THE MINISTER OF FINANCE

Pursuant to Directive No. 02/CT-BCSĐ on organizing the 65th anniversary of the establishment of the sector and the Third National Competition for Advancement in the Finance Sector in 2010;
Based on the proposal of the Head of the Press and Propaganda Sub-committee for the 65th Anniversary of the Establishment of the Finance Sector,

DECISION:

Article 1. This Decision hereby promulgates the Rules for the Writing Contest "Deep Impressions of the Finance Sector" to be widely publicized with the aim of mobilizing extensive participation from organizations and individuals both within and outside the Finance Sector.

Article 2. These Rules shall apply to the initiation, organization, and implementation of the Writing Contest "Deep Impressions of the Finance Sector."

Article 3. The Press and Propaganda Sub-committee for the 65th Anniversary of the Establishment of the Finance Sector, the Organizing Committee, and the Contest Jury shall be responsible for implementing this Decision.

Article 4. This Decision takes effect from the date of signature and ceases to be effective upon the conclusion of the contest./.

RULES

WRITING CONTEST "DEEP IMPRESSIONS OF THE FINANCE SECTOR" TO MARK THE 65TH ANNIVERSARY OF THE ESTABLISHMENT OF THE FINANCE SECTOR IN VIETNAM

I. PURPOSE AND REQUIREMENTS:

- Over 65 years of development and growth, the Vietnam Finance Sector has built a glorious historical tradition closely linked to the history of the country. This tradition is the result of the efforts and sacrifices of tens of thousands of people who have dedicated their intellect and blood to the financial cause of the nation and the revolutionary cause of the people. This is also a spiritual value that highlights significant milestones in the historical journey, affirming the role of the Finance Sector in the construction and defense of the country, and recording memorable events and stories of the Finance Sector that we need to preserve and promote.

- The writing contest about "Deep Impressions of the Vietnam Finance Sector" aims to record real events, people, stories... to make the heroic and glorious pages of the 65-year journey of building and developing the Vietnam Finance Sector more vivid. At the same time, it records moving thoughts and memories that have become cherished deep impressions of previous generations. Through this, it educates the good traditions of the sector to the succeeding generation.

II. ELIGIBLE PARTICIPANTS:

- All Vietnamese citizens who have worked or are currently working in or outside the Finance Sector, provided they submit works in compliance with these Rules, may participate in the contest.

- For veteran revolutionaries with deep impressions of the Finance Sector, if health conditions prevent them from writing directly, they can notify the Organizing Committee - Vietnam Finance Times to arrange reporters or professional writers to meet, interview, and record their stories for the contest.

III. CONTENT OF SUBMISSIONS:

Entries for the "Deep Impressions of the Finance Sector" contest should focus on:

1. Stories, memories, and events that actually occurred over the past 65 years concerning the Finance Sector or related to it.

2. Notable financial activities, exemplary models of progress within the Finance Sector that mark turning points in the 65-year journey of the revolutionary Finance Sector in Vietnam.

3. Examples of sacrifice, outstanding performance of duties, thrift, anti-corruption, and waste prevention within the Finance Sector.

IV. SUBMISSIONS:

Entries can be single articles or series of articles by one or multiple authors.

Entries in the form of journalistic works that have participated in national journalism contests on the Finance Sector published in Finance-related newspapers and magazines will not be accepted.

V. METHODS OF SUBMITTING ENTRIES:

- An individual may submit multiple entries.

- Entries can be submitted directly (printed copy) to the Organizing Committee via postal service or electronically through email.

- Entries must not exceed 5,000 words, handwritten or typed.

- Entries must clearly indicate:

+ Entry for the Writing Contest "Deep Impressions of the Finance Sector".

+ Full name, address, phone number, email (if available) of the entrant for contact purposes.

VI. DEADLINE AND ADDRESS FOR SUBMITTING ENTRIES:

- The Organizing Committee will accept entries from February 15, 2010 to June 30, 2010 (based on postmark).

VII. CRITERIA FOR EVALUATION AND RANKING OF WINNING ENTRIES:

The Contest Jury will conduct two preliminary rounds and a final round to select and award prizes to entries with excellent content and positive impact on the Finance Sector and society, which are warmly welcomed and praised by readers. Winning entries will be selected based on the following criteria:

1. Deep and touching stories and memories of real people leaving a lasting impression on readers.

2. Historical significance, current relevance, and high educational value.

3. Content that has a broad influence and enduring appeal.

4. Language that accurately reflects style, clarity, and ease of understanding.

VIII. PRIZES INCLUDE:

1. Individual Prizes:

In addition to the above prizes, winning entries will be selected for publication in Vietnam Finance Times and will receive the current remuneration rate of Vietnam Finance Times. Entries with significant content and meaning (even those that do not win a prize) will be selected by the Organizing Committee to compile into a book titled "Deep Impressions of the Finance Sector" to be published on the occasion of the 65th anniversary of the establishment of the Finance Sector in Vietnam.

2. Team Prizes

The Organizing Committee will award a number of collective prizes to organizations and units under the Finance sector that have submitted many high-quality entries and have at least one entry winning an award. Each prize is valued at VND 10,000,000 and a Certificate of Merit from the Minister of Finance.

Announce the results and present the awards on the occasion of the 65th anniversary of the establishment of the Vietnamese Finance sector.
