PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Based on Directive No. 01/2003/CT-TTg dated January 16, 2003 of the Government Chairman on continuing to promote the restructuring, modernization, development, and improvement of efficiency of state-owned enterprises;
Considering the proposal of the Board of Directors of the Vietnam Oil and Gas Corporation, opinions of the Ministries of Industry, Planning and Investment, Finance, Labor, War Invalids and Social Affairs,
Considering the proposal of the Vietnam Cement Corporation and the opinions of the Ministries of Finance, Planning and Investment, Home Affairs, Labor, War Invalids and Social Affairs.
DECISION:
Article 1. Approves the overall restructuring and modernization plan for state-owned enterprises under the Vietnam Cement Corporation for the period 2002-2005 as attached in the appendix.
Article 2. The Chairman of the Board of Directors of the Vietnam Cement Corporation is responsible for directing the implementation of the restructuring and modernization of state-owned enterprises under the Corporation according to the approved content and schedule. Any adjustments or supplements must be approved by the Prime Minister.
Article 3. The Vietnam Cement Corporation shall take the lead in drafting the pilot project for establishing the Vietnam Cement Industry Group in accordance with the guidance of the Ministry of Construction and submit it to the Prime Minister for approval at the beginning of the third quarter of 2003.
Article 4. The Ministries of Finance, Planning and Investment, Home Affairs, Labor, War Invalids and Social Affairs, Construction, and other relevant ministries and localities are responsible for coordinating with the Vietnam Cement Corporation in implementing the above-mentioned plan.
The Steering Committee for Enterprise Reform and Development is responsible for supervising, guiding, and monitoring the implementation of this plan, and simultaneously recommending solutions to the Prime Minister to address difficulties during the implementation process.
Article 5. THIS DECISION SHALL TAKE EFFECT 15 DAYS AFTER THE DATE OF SIGNATURE.
The Chairman of the Board of Directors of the Vietnam Cement Corporation and the heads of related agencies are responsible for enforcing this Decision ./
