JOINT CIRCULAR

Guidelines for implementing the allowance system

for sea duty for fisheries protection inspectors and controllers

Implementing Decision No. 913/1997-QĐ-TTg dated October 25, 1997 of the Prime Minister on the implementation of the allowance system for sea duty for fisheries protection inspectors and controllers. After receiving the comments from the Ministry of Labor, Invalids and Social Affairs at Circular No. 33/LĐTBXH-TL dated January 5, 1998, the Joint Board of Organization and Staff of the Government, the Ministry of Finance, and the Ministry of Fisheries hereby provide the following guidelines:

I. APPLICABLE OBJECTS AND ALLOWANCE LEVELS

1. Objectives:

Officials, civil servants, and contractual employees within the staffing quota who perform tasks on fisheries protection inspection vessels (referred to as fisheries surveillance vessels), specifically:

- Fisheries protection inspectors and controllers;

- Staff and crew members within the staffing quota working on fisheries surveillance vessels.

2. Allowance level:

- For half a day at sea (less than 4 hours), they shall be entitled to VND 7,500 per person.

- For one full day at sea (from 4 to 8 hours), they shall be entitled to VND 15,000 per person.

II. IMPLEMENTATION

1. The sea duty allowance shall be paid based on actual days at sea and settled immediately upon completion of the mission.

2. Those who have received the allowances stipulated in this Circular shall not be eligible for the material allowance prescribed in Circular No. 20/TT-LB dated September 24, 1992, jointly issued by the Ministries of Labor, Invalids and Social Affairs, and Health.

3. Annually, based on needs, objects, and specified expenditure levels, the Fisheries Protection Bureau and its subordinate district-level protection agencies shall prepare budgets for these allowances together with regular expenditure budgets and submit them to their supervisory bodies and financial authorities at the same level for review and submission to the competent authority for approval according to Circular No. 09/TC-NSNN dated March 18, 1997, issued by the Ministry of Finance, guiding the delegation, preparation, management, and settlement of state budget.

In 1998, the funding for the sea duty allowance will be arranged within the 1998 state budget approved by the competent authority.

4. This Circular takes effect from January 1, 1998. All previous regulations inconsistent with this Circular are abolished.

Any difficulties encountered during implementation should be reported to the Joint Board for study and resolution./.
