Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to the National Security Law dated December 3, 2004;

At the proposal of the Minister of Public Security,

DECREE

PART I

GENERAL PROVISIONS

||| Article 1. Scope of Regulation

||| This Decree stipulates basic material logistics standards for officers, non-commissioned officers, and soldiers serving in the People's Police Force, including regular food standards and supplementary food levels during training, combat, standby readiness, flood and storm prevention drills, accident and injury prevention, search and rescue operations, treatment meal levels at infirmaries and hospitals, recuperation meal levels, uniform standards, medical supplies and chemical usage standards, medical equipment standards, clean water usage quotas for daily living, collective dormitory area standards, office and public service building standards, equipment quota standards, and electricity consumption quotas.

Article 2. Applicability

||| Officers, non-commissioned officers, and soldiers serving in the People's Police Force include those currently working, undergoing training, and receiving instruction at police training institutions.

||| Article 3. Principles for Ensuring Material Logistics Standards

||| 1. Ensuring the fulfillment of regular living, study, training, education, combat readiness, and combat needs.

||| 2. Ensuring compatibility with the requirements and tasks of the Police, economic and social conditions, and state budget capabilities in each period.

3. Being consistent with overall development trends and specific characteristics of each region, locality, and particular group.

||| 4. Methods for ensuring material logistics standards through monetary compensation or physical goods, some specific standards may be included in the salary and allowances of officers, non-commissioned officers, and soldiers serving in the People's Police Force. If a standard has been incorporated into the basis for calculating salaries and allowances, it shall not be counted as a distribution standard; if distributed, it must be deducted from salaries and allowances.

||| Encouraging the economical and rational use of resources to ensure material logistics standards for officers, non-commissioned officers, and soldiers serving in the People's Police Force; units with favorable conditions should proactively organize increased production to improve the living standards of officers, non-commissioned officers, and soldiers.

||| Strictly prohibiting any actions that exploit the work of ensuring material logistics standards for officers, non-commissioned officers, and soldiers for personal gain or causing damage to state property, thereby reducing the combat capability of the People's Police Force.

Chapter II

||| MATERIAL LOGISTICS STANDARDS FOR OFFICERS, NON-COMMISSIONED OFFICERS, AND SOLDIERS OF THE PEOPLE'S POLICE FORCE

||| Article 4. Food Standards for Officers, Non-Commissioned Officers, and Soldiers of the People's Police Force

||| 1. Basic food standards for non-commissioned officers and soldiers of the People's Police Force.

||| Caloric intake per meal 3,200 kcal/person/day, with a reasonable quantitative structure of staple foods and foodstuffs, and a proportionate ratio of heat-producing substances (Protein from 14% to 16%, Lipid from 18% to 20%, Glucose from 64% to 68%).

||| 2. Food standards for officers, non-commissioned officers, and soldiers undertaking particularly arduous, dangerous, or arduous and dangerous tasks; those injured or ill and being treated in hospitals, infirmaries, or convalescent homes; recuperation meal levels; during training, combat, standby readiness, drills, flood and storm prevention, accident and injury prevention, search and rescue operations, and other tasks:

a) The caloric intake, quantitative structure, and ratio of heat-producing substances shall be specified in accordance with the tasks of each category;

||| b) The supplementary food level for officers, non-commissioned officers, and soldiers undertaking particularly arduous, dangerous, or arduous and dangerous tasks is calculated to be 1.3 to 3.5 times higher than the supplementary food level for officers, non-commissioned officers, and soldiers receiving living expenses. Officers, non-commissioned officers, and soldiers who are injured or ill and being treated in hospitals, infirmaries, or convalescent homes eat according to pathological food standards.

Article 5. Uniform standards for officers, non-commissioned officers, and soldiers of the People's Public Security

Clause 1. The uniform standards for officers are types of uniforms for individual management and regular use, including ceremonial uniforms, regular uniforms, anniversary uniforms, and cold weather uniforms.

Clause 2. The uniform standards for non-commissioned officers and soldiers of the People's Public Security are types of uniforms for individual management and regular use, including regular uniforms, anniversary uniforms, and cold weather uniforms.

Clause 3. The uniform standards for operational disguises are types of uniforms equipped for officers, non-commissioned officers, and soldiers to perform tasks based on the nature, characteristics, and requirements of each force.

Clause 4. Additional uniforms, combat uniforms, ceremonial uniforms, and other special uniforms are provided for cadres and soldiers performing training, instruction, combat, and specialized work duties.

Article 6. Standards for dining facilities, kitchens, and catering equipment

Clause 1. Standards for dining facilities, kitchens, and catering equipment are provided according to the types of dining facilities at battalion, regiment, brigade levels, and equivalent units concentrated in camps; dining facilities at schools, academies, prisons, educational institutions, reformatory schools, and infirmaries, hospitals; scattered units and independent operations are provided with separate dining facilities.

Clause 2. Standards for dining facilities, kitchens, and catering equipment are provided according to the types of dining facilities for General Departments, Bureaus, Directorates; provincial and centrally-administered city public security organs; district, county, town, and provincial-level city public security organs, depending on the unit's establishment scale.

Article 7. Standards for medicines, bandages, and chemicals

Standards for medicines, bandages, and chemicals include medicines and bandages used at units; medicines and bandages for hospital beds; medical examination drugs and supplements for high-ranking officers and chronic diseases; supplements for forces engaged in particularly arduous and dangerous work, for officers, non-commissioned officers, and soldiers serving combat operations when on duty; drugs and chemicals for disease prevention and control, chemicals, and biological products for specialized operations and veterinary operations.

Standards for medicines, bandages, and chemicals are provided for each unit and for each category of officers, non-commissioned officers, and soldiers serving in the People's Public Security force.

Article 8. Standards for medical equipment and supplies

1. The standards for initial medical equipment and devices and annual replacement equipment.

Clause 2. Standards for medical equipment and supplies are provided according to the type of healthcare facility within the People's Public Security:

a) For Class I and II Public Security Hospitals, they are equipped equivalently to Class I and II general hospitals under the Ministry of Health;

b) For provincial and centrally-administered city Public Security Hospitals, they are equipped equivalently to Class III general hospitals under the Ministry of Health;

c) For provincial and centrally-administered city Public Security infirmaries; infirmaries of the General Staff, Bureaus, Directorates; infirmaries of academies and schools; infirmaries of prisons, educational institutions, and reformatory schools, these are specified by the Minister of Public Security in accordance with the regulations of the Ministry of Health.

Clause 3. Operational medical uniforms

Standards for operational medical uniforms are provided according to the regulations of the Ministry of Health.

Article 9. Sanitation allowance standards

Sanitation allowance standards are allocated according to each type of healthcare facility within the People's Public Security and are classified based on different regions and areas.

Article 10. Water consumption quota for daily living

1. The water consumption quota for daily living ensuring sufficient standards is 130 - 150 liters of clean water per person/day applicable to areas with clean water sources.

2. Units stationed in areas without shared clean water sources are equipped with machinery, equipment, and chemicals to exploit and treat water sources or provided with money to purchase water, ensuring a minimum of 130 - 150 liters of clean water per person/day.

Article 11. Standards for collective housing area, working house area, official residence area, public service facilities, and other ancillary facilities in camps

1. The standard for collective housing area in camps is divided according to the rank and position of officers, non-commissioned officers, and soldiers in the People's Public Security, ensuring a minimum average area of 3.6m² and a maximum of 18m².² 2. The standard for working house area includes the standard for working houses for commanding officers at all levels of the Public Security and the standard for working houses for specialized officers and non-commissioned officers.² for one person.

3. The standard for official residence area for officers who are leaders of the Ministry, General Departments, Bureaus, and provincial-level Public Security when they are transferred and rotated without their own residences and have a need for housing is renting one official apartment with a minimum area of 60m² and a maximum of 130m². The rental of official apartments follows the Law on Housing. The Minister of Public Security shall specify the criteria for renting official residences; the design, construction, and management and usage regulations for official residences within the Public Security sector.

4. The standard for some public and ancillary facilities in camps is categorized according to specific police units.² 5. The standard for dining hall area in camps, schools, and hospitals is divided according to the target groups: soldiers, non-commissioned officers; officers from the rank of captain to colonel (or those with a salary level from first lieutenant to colonel); generals (or those with a salary level from major general) and above.² 6. Sanitary equipment for collective housing and public working houses is allocated according to the number of personnel, and for units with female staff, separate arrangements must be made for men and women.

Article 12. Equipment standards

1. Equipment standards in the Public Security are divided according to the equipment usage standards in collective housing in camps, working houses for various targets, duty rooms, meeting rooms, briefing rooms, reception rooms, traditional rooms, interrogation rooms, archive rooms, security rooms, dining rooms, and classrooms.

For each specific standard, it is divided according to the ranks of officers, non-commissioned officers, and soldiers or according to the unit levels within the People's Public Security.

2. The Minister of Public Security shall specify the dimensions and models of various types of equipment to be provided in agencies, units, and training institutions under the Public Security forces.

Article 13. Electricity consumption quotas

1. Electricity consumption quotas in the Public Security include quotas for electricity consumption for daily life and work; quotas for electricity consumption for combat readiness command; quotas for electricity consumption for warehouse operations; quotas for electricity consumption for training; quotas for electricity consumption for disease prevention, treatment, and other tasks.

Units stationed in areas without national grid power supply are equipped with generator systems for these units.

2. The Minister of Public Security shall specify the following:

- Electricity consumption for the export, import, storage, maintenance, repair, and sealing of weapons, support tools, operational materials and equipment, transportation means, and transportation parts at stations, workshops, warehouses, and technical zones.

- Electricity consumption quotas for each specific unit listed in Section V - Item 8 "Electricity Consumption Quotas" issued together with this Decree.

- Provision of generator systems for units stationed in areas without national grid power supply.

- Electricity used for exporting, importing, storing, maintaining, repairing sealed weapons, auxiliary tools, technical materials and equipment, means of transportation, and spare parts for transportation means at stations, workshops, warehouses, and technical areas.

- The electricity consumption quota for each specific unit is detailed in Section V - List 8 "Electricity Consumption Quota" issued together with this Decree.

- Equip generator systems for units stationed in areas without access to the national power grid.

Article 14. List

1. Along with this Decree, the following detailed lists concerning certain basic material standards for officers, non-commissioned officers, and soldiers serving in the People's Police Force are promulgated:

a) List No. 01: uniform standards for non-commissioned officers and soldiers of the Police.

b) List No. 02: uniform standards for police officers.

c) List No. 03: medical supplies, bandages, chemicals usage standards in police healthcare.

d) List No. 04: equipment standards for hospitals, police healthcare facilities, and medical uniforms.

đ) List No. 05: hygiene supply standards.

e) List No. 06: area standards for collective housing, working spaces, official housing, public living spaces, and other auxiliary structures within camps.

g) List No. 07: standard equipment quotas.

h) List No. 08: electricity consumption quotas.

2. In addition to the material standards listed in this Decree, there are other material standards that cannot be expressed through lists such as:

- Meal allowances, supplementary food rations during training, combat, standby readiness, disaster prevention and rescue exercises, and other tasks.

- Specialized uniforms, additional uniforms.

- Equipment models in office and residential buildings within camps, official residences.

- Electricity usage for warehouse operations, maintenance and repair of technical equipment, weapons, support tools, transportation vehicles at stations, workshops, warehouses, technical zones, and other tasks.

- Generator system equipment standards for units stationed in areas without national power grid access.

3. In cases where necessary, the Minister of Public Security shall submit to the Prime Minister for amendments and supplements to the detailed lists prescribed in Clause 1 of this Article.

Chapter III

REWARD AND DISCIPLINARY ACTION FOR VIOLATIONS

Article 15. Awards

Organizations and individuals who have achievements in ensuring material standards for officers, non-commissioned officers, and soldiers serving in the People's Police Force will be rewarded according to State regulations.

Article 16. Handling Violations

Organizations and individuals who violate regulations on ensuring material standards for officers, non-commissioned officers, and soldiers serving in the People's Police Force will be subject to disciplinary action, administrative handling, or criminal prosecution according to the law, depending on the severity and nature of the violation. If damage, loss, or waste occurs, they must compensate and bear responsibility according to the law.

Chapter IV

IMPLEMENTING PROVISIONS

Article 17. Effective Date

This Decree takes effect from July 1, 2006. All previous regulations on material standards for officers, non-commissioned officers, and soldiers serving in the People's Police Force are abolished from the date this Decree takes effect.

Article 18. Guidance on Implementation

1. The Ministry of Public Security shall take the lead and coordinate with the Ministry of Finance, the Ministry of Planning and Investment, and other relevant ministries and sectors to guide the application of material standards for each specific level and for different categories of officers, non-commissioned officers, and soldiers serving in the People's Police Force based on different regions, in accordance with the characteristics of the People's Police Force. The Ministry of Public Security shall annually prepare plans and budgets to ensure the provision of equipment for the standards stipulated in this Decree.

2. The Ministry of Planning and Investment and the Ministry of Finance shall prepare plans and ensure funding for the Ministry of Public Security annually according to the Government's approved plan.

Article 19. Responsibility for Implementation

Ministers, heads of ministerial-level agencies, heads of government-affiliated agencies, Chairpersons of provincial and municipal People's Committees directly under the Central Government are responsible for implementing this Decree./.
