Article 1. This Circular promulgates the Technical Regulation on railway transport vehicles - Coupler price - Turning frame - Technical requirements.

In this regulation, the following terms are understood as follows:

1.3.9. Coupler prices produced, assembled, and imported must comply with the provisions of this regulation and the design drawings (hereinafter referred to as designs) reviewed by the Registration Agency. Operating environment Coupler prices must operate stably and normally in the operating environment with temperatures ranging from -10°C.
1.3.10. Outline dimensions The outline dimensions of the coupler price must not exceed the vehicle width limits defined in QCVN 08:2011/BGTVT.No.Design speed of the coupler price must comply with the following regulations: Design speed of the coupler price for passenger cars: not exceeding 120 km/h for 1000 mm gauge cars and not exceeding 160 km/h for 1435 mm gauge cars.
1.3.11. Design speed of the coupler price for freight cars: not exceeding 100 km/h for 1000 mm gauge cars and not exceeding 140 km/h for 1435 mm gauge cars. Braking distance

2. Appendix 1: Steel grade for coupler frame, coupler side plates, and spring beams
2.1. General Requirements

2.1.10. The service life of the transfer girderpolicies shall not be less than 30 years.
2.2. Appendix 2: Wheel tread shape and dimensions
2.2.1. Materials
a) For steel cast transfer girder frames, side frames, and spring beams, they must be made of grade B steel or grade C according to Standard AAR M-201-92: Cast steel or equivalent cast steel. The chemical composition and mechanical properties of grade B or grade C as specified in Appendix 1 of this Technical Regulation.
b) For steel welded transfer girder frames, side frames, and spring beams, the minimum requirement is SM 490 A steel according to standard JIS G3106: Steel for welding or equivalent steel. The chemical composition and mechanical properties of steel plates as specified in Appendix 1 of this Technical Regulation.of the Government stipulating functions, tasks, powers, and organizational structure of the Ministry of Home AffairsCertificates of chemical composition and mechanical properties of cast steel or steel plates manufacturing transfer girder frames, side frames, and spring beams must be issued by authorized agencies or organizations.

2.2.5.2. Shock absorber
a) Made of cast steel or welded steel;
After casting or welding, side frames and spring beams must undergo heat treatment to eliminate residual stress and surface treatment by shot blasting or other surface treatment methods;
b) Internal defect inspection of castings (for transfer girderướframes, side frames, and spring beams made of cast steel) and weld inspection at positions specified in the design must be carried out; defect levels must not exceed allowable limits set by the design and current standards and technical regulations;
Dimensional tolerances of transfer girder frames, side frames, and spring beams after manufacture must not exceed tolerances specified in the design.
2.2.6. The structure of the transfer girder frame and components of the transfer girder must facilitate inspection and maintenance.
Passenger car transfer girders must have a mechanism to position the spring beam and box spring vertically and horizontally along the transfer girder frame.ANNEX I.A[31]The power transmission mechanism of the brake lever must ensure durability, reliable operation, and adjustability when the wheel rolling diameter and brake shoe thickness change within permissible limits.
a) For parts that come into contact, impact, or relative motion during operation, wear-resistant materials must be used and measures taken to reduce impact.
b) Transfer girders must have safety mechanisms such as chains and supports to prevent damage to parts like brake levers, spring beams, and spring supports during operation.

3.1. This regulation specifies technical requirements and inspection criteria for type 2-axle coupler prices produced, assembled, and imported for use on railway cars operating on national railway networks and dedicated railways connected to the national network.
Not more than 1 mm for transfer girders with a construction speed of less than 120 km/h;
a) Not more than 0.5 mm for transfer girders with a construction speed of 120 km/h or more.
b) The difference in the rolling circle diameter of two wheels on the same axle shall not exceed 1 mm. lDeviation of the diameter of the rolling wheel of two wheels on the same axle:
c) Not exceeding 1 mm for the redirecting price with a construction speed of less than 120 km/h;° Not exceeding 0.5 mm for the redirecting price with a construction speed of 120 km/h or more.
d) The difference in the diameter of the rolling wheel of two wheels on the same axle shall not exceed 1 mm. lDeviation of the diameter of the rolling wheel of two wheels on the same axle:
For the axle of the wheel with a track gauge of 1000 mm;
3.2. Inspection Content
Rust protection and surface coating with at least one layer of paint, except for details specifically provided for in the design. The surface of cast steel parts, rims, and the middle shaft between two wheels must be coated with a non-colored glossy paint layer;organize credit institutions, foreign bank branches are responsible for organizing the implementation of this Circular. Technical requirements for rust-proof paint and surface coating must comply with current technical standards and regulations.
3.2.1. During the production and assembly of the redirecting price, electrical current shall not be allowed to pass through the bearing raceway.
3.2.1.1. On the frame, guide shoes, and spring beams, there must be letters or labels indicating the type of redirecting price, manufacturing facility, year and month of production, and other requirements if specified in the design.
a) Static load testdevelopmentAfter complete assembly, the redirecting price must undergo a static load test on specialized equipment. The content of the test is regulated in Appendix 3 of this Standard and the test load must comply with the design specifications.
b) The results of the static load test must comply with the design specifications.No.When leaving the factory, the redirecting price must have a quality certificate including the following contents:
3.2.1.2. Name of the manufacturing plant;
a) Name and type of the redirecting price;
b) Type of wheel axle; Serial number;
3.2.1.3. d) Month and year of factory release;
3.2.1.4. The clearance between the tire tread surface and the standard profile of the tread surface (as specified in Appendix 2 of this Standard) shall not exceed 0.5 mm.
3.2.2. Axle
a) The chemical composition and mechanical property certificates of the axle material must comply with the design requirements;
b) The size of the axle must conform to the design specifications;
c) The axle must meetshall Inspection result certificate for defects.
3.2.3. Wheel load diagram
The wheel load diagram and the maximum load pressure must comply with the design specifications or current technical standards and regulations.
3.2.4. is the part used to control the tilt of the car body when the railway car operates. For railway cars with load-bearing slide tables, this part supports the car body and transmits the car body weight to the coupler price.
The track gauge of the wheels must satisfy the following provisions:
a) 924 ±1 mm in relation to the axle of a 1000 mm gauge track;No.Symbol of applicable standards and regulations.
b) 1353 ±1 mm for the axle of a 1435 mm gauge track;

3.2.5. Type , amended and supplemented by Decree No. 109/2025/NĐ-CP and Decree No. 193/2025/NĐ-CP Distance from the center of the axle housing to the frame support, guide bracket
3.2.6. The vertical and horizontal distance deviation of the axle housing center from the frame support, guide bracket must not exceed 2 mm;
a) The diagonal distance deviation of the axle housing center from the frame support must not exceed 3 mm. The total clearance between the sliding frame oil housing and the spring frame slider along the vehicle's vertical direction and the axle's vertical direction must comply with the design specifications; for the type of steering gear with a shock absorber, the friction surface must not have any clearance.
b) The total lateral clearance between the two ends of the brake rail slider and the circular rail edge of the guide bracket must not be less than 20 mm, and the upper clearance of the brake rail with the bottom of the rail slide must not be less than 4 mm.
3.2.7. The total gap or looseness between the spring frame and the frame support must comply with the design specifications; the vertical tilt of the spring frame relative to the frame support must not exceed 2 mm, and the vertical tilt relative to the axle must not exceed 4 mm. c) The inner and outer springs at the same position must have different winding directions;
3.2.10. Materials for manufacturing springs and the hardness of box springs and central springs of transfer girders must comply with design specifications.
3.2.10.1. For steel central springs, the vertical tilt of the spring frame relative to the frame support must not exceed 2 mm, and the vertical tilt relative to the axle must not exceed
a) mm; for air or rubber central springs, the tilt of the spring frame must not exceed the design specifications.g Structure
b) Brake retainer mechanism
c) After assembly, the brake retainer mechanism of the steering gear must operate stably and flexibly. The distance from the brake retainer mechanism to other parts of the steering gear when in the braking and releasing states must comply with the design specifications;
3.2.10.2. When installed in a vertical or inclined position, the brake retainer mechanism must be installed from top to bottom; except in cases where the structure cannot meet the above requirement, it must be installed according to the design specifications;
a) The excess length of the safety chain of the brake retainer mechanism must be within the range of 30 mm to 50 mm. When in the braking or releasing state, the clearance between the lower surface of the brake shoe and the safety chain must be from 10 mm to 30 mm;
b) In the released state, the clearance between the brake shoe pad and the wheel tread surface or between the brake shoe and the brake disc must be uniform and comply with the design specifications.
c) Between the surfaces subject to friction of the steering gear, there must be a layer of lubricating oil or grease (except for the dry friction shock absorber surfaces). In the case of a load-bearing surface, the lubrication method must comply with the design specifications. Protective coating
d) The components and parts of the steering gear must be coated with anti-corrosion paint and at least one layer of surface paint, except for parts with specific requirements in the design.
