This Decision amends Article 3 concerning the organizational structure of the Department of Water Resources under the Ministry of Agriculture and Rural Development, specifying the assisting units and public service organizations. This Decision takes effect from September 1, 2019.

AMENDING ARTICLE 3 OF THE DECREE NO. 25/2017/QD-TTg OF JULY 3, 2017 ISSUED BY THE PRIME MINISTER ON THE FUNCTIONS, TASKS, POWERS AND ORGANIZATIONAL STRUCTURE OF THE WATER RESOURCES AGENCY UNDER THE MINISTRY OF AGRICULTURE AND RURAL DEVELOPMENT
Pursuant to the Law on Government Organization dated June 19, 2015;
Pursuant to Decree No. 123/2016/ND-CP dated September 1, 2016 of the Government stipulating the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies;
Pursuant to Decree No. 15/2017/NĐ-CP dated February 17, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
At the proposal of the Minister of Agriculture and Rural Development;
The Prime Minister issues this Decision to amend Article 3 of Decree No. 25/2017/QD-TTg dated July 3, 2017, issued by the Prime Minister, on the functions, tasks, powers, and organizational structure of the Water Resources Agency under the Ministry of Agriculture and Rural Development.
Article 1. Amend Article 3 of Decree No. 25/2017/QD-TTg dated July 3, 2017, issued by the Prime Minister, on the functions, tasks, powers, and organizational structure of the Water Resources Agency under the Ministry of Agriculture and Rural Development:
"Article 3. Organizational Structure
1. Planning and Finance Department.
2. Science, Technology, and International Cooperation Department.
3. Legal Affairs and Inspection Department.
4. Construction Department.
5. Water Supply and Rural Clean Water Department.
6. Dam Safety Department.
7. Office of the Water Resources Agency.
8. Irrigation Works Management Bureau.
9. National Water Policy and Technology Center.
10. National Rural Clean Water and Environmental Sanitation Center.
The organizations specified from Clause 1 to Clause 8 of this Article shall assist the Director General in performing state management functions; the organizations specified from Clause 9 to Clause 10 of this Article shall be public service units directly under the Water Resources Agency.
The Office of the Water Resources Agency shall have four divisions; the Irrigation Works Management Bureau shall have an office, three divisions, and one Sub-bureau.
Article 2.
This Decision takes effect from September 1, 2019.
Repeal Clause 35, Article 1 of Decree No. 999/QD-TTg dated June 19, 2014, issued by the Prime Minister, listing public service units directly under the Ministry of Agriculture and Rural Development.
Article 3. The Minister of Agriculture and Rural Development, ministers, heads of ministerial-level agencies, heads of government-affiliated agencies, chairpersons of provincial people's committees under central cities, and the Director General of the Water Resources Agency are responsible for implementing this Decision.
