BASED ON THE LAW ON STATE SECRECY PROTECTION DATED November 15, 2018;
BASED ON RESOLUTION NO. 190/2025/NQ-CP DATED February 19, 2025 OF THE NATIONAL ASSEMBLY ON HANDLING CERTAIN ISSUES RELATED TO THE REORGANIZATION OF STATE ORGANIZATIONAL STRUCTURES;
BASED ON DECREE NO. 26/2020/NĐ-CP DATED February 28, 2020 OF THE GOVERNMENT PROVIDING GUIDELINES FOR SOME PROVISIONS OF THE LAW ON STATE SECRECY PROTECTION;

"c) HEAD OF DEPARTMENT, COMMANDER OF REGIMENT AND EQUIVALENT; HEAD OF COMMUNE, WARD, TOWN POLICE AND EQUIVALENT; HEAD OF POLICE STATION AND EQUIVALENT".2. AMENDING AND SUPPLEMENTING POINT b CLAUSE 2 ARTICLE 16 AS FOLLOWS:
"b) DEPARTMENTS AND EQUIVALENTS; COMMUNE, WARD, TOWN POLICE AND EQUIVALENTS; POLICE STATIONS AND EQUIVALENTS HAVE THE RESPONSIBILITY TO ASSIGN STAFF TO PERFORM STATE SECRECY PROTECTION TASKS AT PLANNING AND ADMINISTRATIVE OR COMBINED UNITS."
3. REMOVING THE PHRASE "STATE SECRECY DOCUMENTS THAT ARE DIGITIZED INTO IMAGES MUST BE PROCESSED IN ACCORDANCE WITH POINT d CLAUSE 3 OF THIS ARTICLE" FROM CLAUSE 4 ARTICLE 4.
THIS CIRCULAR SHALL TAKE EFFECT FROM APRIL 8, 2025./.
"b) Departments and equivalents; Police stations at communes, wards, towns and equivalents; Police posts and equivalents shall be responsible for assigning officers on a part-time basis to perform the task of protecting state secrets at advisory units or administrative units, and consolidation units."
3. Delete the phrase "State secret documents that are digitized into image versions must be captured in accordance with point d, Clause 3 of this Article" from Clause 4, Article 4.
Article 2. Effective Date
This Circular takes effect from April 8, 2025./.
