PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Based on Directive No. 01/2003/CT-TTg dated January 16, 2003 of the Government Chairman on continuing to promote the restructuring, modernization, development, and improvement of efficiency of state-owned enterprises;
Considering the proposal of the Vietnam Rubber Corporation, the opinions of the Ministries of Planning and Investment, Finance, Labor, War Invalids and Social Affairs, Home Affairs, Agriculture and Rural Development, and the conclusions of the Appraisal Council at the meeting on November 25, 2002.
DECISION:
Article 1. Approves the overall restructuring and renewal plan for state-owned enterprises under the Vietnam Rubber Corporation until 2005 as attached in the appendix.
Article 2. The Board of Directors of the Vietnam Rubber Corporation is responsible for directing the implementation of the restructuring and renewal of its subordinate state-owned enterprises according to the approved content and schedule. Any adjustments or supplements must be approved by the Prime Minister.
Article 3. The Ministry of Finance, the Ministry of Planning and Investment, the Ministry of Home Affairs, the Ministry of Labor, War Invalids and Social Affairs, and related ministries and localities are responsible for coordinating with the Vietnam Rubber Corporation in implementing the Plan.
The Steering Committee for Enterprise Renewal and Development is responsible for urging, guiding, and monitoring the implementation.
Article 4. This Decision takes effect from the date of signature.
The Board of Directors of the Vietnam Rubber Corporation and the heads of relevant agencies are responsible for enforcing this Decision./.
