DIRECTIVE

NUMBER 25/1999/CT-BGD&ĐT OF THE MINISTER OF EDUCATION AND TRAINING ON STRENGTHENING GUIDANCE AND ORGANIZING THE IMPLEMENTATION OF LABOR SAFETY WORK IN THE EDUCATION AND TRAINING SECTOR

 

On March 26, 1998, the Prime Minister issued Directive No. 13/1998/CT-TTg on strengthening guidance and organizing the implementation of labor safety work in the new situation. After one year of implementing the Prime Minister's Directive, labor safety work in the Education and Training sector has been strengthened and achieved certain results.

However, some schools and educational institutions have not truly attached importance to labor safety work; they have not paid sufficient attention to occupational hygiene and fire prevention; the implementation of the Labor Safety Ordinance has not been strictly enforced; violations of technical standards and regulations on occupational safety and hygiene are still quite common.

To address these issues, to strengthen guidance and implement labor safety work in the Education and Training sector in the future, and to continue strictly implementing the Prime Minister's Directive, the Minister requests the heads of units under the Ministry, Directors of Departments of Education and Training, Presidents of Universities, Principals of Colleges, and Principals of Secondary Vocational Schools (hereinafter referred to as the heads of units) to carry out the following tasks:

1. The heads of units must directly organize and direct labor safety work, inspect and urge its implementation, ensure absolute safety for people and property within their units, and first focus on implementing:

1.1. Promote education and dissemination of knowledge on occupational safety and hygiene, paying particular attention to those who frequently work with harmful and dangerous factors. Strictly comply with technical safety regulations, especially focusing on fire prevention and extinguishing, electrical safety, mechanical safety, pressure equipment safety, lifting equipment safety, hazardous chemicals, radiation... and resolutely stop operations of equipment that does not meet safety requirements.

Fully implement occupational hygiene standards, environmental hygiene standards, and labor protection systems.

1.2. Strictly comply with reporting, investigation, and statistical procedures for workplace accidents. Serious accidents must be thoroughly investigated, properly handled, and reported promptly.

When summarizing and developing annual plans, units need to review and evaluate the results of labor protection work, and at the same time develop labor protection plans for the next year. Units shall submit summary reports and plans to the Department of Science and Technology of the Ministry of Education and Training (49 Dai Co Viet, Hanoi), the main management department, and the Department of Labor, Invalids, and Social Affairs where the unit is located by September each year.

1.3. Universities, colleges, and secondary vocational schools need to improve the organizational structure and functions of the Technical Safety and Labor Protection Board according to Circular No. 25/TT-KHKT dated December 1, 1992 of the Ministry of Education and Training, and strictly implement teaching on technical safety and labor protection as prescribed in the curriculum.

2. The Minister of Education and Training assigns responsibilities to the Steering Committee for Labor Protection Work in the Education and Training Sector, relevant departments of the Ministry, and Departments of Education and Training, specifically as follows:

2.1. The Steering Committee for Labor Protection Work in the Education and Training Sector will cooperate with the Vietnam Teachers' Union to develop plans and guide, inspect, and urge the implementation of labor protection work in the sector.

2.2. The Department of Science and Technology will serve as the focal point for labor protection work of the Ministry and be responsible for technical safety.

2.3. The Department of Organization and Cadres will be responsible for matters related to labor protection policies and benefits throughout the sector.

2.4. The Department of Higher Education will direct the review, development, and implementation of curricula, textbooks, and materials on occupational safety and hygiene for teaching in universities and colleges; and improve the quality of training for occupational safety engineers.

2.5. The Department of Secondary Vocational Education will direct the development of curricula, textbooks, and materials on occupational safety and hygiene for teaching in secondary vocational schools.

2.6. The Department of Teachers will incorporate labor protection content into teacher training programs at all levels and gradually standardize teachers teaching labor protection.

2.7. The Department of Planning and Finance will monitor and inspect the financial implementation of labor protection according to current state regulations.

2.8. The Departments of Early Childhood Education, Primary Education, and General Secondary Education will gradually incorporate labor protection content into annual guidance plans.

2.9. Departments of Education and Training will assign staff responsible for labor protection work to be accountable for labor protection work in their respective areas.

Units need to coordinate with Departments of Labor, Invalids, and Social Affairs, Health Departments, Trade Unions, and other mass organizations in their locations to implement labor protection work, making it routine and a mass movement.

The Minister of Education and Training requires the Directors of Departments of Education and Training, Presidents of Universities, Principals of Colleges, Principals of Secondary Vocational Schools, and Heads of units under the Ministry to be responsible for implementing this Directive.
