DIRECTIVE
REGARDING THE STANDARDIZATION AND MEASUREMENT QUALITY WORK IN 2001
The Measurement Ordinance (amended) and the Goods Quality Ordinance (amended) have taken effect. Regulatory documents guiding the implementation of the two Ordinances are being urgently drafted and will be issued in the near future. To implement standardization and measurement quality activities in the current phase in accordance with the provisions of the two Ordinances, the Ministry of Science, Technology, and Environment requests units under the Standardization and Measurement Quality Agency system, in addition to their regular tasks, to prioritize the following urgent tasks:
Regarding measurement work:
Continue to implement the action program on measurement, incorporating the content of the General Secretary's letter with the content of implementing the amended Measurement Ordinance to develop measurement work nationwide.
Implement the verification of the mobile calibration system according to the approved plan.
Equip commercial centers at localities with balance weights, equipping 30 points in 2000 and 70 points in 2001.
Summarize and draw lessons from Points 1.2 and 1.3 to expand equipment for localities in subsequent years.
Consolidate and enhance the ability to calibrate and verify measuring instruments generally and those serving the activity of announcing goods that meet standards and safety testing.
Regarding standardization and quality management work:
The General Bureau of Standardization and Measurement Quality urgently builds guidance documents on procedures, steps, and content for establishing basic standards to disseminate to units and enterprises for application, thereby promoting standardization activities in enterprises.
Implement the activities of enterprises announcing standards applicable to their goods according to the provisions of the Decision of the Ministry of Science, Technology, and Environment.
Implement the activities of enterprises self-declaring compliance with standards from January 1, 2001, according to the provisions of the Decision of the Ministry of Science, Technology, and Environment.
The activities mentioned in Points 2.3 and 2.4 are implemented to replace the quality registration work. Organize statistics and monitoring of enterprises' announcements of goods quality standards and enterprises' self-declarations of compliance with standards, and organize inspections after enterprises complete these activities.
Train and educate staff of the Standardization and Measurement Quality Branches to enable them to proactively organize and implement the above activities at localities.
From January 1, 2001, implement safety testing activities for goods with safety requirements to replace mandatory certification activities. Strengthen and upgrade testing equipment and expand testing capabilities for goods to meet safety certification requirements.
On the basis of promoting standardization, measurement management, and quality management within enterprises themselves, continue to encourage voluntary certification activities for goods (quality certification) and quality management systems (ISO 9000 compliance certification, compliance with other quality management systems).
Assign the General Bureau of Standardization and Measurement Quality to organize guidance on the implementation of the above activities, compile the situation, and promptly propose necessary recommendations to report to the Ministry of Science, Technology, and Environment./.
