Pursuant to the Decree No. 118/2008/NĐ-CP dated November 27, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
Pursuant to Decision No. 1561/QD-TTg dated October 2, 2009 of the Prime Minister on providing financial assistance and rice to provinces in Central Vietnam and the Central Highlands to address the aftermath of Typhoon No. 9;
At the proposal of the Director General of the State Reserve Agency,

Article 1. The State Reserve Agency shall allocate without charge 8,800 tons of rice from the national reserve (now the state reserve) to provide support to the following provinces and cities: Quang Binh: 500 tons; Quang Tri: 900 tons; Thua Thien Hue: 500 tons; Quang Nam: 1,500 tons; Quang Ngai: 2,500 tons; Binh Dinh: 1,400 tons; and Kon Tum: 1,500 tons (Totaling 10,000 tons according to Decision No. 1561/QD-TTg dated October 2, 2009 of the Prime Minister, including: 200 tons for Da Nang City which was supported but has already received 1,000 tons under Decision No. 2378/QD-BTC dated October 1, 2009 of the Minister of Finance, and Quang Nam Province which was supported with 2,500 tons, of which 1,000 tons were allocated under Decision No. 2402/QD-BTC dated October 2, 2009 of the Minister of Finance).
Article 2. The State Reserve Agency is responsible for coordinating with the People's Committees of the aforementioned provinces and cities to promptly organize the delivery and receipt of rice at district and town centers according to the provincial and city allocation plans.
The State Reserve Agency shall reduce the national reserve capital by the amount of rice mentioned above at the accounting price currently being tracked and report the final settlement of the relief supplies in accordance with regulations.
Article 3. This Decision takes effect from the date of issuance. The Director General of the State Reserve Agency, the Director of the State Budget Department, the Director of the Financial Planning Department, the Director of the Price Management Department, and the Head of the Ministry’s Office are responsible for implementing this Decision.
