THE MINISTER OF FINANCE
Pursuant to the Decree No. 15/CP dated March 2, 1993 of the Government stipulating the tasks, powers, and responsibilities for state management of ministries and ministerial-level agencies;
BASED ON DECREE NO. 178/CP DATED OCTOBER 28, 1994 OF THE GOVERNMENT ON THE TASKS, POWERS AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF FINANCE;
Pursuant to Decision No. 599 TC/QĐ/TCCB dated August 25, 1993 of the Minister of Finance regarding the establishment of the representative office of the Finance Times in Ho Chi Minh City;
Considering the work requirements and the capabilities and qualities of the staff;
At the proposal of the Director of the Organization and Training Department and the Editor-in-Chief of the Finance Times;
