CIRCULAR
Regulations on organizing commemorative events for establishment days and traditional days
within the People's Public Security Force

Pursuant to Decree No. 111/2018/NĐ-CP dated August 31, 2018 of the Government stipulating establishment days, traditional days, and response days for ministries, sectors, and localities;

Pursuant to Decree No. 01/2018/NĐ-CP dated August 6, 2018 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Public Security;

At the proposal of the Director of the Political and Ideological Work Department;

The Minister of Public Security promulgates this Circular stipulating the organization of commemorative events for traditional days of the People's Public Security.

Chapter I

GENERAL PROVISIONS

Article 1. Scope of Regulation and Applicability

1. This Circular stipulates the organization of commemorative events for the traditional day of the People's Public Security linked with the National Day "All People Protecting National Security"; traditional days of forces; establishment days and traditional days of public security units and localities and political-social organizations within the People's Public Security;

2. This Circular applies to units under the Ministry of Public Security, local public security agencies, and political-social organizations within the People's Public Security.

Article 2. Interpretation of Terms

1. Establishment days, traditional days, round years, and other years are specified in Article 3 of Decree No. 111/2018/NĐ-CP dated August 31, 2018 of the Prime Minister stipulating establishment days, traditional days, and response days for ministries, sectors, and localities;

2. Odd year 5 is a year ending in the digit "5";

3. Forces within the People's Public Security include five forces defined in Article 7 of Circular No. 65/2021/TT-BCA dated June 11, 2021 of the Minister of Public Security stipulating personnel management within the People's Public Security.

Article 3. Principles of Implementation

1. Commemorative events shall be organized in accordance with the Party's guidelines and policies, state regulations, and the Ministry of Public Security; they must fit the actual situation; ensure significance, solemnity, economy, effectiveness, safety, and avoid ostentation;

2. The scale of commemorative events follows the ascending order "other years," "odd year 5," "round years";

3. The Ministry of Public Security organizes the commemoration of the traditional day of the People's Public Security linked with the National Day "All People Protecting National Security"; the People's Public Security Day for studying and implementing Six Points taught by President Ho Chi Minh linked with the traditional day of Building the People's Public Security Force;

4. Traditional days of forces: Commemorative events are organized within units directly under the Ministry and vertical forces at local public security agencies (sharing the same commemoration date). Establishment days and traditional days of public security units and localities are only commemorated internally within those units and localities;

5. Organize memorial ceremonies in round years; other years, based on requirements and tasks, if deemed necessary, report to the Minister of Public Security for decision on the scale of organization;

6. Time for issuing plans to organize commemorative activities

a) Traditional day of the People's Public Security and the National Day "All People Protecting National Security": For round years, issue the plan at least one year before the commemoration date. For odd year 5 and other years, issue the plan at least six months before the commemoration date;

b) People's Public Security Day for studying and implementing Six Points taught by President Ho Chi Minh linked with the traditional day of Building the People's Public Security Force; traditional days of forces; establishment days and traditional days of public security units and localities issue the plan at least six months before the commemoration date;

c) Establishment days and traditional days of political-social organizations within the People's Public Security; establishment days and traditional days of public security units at the district level and equivalent issue the plan at least three months before the commemoration date;

d) Establishment days and traditional days of public security units at the commune level and equivalent issue the plan at least one month before the commemoration date.

Chapter II

SPECIFIC PROVISIONS

Article 4. Commemorating the Traditional Day of the People's Police and the National Security Safeguarding Festival

1. Leap years

a) Organize the Commemoration Ceremony for the Traditional Day of the People's Police, the National Security Safeguarding Festival, and receive commendations from the Party and State (if any);

b) Coordinate with the Central Propaganda Department to compile and issue guidelines and outlines for propaganda;

c) Organize the Competition for "National Security", the Health Festival "For National Security", the "Regulation, Military, Martial Arts Contest", and the "Professional and Mass Art Performance throughout the People's Police Force";

d) Organize exhibitions, publish publications; produce and perform special artistic programs to serve officers, soldiers, and the people; open special sections and columns to widely publicize events;

đ) Organize mass mobilization activities, repay kindness, and fulfill obligations;

2. Years ending in 5

a) Organize commemorative activities as stipulated in points c, d, and đ of Clause 1 of this Article;

b) Organize meetings to commemorate the Traditional Day of the People's Police, the National Security Safeguarding Festival, and receive commendations from the Party and State (if any). Compile and issue propaganda outlines;

3. Other years

a) The Ministry of Public Security organizes traditional meetings for generations of cadres, leaders, and outstanding members of the Youth Union, Women's Association, and Trade Union within the People's Police Force, and receive commendations (if any);

b) Local Public Security units organize propaganda about events, traditional education activities, visual publicity, cultural, artistic, sports activities, and seminars;

c) Promote competition activities to celebrate; organize activities to revisit origins, repay kindness, and fulfill obligations;

4. Approval authority for organizing commemoration plans

a) Leap years and years ending in 5

The Political and Ideological Work Department takes the lead and coordinates with relevant units and localities to develop plans for commemorative activities, report to the leadership of the Ministry of Public Security for consideration and decision;

Heads of local Public Security units and political-social organizations base their plans for commemorative activities on the Ministry of Public Security's plan;

b) Other years

The Political and Ideological Work Department guides the organization of commemorative activities;

Article 5. Commemorating the Day of the People's Police Learning and Implementing Six Points Instructed by President Ho Chi Minh in conjunction with the Traditional Day of Building the People's Police Force

1. Leap years

a) Organize commemorative activities as stipulated in point d and đ of Clause 1 of Article 4 of this Circular;

b) Organize the Commemoration Ceremony for the Day of the People's Police Learning and Implementing Six Points Instructed by President Ho Chi Minh in conjunction with the Traditional Day of Building the People's Police Force, and receive and present commendations (if any);

2. Years ending in 5

a) Organize commemorative activities as stipulated in point d and đ of Clause 1 of Article 4 of this Circular;

b) Organize traditional meetings for generations of cadres and leaders of the Building the People's Police Force, and honor outstanding collectives and individuals in learning and implementing Six Points Instructed by President Ho Chi Minh to the People's Police and receive commendations (if any);

3. Other years

Organize activities as stipulated in points b and c of Clause 3 of Article 4 of this Circular;

4. Authority to approve and sign commemoration organization plans

a) Leap years and years ending in 5

The Political and Ideological Work Department takes the lead and coordinates with relevant units and localities to develop plans for commemorative activities, report to the leadership of the Ministry of Public Security for consideration and decision;

Heads of local Public Security units and political-social organizations base their plans for commemorative activities on the Ministry of Public Security's plan;

b) Other years

The Political and Ideological Work Department guides the organization of commemorative activities;

Article 6. Commemoration of traditional days of forces

1. Leap years

a) Organize commemorative activities as stipulated in point d and đ of Clause 1 of Article 4 of this Circular;

b) Organize commemorative ceremonies for traditional days of the forces and receive, present awards (if any).

2. Years ending in 5

a) Organize commemorative activities as stipulated in point d and đ of Clause 1 of Article 4 of this Circular;

b) Organize meetings with generations of leaders within the force having commemorative days and receive awards (if any).

3. Other years

Organize activities as stipulated in points b and c of Clause 3 of Article 4 of this Circular;

4. Competence to approve and sign plans for organizing commemorative activities in odd-numbered years and even-numbered years.

a) The Office of the Ministry of Public Security shall take the lead and coordinate with units sharing the same commemorative day of the force to develop plans for organizing commemorative activities, seek opinions from related units; propose the Political and Ideological Work Department to review before submitting to the leader of the Ministry of Public Security responsible for approval.

b) Based on the plan for organizing commemorative activities of the Ministry of Public Security, the head of public security units and localities decides on the plan for organizing commemorative activities within their units.

Article 7. Commemoration of establishment days and traditional days of public security units and localities

1. Leap years

a) Organize activities as stipulated in points b and c, Clause 3, Article 4 of this Circular;

b) Organize commemorative ceremonies tied with receiving awards for units and localities (if any).

2. Years ending in 5

a) Organize activities as stipulated in points b and c, Clause 3, Article 4 of this Circular;

b) Organize traditional meetings with generations of cadres and receive awards (if any).

3. Other years

Organize activities as stipulated in points b and c, Clause 3, Article 4 of this Circular.

4. Authority to approve and sign commemoration organization plans

Heads of public security units and localities approve and sign plans for organizing commemorative activities.

Article 8. Commemoration of establishment days and traditional days of political-social organizations within the People's Public Security

1. Leap years

a) Organize commemorative activities as stipulated in points b and c, Clause 3, Article 4 of this Circular;

b) Organize commemorative ceremonies tied with receiving awards (if any) and commend outstanding collectives and individuals in the competition movement of political-social organizations.

2. Years ending in 5

a) Organize traditional meetings tied with receiving awards (if any) and commend outstanding collectives and individuals in the competition movement of political-social organizations;

b) Organize activities as stipulated in points b and c, Clause 3, Article 4 of this Circular.

3. Other years

Organize activities as stipulated in points b and c, Clause 3, Article 4 of this Circular.

4. Authority to approve and sign commemoration organization plans

a) For even-numbered years, political-social organizations within the People's Public Security shall develop plans for organizing commemorative activities, report to the leadership of the Political and Ideological Work Department for submission to the leadership of the Ministry of Public Security for consideration and decision; for odd-numbered years ending in 5, report to the leadership of the Political and Ideological Work Department for consideration and decision;

b) Political-social organizations at all levels shall develop plans for organizing commemorative activities for submission to the heads of units at the same level for consideration and decision.

Article 9. Commemoration of establishment days and traditional days of public security units at the district, county, city ward, town level and equivalent

1. Leap years

a) Organize activities as stipulated in points b and c, Clause 3, Article 4 of this Circular;

b) Organize commemorative ceremonies and receive awards if any.

2. Years ending in 5

a) Organize activities as stipulated in points b and c, Clause 3, Article 4 of this Circular;

b) Organize traditional meetings with generations of officers and soldiers.

3. Other years

Organize activities as stipulated in points b and c, Clause 3, Article 4 of this Circular.

4. Authority to approve and sign commemoration organization plans

Unit heads approve and sign plans for organizing commemorations.

Article 10. Commemoration of establishment days and traditional days of public security communes, wards, towns and equivalent

1. Even-numbered years, odd-numbered years ending in 5, and other years: Organize activities as stipulated in points b and c, Clause 3, Article 4 of this Circular;

2. Unit heads approve and sign plans for organizing commemorations.

Chapter III

IMPLEMENTING PROVISIONS

Article 11. Effective Date

1. This Circular takes effect from August 5, 2024, replacing Circular No. 21/2017/TT-BCA dated July 6, 2017 of the Minister of Public Security on organizing commemorations of establishment days and traditional days in the People's Public Security.

2. In cases where legal normative documents referred to for application in this Circular are amended, supplemented, or replaced, they shall be applied according to the amended, supplemented, or replaced documents.

Article 12. Responsibility for Implementation

1. The Political and Ideological Work Department shall be responsible for leading and advising the Minister of Public Security to manage, monitor, guide, and inspect the organization of commemorations of establishment days and traditional days in the People's Public Security according to this Circular.

2. The Science, Strategy, and History Department of the Public Security shall be responsible for leading and advising on determining establishment days and traditional days in the People's Public Security according to Chapter II of Decree No. 111/2018/NĐ-CP.

3. Public security units and localities, political-social organizations shall be responsible for disseminating and implementing this Circular to cadres, officers, members, and affiliates. Annually review to organize appropriate commemorative activities. Proactively award collectives and individuals with outstanding achievements in implementing this Circular according to the authority delegated. If public security units and localities fail to comply with this Circular, they will be subject to disciplinary action depending on the nature and severity of the violation according to regulations of the Ministry of Public Security.

4. Costs for organizing commemorations shall be allocated in the annual budget assigned by the Ministry of Public Security to public security units and localities and lawful sources of funding as prescribed by law. During implementation, if there are difficulties, public security units and localities and political-social organizations shall report to the Ministry of Public Security (through the Political and Ideological Work Department).
