Pursuant to Decree No. 14/2017/NĐ-CP dated February 21, 2017 defining the functions, tasks, powers, and organizational structure of the Ministry of Labor, Invalids and Social Affairs; the 02 years 2017 of the Government qThe Minister of Labor, Invalids and Social Affairs issues this Circular on issuing 116 economic-technical norms for vocational training at intermediate and higher college levels.
Pursuant to Decree No. 16/2015/NĐ-CP dated February 14, 2015 of the Government on the mechanism of autonomy for public service units;
Pursuant to Decree No. 15/2019/NĐ-CP dated February 1, 2019, of the Government detailing certain provisions and measures to implement the Law on Vocational Education;
Pursuant to Decision No. 1508/QĐ-TTg dated July 27, 2016 of the Prime Minister promulgating the List of public services using state budget funds under the management of the Ministry of Labor, Invalids and Social Affairs;
At the proposal of the Director General of the General Department of Vocational Education;
The Minister of Labor, Invalids and Social Affairs issues this circular setting economic and technical norms for training vocational secondary and vocational college levels for certain occupations in the group of technology and engineering; agriculture, forestry, and fisheries.
Article 1. This circular includes 58 economic and technical norms for training vocational secondary and vocational college levels for 29 occupations in the group of technology and engineering; agriculture, forestry, and fisheries, including:

Ministries, ministerial-level agencies, government agencies, political and social organizations, People's Committees of provinces and centrally governed cities, the General Department of Vocational Education and Training, vocational education and training schools offering the above-mentioned professions, and related units shall be responsible for implementing this Circular.
Any difficulties encountered during implementation should be promptly reported to the Ministry of Labor, Invalids and Social Affairs for study and resolution./
