GOVERNMENT INSPECTOR GENERAL

Based on the Inspection Law dated November 15, 2010;

Pursuant to Decree No. 86/2011/NĐ-CP dated September 22, 2011 of the Government detailing and guiding the implementation of certain provisions of the Inspection Law;

Pursuant to Decree No. 65/2008/NĐ-CP dated May 20, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Government Inspectorate;

Pursuant to the guidance of the Prime Minister on adjusting the inspection program and plan of the Government Inspectorate for 2012 as stated in Document No. 7317/VPCP-KNTN dated September 18, 2012 of the Government Office;

Considering the proposal of the Director of the Department of Cultural and Social Inspection (Department III) and the Director of the Department of Organization and Cadres,

DECISION:

Article 1. Inspect the implementation of the investment construction, renovation, and upgrading project for district general hospitals and inter-district general hospitals during the period 2008-2010 pursuant to Decision No. 47/2008/QĐ-TTg dated April 2, 2008 of the Prime Minister at the Ministry of Health and People's Committees of the provinces: Dien Bien, Lang Son, Thanh Hoa, Dak Nong, Tien Giang, Vinh Long.

The period of inspection: From 2008 to June 2012, if necessary, it may examine before or after this period.

The duration of inspection: 50 working days (excluding holidays and public holidays) from the date of announcing the inspection decision.

Article 2. Establish an inspection team consisting of the following individuals:

1. Mr. Nguyen Xuan Lang, Senior Inspector, Deputy Director of Department III, Government Inspectorate - Team Leader;

2. Mr. Nguyen Trung Thuc, Principal Inspector, Head of Sector 2, Department III - Deputy Team Leader;

3. Mr. Nguyen Xuan Tu, Principal Inspector, Head of General Affairs Sector, Department III - Deputy Team Leader;

4. Mr. Le Van Hung, Principal Inspector, Department III - Member;

5. Mr. Le Quang Hiep, Principal Inspector, Department III - Member;

6. Mr. Nguyen Hong Quan, Principal Inspector, Department III - Member;

7. Mr. Do Van Quang, Inspector, Department III - Member;

8. Mr. Tran Cong Hung, Inspector, Department III - Member;

9. Mr. Ngo Dinh Long, Inspector, Department III - Member;

10. Ms. Mai Thi Kim Hoa, Principal Inspector, Unit IV - Member.

The inspection team shall conduct inspections according to the contents specified in Article 1 of this Decision and the approved inspection plan.

The duties, powers, and responsibilities of the inspection team leader and members shall be carried out in accordance with the Law on Inspection; Decree No. 86/2011/NĐ-CP dated September 22, 2011 of the Government detailing and guiding the implementation of certain provisions of the Law on Inspection, the Regulation on Inspection Team Operations, the Regulation on Supervision and Inspection of Inspection Team Activities, and current legal documents.

Article 3. Assign the Director of Department III under the Government Inspectorate to assist the Chief Inspector of the Government Inspectorate in directing, monitoring, and urging the inspection team; to assist the Chief Inspector of the Government Inspectorate in handling or submitting to the Chief Inspector of the Government Inspectorate for handling within their authority the recommendations of the inspection team.

Article 4. The Heads of the Office, Department III, Unit IV, and the Department of Organization and Cadres under the Government Inspectorate; the Minister of Health; the Chairmen of the People's Committees of the provinces: Dien Bien, Lang Son, Thanh Hoa, Dak Nong, Tien Giang, Vinh Long; heads of agencies, units, and individuals related to the inspection content and those named in Article 2 are responsible for implementing this Decision.
