CIRCULAR

Amending and supplementing some articles of Circular No. 07/2016/TT-BNNPTNT
dated May 31, 2016 of the Minister of Agriculture and Rural Development stipulating
on prevention and control of animal diseases on land
 

Pursuant to the Law on Animal Health No. 79/2015/QH13 dated June 19, 2015;

Pursuant to Decree No. 15/2017/NĐ-CP dated February 17, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

At the proposal of the Director of the Animal Health Department,

The Minister of Agriculture and Rural Development issues this Circular amending and supplementing some articles of Circular No. 07/2016/TT-BNNPTNT dated May 31, 2016 of the Minister of Agriculture and Rural Development on prevention and control of animal diseases on land.

Article 1. Amending and supplementing some articles of Circular No. 07/2016/TT-BNNPTNT dated May 31, 2016 of the Minister of Agriculture and Rural Development on prevention and control of animal diseases on land

1. Supplementing Point n of Clause 1 of Article 10 as follows:

"n) African Swine Fever."

Prevention, control, and application of compulsory measures for pigs infected with African Swine Fever according to the guidance of the Ministry of Agriculture and Rural Development and the Department of Animal Health.

2. Supplementing Item 1.9 in Section 1 of the List of animal diseases on land that must be declared in Appendix 01 of the List of animal diseases on land that must be declared; List of zoonotic diseases; List of prohibited slaughtering and treatment of diseased animals as follows:

"1.9. African Swine Fever."

3. Amending and supplementing Clause 5 of Article 12 as follows:

           "5. Directing or submitting to the Ministry for issuance of guidelines on diagnosis, testing, technical measures for prevention and control of newly emerging infectious animal diseases on land; regular disease surveillance."

Article 2. Effective Date

This Circular takes effect from February 7, 2020.

Article 3. Responsibility for Implementation

1. The Director of the Animal Health Department, heads of units, organizations, and individuals related to this matter shall be responsible for implementing this Circular.

2. During the implementation process, if there are difficulties or obstacles, it is recommended that agencies, organizations, and individuals report them to the Ministry of Agriculture and Rural Development for review, amendment, and supplementation./.
