Issuing the Regulation on Tropical Depression, Typhoon, and Flood Reporting

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to the Ordinance on Flood and Typhoon Prevention and Control dated March 20, 1993, and the amended and supplemented Ordinance on Flood and Typhoon Prevention and Control dated August 24, 2000;

Pursuant to the Ordinance on Exploitation and Protection of Hydro-Meteorological Works dated December 2, 1994;

Pursuant to the Decree No. 24/CP dated March 19, 1997 of the Government detailing the implementation of the Ordinance on Meteorological and Hydrological Works Exploitation and Protection;

Pursuant to Decree No. 08/2006/NĐ-CP dated January 16, 2006, issued by the Government, detailing certain provisions of the Ordinance on Flood and Storm Prevention, which was amended and supplemented on August 24, 2000;

At the proposal of the Minister of Natural Resources and Environment.

Article 1. The Regulation on Tropical Depression, Typhoon, and Flood Reporting is hereby issued together with this Decision.

Regarding flash floods: ministries, sectors, and localities shall implement Directive No. 32/2004/CT-TTg dated September 17, 2004 of the Prime Minister on certain measures to prevent flash floods in mountainous provinces based on their functions and tasks.

Article 2. This Decision takes effect from the date of signature and replaces Decision No. 307/2005/QĐ-TTg dated November 25, 2005 of the Prime Minister on the issuance of the Regulation on Tropical Depression, Typhoon, and Flood Reporting.

All previous regulations on the responsibility reporting system for tropical depression, typhoon, and flood that conflict with this Decision are hereby abolished.

Article 3. The Minister of Natural Resources and Environment is responsible for directing, organizing, guiding, and supervising the implementation of this Decision.

Ministers, heads of ministerial-level agencies, heads of agencies under the Government, Chair of the Central Steering Committee for Flood and Typhoon Prevention and Control, Chairman of the National Search and Rescue Committee, and Chairmen of provincial People's Committees directly under the central government are responsible for implementing this Decision./.
