DIRECTIVE

On the implementation of the high school division system

Implementing Resolution No. 40/2000/QH10 of the 10th National Assembly on reforming the general education program, in recent times, the Prime Minister has focused on directing pilot programs for division to effectively achieve educational goals at high schools, creating conditions to help students orient their careers according to their abilities and continue higher education, meeting the requirements of improving human resources quality to serve the country's industrialization and modernization.

To implement the high school division system nationwide starting from the 2006-2007 academic year and achieve good results, the Prime Minister issues the following directive:

1. The Ministry of Education and Training needs to focus on implementing the following tasks:

a) Directing and guiding management levels and high school educational institutions to organize divisions suitable to the conditions, capabilities of the schools, and the learning needs of students according to the content and plan of the high school division system for the 2006-2007 academic year and subsequent years.

b) Directing the implementation of the division system from the 2006-2007 academic year for grade 10; preparing and supplying sufficient, timely, and quality textbooks and teaching equipment; doing well in teacher and management cadre training and deployment; implementing fundamental and strong reforms in teaching methods; enhancing the effectiveness of educational quality inspection and evaluation.

c) Strengthening supervision, urging, summarizing, evaluating the results of the high school division system, and regularly reporting to the Prime Minister.

2. The Ministry of Home Affairs shall coordinate with the Ministry of Education and Training and relevant agencies to guide staffing standards for educational public services; study and amend policies for teachers and educational managers to meet the requirements of reforming the general education program and the high school division system.

3. The Ministry of Planning and Investment, the Ministry of Finance shall take the lead within their respective authorities, coordinating with the Ministry of Education and Training and relevant agencies to develop financial plans, provide guidance, ensure the procurement of teaching equipment, investment in school infrastructure construction, to meet the requirements of the high school division system.

4. People's Committees of provinces and centrally-administered cities need to pay attention to directing the effective implementation of the high school division system in accordance with local conditions and the guidelines of the Ministry of Education and Training and relevant ministries and sectors.

5. Central and local mass media agencies need to closely cooperate with the education and training sector to intensify information dissemination work to raise awareness and create social consensus on the reform of the general education program and the high school division system; mobilize the whole society to build the country's education development cause.

Ministers, heads of ministerial-level agencies, heads of government-affiliated agencies, Chairmen of provincial and centrally-administered city People's Committees are responsible for strictly organizing and implementing this Directive.
