THE PRIME MINISTER.

Pursuant to the Government Organization Law dated September 30, 1992;
Pursuant to the Postal and Telecommunications Charter issued together with Decree No. 121-HĐBT dated August 15, 1987;
Pursuant to Decree No. 28-CP dated May 24, 1993 of the Government on the functions, tasks, powers, and organizational structure of the General Post Office Administration;
Pursuant to Decision No. 75-CT dated March 29, 1989 of the Council of Ministers on the establishment of the Radio Frequency Committee;
Considering the proposal of the General Post Office Administration Director, the Chairman of the Radio Frequency Committee, and the Minister, Head of the Organization and Cadre Department of the Government,

DECISION:

Article 1. The Radio Frequency Committee has the following tasks and powers:

1. Organizing coordination among agencies in developing strategies, planning for exploitation, allocation, and utilization of radio frequencies; national technical standards for radio frequencies; participating in opinions with

2. Supervising coordination among relevant sectors in resolving harmful interference cases and solutions to ensure safety in radio frequency bands between defense, internal affairs, and civilian information networks.

3. Coordinating with the Defense, Internal Affairs, and Post sectors in frequency control work and handling violations to ensure information security and national security.

Article 2. Members of the Radio Frequency Committee include:

- Chairman of the Radio Frequency Committee:

Director of the General Post Office Administration.

- Deputy Chairmen of the Radio Frequency Committee:

Deputy Minister of the Ministry of Public Security.

Deputy Minister of the Ministry of National Defense.

Deputy Director of the General Post Office Administration.

- Members of the Radio Frequency Committee:

Commander of the Telecommunications Service - Ministry of National Defense.

Director of the Technical Operations Bureau I - Ministry of Public Security.

Director of the Technology Development Department - Ministry of Science, Technology, and Environment.

Deputy Director of the State Cryptographic Agency.

Director of the Radio Frequency Administration - General Post Office Administration. The Organization and Cadre Department of the Government shall submit

Article 3. The office of the Radio Frequency Committee is located at the General Post Office Administration.

The common operating budget of the Committee is provided by the State through the account of the General Post Office Administration.

The Committee may use its own seal according to regulations.

Article 4. - The organizational structure of the Radio Frequency Committee's supporting organizations (including the office and specialized sub-committees), the person in charge, and the number of staff in these organizations are concurrently held and decided by the Chairman of the Radio Frequency Committee based on a plan approved by the Radio Frequency Committee.

Article 5. Committee members operate on a concurrent basis and according to the division of labor by the Committee. The Radio Frequency Committee meets once every six months; it operates under a collective system, and decisions of the Committee are adopted based on consensus. Important issues related to multiple sectors must be reported to the Prime Minister before making a decision; after approval by the Prime Minister, the content must be notified to relevant sectors.

Article 6. The Chairman of the Radio Frequency Committee decides on the specific working regulations of the Committee and the tasks and powers of supporting organizations.

Article 7. This Decision takes effect from the date of issuance. Previous provisions contrary to this Decision are abolished.

Article 8. The Chairman of the Radio Frequency Committee, Heads of agencies mentioned in Article 1, Ministers, Heads of ministerial-level agencies, and provincial People's Committees directly under the Central Government are responsible for implementing this Decision.
