Amending and supplementing certain articles of Circular No. 10/2017/TT-BLDTBXH
dated March 13, 2017 of the Minister of Labor, Invalids and Social Affairs regarding the model of secondary vocational school graduation certificates and college graduation certificates; printing, management, issuance, recovery, and cancellation of secondary vocational school graduation certificates and college graduation certificates
Pursuant to Decree No. 15/2019/NĐ-CP dated February 1, 2019 of the Government detailing some provisions and measures for implementing the Law on Vocational Education;
The Minister of Labor, Invalids and Social Affairs issues this Circular amending and supplementing certain articles of Circular No. 10/2017/TT-BLDTBXH dated March 13, 2017 of the Minister of Labor, Invalids and Social Affairs regarding the model of secondary vocational school graduation certificates and college graduation certificates; printing, management, issuance, recovery, and cancellation of secondary vocational school graduation certificates and college graduation certificates. 

Pursuant to the Law on Vocational Education dated November 27, 2014;
Pursuant to Decree No. 14/2017/NĐ-CP dated February 17, 2017, of the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor, Invalids, and Social Affairs;
Article 1. Amending and supplementing certain articles of Circular No. 10/2017/TT-BLDTBXH dated March 13, 2017 of the Minister of Labor, Invalids and Social Affairs regarding the model of secondary vocational school graduation certificates and college graduation certificates; printing, management, issuance, recovery, and cancellation of secondary vocational school graduation certificates and college graduation certificates
At the proposal of the Director General of the General Department of Vocational Education,
"2. The original graduation certificate is issued once to students (hereinafter referred to as learners)."

"Article 3. Model of graduation certificate and content recorded on the graduation certificate

"2. Company Limited Tan Cang - Petro Cam Ranh (hereinafter referred to as Tan Cang - Petro Cam Ranh Company) is an enterprise directly serving national defense and security, with 100% capital contribution from state-owned enterprises holding 100% of the Charter Capital."

1. Secondary vocational school graduation certificates and college graduation certificates shall be printed in both Vietnamese and English, consisting of four (4) pages, each page having a size of 190 mm x 135 mm. Pages 1 and 4 have a red background. Page 1 has the National Emblem, with all characters printed on it being yellow. Pages 2 and 3 have a yellow background with golden border patterns; the bronze drum image is embossed centrally on page 2, and the National Emblem is embossed centrally on page 3; the name of the certificate is in red, while other characters are black."

2. Amending and supplementing Article 3 as follows:

The model of the graduation certificate and the content recorded on the secondary vocational school graduation certificate and college graduation certificate are specified in Appendix I and Appendix II attached hereto.

2. The content recorded on the graduation certificate includes:

b) The title of the principal of the school issuing the graduation certificate;

c) The name of the school issuing the graduation certificate;

Point a) National emblem and motto:

SOCIALIST REPUBLIC OF VIET NAM

Independence - Freedom - Happiness

d) The name of the graduation certificate according to the level of training (secondary vocational school graduation certificate, college graduation certificate);

đ) The field of study;

e) The surname, middle name, and given name of the person receiving the graduation certificate;

g) The date of birth of the person receiving the graduation certificate;

h) The classification of graduation;

i) The place, date, and year of issuance of the graduation certificate;

k) The title, signature, surname, middle name, and given name of the principal of the school issuing the graduation certificate, and affixing the seal according to regulations;

l) The serial number and entry number in the original record book for issuing the graduation certificate;

m) For high-quality programs, the phrase "high-quality program" is noted below the name of the field of study;

n) Other contents in accordance with the provisions of the law."

"3. In case learners have signed to receive the graduation certificate but the content recorded on the graduation certificate is incorrect due to the school's error."

4. Amend and supplement Point c Clause 2 Article 12 as follows:

3. Supplement Clause 3 of Article 11 as follows:

"c) The correction of the content recorded on the graduation certificate shall be carried out by a decision to correct, not directly on the graduation certificate.

Based on the correction decision, the authorized person to correct the content recorded on the graduation certificate shall proceed to correct the corresponding content recorded in the original record book for issuing the graduation certificate. The correction of the content recorded in the original record book shall be carried out by a decision to correct."

"Article 14. Publicly announcing information about issuing graduation certificates on the electronic information website

1. Within thirty days from the date of issuance, the school must publicly announce information about issuing graduation certificates on its electronic information website and provide information about issuing graduation certificates on the online database system for issuing educational certificates at the Educational Certificate Information Lookup Website (hereinafter referred to as the electronic information website) at the address: http://vanbang.gdnn.gov.vn.

5. Amending and supplementing Article 14 as follows:

2. The publicly announced information about issuing graduation certificates includes the content recorded on the graduation certificate and must be updated regularly on the electronic information website to ensure easy management, access, and search. In case the graduation certificate is corrected, recovered, or canceled, it must be updated on the electronic information website.

3. The public announcement of information about issuing, correcting, recovering, and canceling graduation certificates on the electronic information website shall apply to all graduation certificates that have been issued before the effective date of this Circular for training programs implemented in accordance with the provisions of the Law on Vocational Education.

4. The General Department of Vocational Education shall guide the updating, correction, recovery, and cancellation of information about graduation certificates on the electronic information website."

Repeal Article 5 of Circular No. 34/2018/TT-BLDTBXH dated December 26, 2018 of the Minister of Labor, Invalids and Social Affairs amending and supplementing certain articles of Circular No. 42/2015/TT-BLDTBXH dated October 20, 2015 regulating secondary vocational education training, Circular No. 43/2015/TT-BLDTBXH dated October 20, 2015 regulating regular vocational education training, Circular No. 07/2017/TT-BLDTBXH dated March 10, 2017 regulating the working conditions of vocational education teachers, Circular No. 08/2017/TT-BLDTBXH dated March 10, 2017 regulating standards of professional expertise for vocational education teachers, Circular No. 10/2017/TT-BLDTBXH dated March 13, 2017 regulating the model of secondary vocational school graduation certificates and college graduation certificates; printing, management, issuance, recovery, and cancellation of secondary vocational school graduation certificates and college graduation certificates, and Circular No. 31/2017/TT-BLDTBXH dated December 28, 2017 regulating college, secondary vocational school, and primary vocational school training under the combined work-study mode.

Ministries, ministerial-level agencies, government agencies, People's Committees of provinces and centrally governed cities, political-social organizations, the General Department of Vocational Education, Departments of Labor, Invalids and Social Affairs, secondary vocational schools, colleges, and related agencies, organizations, and individuals are responsible for implementing this Circular./.

Article 2. Effective Date

1. This Circular takes effect from January 1, 2022.

2. Repeal Article 5 of Circular No. 34/2018/TT-BLDTBXH dated December 26, 2018, issued by the Minister of Labor - Invalids and Social Affairs to amend and supplement certain provisions of Circular No. 42/2015/TT-BLDTBXH dated October 20, 2015 on vocational training at the primary level, Circular No. 43/2015/TT-BLDTBXH dated October 20, 2015 on regular training, Circular No. 07/2017/TT-BLDTBXH dated March 10, 2017 on working conditions for vocational education teachers, Circular No. 08/2017/TT-BLDTBXH dated March 10, 2017 on standards for professional expertise for vocational education teachers, Circular No. 10/2017/TT-BLDTBXH dated March 13, 2017 on models of secondary and college graduation certificates; printing, management, issuance, recovery, and cancellation of secondary and college graduation certificates, and Circular No. 31/2017/TT-BLDTBXH dated December 28, 2017 on vocational training at the college, secondary, and primary levels through combined work and study programs.

Article 3. Implementation Organization

Ministries, ministerial-level agencies, government-affiliated agencies, People's Committees of provinces and centrally governed cities, political-social organizations, the General Department of Vocational Education, Departments of Labor - Invalids and Social Affairs, secondary schools, colleges, and relevant agencies, organizations, and individuals are responsible for implementing this Circular./.
