Regarding the approval of Phase I of the Plan for Surveying and Evaluating Coal Potential Below -300m Level in the Quang Ninh Coal Basin

Pursuant to the Law on Organization of the Government dated December 25, 2001;
CONSIDERING THE PROPOSAL OF THE MINISTER OF NATURAL RESOURCES AND ENVIRONMENT,
DECISION:
Article 1. Approves Phase I of the Plan for Surveying and Evaluating Coal Potential Below -300m Level in the Quang Ninh Coal Basin, prepared by the Vietnam National Coal-Mineral Industries Group, with the main contents as follows:
1. Objectives: - Study the distribution laws of coal seams at depths below -300m; - Evaluate the coal reserves from -300m to the bottom of the C2 grade (grade 333) layer, which is estimated at 1 billion tons, and forecast the resources of grade P1 (grade 334 a), estimated at 3 billion tons.
2. Tasks: - Study geological structures, determine factors controlling coal-bearing strata, and the distribution laws of coal seams; - Identify coal seams and predict the existence of coal seams in some mines; - Conduct preliminary surveys on gas content in coal and geological-hydrogeological conditions at depths below -300m; - Determine reserves and evaluate forecasted resources.
3. Technical methods: - Compile and revise geological maps at a scale of 1/10,000; - Implement geophysical methods and drilling works; - Collect and analyze various types of samples, assess the quality and characteristics of coal seams.
4. Volume and budget estimate:
a) Main volume: - Compile and revise geological maps at a scale of 1/10,000 covering an area of 210 km²; - Drill 25,100m/22 drill holes; - Core logging 32,350m/22 drill holes; - Monitor geological-hydrogeological conditions at 22 drill holes and conduct water pumping tests at 3 drill holes; - Control survey III 44 points, measure and record major works 22 points, profile traverse 12.4 km, indirect traverse 12 km; - Collect 1,467 samples, analyze 1,378 samples of various types.
b) Budget estimate for Phase I is approximately 92 billion VND (ninety-two billion VND).
5. Implementation period for Phase I: 3 years (from 2007 to 2009).
6. Phase II of the Plan for Surveying and Evaluating Coal Potential Below -300m Level in the Quang Ninh Coal Basin will be considered after receiving the report on the results of Phase I.
Article 2. The Ministry of Finance shall take the lead, in coordination with the Ministries of Planning and Investment, Natural Resources and Environment, Industry, to specifically examine the capital structure for implementing Phase I of the Plan according to regulations and report to the Prime Minister for decision.
Article 3. This Decision takes effect from the date of issuance.
The Ministers of the Ministries of Natural Resources and Environment, Industry, Finance, Planning and Investment, Science and Technology, Agriculture and Rural Development, the People's Committee of Quang Ninh Province, the Vietnam National Coal-Mineral Industries Group, and related agencies are responsible for enforcing this Decision./.
