THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT

Pursuant to Decree No. 73/CP dated November 1, 1995 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development; Pursuant to Decision No. 07/1998/QĐ-BNN-TCCB dated January 10, 1999 of the Minister of Agriculture and Rural Development on the functions, tasks, and organizational structure of the Institute of Science and Technology for Agriculture and Forestry in the Central Highlands;

Considering the proposal of the Director of the Institute of Science and Technology for Agriculture and Forestry in the Central Highlands, the Head of the Science and Technology Department and Product Quality Control, and the Head of the Personnel Organization Department, The Gia Lai Water Resources - Agriculture and Forestry Experimental Research Center is established under the Institute of Science and Technology for Agriculture and Forestry in the Central Highlands.

The Gia Lai Water Resources - Agriculture and Forestry Experimental Research Center is a scientific and technological organization engaged in water resources agriculture and forestry research according to the tasks assigned by the Institute of Science and Technology for Agriculture and Forestry in the Central Highlands; the Center shall be entitled to use its own seal and open a bank account at the State Treasury in accordance with current regulations.

DECISION:

Article 1. The headquarters of the Center is located in Pleiku City, Gia Lai Province.

The Center's tasks include researching and solving scientific and technological issues as assigned by the Institute and specifically as follows:

- Researching and developing small-scale water resources;

Article 2. - Studying animal husbandry and grassland development;

- Experimenting and applying agricultural techniques, pest control measures for crops (including forest trees);

- Processing and preserving agricultural and forestry products and livestock feed;

- Consulting, providing services, and transferring advanced technologies in production areas within the scope of the Center's research according to current state regulations;

- Researching integrated agriculture and forestry systems and other tasks assigned by the Institute.

The Center's leadership consists of a Director and Deputy Directors. The Director is appointed (and relieved of duty) by the Minister of Agriculture and Rural Development, while the Deputy Directors are appointed (and relieved of duty) by the Director of the Institute of Science and Technology for Agriculture and Forestry in the Central Highlands, in accordance with the current division of authority of the Ministry.

Professional departments:

Article 3. Organizational structure of the Center:

The Director of the Institute of Science and Technology for Agriculture and Forestry in the Central Highlands is tasked with establishing the organizational structure, duties, staffing, working relationships, and appointing responsible personnel for each specific professional department of the Center based on the Institute's tasks and the specific conditions of the Center, in accordance with the current division of authority of the Ministry (with each research area requiring more than seven staff members with university degrees or higher).

The Head of the Ministry's Office, the Head of the Personnel Organization Department, the Heads of relevant agencies and units under the Ministry, and the Director of the Institute of Science and Technology for Agriculture and Forestry in the Central Highlands are responsible for implementing this Decision from the date of issuance./.

Direct the Director of the Northwest Agriculture and Forestry Science and Technology Institute to establish the organizational structure, duties, staffing, working relationships, and appointment of officers responsible for specific professional departments of the Center based on the Institute's tasks and the specific conditions of the Center, according to the current分级权限制度 of the Ministry (with each research field requiring more than seven officers with a bachelor's degree or higher).

Article 4. The Head of the Ministry’s Office, the Director of the Department of Organization and Cadres, the Heads of relevant agencies and units under the Ministry, and the Director of the Northwest Agriculture and Forestry Science and Technology Institute are responsible for implementing this Decision from the date of issuance of the Decision./.
