under the General Department of Standards, Measurement and Quality
THE MINISTER OF SCIENCE AND TECHNOLOGY
Pursuant to Decree No. 54/2003/NĐ-CP dated May 19, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Science and Technology and Decree No. 28/2004/NĐ-CP dated January 16, 2004 of the Government amending and supplementing certain articles of Decree No. 54/2003/NĐ-CP;
Pursuant to Decision No. 140/2004/QĐ-TTg dated August 5, 2004 of the Prime Minister stipulating the functions, tasks, powers, and organizational structure of the General Department of Standards, Measurement and Quality;
Considering the proposal of the Director of the General Department of Standards, Measurement and Quality, the Head of the Cadre and Civil Servant Affairs Department,
DECISION:
Article 1. This Decision promulgates the Regulation on the organization and operation of the Planning and Finance Department under the General Department of Standards, Measurement and Quality.
Article 2. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
Article 3. The Heads of the Office, the Head of the Cadre and Civil Servant Affairs Department, the Director of the General Department of Standards, Measurement and Quality, the Heads of related units, and the Head of the Planning and Finance Department shall be responsible for implementing this Decision.

REGULATIONS
ORGANIZATION AND OPERATIONS OF THE PLANNING AND FINANCE DEPARTMENT
(Annexed to Decision No. 25/2005/QĐ-BKHCN
dated December 28, 2005 of the Minister of Science and Technology)
PART I
FUNCTIONS, TASKS, AND POWERS
Article 1. The Planning and Finance Department is an entity under the General Department of Standards, Measurement and Quality with the function of assisting the Director of the General Department in managing planning and financial-accounting work of the General Department of Standards, Measurement and Quality.
Article 2. The Planning and Finance Department has the following specific tasks and powers:
1. To take the lead, propose, and coordinate in drafting normative legal documents and business practices regarding planning and financial-accounting for standardization, measurement, and quality activities.
2. To guide the implementation of normative legal documents and business practices regarding planning and financial-accounting for entities under the General Department.
3. Regarding planning and strategy
a) Organizing the development of strategies, plans, programs, and projects for the development of standardization, measurement, and quality activities nationwide. Implementing or supervising and urging the implementation of these strategies, plans, programs, and projects after approval;
b) Organizing the development of five-year and annual plans for standardization, measurement, and quality activities of the General Department. Implementing these plans after approval;
c) Guiding the development of plans, balancing them for submission to the Director of the General Department for approval and allocation to subordinate entities. Supervising, urging, and inspecting the implementation of plans by entities;
d) Organizing the implementation, evaluation, and acceptance of projects to enhance capacity in standardization, measurement, and quality, and research topics assigned to entities or individuals within the annual plan of the General Department;
đ) Compiling reports on the implementation of programs, plans, projects, and research topics of the General Department and other relevant issues as required by the Director of the General Department;
e) Serving as the focal point for managing standardization, measurement, and quality activities of ministries, sectors, and localities. Participating in guiding ministries, sectors, and localities in developing five-year and annual plans for standardization, measurement, and quality activities according to the orientation of the General Department. Monitoring and reporting on the activities of ministries, sectors, and localities in standardization, measurement, and quality;
4. Regarding finance and accounting
a) Guiding budgetary units under the General Department in preparing annual state budget estimates, consolidating the annual state budget estimate of the General Department; proposing the allocation of the state budget for subordinate units for submission to the Director of the General Department for approval; performing second-level budgetary unit business operations under the Ministry;
b) Conducting final settlement reviews for budgetary units under the General Department, consolidating quarterly and annual final settlements of the entire General Department; informing the results of final settlement reviews of the General Department to budgetary units under the General Department;
c) Auditing accounting; monitoring and supervising financial resources for units under the General Department (state budget allocations, revenue from unit activities, funds raised outside the budget, foreign aid and sponsorship funds for projects and programs in cooperation with foreign countries and international organizations...);
d) Managing the fund for the development of public service activities of the General Department. Urging subordinate units to fulfill tax payments and other revenue contributions to the state budget as prescribed by law; monitoring and inspecting subordinate units in implementing recommendations from competent authorities related to planning, finance, and accounting;
đ) Managing state assets of the General Department; guiding and inspecting asset management and utilization by units under the General Department; processing procedures for transferring, liquidating, and selling state assets in accordance with the law;
e) Providing information on planning, finance, and accounting to support the management, direction, and operation of the General Department; participating in providing opinions on the appointment, dismissal, commendation, and disciplinary actions for chief accountants and accounting supervisors of budgetary units under the General Department;
5. Other tasks
a) Participating in training for staff in planning and financial-accounting of units under the General Department;
b) Conducting scientific research to improve the effectiveness of planning and financial-accounting management for standardization, measurement, and quality activities;
c) Managing civil servants, files, and assets of the Department in accordance with the General Department's regulations;
d) Performing other tasks assigned by the Director of the General Department.
PART II
ORGANIZATIONAL STRUCTURE
Article 3. The Planning and Finance Department operates under a specialist system combined with a head system. The leadership of the Department consists of the Head and several Deputy Heads.
The Head of the Planning and Finance Department is responsible before the Director of the General Department and the law for the entire organization and operation of the Department.
The Deputy Director performs professional tasks and assists the Director in charge of one or several aspects of work as assigned by the Director, and is responsible to the Director and to the law for the assigned tasks.
Civil servants perform professional tasks as assigned by the Director and are responsible to the Director for the implementation of those tasks.
In case of absence, the Director authorizes a Deputy Director to manage the activities of the Directorate and is responsible for the decisions made by the authorized Deputy Director.
Article 4. The appointment and removal of Directorate leaders shall be carried out in accordance with the regulations of the State, the Ministry of Science and Technology, and the General Department of Standardization, Metrology, and Quality Control.
CHAPTER III
WORK RELATIONSHIPS
Article 5. The Director of the Planning and Finance Directorate oversees all activities of the Directorate based on this Regulation and in accordance with the working regulations of the General Department of Standardization, Metrology, and Quality Control.
Article 6. The Director of the Planning and Finance Directorate implements the working system, work relations with the heads of units under the General Department according to the working regulations of the General Department and other provisions of the General Department Director.
Article 7. The Planning and Finance Directorate has the responsibility to closely cooperate with organizations assisting the General Department Director, related units to carry out the Directorate's tasks.
PART IV
IMPLEMENTING PROVISIONS
Article 8. The Director of the Planning and Finance Directorate coordinates with the Director of the Organization and Cadre Affairs Directorate to organize the implementation of this Regulation according to the directives of the General Department Director of the General Department of Standardization, Metrology, and Quality Control.
Article 9. Any amendment or supplementation to this Regulation shall be proposed by the General Department Director of the General Department of Standardization, Metrology, and Quality Control in coordination with the Head of the Cadre and Organization Affairs Department to the Minister of Science and Technology for consideration and decision./.
