JOINT CIRCULAR JOINT CIRCULAR NO. 247/1998/TTLT-TCCP-TC-TS OF THE STAFF ORGANIZATION AND CIVIL SERVANTS OF THE GOVERNMENT - MINISTRY OF FINANCE - MINISTRY OF AQUATIC RESOURCES DATED MAY 5, 1998 GUIDING THE IMPLEMENTATION OF THE SUBSIDY REGIME FOR SEAFARING DUTY FOR INSPECTORS AND CONTROL OFFICERS PROTECTING AQUATIC RESOURCES
Implementing Decision No. 913/1997-QĐ-TTg dated October 25, 1997 of the Prime Minister on the implementation of the subsidy regime for seafaring duty for inspectors and control officers protecting aquatic resources. After receiving the comments from the Ministry of Labor - Invalids and Social Affairs at Circular No. 33/LĐTBXH-TL dated January 5, 1998, the Joint Circular of the Staff Organization and Civil Servants of the Government, the Ministry of Finance, and the Ministry of Aquatic Resources guides the implementation as follows:
I. APPLICABLE OBJECTS AND SUBSIDY LEVELS:
1. Objectives:
Civil servants, government employees, and contractual workers within the staffing quota going to perform tasks on fishery protection patrol vessels (referred to as fisheries surveillance boats), specifically:
- Inspectors and control officers protecting aquatic resources;
- Staff and crew members within the staffing quota working on fisheries surveillance boats.
2. Allowance level:
- For half a day at sea (less than 4 hours), they will be entitled to 7,500 VND per person.
- For one full day at sea (from 4 to 8 hours), they will be entitled to 15,000 VND per person.
II. IMPLEMENTATION:
1. The seafaring duty subsidy shall be paid based on actual days at sea and settled immediately upon completion of the mission.
2. Individuals who have received the subsidy stipulated in this Circular shall not be eligible for the in-kind subsidy as prescribed in Circular No. 20/TT-LB dated September 24, 1992 of the Joint Ministries of Labor - Invalids and Social Affairs - Health.
3. Annually, based on needs, objects, and the prescribed expenditure levels, the Fisheries Protection Bureau and its subordinate branches shall prepare budgets for this subsidy along with regular expenditure budgets to be submitted to their supervisory authorities and financial departments at the same level for review and submission to the competent authority for approval according to Circular No. 09/TC-NSNN dated March 18, 1997 of the Ministry of Finance guiding the delegation, preparation, management, and settlement of state budget.
In 1998, the funding for the seafaring duty subsidy shall be allocated within the 1998 state budget as assigned by the competent authority.
4. This Circular takes effect from January 1, 1998. All previous regulations inconsistent with this Circular are hereby abolished.
Any difficulties encountered during implementation should be reported to the Joint Ministries for study and resolution.
