Pursuant to the Law on the Organization of the Government dated September 30, 1992;
Pursuant to Decree No. 15/CP dated March 2, 1993 of the Government on the tasks, powers, and state management responsibilities of ministries and ministerial-level agencies; Decree No. 22/CP dated May 22, 1993 of the Government on the tasks, powers, and organizational structure of the Ministry of Science, Technology and Environment;
At the proposal of the Ministry of Science, Technology and Environment, the Minister, Head of the Organizational-Cadre Department of the Government,
DECISION:
Article 1. Adjusts the organization of certain state management units and public service units under the Ministry of Science, Technology and Environment as follows:
1. Reorganizes the Research and Implementation Department and the Technology Development Department into three units:
- The Science Management Department,
- The Technology Management Department,
- The Office for Technological and Environmental Assessment of Investment Projects.
2. Renames the Finance Planning Department to the Planning Department.
3. Establishes:
- The Institute for Strategic and Policy Studies on Science and Technology based on the Institute for Strategic Forecasting on Science and Technology and the Institute for Science and Technology Management.
- The Financial Accounting Department,
- The School for Training in Scientific, Technological and Environmental Management based on the reorganization of existing training institutions for management skills in science, technology and environment under the Ministry.
The specific functions and tasks of the units mentioned in Article 1 shall be stipulated by the Minister of Science, Technology and Environment.
Article 2. The Minister of Science, Technology and Environment, the Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial People's Committees directly under the Central Government are responsible for implementing this Decision.
