concerning agriculture, farmers, and rural areas
Pursuant to the Law on the Organization of the Government dated June 19, 2015; the Law Amending and Supplementing Certain Provisions of the Law on the Organization of the Government and the Law on the Organization of Local Authorities dated November 22, 2019;
Pursuant to the Law on Statistics dated November 23, 2015; the Law Amending and Supplementing Certain Provisions and the National Statistical Indicator Catalogue of the Law on Statistics dated November 12, 2021;
Pursuant to Decree No. 94/2016/NĐ-CP dated July 1, 2016 of the Government detailing and guiding the implementation of certain provisions of the Law on Statistics;
Pursuant to Decree No. 94/2022/NĐ-CP dated November 7, 2022 of the Government stipulating the content of statistical indicators within the national statistical indicator system and the process of compiling gross domestic product indicators and gross regional product indicators at the provincial level;
Pursuant to Decree No. 62/2024/NĐ-CP dated June 7, 2024 of the Government amending and supplementing certain provisions and appendices of Decree No. 94/2016/NĐ-CP dated July 1, 2016 of the Government detailing and guiding the implementation of certain provisions of the Law on Statistics and Decree No. 94/2022/NĐ-CP dated November 7, 2022 of the Government stipulating the content of statistical indicators within the national statistical indicator system and the process of compiling gross domestic product indicators and gross regional product indicators at the provincial level;
At the proposal of the Minister of Planning and Investment;
The Prime Minister issues this Decision to promulgate the Set of Indicators for Monitoring and Evaluating Agriculture, Farmers, and Rural Areas.
Article 1. Attached to this Decision is the Set of Indicators for Monitoring and Evaluating Agriculture, Farmers, and Rural Areas, including:
1. The List of Indicators for Monitoring and Evaluating Agriculture, Farmers, and Rural Areas comprising 51 indicators as specified in Appendix I.
2. The Content of Indicators for Monitoring and Evaluating Agriculture, Farmers, and Rural Areas including definitions, calculation methods; main classifications; publication periods; data sources and responsible agencies for collection and compilation as specified in Appendix II.
Article 2. Implementation
1. The Ministry of Agriculture and Rural Development shall take the lead and coordinate with relevant ministries, sectors, and localities
a) Monitor, urge, and compile information from related ministries and sectors, and report to the Government on the implementation of this Decision.
b) Collect and compile statistical information for the indicators assigned to them.
2. The Ministry of Planning and Investment (General Statistics Office)
a) Collect and compile statistical information and provide the Ministry of Agriculture and Rural Development with the situation regarding the implementation of the assigned indicators.
b) Provide professional guidance on the implementation of the Set of Indicators for Monitoring and Evaluating Agriculture, Farmers, and Rural Areas.
3. Ministries, ministerial-level agencies, government agencies, and related agencies shall collect and compile statistical information and provide the Ministry of Agriculture and Rural Development with the situation regarding the implementation of the assigned indicators.
4. Provincial People's Committees and municipal people's committees under the central government shall direct provincial departments, branches, and district-level people's committees to cooperate in collecting information on the indicators in this set.
Article 3. Implementation Provisions
1. This Decision takes effect from February 20, 2025.
2. Ministers, heads of ministerial-level agencies, heads of government agencies, Chairmen of provincial and municipal people's committees under the central government, and related units are responsible for implementing this Decision.
