DIRECTIVE OF THE PRIME MINISTER
Regarding the use of firearms by the Forest Protection Force and other inspection and control forces combating smuggling and commercial fraud while performing their duties
The provision of firearms and support tools to the Forest Protection Force and other inspection and control forces combating smuggling and commercial fraud when on duty is necessary. However, in recent times, there have been instances of arbitrary use of firearms, including cases where firearms were fired at vehicles carrying passengers. To address this situation, the Prime Minister issues the following directive:
1. The use of firearms and support tools must comply strictly with current legal regulations. The Forest Protection Force and other inspection and control forces combating smuggling and commercial fraud are strictly prohibited from firing firearms at vehicles carrying passengers under any circumstances. If information or evidence indicates that a vehicle carrying passengers is also transporting contraband goods, alternative positive measures must be taken to inspect, control, and prevent such activities.
2. Relevant ministries and agencies, Chairpersons of Provincial People's Committees directly under the Central Government must regularly remind and inspect units and individuals under their jurisdiction to effectively manage and implement Decree 47/CP dated August 12, 1996 of the Government on the management of weapons, explosives, and support tools. Any violations in the use of firearms and support tools must be dealt with severely according to the law.
This directive takes effect from the date of issuance. Ministers, Heads of ministerial-level agencies, and Chairpersons of Provincial People's Committees directly under the Central Government are responsible for strictly implementing this directive./.
This Directive takes effect from the date of signature. The Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial People's Committees under central governance shall strictly implement this Directive./.
