CIRCULAR
OF THE MINISTRY OF VETERANS AND SOCIAL AFFAIRS NO. 24-TBXH ON MARCH 19, 1984
REGARDING THE UNIFICATION OF CERTAIN REGIMES FOR VETERANS, DISABLED SOLDIERS, AND FAMILIES OF REVOLUTIONARY MARTYRS
After consultation with the Ministries of National Defense, Labor, and Finance, and with the approval of the Standing Committee of the Council of Ministers, the Ministry of Veterans and Social Affairs hereby stipulates the unification of certain regimes for veterans, disabled soldiers, and families of revolutionary martyrs as follows.
1. For veterans and persons enjoying benefits equivalent to those of veterans:
a) Veterans and persons enjoying benefits equivalent to those of veterans during the resistance wars and in the war for national defense, upon retirement, shall continue to receive disability allowances monthly in addition to their pension, as they did while employed.
b) Veterans from the period of fighting against France who were injured due to courageous actions shall be entitled to preferential allowances similar to those of veterans from the period of fighting against America who were injured due to courageous actions, as prescribed in Article 15, Section 2, Chapter II of the Interim Regulations on Military Personnel Benefits issued together with Decree No. 161-CP dated October 30, 1964 of the Council of Ministers.
c) Village cadres not holding key positions (or not separated from their families if in the South), civilian workers, people's transport forces, and citizens injured while directly participating in combat during the resistance wars shall also be recognized as persons enjoying benefits equivalent to those of veterans, receiving monthly disability allowances and other preferential benefits as prescribed in Article 2 of Decision No. 301-CP dated September 20, 1980 of the Council of Ministers.
d) Militiamen, guerrillas, and volunteers injured during the period of fighting against France in the North shall receive monthly disability allowances at the same level as veterans from the period of fighting against France with the same degree of disability, as prescribed in Point a, Article 1 of Decree No. 13-CP dated February 2, 1962 of the Council of Ministers.
e) All severely disabled veterans and persons enjoying benefits equivalent to those of severely disabled veterans requiring assistance, living at home, shall receive an allowance for the need of assistance of 100 dong/month for Category 8 (Category 8 standard), Special Category (Category 6 standard), and 80 dong/month for Categories 7, 6 (Category 8 standard), and Category 1 (Category 6 standard).
2. For disabled soldiers:
Disabled soldiers from the period of fighting against France who have lost more than 60% of their working capacity and are currently receiving allowances under Decrees No. 500-NĐ/LB dated November 12, 1958 and No. 523-TTg dated December 6, 1958 shall receive monthly allowances at the level prescribed for military personnel who lost their working capacity during the period of fighting against America according to Decision No. 21-HĐBT dated August 8, 1981 of the Council of Ministers (currently 50 dong/month, including temporary supplementary allowances according to Decision No. 219-CP dated May 29, 1981 and supplementary allowances according to Decisions No. 9-HĐBT dated January 19, 1983 and No. 60-HĐBT dated June 15, 1983).
3. For families of martyrs:
Families of martyrs who died before the August Revolution 1945 in the South, families of martyrs who died during the period of fighting against France in the North, and families of martyrs who were village cadres not holding key positions (or not separated from their families if in the South), were civilian workers, people's transport forces, or citizens who died during the resistance wars, if they still have eligible dependents, shall now receive unified monthly pension allowances like other families of martyrs according to current regulations.
4. Implementation provisions:
a) The provisions of this Circular shall take effect from April 1, 1984.
b) The funding for the unification of the regimes mentioned in this Circular shall continue to be implemented as it is currently: the budget that is currently providing support for a regime shall continue to provide support for that regime.
c) The Departments of Veterans and Social Affairs need to urgently plan to ensure that veterans, disabled soldiers, and families of martyrs can fully and accurately enjoy the benefits stipulated in this Circular.
