BY THE YEAR 2020, LOOKING FORWARD TO THE YEAR 2030”

Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Tourism Law dated June 27, 2005;
1. To fully exploit and effectively utilize the potential, infrastructure system, and position of the Region, with Ho Chi Minh City as the leading force, to create a driving force for comprehensive development in the fields of culture, family, physical education and sports, and tourism, thereby promoting the cultural market, physical education and sports activities, and tourism throughout the country and other localities.
 
 
DECISION:
 
 
Article 1. Approves the "Strategy for the Development of Vietnamese Tourism until 2020, with a Vision to 2030" with the main contents as follows:
Clause 1. Views
a) Developing tourism into a leading economic sector; tourism accounting for an increasingly high proportion in the GDP structure, serving as a driving force for economic and social development.
b) Developing tourism towards professionalism, modernity, with focus areas; emphasizing deep development to ensure quality and efficiency, affirming brand and competitiveness.
c) Developing both domestic and international tourism simultaneously; prioritizing international inbound tourism; strengthening management of outbound tourism.
d) Developing sustainable tourism closely linked with the conservation and promotion of national cultural values; maintaining landscapes, protecting the environment; ensuring national security, defense, public order, and safety.
đ) Promoting socialization, mobilizing all resources both domestically and internationally for investment in tourism development; maximizing the country's potential and advantages in natural and cultural elements; enhancing inter-regional tourism cooperation.
Clause 2. Objectives
a) General Objective
By 2020, tourism will basically become a leading economic sector, characterized by professionalism, with relatively synchronized and modern technical infrastructure; tourism products will be of high quality, diverse, branded, deeply reflecting national cultural characteristics, competitive with other countries in the region and worldwide.
Striving by 2030, Vietnam will become a country with a developed tourism industry.
b) Specific Objectives
- The average growth rate of the tourism industry during the period 2011-2020 will reach 11.5-12% per year.
- In 2015: Vietnam will welcome 7-7.5 million international tourist arrivals and 36-37 million domestic tourist arrivals; total revenue from tourists will reach 10-11 billion USD, contributing 5.5-6% to the national GDP; there will be a total of 390,000 hotel rooms, with 30-35% meeting standards from 3 to 5 stars; creating 2.2 million jobs, including 620,000 direct tourism workers.
- In 2020: Vietnam will welcome 10-10.5 million international tourist arrivals and 47-48 million domestic tourist arrivals; total revenue from tourists will reach 18-19 billion USD, contributing 6.5-7% to the national GDP; there will be a total of 580,000 hotel rooms, with 35-40% meeting standards from 3 to 5 stars; creating 3 million jobs, including 870,000 direct tourism workers.
- In 2030: Total revenue from tourists will double that of 2020.
3. Solutions
a) Developing tourism products
- Developing a system of high-quality, distinctive, diverse, and synchronized tourism products with high added value, ensuring the needs of both domestic and international tourists; developing green tourism products respecting natural and local cultural factors.
- Planning and investing in the development of tourism products based on prominent strengths and attractions of tourism resources; prioritizing the development of marine and island tourism, cultural tourism, and eco-tourism; gradually forming a system of national, regional, and urban tourism zones.
- Leveraging strengths and enhancing collaboration between regions and localities towards the formation of characteristic tourism products according to each tourism region:
+ North Central Highlands and Northern Mountainous Region, comprising provinces: Hoa Binh, Son La, Dien Bien, Lai Chau, Yen Bai, Phu Tho, Lao Cai, Tuyen Quang, Ha Giang, Bac Kan, Thai Nguyen, Cao Bang, Lang Son, and Bac Giang. Characteristic tourism product: Cultural and eco-tourism combined with understanding the ethnic minority cultures.
+ Red River Delta and Northeast Coast Region, comprising: Hanoi City, Hai Phong City, and provinces: Vinh Phuc, Bac Ninh, Hai Duong, Hung Yen, Thai Binh, Ha Nam, Ninh Binh, Nam Dinh, Quang Ninh. Characteristic tourism product: Visiting coastal scenic spots, cultural tourism with the values of rice civilization and traditional lifestyles of the Red River Delta, urban tourism, and MICE tourism.
+ North Central Coast Region, comprising: Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri, Thua Thien Hue. Characteristic tourism product: Exploring world cultural and natural heritage sites, marine tourism, eco-tourism, and cultural-historical exploration.
+ South Central Coast Region, comprising: Da Nang City and provinces: Quang Nam, Quang Ngai, Binh Dinh, Phu Yen, Khanh Hoa, Ninh Thuan, Binh Thuan. Characteristic tourism product: Beach and island resort tourism combined with heritage sites, exploring marine culture and cuisine.
+ Central Highlands Region, comprising: Kon Tum, Gia Lai, Dak Lak, Dak Nong, Lam Dong. Characteristic tourism product: Eco-tourism and cultural tourism exploiting unique cultural values of the Central Highlands ethnic groups.
+ Southeastern Region, comprising: Ho Chi Minh City and provinces: Dong Nai, Binh Duong, Ba Ria-Vung Tau, Binh Phuoc, Tay Ninh. Characteristic tourism product: Urban tourism, MICE tourism, historical-cultural exploration, beach and island resort tourism, and eco-tourism.
+ Mekong Delta Region, comprising: Long An, Dong Thap, An Giang, Kien Giang, Ca Mau, Bac Lieu, Soc Trang, Ben Tre, Tra Vinh, Vinh Long, Tien Giang, Hau Giang, and Can Tho City. Characteristic tourism product: Eco-tourism, river and delta culture tourism, beach and island resort tourism, and MICE tourism.
b) Developing infrastructure and technical facilities for tourism
- Planning and investing in the development of transportation, information, communication, energy infrastructure; water supply and drainage, environmental protection, and related fields to ensure synchronization to meet the requirements of tourism development; modernizing public transport networks; planning public spaces.
- Investing in upgrading and developing social infrastructure such as cultural, health, and educational systems like museums, theaters, medical facilities, health care centers, and educational institutions to provide adequate conditions and conveniences for tourists.
- Develop the material and technical infrastructure system serving tourism to ensure quality, modernity, convenience, and synchronization to meet the needs of tourists, including systems of tourist areas and spots, accommodation facilities for tourism, restaurants, information and travel consultation services, reservation and booking services, agencies, tour operators, guides; transportation service facilities and other service facilities for sightseeing, rest and recuperation, entertainment, sports, conferences, and other purposes.
c) Training and developing human resources for tourism
- Develop tourism human resources to ensure quality, quantity, and balance in occupational structure and training levels to meet the requirements of tourism development and international integration.
- Develop a strong network of tourism training institutions with synchronized and modern material and technical infrastructure and teaching equipment; standardize the quality of instructors; standardize the core curriculum for tourism training.
- Establish and implement strategies, planning, and plans for developing tourism human resources in accordance with the needs of tourism development at different periods and regions across the country; gradually implement standardized tourism human resources that meet regional and international standards, particularly focusing on tourism management personnel and highly skilled workers.
- Diversify training methods; encourage on-the-job training and self-training based on business needs.
d) Market development, promotion, and tourism brand building
- Regarding market development for tourists:
+ Focus on attracting high-paying and long-staying segments of the tourist market selectively.
+ Vigorously develop the domestic tourism market, emphasizing segments of holidaymakers, entertainment seekers, weekend visitors, and shoppers.
+ Intensify efforts to attract international tourists from Northeast Asia (China, Japan, South Korea), Southeast Asia and the Pacific (Singapore, Malaysia, Indonesia, Thailand, Australia); Western Europe (France, Germany, UK, Netherlands); Northern Europe; North America (USA, Canada) and Eastern Europe (Russia, Ukraine); expand attraction from new markets such as the Middle East, India...
- Regarding tourism promotion:
+ Strengthen professional promotion and marketing targeting specific markets, focusing on tourism products and brands; integrate tourism promotion with national image promotion.
+ Build and implement flexible domestic and international tourism promotion programs and plans according to each period and in line with predetermined goals; link tourism promotion with trade promotion, investment promotion, diplomacy, and cultural activities.
- Regarding tourism brand development:
+ Concentrate on developing the national tourism brand based on regional, local, enterprise, and product brands; focus on developing competitive tourism brands in the region and internationally.
+ Enhance coordination among sectors, levels, and localities in building and developing tourism brands to ensure consistency.
đ) Investment and policies for tourism development
- The State has preferential policies to support investment in tourism infrastructure, human resource training, and promotion and brand development; has policies to connect and mobilize resources to concentrate on improving service supply capacity and quality, forming some regional and international tourism service centers.
- Prioritize concentrated investment in developing national tourist zones, national tourist spots, tourist cities; tourist zones, routes, and spots in localities with difficult socio-economic conditions but have potential for tourism development.
- Implement sustainable development policies; provide incentives for eco-tourism, green tourism, community-based tourism, and responsible tourism.
- Implement policies to encourage socialization, attract domestic and foreign resources to invest in tourism infrastructure and material and technical facilities, develop human resources, and promote tourism.
e) International cooperation in tourism
- Actively implement effectively signed bilateral and multilateral agreements.
- Strengthen international cooperation in tourism with countries and international organizations, linking Vietnam's tourism market with regional and global tourism markets.
- Expand bilateral and multilateral cooperative relations, seek support from countries and international organizations to accelerate the development and integration of Vietnam's tourism, enhancing its image and position in the international arena.
g) State administration of tourism
- Improve institutional mechanisms and policies related to tourism; study, amend, and supplement the Tourism Law to create a favorable legal environment for tourism development.
- Strengthen the capacity of state administrative bodies for tourism from central to local levels to meet development requirements; enhance coordination and linkage between tourism and other sectors and fields, and between regions and localities to develop tourism.
- Effectively implement strategic planning and development planning for tourism to ensure quality and feasibility; the State focuses on planning and investing in tourism regions, national tourist zones, national tourist spots, and tourist cities.
- Conduct statistics, monitoring, and management of outbound tourist flows and indicators in relation to continuously improving the quality of domestic tourism activities.
- Strengthen the application of industry standards; intensify inspection and supervision activities to control and maintain the quality of tourism products and services; establish a certification, evaluation, and quality management system for the tourism industry, thereby creating a healthy competitive environment in the industry.
- Strengthen decentralization in management, ensuring the macro-management role of the State while fostering the initiative and dynamism of enterprises and the active participation of local communities. Enhance the role and responsibility of local authorities in ensuring environmental conditions, civilized tourism, security, public order, and social safety in tourist areas.
- Continue to reform state-owned enterprises in the tourism sector towards full shareholding of state capital; encourage the development of tourism enterprises with strong potential and brands; focus on developing small and medium-sized tourism enterprises, especially households linked with community-based tourism and rural tourism in remote and border areas.
- Vigorously promote research and application of advanced science and technology in tourism management and business activities; train tourism human resources, study markets, and promote and advertise tourism.
- Vigorously enhance awareness at all levels and sectors, and throughout society, about the position and role of tourism in national economic and social development; emphasize social and environmental responsibility in all tourism activities.
4. Action Program
a) Perfecting institutional mechanisms, policies, and enhancing the capacity for state management of tourism
- Review, amend, supplement, and complete the provisions of the Tourism Law and related regulatory legal documents.
- Perfect institutional mechanisms, policies, and legal regulations to promote tourism development.
- Perfect the organizational structure for state management of tourism from central to local levels, including the establishment of inter-regional tourism development organizations.
- Perfect the system of technical standards and specifications specific to the tourism industry.
- Enhance training and capacity building for state management of tourism at all levels.
b) Strategic planning for tourism development across various fields:
- Quality development of the Vietnam tourism brand.
- Tourism marketing strategy.
- Strategy for developing tourism human resources.
c) Implementation of planning and investment in tourism development
- Comprehensive planning for the development of Vietnam's tourism until 2020, with a vision to 2030.
- Comprehensive planning for the development of tourism regions until 2020, with a vision to 2030.
- Planning and investment in the development of national tourist areas, national tourist spots, and tourist cities.
- Comprehensive planning for provincial tourism development until 2020, with a vision to 2030.
- Inter-provincial, regional, and cross-border tourism development cooperation programs.
d) Implementation of tourism development programs and projects
- Tourism quality management program.
- Program to raise tourism awareness and promote civilized behavior.
- Investment support program for tourism infrastructure development.
- National tourism action program.
- National tourism promotion program.
- Program for surveying, evaluating, classifying, and establishing databases on tourism resources.
- Program for applying satellite accounts for tourism.
- Special tourism development projects: Project for developing coastal and island tourism in Vietnam until 2020; Project for developing border province tourism; Project for developing community-based tourism linked with poverty reduction and agricultural restructuring.
- Program for climate change adaptation actions in the tourism sector.
Article 2. Organization of Implementation of the Strategy
1. The Ministry of Culture, Sports and Tourism shall take the lead and coordinate with relevant ministries, agencies, and provincial people's committees to implement the "Strategy for the Development of Tourism in Vietnam until 2020, with a vision to 2030"; guide, inspect, and periodically report to the Prime Minister on the implementation of the Strategy; organize mid-term reviews at the end of 2015 and final reviews at the end of 2020.
2. Ministries, ministerial-level agencies, government agencies, and provincial people's committees within their respective functions, tasks, and powers shall be responsible for coordinating with the Ministry of Culture, Sports and Tourism to implement the Strategy's objectives; ensure consistency and synchronization with the implementation of economic and social development plans at the sectoral and local levels.
Article 3. This Decision takes effect from the date of issuance.
Article 4. THE MINISTERS, HEADS OF GOVERNMENT-LEVEL MINISTRIES, HEADS OF GOVERNMENT-LEVEL AGENCIES, AND CHAIRMEN OF PROVINCE AND CITY PEOPLE'S COMMITTEES DIRECTLY UNDER THE CENTRAL GOVERNMENT SHALL BE RESPONSIBLE FOR ENFORCING THIS DECISION./.
