Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Law on Cultural Heritage dated June 29, 2001;
Pursuant to Decision No. 19/2003/QĐ-TTg dated January 28, 2003 of the Government approving the National Target Program on Culture until 2005;
Pursuant to Decision No. 168/2001/QĐ-TTg dated October 30, 2001 of the Government regarding long-term orientation, five-year plan 2001-2005, and basic solutions for economic and social development in the Central Highlands;
Considering the proposal of the Minister of Culture and Information,

Article 1Approve the Project "Developing cultural and information activities in the Central Highlands to 2010" with the main contents as follows:
1. Name of the Project: "Developing cultural and information activities in the Central Highlands to 2010".
2. Project Leader: Ministry of Culture, Sports and Tourism and People's Committees of provinces in the Central Highlands region
3. Objectives of the Project:
a. Preserve, selectively inherit, maintain, and promote traditional cultural values and outstanding cultural values, gradually eliminate outdated and backward elements; build and develop new cultural and artistic values; form civilized lifestyles and new cultural family models in the Central Highlands;
b. Unite, mobilize the comprehensive strength of the entire nation, improve cultural life in all economic, political, and social activities; contribute to countering the peaceful evolution plots of hostile forces, preventing and eliminating deceptive propaganda, and contributing to stabilizing and developing the economy and society;
c. Discover and nurture a cadre of literary and artistic creators from ethnic groups;
d. Organize surveys, collect, research, and disseminate cultural and artistic values; preserve and promote traditional handicrafts of ethnic groups in the Central Highlands.
4. Contents of developing cultural and information activities in the Central Highlands:
a. Strengthen propaganda on major political, economic, cultural, and social tasks and mobilize the people to participate in the movement to protect national security:
- Implement the Resolution of the 5th Plenum of the 8th Party Central Committee on building and developing a modern Vietnamese culture imbued with national identity;
- Enhance the effectiveness of mobile information teams' activities, mobilize cultural and artistic forces, and focus on propaganda in areas with complex religious components, regions with self-settled migrants, and key areas concerning political security and social order in Central Highland provinces;
- Compile and distribute specialized training programs on cultural and information matters and relevant content suitable for each locality and ethnic minority area.
b. Organize cultural and information activities in Central Highland provinces:
- Hold folk art festivals, ethnic cultural and sports days; vigorously implement the All-People Cultural Life Improvement Movement;
- Establish museum systems; erect monuments at classified historical sites; develop preservation and promotion plans for tangible and intangible cultural heritage;
- Construct and perfect cultural propaganda panels and cultural highlights in border areas.
c. Build a synchronized cultural and information infrastructure from provincial to district, commune, ward, village, hamlet, and neighborhood levels.
- Plan land use for cultural and information facilities from provincial to grassroots levels; prioritize community cultural activity centers and children's entertainment zones;
- Restore traditional communal houses, longhouses, and long wooden houses; equip and invest in cultural communal houses and community cultural houses;
- Upgrade library systems; expand and construct book centers and bookstores;
- Construct theaters and writers' colonies.
d. Develop investment plans for material infrastructure for cultural and information activities.
- Develop investment plans for cultural facilities from provincial to grassroots levels; equip mobile information teams; establish radio stations, rural broadcasting stations, and postal services; build sports and cultural venues; provide some cultural products to communes;
- Increase cultural and information equipment for border guard posts in border areas;
- Strive to achieve 90% coverage of television signals in communes by 2005, build satellite dishes in remote areas, or invest in other means to ensure that residents in remote areas can listen to Vietnam Radio and watch central and local television broadcasts.
e. Develop human resources for cultural and information activities.
Improve the management cadre structure for cultural and information activities from provincial to grassroots levels; train cadres in political ideology and professional skills; prioritize training cadres from ethnic minorities; invest in and compile practical teaching materials for grassroots and ethnic minority areas.
f. Develop models for cultural and information activities.
- Continue to invest in existing cultural and information activity models in each province; enhance the quality and content of activities, select good models to replicate throughout the province; effectively utilize film projection and integrated mobile cultural and information teams; develop cultural and sports activity models at community cultural houses and entertainment zones;
- Maintain grassroots-level cultural and information activity models such as cultural villages, hamlets, and communal houses;
- Develop traditional cultural and artistic festival models to operate effectively.
g. Strengthen inspection and supervision in cultural and information activities.
Consolidate specialized inspection teams, develop annual inspection plans; promptly identify and address violations; select and train inspectors with integrity and professional expertise.
h. Develop budgetary funding for cultural and information activities.
Plans must be consistent with local revenue and socio-economic development; financial plans should align with action plans; seek support from cultural development funds; mobilize support from all levels and sectors.
5. Implementation measures.
BASED ON THE ACTUAL CONDITIONS OF LOCALITIES AT DIFFERENT TIMES, IMPLEMENT IN A SYNCHRONOUS AND EFFECTIVE MANNER THE FOLLOWING MEASURES:
a) UNIFY AND ENHANCE AWARENESS AND RESPONSIBILITY OF THE CULTURE AND INFORMATION SECTOR AND ALL LEVELS AND SECTORS RELATED TO THE IMPLEMENTATION OF THE PROJECT;
b) STRENGTHEN STATE MANAGEMENT AT ALL LEVELS, SECTORS, AND LOCALITIES;
c) PROMOTE ORGANIZATIONAL WORK AND STAFF DEVELOPMENT;
d) STRENGTHEN INFRASTRUCTURE AND EQUIPMENT FOR CULTURAL AND INFORMATION ACTIVITIES;
đ) MOBILIZE SOCIAL RESOURCES TO DEVELOP CULTURAL AND INFORMATION ACTIVITIES;
e) PROMOTE APPROPRIATE SOCIALIZATION FORMS IN WESTERN HIGHLANDS CULTURAL AND INFORMATION ACTIVITIES TO MOBILIZE THE EXISTING POTENTIAL AT THE LOCAL LEVEL OF LOCALITIES, SECTORS, AND CITIZENS TO IMPROVE THE LEVEL OF SPIRITUAL LIFE ENJOYMENT OF THE PEOPLE;
g) STRENGTHEN INFORMATION AND PROPAGANDA WORK TO ENHANCE AWARENESS AT ALL LEVELS, SECTORS, AND THE POPULATION IN THE WESTERN HIGHLANDS REGION;
6. IMPLEMENTATION PERIOD OF THE PROJECT: FROM 2004 TO 2010.
a) PHASE 1: FROM 2004 TO 2005;
b) PHASE 2: FROM 2006 TO 2010.
7. BUDGET AND FUNDS:
a) BUDGET:
THE TOTAL ESTIMATED BUDGET IS ABOUT 1.4 TRILLION DONG.
b) SOURCES OF FUNDS:
- NATIONAL BUDGET FUNDED TO THE CULTURE AND INFORMATION SECTOR (FOR CONSTRUCTION, OPERATIONS, AND FUNDS ALLOCATED FOR THE NATIONAL TARGET PROGRAM ON CULTURE);
- NATIONAL BUDGET FUNDED TO THE LOCALITIES (FIVE PROVINCES IN THE WESTERN HIGHLANDS REGION), INCLUDING FUNDS FOR CULTURAL AND INFORMATION ACTIVITIES;
- LOCAL BUDGET;
- FUNDS FROM MINISTRIES AND SECTORS FOR CULTURAL AND INFORMATION ACTIVITIES;
- CONTRIBUTIONS FROM THE PUBLIC;
- CONTRIBUTIONS FROM POLITICAL AND SOCIAL ORGANIZATIONS;
- FOREIGN DONATIONS FROM ORGANIZATIONS AND INDIVIDUALS.
Article 2. Implementing organization.
1. THE MINISTRY OF CULTURE AND INFORMATION SHALL TAKE THE LEAD AND COORDINATE WITH RELEVANT AUTHORITIES TO DEVELOP A SPECIFIC PLAN AND DIRECT THE IMPLEMENTATION OF THIS PROJECT; COLLABORATE WITH THE PEOPLE'S COMMITTEES OF THE WESTERN HIGHLANDS PROVINCES TO IMPLEMENT THE PROJECT ACCORDING TO THE SET GOALS, INDICATORS, TASKS, AND SOLUTIONS; PROVIDE GUIDANCE AND INCORPORATE THE IMPLEMENTATION OF THIS PROJECT WITH OTHER CULTURAL AND SOCIAL PROJECTS, ECONOMIC NATIONAL TARGET PROGRAM ON CULTURE UNTIL 2010.
2. MINISTRIES, MINISTERIAL-LEVEL AUTHORITIES, GOVERNMENT AUTHORITIES, AND RELEVANT AUTHORITIES SHALL, WITHIN THEIR FUNCTIONS AND RESPONSIBILITIES, COOPERATE WITH THE MINISTRY OF CULTURE AND INFORMATION TO IMPLEMENT THIS PROJECT.
3. THE PEOPLE'S COMMITTEES OF THE WESTERN HIGHLANDS PROVINCES SHALL, BASED ON THE CONTENT OF THE PROJECT AND GUIDANCE FROM THE MINISTRY OF CULTURE AND INFORMATION, DEVELOP ANNUAL IMPLEMENTATION PLANS AND ALLOCATE FUNDS FOR IMPLEMENTATION.
Article 3.
This decision shall take effect fifteen days from the date of publication in the Official Gazette.
2. THE MINISTERS, HEADS OF MINISTERIAL-LEVEL AUTHORITIES, HEADS OF GOVERNMENT AUTHORITIES, CHAIRMEN OF THE PEOPLE'S COMMITTEES OF THE PROVINCES OF GIA LAI, KON TUM, DAK LAK, DAK NONG, AND LAM DONG ARE RESPONSIBLE FOR ENFORCING THIS DECISION.
