CIRCULAR

ISSUING THE LIST OF HIGHER EDUCATION AT THE UNDERGRADUATE LEVEL

Pursuant to the Education Law on June 14, 2005; the Law Amending and Supplementing Certain Articles of the Education Law on November 25, 2009;

BASED ON THE Higher Education Law dated June 18, 2012;

Pursuant to Decree No. 123/2016/NĐ-CP dated September 1, 2016 of the Government stipulating the functions, tasks, powers and organizational structure of Ministries and ministerial-level agencies;

Pursuant to Decree No. 69/2017/NĐ-CP dated May 25, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

Pursuant to Decision No. 01/2017/QĐ-TTg dated January 17, 2017 of the Government Chairman on issuing the Catalogue of Education and Training for the National Education System;

At the request of the Director of the Higher Education Department;

The Minister of Education and Training issues this Circular to promulgate the List of higher education at the undergraduate level.

Article 1. Attached to this Circular is the List of higher education at the undergraduate level.

Article 2. The Ministry of Education and Training shall classify, compile statistics, and supplement new fields into the List of higher education at the undergraduate level. Based on the authorized training fields, higher education institutions shall proactively develop specialized training programs to meet social needs.

Article 3. This Circular takes effect from November 25, 2017, and replaces the provisions concerning the List of higher education at the undergraduate level set forth in Circular No. 14/2010/TT-BGDĐT dated April 24, 2010, issued by the Minister of Education and Training on the issuance of the List of higher education at the college and undergraduate levels, and Circular No. 32/2013/TT-BGDĐT dated August 5, 2013, amending and supplementing the List of higher education at the college and undergraduate levels attached to Circular No. 14/2010/TT-BGDĐT dated April 24, 2010.

Article 4. The Head of the Office, the Director of the Higher Education Department, the Heads of relevant units under the Ministry of Education and Training, the Rectors of universities and academies, the Principals of colleges, and related organizations and individuals are responsible for implementing this Circular.

HIGHER EDUCATION AT THE UNDERGRADUATE LEVEL
(Attached to Circular No. 24/2017/TT-BGDĐT dated October 10, 2017, issued by the Minister of Education and Training)

1. A field of study is a collection of specialized knowledge and skills related to a specific scientific area or occupational field. In addition to the basic knowledge and foundational knowledge (of the field, group of fields), each undergraduate training program must include a minimum of 30 credits of field-specific knowledge (including general and deep specialized knowledge of the field) that does not overlap with the field-specific knowledge of closely related fields within the field or group of fields.

2. The field code consists of seven consecutive digits, defined as follows from left to right: the first digit specifies the level of training; the second and third digits specify the field of training; the fourth and fifth digits specify the group of fields of training; the last two digits specify the field of training.
