Pursuant to the Government Organization Law dated September 30, 1992;
REGARDING THE ADOPTION OF THE REGULATIONS ON PRIVATE UNIVERSITIES
Considering the proposal of the Chairman of the People's Committee of An Giang Province at Document No. 882/TT-UB, dated July 10, 1999, and the Minister of Education and Training at Circular No. 9037/TCCP, dated September 24, 1999,
DECISION:
Article 1. Establish An Giang University based on An Giang College of Teacher Education.
Article 2. An Giang University is an educational and research institution under the An Giang Provincial People's Committee and subject to state management within the scope of functions and powers of relevant central ministries and sectors. The university has its own legal personality, seal, and separate bank account. Its headquarters is located in Long Xuyen City, An Giang Province.
Article 3. An Giang University shall have the following tasks:
1. Training university-level and lower-level cadres to meet the socio-economic development needs of An Giang Province and neighboring provinces.
2. Researching, applying, and transferring technology to serve the socio-economic development of An Giang Province and neighboring provinces.
Article 4. The An Giang Provincial People's Committee is responsible for drafting the organizational and operational regulations of An Giang University and submitting them to the Minister of Education and Training for approval.
Article 5. THIS DECISION SHALL TAKE EFFECT 15 DAYS FROM THE DATE OF SIGNATURE.
Article 6. The Chairman of the An Giang Provincial People's Committee, the Minister of Education and Training, the Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies; Chairmen of provincial and centrally-administered city People's Committees are responsible for implementing this Decision.
