DECISION OF THE MINISTER OF AQUATIC RESOURCES
Regarding the establishment of the Steering Committee for the Program
on Protection and Development of Aquatic Resources until 2010
MINISTER OF AQUATIC RESOURCES
Pursuant to Decree No. 43/2003/NĐ-CP dated 2/5/2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Fisheries;
Pursuant to Decision No. 131/2004/QĐ-TTg dated 16/7/2004 of the Prime Minister approving the Program on Protection and Development of Aquatic Resources until 2010;
Considering the proposal of the Director of the Directorate of Fishery Resource Exploitation and Protection;
At the proposal of the Director of the Personnel Department,
DECISION
Article 1. The Steering Committee for the Program on Protection and Development of Aquatic Resources until 2010 (hereinafter referred to as the Steering Committee) is hereby established.
The Steering Committee consists of the following persons:
1. Mr. Luong Le Phuong, Deputy Minister of Fisheries, Chair,
2. Mr. Nguyen Van Chau, Director of the Directorate of Fishery Resource Exploitation and Protection, Vice-Chairman in charge,
3. Mr. Ngo Anh Tuan, Head of the Planning and Finance Department, Vice-Chairman,
4. Mr. Nguyen Xuan Ly, Head of the Science and Technology Department, Vice-Chairman,
5. Mr. Tran Van Quynh, Director of the National Fisheries Extension Center, Member,
6. Mr. Nguyen Chu Hoi, Deputy Director of the Institute of Fisheries Economics and Planning, Member.
7. Mr. Do Van Khuong, Director of the Institute of Marine Products Research, Member,
8. Mr. Nguyen Van Hao, Deputy Director of the Institute of Aquaculture II, Member,
9. Mr. Le Thanh Luu, Director of the Institute of Aquaculture I, Member.
Article 2: Functions, tasks, and powers of the Steering Committee:
1. Functions:
The Steering Committee shall assist the Minister of Fisheries in researching, directing, and coordinating the implementation of the Program on Protection and Development of Aquatic Resources throughout the country.
2. Tasks:
- Guide localities in developing their own programs for protecting and developing aquatic resources.
- Guide and direct relevant agencies and units in implementing the program's contents regarding surveys and research; restoration and recovery of aquatic resources and ecosystems; forecasting and reporting fishing grounds; information and data dissemination; conservation and development of aquatic resources and human resources for the program.
- Direct the construction and trial implementation of models for protecting and developing aquatic resources through a joint effort between the state and the people.
- Direct the organization and implementation of training and education programs for communication volunteers in protecting aquatic resources and their living environments.
- Guide and inspect the implementation of priority projects under the program.
- Organize annual reviews and summaries, promptly promote successful models, and report to the Minister of Fisheries.
3. Powers of the Steering Committee
- The Steering Committee may use the seal of the Ministry and be allocated an annual operational budget from the State budget.
- Members of the Steering Committee will be assigned to oversee specific activity groups. It is anticipated that there will be three main groups: Propaganda, mobilization, and funding for the program; science and technology, administrative and legal affairs, guidance, and direction of localities and units implementing the program's contents and projects.
- Members of the Steering Committee shall enjoy overtime allowances, meeting allowances, travel allowances to localities and units according to current regulations.
- The Steering Committee for the Program shall establish a permanent office located at the Directorate of Fishery Resource Exploitation and Protection.
Article 3: The Steering Committee for the Program shall dissolve itself upon completion of the Program.
Article 4: This Decision takes effect fifteen days from the date of publication in the Official Gazette.
The Heads of the Office, the Director of the Directorate of Fishery Resource Exploitation and Protection, Heads of Departments, Directorates, the Inspectorate of the Ministry, Institutes, and participating agencies and units in implementing the Program, and members named in Article 1 are responsible for enforcing this Decision.
