulations.
Article 13. Military Schools
1. National Defense Academy
a) Take the lead, coordinate with the Central Steering Committee for National Defense and Security Education and Training Office (Militia and Self-Defense Forces Department/General Staff Department) and functional agencies of the Central Organization Department and the Ministry of Home Affairs to build plans for each session of national defense and security education and training for target group 1, submit to the Chairman of the Central Steering Committee for National Defense and Security Education and Training for approval and implementation;
b) Participate in building programs, compiling textbooks and materials for national defense and security education and training, teaching, and scientific research on national defense and security education and training.
2. Political Academy
a) Take the lead, coordinate with the Hanoi Municipal Steering Committee for National Defense and Security Education and Training Office, functional agencies of central ministries and sectors headquartered in Hanoi to build plans for each session of national defense and security education and training for target group 2 of central ministries and sectors, submit to the Head of the Central Steering Committee for National Defense and Security Education and Training for approval and implementation;
b) Participate in building programs, compiling textbooks and materials for national defense and security education and training, teaching, and scientific research on national defense and security education and training.
3. Military Schools Assigned Tasks for National Defense and Security Education and Training
a) Provide national defense and security education and training for students, target groups 2, 3, and other targets within their jurisdiction according to approved plans;
b) Train, provide further education, and conduct training for teachers, lecturers, and management staff for national defense and security education and training when assigned;
c) Participate in compiling, revising programs, textbooks, teaching materials, teaching, and scientific research on national defense and security education and training.
Article 14. Military Regions
1. Assist the Minister of National Defense in managing state affairs on military-civilian defense education and training (GDPAT) within their respective military regions.
2. Annually, develop plans for GDPAT for target group 2 of the following year within their respective military regions, submit to the Minister of National Defense for approval by June; direct the military region's military school to develop GDPAT plans for each course, submit to the Chairman of the Military Region's GDPAT Council for approval and implementation.
3. Direct the Military Region's GDPAT Council, provincial, district, commune, agency, and unit GDPAT Councils within their respective regions to implement GDPAT for students and trainees, conduct GDPAT for target groups according to their authority, and disseminate and popularize national defense and security knowledge among the entire population.
4. Direct agencies and units under their command to dispatch officers to participate in GDPAT within their garrison areas, provide conditions regarding weapons, ammunition, technical equipment, specialized teaching aids, training fields, practice grounds, and shooting ranges for GDPAT as requested by competent authorities.
5. Coordinate with related agencies and organizations to compile and review programs, textbooks, and materials on GDPAT; promptly provide information to serve GDPAT; conduct scientific research on GDPAT; organize training and capacity building for GDPAT for dispatched cadres within their respective regions.
Article 15. Air Defense-Air Force Corps, Navy Corps, Border Guard Command, Coast Guard Command, Arms Services, Army Corps, and Equivalent Units
1. Direct agencies and units under their command to dispatch officers to participate in GDPAT within their garrison areas, provide conditions regarding weapons, ammunition, technical equipment, specialized teaching aids, training fields, practice grounds, and shooting ranges for GDPAT as requested by competent authorities.
2. Direct agencies and units under their command to coordinate with related agencies and organizations to participate in compiling and reviewing programs, textbooks, and materials on GDPAT; promptly provide information to serve GDPAT; participate in teaching and scientific research on GDPAT.
Article 16. Command of the Capital City of Hanoi
1. Assist the People's Committee of Hanoi City in managing state affairs on GDPAT within Hanoi City.
2. Annually, develop plans for GDPAT for target group 2 of the following year within Hanoi City, submit to the Minister of National Defense for approval by June; direct the Hanoi Capital Command's military school to develop GDPAT plans for each course, submit to the Chairman of the Hanoi City GDPAT Council for approval and implementation.
3. Annually, direct the permanent office of the Hanoi City GDPAT Council to take the lead, coordinate with functional agencies of ministries and central sectors headquartered in Hanoi City, assist the Commander of the Hanoi Capital Command in developing GDPAT plans for target group 2 of the following year within ministries and central sectors, submit to the Minister of National Defense for approval by June; coordinate with the Political Academy to develop plans for each course, submit to the Head of the Central GDPAT Council's permanent office for approval and implementation.
4. Direct the district, commune, agency, and unit GDPAT Councils within their respective regions to implement GDPAT for students and trainees, conduct GDPAT for target groups according to their authority, and disseminate and popularize national defense and security knowledge among the entire population.
5. Direct agencies and units under their command to dispatch officers to participate in GDPAT, provide conditions regarding weapons, ammunition, technical equipment, specialized teaching aids, training fields, practice grounds, and shooting ranges for GDPAT as requested by competent authorities.
6. Coordinate with related agencies and organizations to compile, revise programs, textbooks, teaching materials, and conduct scientific research on GDPAT; promptly provide information to serve GDPAT.
Article 17. Agencies and units under the Ministry of National Defense not specified in the content from Article 3 to Article 16 of this Circular
1. Implement national defense and security education in accordance with the provisions of the competent authority.
2. Direct agencies and units under their jurisdiction to dispatch officers to participate in national defense and security education in the areas where they are stationed, creating conditions for weapons, military explosives materials, technical equipment, specialized military teaching equipment, training grounds, practice fields, shooting ranges for national defense and security education upon the request of the competent authority.
3. Coordinate with related agencies and organizations, participate in building programs, textbooks, teaching materials, scientific research on national defense and security education; promptly provide information to serve national defense and security education; participate in teaching, training, propaganda, and dissemination of knowledge on national defense and security.
Article 18. General tasks
Agencies and units under the Ministry of National Defense, in addition to performing the tasks prescribed in Articles 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 13, 14, 15, 16, and Article 17 of this Circular, must also perform the following tasks:
1. Organize compulsory military training for cadres, officers, managers of enterprises, public institutions, party members according to their authority.
2. Dispatch officers on special assignment according to the decision of the competent authority; manage officers on special assignment according to the classification level.
3. Annually prepare budget estimates, implement, and settle accounts for the budget allocated for national defense and security education tasks in accordance with the law.
4. Inspect, audit, summarize, conclude, commend, resolve complaints, denunciations, and handle violations of national defense and security education within their authority; implement reporting systems as prescribed.
5. Direct the printing, issuance, reissuance, recovery, and cancellation of certificates of completion of compulsory military training programs in accordance with Article 5 of Decree No. 13/2014/ND-CP dated February 25, 2014 of the Government detailing and implementing measures for the Law on National Defense and Security Education.
6. Perform other national defense and security education tasks when assigned.
Article 19. Military Command Boards of Central Ministries and Departments
1. Assist the Party Committee, the Board of the Party Organization, the Party Group, and the head in leading, directing, managing, and organizing the implementation of national defense and security education; issue or submit to the competent authority for issuance of documents to implement national defense and security education in accordance with the law.
2. Assist the head in developing plans and directing the implementation of national defense and security education within their authority; direct subordinate agencies to coordinate with the National Defense and Security Education Councils at the locations of their agencies and organizations to implement national defense and security education within their authority.
3. Propose to the head to ensure means, facilities, and materials for national defense and security education for agencies, units, and educational institutions under their jurisdiction; annually prepare budget estimates, implement, and settle accounts for the budget allocated for national defense and security education tasks in accordance with the law.
4. Assist the Party Committee, the Board of the Party Organization, the Party Group, and the head in inspecting, auditing, summarizing, concluding, commending, resolving complaints, denunciations, and handling violations of national defense and security education within their authority.
5. Report results of national defense and security education to the Central National Defense and Security Education Council periodically every six months and annually (through the Office of the Central National Defense and Security Education Council for consolidation).
6. For ministries and departments without a Military Command Board, appoint officers on concurrent duty to assist the Party Committee, the Board of the Party Organization, the Party Group, and the head in implementing the provisions of Sections 1, 2, 3, 4, and 5 of this Article.
Chapter III
TRAINING IN NATIONAL DEFENSE AND SECURITY KNOWLEDGE
IN THE PEOPLE'S ARMED FORCES OF VIETNAM
Article 20. Subjects for Training
1. Officers with the rank of Senior Colonel or Senior Lieutenant Colonel; officers holding the position of Deputy Brigade Commander, Deputy Political Commissar of Brigade, Regiment Commander, Political Commissar of Regiment and equivalent positions; officers, business managers, public institution managers with a leadership position allowance coefficient of 0.7 or higher;
The subjects specified in this Clause are equivalent to subject 2 as defined in Point b, Clause 1, Article 2 of Decree No. 13/2014/NĐ-CP dated February 25, 2014 of the Government detailing and guiding the implementation of the Law on National Defense and Security Education.
2. Officers with the rank of Major or Lieutenant Colonel; officers, business managers, public institution managers with a leadership position allowance between 0.5 and less than 0.7;
The subjects specified in this Clause are equivalent to subject 3 as defined in Point c, Clause 1, Article 2 of Decree No. 13/2014/NĐ-CP dated February 25, 2014 of the Government detailing and guiding the implementation of the Law on National Defense and Security Education.
3. Party committee members; business managers, public institution managers with a leadership position allowance below 0.5 and members of the Communist Party of Vietnam;
The subjects specified in this Clause are equivalent to subject 4 as defined in Points d, đ, e, Clause 1, Article 2 of Decree No. 13/2014/NĐ-CP dated February 25, 2014 of the Government detailing and guiding the implementation of the Law on National Defense and Security Education.
Article 21. Authority to Summon and Organize Training
1. The Chief of General Staff, Director of the General Political Department, directors of various departments, Director of Department II; Commanders of Military Regions, Services, Border Guard Force, Arms Forces, Corps, Task Force, Commander of the Presidential Guard Command of Ho Chi Minh Mausoleum, Commander of the Coast Guard Command; heads of schools, hospitals, institutes, centers, enterprises and equivalent units under the Ministry of National Defense, Commander of the Capital Command of Hanoi decide to summon and organize the training for the subjects specified in Clause 1 of Article 20 of this Circular.
2. Directors of departments under the Ministry of National Defense, General Staff, General Political Department and various departments; heads of staff agencies, heads of departments under Military Regions, Services, Arms Forces, Corps, Task Force, Presidential Guard Command of Ho Chi Minh Mausoleum, Coast Guard Command; heads of schools, hospitals, institutes, centers, enterprises and equivalent units under the Ministry of National Defense, Military Regions, Services, Arms Forces, Corps, Task Force; Commanders of Naval Zones, Deputy Commanders - Chiefs of Staff of the Capital Command of Hanoi, Commanders of the City Command of Ho Chi Minh City, commanders of provincial military commands, division commanders and equivalent positions decide to summon and organize the training for the subjects specified in Clauses 2 and 3 of Article 20 of this Circular.
3. Brigade Commanders, chiefs of county-level military commands, regiment commanders and equivalent positions decide to summon and organize the training for the subjects specified in Clause 3 of Article 20 of this Circular.
Article 22. Training Facilities
The training facilities for the subjects specified in Article 20 of this Circular shall be decided by the competent authority that summons them.
Article 23. Development of Training Plans for National Defense and Security Knowledge
Annually, heads of agencies and units direct functional agencies to develop plans and implement them according to the provisions of Article 21 of this Circular.
Article 24. Program and Content of National Defense and Security Knowledge Training
1. Time:
a) Target Group 2: 05 working days (40 sessions);
b) Target Group 3: 03 working days (24 sessions);
c) Target Group 4: 02 working days (16 sessions).

Article 25. Management of Certificates
1. Heads of agencies and units with authority as stipulated in Clause 1, Article 20 of this Circular, the Commander of the Military Command of Ho Chi Minh City, and the Chief of the Provincial Military Command shall decide to print certificates of completion of national defense and security knowledge training for the subjects specified in Article 20 of this Circular.
2. Heads of agencies and units with authority as stipulated in Article 21 of this Circular shall decide on issuing, reissuing, recalling, and canceling certificates of completion of national defense and security knowledge training.
Article 26. Effective date
This Circular takes effect from July 1, 2014, and abolishes Decision No. 184/2007/QĐ-BQP dated December 7, 2007, of the Minister of National Defense on the tasks and powers of military agencies, military command boards of central agencies, and organizations for national defense and security education work.
Article 27. Responsibility for Implementation
The Deputy Chief of General Staff, Director of the Political General Department, Chiefs of Central Military Commands, Heads of agencies and units, and individuals concerned are responsible for implementing this Circular./.
