THE MINISTER OF INDUSTRY
Pursuant to the Government Decree No. 74/CP dated November 1, 1995 on the functions, tasks, powers, and organizational structure of the Ministry of Industry;
Pursuant to the Prime Minister's Decision No. 874/TTg dated November 20, 1996 on staff training and development work and civil servant training;
Considering the proposal of the Rector of Industrial Economics and Engineering College No. 1;
At the suggestion of the Director of the Organization and Cadre Affairs Department,
DECISION:
Article 1.Approves the establishment of the Center for Consultation and Cooperation in Training and Staff Development under Industrial Economics and Engineering College No. 1;
The headquarters is located at No. 456 Minh Khai Street, Hai Ba Trung District, Hanoi City.
Article 2. The Center has the following main tasks:
1- Authorized by the Rector of Industrial Economics and Engineering College No. 1, carry out retraining and upgrading programs for management, technical, and vocational staff and high-level workers in industrial sectors according to the division of labor assigned by the College and the training plan between the College and relevant agencies and units;
2- Organize activities related to training and staff development consultation; provide career and employment counseling for students and trainees;
3- Conduct surveys and assessments to determine the current demand for labor in industrial professions within the production sector, providing advice to the College in formulating strategic planning for human resource development;
4- Authorized by the Rector, cooperate and link with domestic and foreign educational institutions, research centers, and production-business entities to develop and implement international cooperation programs in the field of training and staff development for industrial workers;
Article 3. The organizational structure of the Center:
1- Leadership:
- Director;
- Deputy Director;
The Director and Deputy Director are appointed and relieved from their positions by the Rector;
2- Supporting staff: a number of specialized technical and vocational officers;
Within the staffing quota of the Center, there will be from two to three persons included in the total staffing quota of the College. Additionally, the Center implements a system of兼任或签订劳动合同的方式为单位活动需求提供必要的劳动力;
The Ministry authorizes the Rector of the College to issue the Regulations on the Organization and Operation of the Center for Consultation and Cooperation in Training and Staff Development in accordance with the current regulations of the State; based on this, the Center Director shall define the functions, tasks, powers, and arrange personnel for each department of the Center to ensure a streamlined organizational structure and effective operation.
Article 4. The Center for Consultation and Cooperation in Training and Staff Development is a self-financing public service unit, operating on a revenue-expenditure basis, having partial legal personality, maintaining accounts at banks (including foreign currency accounts) and the National Treasury, and possessing its own seal for operations and transactions in accordance with the regulations of the Rector of Industrial Economics and Engineering College No. 1.
Article 5. This Decision takes effect from the date of signature and replaces Decision No. 743/QĐ-TCCB dated April 24, 1998 of the Ministry of Industry.
Article 6. The Head of the Ministry’s Office, the Inspector General of the Ministry, the Heads of Relevant Departments, the Rector of Industrial Economics and Engineering College No. 1, and the Director of the Center for Consultation and Cooperation in Training and Staff Development are responsible for implementing this Decision./.
