Circular No. 24/2023/TT-BGDĐT on the evaluation and recognition of "Learning Units" at the district and provincial levels

CIRCULAR

Pursuant to the Education Law dated June 14, 2019;

Pursuant to Decree No. 86/2022/NĐ-CP dated October 24, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

At the request of the Director of the Department of Continuing Education;

The Minister of Education and Training issues this Circular to regulate the evaluation and recognition of "Learning Units" at the district and provincial levels.

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation and Applicability

1. This Circular regulates the evaluation and recognition of "Learning Units" at the district and provincial levels, including: authority, level, criteria, conditions, procedures for evaluating and recognizing "Learning Units" at the district and provincial levels, and the responsibilities of relevant agencies and organizations.

2. This Circular applies to People's Committees of communes, wards, towns (hereinafter referred to collectively as commune); agencies, organizations, units under the direct leadership of district party committees, municipal party committees, town party committees, city party committees directly under provincial party committees, city party committees; agencies, units under the direct leadership of People's Committees of districts, municipalities, cities directly under provinces, centrally governed cities (hereinafter referred to collectively as district); specialized agencies under the direct leadership of political and social organizations at the district level; social organizations at the district level; occupational social organizations at the district level; economic organizations within the administrative management authority of People's Committees at the district level; educational institutions; agencies, organizations, units under the direct leadership of provincial party committees, city party committees directly under the central government; agencies, units under the direct leadership of People's Committees of provinces, centrally governed cities (hereinafter referred to collectively as province); military units at the provincial level; specialized agencies under the direct leadership of political and social organizations at the provincial level; social organizations at the provincial level; occupational social organizations at the provincial level; economic organizations within the administrative management authority of People's Committees at the provincial level and related individuals and organizations.

Article 2. Interpretation of Terms

In this Circular, the following terms shall be understood as follows:

1. Educational institutions that evaluate and recognize at the district level include kindergartens, primary schools, secondary schools, general education schools with the highest grade being secondary school, boarding schools for ethnic minorities, residential schools for ethnic minorities under the management of People's Committees at the district level, vocational education centers, and other educational institutions under the administrative management authority of People's Committees at the district level.

2. Educational institutions that evaluate and recognize at the provincial level include high schools, general education schools with the highest grade being high school, residential schools for ethnic minorities under the management of People's Committees at the provincial level, preparatory colleges, specialized schools, gifted schools, schools for persons with disabilities, correctional schools, continuing education centers, centers for supporting inclusive education development, junior colleges, community colleges, universities, and other educational and training institutions under the administrative management authority of People's Committees at the provincial level and equivalent institutions.

3. Unit at the district level is the People's Committee of the commune; advisory agencies and units under the direct leadership of district party committees, municipal party committees, town party committees, city party committees directly under provincial party committees, city party committees; agencies, units under the direct leadership of People's Committees at the district level; United Front Work Committee at the district level; Military Command at the district level; Public Security at the district level; Trade Union at the district level; Communist Youth League at the district level; Farmers' Association at the district level; Women's Union at the district level; Veterans' Association at the district level; enterprises, cooperatives, and other organizations conducting investment and business activities under the administrative management authority of People's Committees at the district level; Educational institutions that evaluate and recognize at the district level; Literacy Promotion Associations at the district level, and other social organizations at the district level, occupational social organizations at the district level.

4. Unit at the provincial level is advisory agencies and units under the direct leadership of provincial party committees, city party committees directly under the central government; agencies, units under the direct leadership of People's Committees at the provincial level; United Front Work Committee at the provincial level; Command of the Capital City of Hanoi, Command of Ho Chi Minh City, Military Command at the provincial level; Public Security at the provincial level; Trade Union at the provincial level; Communist Youth League at the provincial level; Farmers' Association at the provincial level; Women's Union at the provincial level; Veterans' Association at the provincial level; enterprises, industrial park management boards, export processing zone management boards, high-tech park management boards, economic zone management boards, and other organizations conducting investment and business activities under the administrative management authority of People's Committees at the provincial level; Educational institutions that evaluate and recognize at the provincial level; Literacy Promotion Associations at the provincial level, and other social organizations at the provincial level, occupational social organizations at the provincial level.

5. Staff in the unit includes officials, civil servants, public servants; officers, non-commissioned officers, professional soldiers, conscripts of the Vietnam People's Army; officers, non-commissioned officers, conscripts of the Vietnam People's Public Security Force; managers of economic organizations in units at the district level, units at the provincial level.

6. Workers in the unit are workers with technical qualifications in units at the district level, units at the provincial level.

7. Members of the unit are staff in the unit, workers in the unit.

8. Learner are students, trainees in educational institutions that evaluate and recognize at the district and provincial levels (excluding kindergartens, primary schools, secondary schools, general education schools with the highest grade being secondary school, boarding schools for ethnic minorities, residential schools for ethnic minorities at the district level).

9. President's Office is a room; specialized department; professional team; office team; office, inspection, specialized department, professional department, and other rooms, departments, teams belonging to units at the district level, units at the provincial level.

10. is the recognition of a commune, district, or province that has already been recognized at Level 1 and wishes to be recognized at Level 2. is the reimplementation of the evaluation and recognition process of "Learning Units" at the district level for units at the district level, "Learning Units" at the provincial level for units at the provincial level after the previous recognition decision expires.

11. is a commune located in ethnic minority regions, mountainous areas, coastal areas, islands, border areas, and particularly difficult communes according to the Prime Minister's Decision. is the recognition of units at the district level, units at the provincial level that have been recognized at Level 1 and wish to be recognized at Level 2.

3. To serve as a basis for evaluating and recognizing "Learning Communities" at the commune, district, and province levels.

1. Determining units at the district level, units at the provincial level meeting the learning objectives at each stage, developing plans to improve quality, maintain, and enhance learning activities of the unit; publicly announcing the current learning quality status of the unit to the administrative authorities and society for the administrative authorities to evaluate and recognize or not recognize "Learning Units" at the district and provincial levels.

2. Recognize "Learning Units" at the district level to encourage investment and mobilize resources to support learning, creating motivation for learning; ensuring fair learning opportunities and favorable conditions for members of the unit to self-study and learn regularly to become "Learning Citizens," contributing to building "Learning Communities" at the commune, district, and provincial levels; promoting lifelong learning and building a learning society.

AUTHORITY, LEVEL, CRITERIA, CONDITIONS, AND PROCEDURES FOR EVALUATING AND RECOGNIZING "LEARNING COMMUNITIES" AT THE COMMUNE LEVEL

1. Transparency, democracy, and transparency; in accordance with authority, level, criteria, conditions, and evaluation and recognition procedures stipulated in this Circular.

2. Ensuring responsibility and honesty in individual and unit self-evaluation.

Chapter II

AUTHORITY, LEVEL, CRITERIA, CONDITIONS, EVALUATION AND RECOGNITION PROCEDURES FOR "LEARNING UNITS" AT THE DISTRICT LEVEL

Article 5. Authority for evaluation and recognition, level, and duration of recognition for "Learning Units" at the district level

1. The Chairman of the People's Committee at the district level decides to recognize district-level units as "Learning Units" at the district level.

2. Recognition of "Learning Units" at the district level is conducted at two levels: Level 1 and Level 2.

3. A district-level unit recognized at Level 1 may request an evaluation and recognition for Level 2 after at least one year (12 months) from the date of the recognition decision.

4. The recognition result is valid for three years (36 months) following the year in which the unit was recognized as a "Learning Unit" at the district level.

Article 6. Criteria for evaluation and recognition of "Learning Units" at the district level, Level 1

1. Criterion 1: Regarding the conditions for building "Learning Units"

a) Indicator 1: Issuing annual plans for members within the unit to engage in regular learning, organizing and implementing these plans.

b) Indicator 2: Fully implementing training and capacity-building regimes as prescribed, including internal regulations aimed at encouraging and motivating members within the unit to actively participate in learning. For district-level units that are public kindergartens, primary schools, or preschools, they must participate in training and capacity-building activities to enhance professional skills and support teachers in private and public preschools on their territory as prescribed.

c) Indicator 3: Allocating sufficient funds from the state budget annually to implement training and capacity-building activities for members within the unit (for units that are state-owned administrative agencies or public service organizations).

d) Indicator 4: Implementing digital transformation, equipping members within the unit with tools and devices suitable for work and learning in a digital environment.

đ) Indicator 5: Participating in activities serving lifelong learning for citizens.

2. Criterion 2: Regarding the learning outcomes of members within the unit

a) Indicator 1: At least 90% of members within the unit comply with labor discipline and internal working regulations, demonstrating teamwork, cooperation, sharing, and exchange.

b) Indicator 2: At least 90% of members within the unit complete all prescribed training and capacity-building programs approved by the leadership of the unit.

c) Indicator 3: At least 90% of members within the unit have been trained, capacity-built, and participated in digital transformation activities within the unit.

d) Indicator 4: At least 50% of members within the unit hold certificates or diplomas in foreign languages or ethnic minority languages meeting job requirements or positions (excluding members within economic organizations).

đ) Indicator 5: At least 90% of members within the unit achieve the title of "Advanced Worker" (as stipulated in Law on Encouragement of Competition and Rewards No. 06/2022/QH15).

3. Criterion 3: The impact of building "Learning Units"

a) Indicator 1: At least 90% of members within the unit achieve the title of "Learning Citizen" according to the criteria and guidelines for assessment and recognition of "Learning Citizens" for the period 2021-2030 (issued in Decision No. 324/QĐ-KHVN dated October 25, 2023 of the Central Executive Committee of the Vietnam Association for Promoting Education, hereinafter referred to as Decision No. 324/QĐ-KHVN). For educational institutions at the district level, at least 95% of students must achieve the title of "Learning Citizen" according to Decision No. 324/QĐ-KHVN.

b) Indicator 2: District-level units carry out activities to create a learning environment and share knowledge with other units. Public kindergartens, primary schools, and preschools at the district level must conduct or coordinate with other entities to provide training and capacity-building activities to enhance professional skills and support teachers in private and public preschools on their territory as prescribed.

c) Indicator 3: District-level units achieve commendations from "Advanced Working Collectives" (as stipulated in Law on Encouragement of Competition and Rewards No. 06/2022/QH15) or higher.

d) Indicator 4: District-level units that are general education institutions achieve the basic level of digital transformation according to Decision No. 4725/QĐ-BGDĐT dated December 30, 2022 of the Minister of Education and Training.

đ) Indicator 5: District-level units that are vocational education institutions meet the current quality standards for vocational education.

Article 7. Criteria for Evaluation and Recognition of "Learning Unit" at the County Level, Level 2

1. Criterion 1: Regarding the conditions for building "Learning Units"

The content of the criteria as prescribed in Clause 1 of Article 6 of this Circular.

2. Criterion 2: On the Learning Results of Members within the Unit

a) Indicator 1: At least 95% of members within the unit comply with labor discipline and internal work regulations of the unit, demonstrating a spirit of unity, cooperation, sharing, and exchange.

b) Indicator 2: At least 95% of members within the unit complete all training programs and development activities as prescribed by the state or the unit and approved by the unit's leadership.

c) Indicator 3: At least 95% of members within the unit are trained, developed, and participate in implementing digital transformation within the unit.

d) Indicator 4: At least 70% of members within the unit possess language skills in foreign languages or ethnic minority languages meeting job requirements or positions (excluding members within the unit who are economic organizations).

đ) Indicator 5: At least 95% of members within the unit achieve the title of "Advanced Worker" (as stipulated in Law on Encouragement of Excellence and Reward No. 06/2022/QH15) or higher.

3. Criterion 3: The impact of building "Learning Units"

a) Indicator 1: At least 95% of members within the unit achieve the title of "Learning Citizen" according to Decision No. 324/QĐ-KHVN. For county-level units that are educational institutions, they must recognize at least 97% of students achieving the title of "Learning Citizen" according to Decision No. 324/QĐ-KHVN at the county level.

b) Indicator 2: District-level units carry out activities to create a learning environment and share knowledge with other units. Public kindergartens, primary schools, and preschools at the district level must conduct or coordinate with other entities to provide training and capacity-building activities to enhance professional skills and support teachers in private and public preschools on their territory as prescribed.

c) Indicator 3: County-level units that are public administrative agencies or public service units must achieve a commendation level from "Advanced Working Collective" (as stipulated in Law on Encouragement of Excellence and Reward No. 06/2022/QH15) or higher.

d) Indicator 4: County-level units that are general secondary education institutions must reach the "well-met" level of digital transformation of the unit according to Decision No. 4725/QĐ-BGDĐT dated December 30, 2022 of the Minister of Education and Training.

đ) Indicator 5: District-level units that are vocational education institutions meet the current quality standards for vocational education.

Article 8. Conditions for Recognizing "Learning Unit" at the County Level

1. A county-level unit is recognized as achieving "Learning Unit" at the county level, Level 1 when it meets all the criteria and indicators specified in Article 6 of this Circular.

2. A county-level unit is recognized as achieving "Learning Unit" at the county level, Level 2 when it meets all the criteria and indicators specified in Article 7 of this Circular.

Article 9. Method of Evaluating "Learning Unit" at the County Level

1. The evaluation of "Learning Unit" at the county level is based on evidence and results achieved from the criteria and indicators stipulated in Articles 6 and 7 of this Circular.

2. The implementation results of the criteria and indicators regarding "Learning Unit" at the county level are evaluated in two forms: achieved or not achieved.

3. Criteria and indicators without appropriate evidence are evaluated as not achieved.

4. A criterion is evaluated as achieved when the unit meets all the indicators of that criterion.

Article 10. Process of Evaluating and Recognizing "Learning Unit" at the County Level

1. County-level units organize the self-evaluation and recognition process of "Learning Unit" at the county level through the following steps:

a) The head of the unit establishes an Evaluation Team.

b) The Evaluation Team prepares a Self-Evaluation Report and Recognition Report of "Learning Unit" at the county level, a Summary of Evaluation Results of the criteria and indicators; information and data of the Self-Evaluation Report and Summary of Evaluation Results of the criteria and indicators are calculated from January 1 to December 31 of the evaluation year.

c) Based on the self-evaluation results, if the unit meets the conditions for recognizing "Learning Unit" at the county level at which level, the head of the unit submits the application file for recognition at that level (sent directly, online, or via postal service) to the Department of Education and Training before January 15 of the following year.

The application file for evaluation and recognition of "Learning Unit" at the county level includes: Request for Evaluation and Recognition of "Learning Unit" at the county level; Self-Evaluation Report and Recognition Report of "Learning Unit" at the county level; Summary of Self-Evaluation Results of the criteria and indicators.

2. The People's Committee at the county level organizes the evaluation, examination, and decision-making process for recognizing units as "Learning Unit" at the county level through the following steps:

a) The Department of Education and Training receives, reviews, and checks the application files for recognition of "Learning Unit" at the county level.

b) The Director of the Department of Education and Training establishes the Evaluation and Recognition Council of "Learning Unit" at the county level (hereinafter referred to as the County-Level Evaluation Council). The County-Level Evaluation Council consists of a chairman, a secretary, and members, with an odd number of members, a minimum of five people. The council members include representatives from specialized agencies under the People's Committee at the county level; representatives from the Association for Promoting Learning at the county level; representatives from political-social organizations at the county level;

c) Organize a meeting of the County-Level Evaluation Council or seek opinions in writing from the members of the County-Level Evaluation Council to review the application files for recognition of "Learning Unit" at the county level;

d) Based on the review results, in cases where the unit does not meet the conditions for recognizing "Learning Unit" at the county level, the County-Level Evaluation Council reports to the Director of the Department of Education and Training to issue a response letter to the unit and clearly state the reasons for non-achievement;

đ) Based on the review results, in cases where the unit meets the conditions for recognizing "Learning Unit" at the county level, the County-Level Evaluation Council completes the file, reports to the Director of the Department of Education and Training to submit a proposal to the Chairman of the People's Committee at the county level for examination and decision to recognize the unit as "Learning Unit" at the county level.

The submitted file includes: Request for Recognition of "Learning Unit" at the county level; Evaluation Council Review Report; Summary of Evaluation Results of the criteria and indicators of each unit reviewed by the County-Level Evaluation Council; Draft Decision on Recognition of Units Achieving "Learning Unit" at the county level.

3. The completion time for evaluating and recognizing units as "Learning Unit" at the county level is before February 15 of the following year.

4. The process of re-evaluating, recognizing, or upgrading the level is carried out according to the provisions of Clause 1 and Clause 2 of this Article.

Chapter III

AUTHORITY, LEVEL, CRITERIA, CONDITIONS, PROCEDURE FOR EVALUATION AND RECOGNITION OF "LEARNING UNIT" AT THE PROVINCE LEVEL

Article 11. Competence to assess, recognize, level, and duration of recognition of "Learning Unit" at provincial level

1. The Chairman of the Provincial People's Committee decides on recognizing a provincial-level unit as a "Learning Unit" at the provincial level.

2. Recognition of "Learning Unit" at the provincial level is conducted at two levels: Level 1, Level 2.

3. A provincial-level unit recognized at Level 1 may request an assessment for recognition at Level 2 after at least one year (12 months) from the date of the recognition decision.

4. The recognition result is valid for a period of three years (36 months) following the year in which it was recognized as a "Learning Unit" at the provincial level.

Article 12. Criteria for assessing and recognizing "Learning Unit" at the provincial level, Level 1

1. Criterion 1: Regarding the conditions for building "Learning Units"

The content of the criteria as prescribed in Clause 1 of Article 6 of this Circular.

2. Criterion 2: On the Learning Results of Members within the Unit

The content of the criteria as prescribed in Clause 2 of Article 6 of this Circular.

3. Criterion 3: The impact of building "Learning Units"

a) Indicator 1: At least 90% of Members in the unit achieve the title of "Learner Citizen" according to Decision No. 324/QĐ-KHVN. For a provincial-level unit that is an educational institution, at least 95% of students achieve the title of "Learner Citizen" according to Decision No. 324/QĐ-KHVN.

b) Indicator 2: The provincial-level unit implements activities to create a learning environment and share knowledge with other units.

c) Indicator 3: The provincial-level unit achieves a commendation title from "Advanced Labor Collective" (according to Law on Encouragement and Reward No. 06/2022/QH15) or higher.

d) Indicator 4: The provincial-level unit, which is a high school, a multi-grade general education school with the highest grade being high school, or a continuing education center, reaches the "basic level" of digital transformation according to Decision No. 4725/QĐ-BGDĐT dated December 30, 2022, of the Minister of Education and Training.

đ) Indicator 5: The provincial-level unit, which is a higher education institution, reaches the "basic level" of digital transformation according to Decision No. 4740/QĐ-BGDĐT dated December 30, 2022, of the Minister of Education and Training.

e) Indicator 6: The provincial-level unit, which is a vocational education institution, meets the current quality assurance standards for vocational education.

Article 13. Criteria for assessing and recognizing "Learning Unit" at the provincial level, Level 2

1. Criterion 1: Regarding the conditions for building "Learning Units"

The content of the criteria as prescribed in Clause 1 of Article 6 of this Circular.

2. Criterion 2: On the Learning Results of Members within the Unit

The content of the criteria is stipulated in Clause 2, Article 7 of this Circular.

3. Criterion 3: The impact of building "Learning Units"

a) Indicator 1: At least 95% of Members in the unit achieve the title of "Learner Citizen" according to Decision No. 324/QĐ-KHVN. For a provincial-level unit that is an educational institution, at least 97% of students achieve the title of "Learner Citizen" according to Decision No. 324/QĐ-KHVN.

b) Indicator 2: The provincial-level unit implements activities to create a learning environment and share knowledge with other units.

c) Indicator 3: The provincial-level unit achieves a commendation title from "Advanced Labor Collective" (according to Law on Encouragement and Reward No. 06/2022/QH15) or higher.

d) Indicator 4: The provincial-level unit, which is a high school, a multi-grade general education school with the highest grade being high school, or a continuing education center, reaches the "good level" of digital transformation according to Decision No. 4725/QĐ-BGDĐT dated December 30, 2022, of the Minister of Education and Training.

đ) Indicator 5: The provincial-level unit, which is a higher education institution, reaches the "good level" of digital transformation according to Decision No. 4740/QĐ-BGDĐT dated December 30, 2022, of the Minister of Education and Training.

e) Indicator 6: The provincial-level unit, which is a vocational education institution, meets the current quality assurance standards for vocational education.

Article 14. Conditions for Recognizing "Learning Unit" at the Provincial Level

1. A provincial-level unit is recognized as achieving "Learning Unit" at the provincial level, Level 1 when it meets all the criteria and indicators stipulated in Article 12 of this Circular.

2. A provincial-level unit is recognized as achieving "Learning Unit" at the provincial level, Level 2 when it meets all the criteria and indicators stipulated in Article 13 of this Circular.

Article 15. Method for Evaluating Provincial Learning Units

1. The evaluation of provincial learning units is based on evidence and results achieved from the criteria and indicators stipulated in Articles 12 and 13 of this Circular.

2. The results of implementing the criteria and indicators for provincial learning units are evaluated in two forms: achieved or not achieved.

3. Criteria and indicators without appropriate evidence are evaluated as not achieved.

4. A criterion is evaluated as achieved when the unit meets all the indicators of that criterion.

Article 16. Evaluation and Recognition Process for Provincial Learning Units

1. The provincial-level unit organizes the self-evaluation and recognition of provincial learning units according to the following steps:

a) The head of the unit establishes an Evaluation Team.

b) The evaluation team prepares the Self-Evaluation Report and Recognition Report for Provincial Learning Units, a Summary of Evaluation Results for Criteria and Indicators; information and data in the Self-Evaluation Report and Summary of Evaluation Results for Criteria and Indicators are calculated from January 1 to December 31 of the evaluation year.

c) Based on the self-evaluation results, if the unit meets the conditions for recognizing provincial learning units at a certain level, the head of the unit submits the application file for recognition at that level (directly, online, or through postal service) to the Department of Education and Training before January 15 of the following year.

The application file for evaluation and recognition of provincial learning units includes: Request for Evaluation and Recognition of Provincial Learning Units; Self-Evaluation Report and Recognition Report for Provincial Learning Units; Summary of Self-Evaluation Results for Criteria and Indicators.

2. The People's Committee at the provincial level organizes the evaluation, examination, and decision-making for recognizing units as provincial learning units according to the following steps:

a) The Department of Education and Training receives, reviews, and checks the application files for recognition of provincial learning units.

b) The Director of the Department of Education and Training establishes the Evaluation and Recognition Board for Provincial Learning Units (hereinafter referred to as the Provincial Evaluation Board). The Provincial Evaluation Board consists of a chairman, a secretary, and members, with an odd number of members, a minimum of five people. The board includes representatives from specialized agencies under the provincial People's Committee; representatives from the provincial Promotion of Learning Association; representatives from provincial political-social organizations;

c) Organize a meeting of the Provincial Evaluation Board or seek opinions in writing from members of the Provincial Evaluation Board to review the application files for recognition of provincial learning units;

d) Based on the review results, in cases where the unit does not meet the conditions for recognizing provincial learning units, the Provincial Evaluation Board reports to the Director of the Department of Education and Training to issue a response letter to the unit and clearly state the reasons for non-qualification;

đ) Based on the review results, in cases where the unit meets the conditions for recognizing provincial learning units, the Provincial Evaluation Board completes the file, reports to the Director of the Department of Education and Training to prepare a document for submission to the Chairman of the provincial People's Committee for examination and decision to recognize the unit as a provincial learning unit.

The submitted file includes: Request for Recognition of Provincial Learning Units; Evaluation Report by the Provincial Evaluation Board; Summary of Evaluation Results for Criteria and Indicators of each unit reviewed by the Provincial Evaluation Board; draft Decision on Recognition of Provincial Learning Units.

3. The evaluation and recognition of units as provincial learning units must be completed before February 15 of the following year.

4. The process of re-evaluating, recognizing, or upgrading the level is carried out according to the provisions of Clause 1 and Clause 2 of this Article.

Chapter IV

IMPLEMENTATION

Article 17. Responsibilities of the People's Committee of the Province

1. Direct and guide specialized agencies, district-level People's Committees, and related units to implement this Circular in accordance with the characteristics and circumstances of the locality.

2. Allocate funds to ensure the work of inspection, evaluation, and recognition of district and provincial learning units.

3. Direct the Department of Education and Training to take the lead in coordinating with the provincial Promotion of Learning Association and other provincial departments, agencies, and political-social organizations to organize the evaluation and recognition of provincial learning units within their jurisdiction.

Article 18. Responsibilities of the Department of Education and Training

1. Advise the provincial People's Committee to direct the implementation of the evaluation and recognition of "Learning Units" at the provincial level on the territory in accordance with this Circular.

2. Take the lead in organizing inspections of the construction of "Learning Units" on the territory; take the lead in coordinating with the Provincial Association for Promoting Education and other provincial departments, agencies, political and social organizations to organize the evaluation and recognition of "Learning Units" at the provincial level on the territory.

3. Annually report to the Ministry of Education and Training at the end of the school year on the results of implementing this Circular.

Article 19. Responsibilities of the District People's Committee

1. Issue plans for the construction of "Learning Units" at the district level on the territory and organize their implementation.

2. Direct district-level units to organize the implementation of activities to build "Learning Units".

3. Direct the District Department of Education and Training to take the lead in coordinating with the District Association for Promoting Education and other district departments, agencies, political and social organizations to organize the evaluation and recognition of "Learning Units" at the district level on the territory.

Article 20. Responsibilities of the District Department of Education and Training

1. Advise the district People's Committee to direct the implementation of the evaluation and recognition of "Learning Units" at the district level on the territory in accordance with this Circular.

2. Take the lead in organizing inspections of the construction of "Learning Units" at the district level on the territory; take the lead in coordinating with the District Association for Promoting Education and other departments, agencies, political and social organizations at the district level to organize the evaluation and recognition of "Learning Units" at the district level on the territory.

3. Report the results of the evaluation and recognition of "Learning Units" at the district level to the Department of Education and Training before March 15 each year.

Article 21. Responsibilities of District-Level Units, Provincial-Level Units

1. Implement the construction of "Learning Units" at the district and provincial levels in a substantive and effective manner, keeping records of evidence in accordance with this Circular and current regulations.

2. Organize self-evaluation and request evaluation and recognition when the results of self-evaluation meet the conditions for recognizing "Learning Units" at the district and provincial levels as stipulated in this Circular.

3. Publicly announce the results of building "Learning Units"; maintain and promote the results of recognizing "Learning Units" to continuously improve and enhance quality.

Chapter V

IMPLEMENTING PROVISIONS

Article 22. Effectiveness

1. This Circular takes effect from January 26, 2024, and replaces Circular No. 22/2020/TT-BGDĐT dated August 6, 2020, issued by the Minister of Education and Training regarding the evaluation and classification of Learning Units.

2. In cases where referenced documents in this Circular are amended, supplemented, or replaced by other documents, they shall be implemented according to the amended, supplemented, or replacing documents.

Article 23. The Head of the Office, the Director of the Department of Continuing Education, the Heads of relevant units under the Ministry of Education and Training, the Chairpersons of the People's Committees of provinces and centrally-administered cities, Directors of Departments of Education and Training, related agencies, organizations, and individuals are responsible for enforcing this Circular./.
