Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Decree No. 94/2002/NĐ-CP dated November 11, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of the Population, Family, and Children Committee;
Pursuant to Decree No. 63/2005/NĐ-CP dated May 16, 2005 of the Government promulgating the Health Insurance Regulations;
Considering the proposal of the Minister and Head of the Population, Family, and Children Committee.

Article 1. Implementing voluntary health insurance with state financial support for population, family, and children officers at communes, wards, and towns (hereinafter referred to as commune level) during their term of office who wish to participate in health insurance.
Article 2. The level of financial support, implementation period, funding source, and voluntary health insurance premium
1. Level of financial support:
- The state budget supports VND 70,000/person/year to purchase voluntary health insurance cards for population, family, and children officers at the commune level receiving monthly allowances higher than the minimum wage.
The state budget supports VND 100,000/person/year to purchase voluntary health insurance cards for population, family, and children officers at the commune level receiving monthly allowances lower than the minimum wage.
2. Implementation period for voluntary health insurance with state financial support for population, family, and children officers at the commune level from January 1, 2007.
3. Funding source for supporting the purchase of voluntary health insurance cards for population, family, and children officers at the commune level from the funding of the National Target Program on Population and Family Planning.
4. Voluntary health insurance premium for population, family, and children officers at the commune level is VND 100,000/person/year.
Article 3. Responsibilities of agencies
1. The Population, Family, and Children Committee under the People's Committees of districts, counties, provincial cities, and centrally-administered municipalities shall be responsible for implementing the purchase and issuance of voluntary health insurance cards for population, family, and children officers at the commune level.
2. The Population, Family, and Children Committee shall take the lead and coordinate with the People's Committees of provinces and centrally-administered municipalities to guide and inspect the purchase and issuance of voluntary health insurance cards for population, family, and children officers at the commune level.
3. The Ministry of Planning and Investment shall take the lead and coordinate with the Ministry of Finance and the Population, Family, and Children Committee to balance and allocate annual plans to support the purchase of voluntary health insurance cards for population, family, and children officers at the commune level through the National Target Program on Population and Family Planning.
4. The Ministry of Finance shall take the lead and coordinate with the Ministry of Planning and Investment to allocate funds from the state budget to implement the tasks set out in this Decision; guide and inspect the use of funds in accordance with current regulations.
Article 4. This Decision takes effect 15 days after its publication in the Official Gazette.
Article 5. Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairmen of People's Committees of provinces and centrally-administered municipalities are responsible for enforcing this Decision./.
