 Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to Decree No. 25/CP dated May 23, 1993 of the Government providing temporarily the new salary system for civil servants, administrative and public service officials, and armed forces personnel;

At the proposal of the Minister of Public Security,

DECISION:

Article 1. The rationed meal system for officers, non-commissioned officers, and soldiers during their performance of particularly arduous, dangerous, or arduous and dangerous tasks in the People's Public Security Force shall be as follows:

1. Level I: Energy allowance: 4,040 kcal/person/day.

Applicable to:

- Criminal investigation officers in major case teams (special forces).

- Special police forces.

2. Level II: Energy allowance: 3,740 kcal/person/day.

Applicable to:

- Criminal investigation officers (excluding those at Level I).

- Strong mobile police forces.

- Officers, non-commissioned officers, and soldiers directly engaged in firefighting duties.

- External line investigators. - Political security investigators in highland and island districts.

- Police officers responsible for communes in highland and island districts.

- Intelligence operatives in highland, border, and island districts.

- Officers, non-commissioned officers, and soldiers in honor guard units.

- Rapid response police (Police 113).

- Instructors and teachers of martial arts - special forces.

- Teachers instructing fire-fighting courses during practical training outside training grounds; students from Public Security academies during practical training in martial arts, special forces, and fire-fighting outside training grounds.

3. Level III: Energy allowance: 3,650 kcal/person/day.

Applicable to:

- Mobile police forces (excluding those at Level II).

- Instructors breeding, training, and using service dogs.

- Officers, non-commissioned officers, and soldiers in honor guard units.

- Police officers responsible for communes in midland and mountain districts.

- Officers, non-commissioned officers, and soldiers performing armed patrol, guard, and target protection duties.

The meal levels prescribed above may be provided in kind or in cash.

Article 2. Officers, non-commissioned officers, and soldiers entitled to the rationed meal system shall not receive hazardous duty allowances in kind. Officers and non-commissioned officers receiving salaries who are entitled to the rationed meal system must pay the basic meal fee. Any additional meal cost will be covered by the budget.

Article 3. The funding for the rationed meal system for officers, non-commissioned officers, and soldiers as stipulated in Article 1 of this Decision shall be allocated from the State budget to the Ministry of Public Security within the annual regular expenditure budget.

Article 4. This Decision takes effect fifteen days from the date of publication in the Official Gazette.

Article 5. The Minister of Public Security is responsible for inspecting and guiding the implementation of this Decision.

Article 6. The Ministers, Heads of ministerial-level agencies, Heads of government agencies, and Chairpersons of provincial People's Committees and municipal People's Committees directly under the Central Government are responsible for enforcing this Decision./.
