Article 1. Amending, supplementing, replacing and abolishing certain clauses, Sections and Appendices issued together with Circular No. 09/2005/TT-BNV dated January 5, 2005 of the Minister of Home Affairs guiding the implementation of special allowances for officials, civil servants, public employees, and military personnel (hereinafter referred to as Circular No. 09/2005/TT-BNV).
1. Amending and supplementing Clause 1 of Section I as follows:
“1. Officers, professional soldiers, non-commissioned officers, soldiers, militiamen, officials, civil servants, public employees, workers who have been assigned salaries according to the salary scale prescribed by the State, and workers in the establishment of agencies and units under the Vietnam People's Army, the Public Security Force, and secretarial organizations.”
2. Amending and supplementing Clause 2 of Section I as follows:
“2. Officials, civil servants, public employees, and contract laborers (including those in their probationary period) who have been assigned salaries according to the salary scale prescribed by the State working in state agencies, state-owned institutions, associations, and non-governmental organizations established by competent authorities.”
3. Replacing “Appendix listing remote island areas far from the mainland and border regions applying special allowances” issued together with Circular No. 09/2005/TT-BNV” with “Appendix listing areas applying special allowances” issued together with this Circular.
4. Abolishing Clause 3 of Section I.
Article 2. Implementation Provisions
1. This Circular takes effect from January 1, 2026.
2. The Minister, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial and centrally-administered city People's Committees, and relevant organizations and individuals are responsible for implementing this Circular./.
