THE GOVERNMENT
Pursuant to the Law on Organization of the Government dated December 25, 2001;
On the basis of the Resolution of the 10th National Congress of the Communist Party of Vietnam and the Resolution No. 56/2006/QH11 of the 11th National Assembly on the Socio-Economic Development Plan for 2006-2010;
The Prime Minister issues this Decision on principles, criteria, and allocation standards for state budget investment capital development phase 2016-2020.
RESOLUTION:
Article 1. This Resolution promulgates the Program of Action of the Government to implement the Resolution of the 10th National Congress of the Communist Party of Vietnam and the Resolution of the 11th National Assembly on the Socio-Economic Development Plan for 2006-2010.
Article 2. This Resolution shall take effect fifteen days from the date of publication in the Official Gazette.
Article 3. MINISTERS, HEADS OF MINISTRY-EQUIVALENT AGENCIES, HEADS OF GOVERNMENT-RELATED AGENCIES, CHAIRMEN OF PROVINCE PEOPLE'S COUNCILS, AND CHAIRMEN OF CITY PEOPLE'S COUNCILS DIRECTLY UNDER THE CENTRAL GOVERNMENT ARE RESPONSIBLE FOR ENFORCING THIS RESOLUTION./.
PROGRAM OF ACTION OF THE GOVERNMENT
To implement the Resolution of the 10th National Congress of the Communist Party of Vietnam and the Resolution of the 11th National Assembly
on the Socio-Economic Development Plan for 2006-2010 (Issued together with Resolution No. 25/2006/NQ-CP dated October 9, 2006 of the Government)
The 10th National Congress of the Communist Party of Vietnam adopted the Resolution approving the Report on the Direction and Tasks of Socio-Economic Development for 2006-2010. The 11th National Assembly at its 9th Session adopted Resolution No. 56/2006/QH11 dated June 29, 2006 approving the Report on the Socio-Economic Development Plan for 2006-2010 to achieve success in the Ten-Year Strategy 2001-2010 and lay the foundation for Vietnam to basically become an industrialized country with modern orientation by 2020.
The Government issues the Program of Action to implement the Resolution of the 10th National Congress of the Communist Party of Vietnam and the Resolution of the 11th National Assembly on the Socio-Economic Development Plan for 2006-2010. The Program of Action includes the following contents:
MAJOR TASKS
Part I
I. On Economy
1. Accelerate economic growth rate; improve efficiency, sustainability, and competitiveness of the economy
a) Create significant changes in agricultural production, rural economy, and farmers' living standards
Implement comprehensive measures and policies to create qualitative changes in agricultural production, forestry, and fisheries; develop an agriculture with high productivity, quality, and competitiveness.
Continue to review and adjust industry development plans; form and develop high-tech production areas and concentrated raw material zones; intensify cultivation of crops with advantages, linked with the development of processing technologies and post-harvest preservation technologies.
Vigorously apply science and technology to agricultural production; develop high-yield and high-quality crop, livestock, and aquaculture breeds; strengthen extension activities in agriculture, forestry, and fisheries; enhance disaster prevention and control capabilities for crops and livestock.
Effectively implement investment programs to build socio-economic infrastructure in rural areas, including target programs, large projects, and support policies for production development; accelerate industrialization and modernization of agriculture and rural areas; speed up the restructuring process of the agricultural and rural economy, prioritizing the production of products with market demand and high economic efficiency.
Implement sustainable development support policies for traditional trades, craft villages, clusters of rural industries, and related services directly linked to farmers' production and living activities, while protecting the environment.
Pay special attention to and strengthen training of cadres and vocational skills, especially in remote, mountainous, and ethnic minority regions; thereby creating more jobs, increasing income, and improving the material and spiritual life of farmers.
b) Accelerate growth rate, improve quality, and competitiveness of the industrial sector
Focus resources on developing competitive industries and export products that heavily utilize labor; simultaneously, implement comprehensive mechanisms and policies to increase technological content, added value, and competitiveness of industrial products; prioritize, encourage, and support investment in infrastructure serving production, particularly in major cities, industrial zones, export processing zones, and economic zones.
Study and issue appropriate mechanisms and policies in line with domestic conditions, international regulations, and commitments to encourage investment in the production of important raw materials, high-tech industries, information technology, and infrastructure construction to support industrialization and modernization; at the same time, focus on developing traditional industries to produce products meeting social and production needs.
Promptly review, amend, and supplement industry development plans, product plans, economic zones, industrial zones, export processing zones, and raw material regions; encourage domestic and foreign enterprises to invest in the industrial sector.
c) Achieve a leap forward in the service sector
Vigorously develop the service sector, prioritizing large-potential and highly competitive industries; continue to expand and improve the quality of traditional services such as transportation, trade, tourism, banking, postal and telecommunications; pay special attention to expanding new services, especially high-end services, knowledge-intensive services, and business-support services.
Establish and effectively implement mechanisms and policies to create a favorable environment for enterprises of all economic sectors to invest in the service sector; state budget prioritizes investment in physical and technical infrastructure to improve social welfare for the entire society, ensuring basic social service supply, primarily healthcare and education for the poor, impoverished regions, and policy beneficiaries.
Reform fundamentally the management mechanism and service delivery methods; actively and comprehensively implement the policy of socializing public services towards autonomy and self-responsibility, primarily in health care, education, training, culture, science, technology, sports, and physical education.
Fundamental reform of the management mechanism and service delivery methods for public services; actively and comprehensively implement the socialization of public services according to a roadmap towards autonomy and responsibility, primarily in healthcare, education, training, culture, science, technology, physical education, and sports.
d) Concentrate resources to develop regional economies and marine economies.
Mobilize and concentrate resources to develop key economic regions, major economic, trade, and financial centers nationwide, economic corridors and belts; at the same time, create favorable conditions for faster development in economically disadvantaged areas, especially border, island, Central Highlands, Southwest, Northwest regions, to gradually narrow the gap in development levels and living standards between regions across the country.
Develop and implement a comprehensive marine economy development strategy with focus and priorities; issue planning and mechanisms, policies to develop coastal economic zones effectively and efficiently.
Urgently review, amend, supplement, and perfect regional planning to effectively achieve socio-economic development goals as stipulated in the resolutions of the Politburo and the Government; formulate policies, programs, and plans to mobilize and utilize investment capital from various economic sectors effectively to leverage potential and comparative advantages of regions, enhance socio-economic efficiency while protecting the environment.
đ) Mobilize and use resources effectively to develop the economy rapidly and sustainably.
Continue to strengthen mobilization and effective utilization of investment resources for development; resolutely eliminate the grant-seeking mechanism, overcome scattered investment, loss, waste, and low quality in basic construction investment; change mechanisms and policies to improve the operation efficiency of project management boards; organize the implementation of important projects, works, national target programs well.
Implement macroeconomic policies stably, particularly fiscal, monetary, balance of payments, and inflation policies to minimize risks in investment and business activities, build and consolidate investors' confidence both domestically and internationally.
Organize the implementation of the Investment Law, Enterprise Law, Trade Law, Bidding Law, Construction Law; continue to perfect and implement land, tax, monetary, and credit policies equally without discrimination among domestic and foreign investors from different economic sectors, in line with domestic conditions and international commitments.
Focus on amending, supplementing, and perfecting state management mechanisms and policies on investment, especially public investment, consulting, supervising, and project management mechanisms towards transparency, openness, clear definition of authorities and responsibilities; at the same time, strengthen inspection, supervision, and monitoring work; resolutely address ineffective investment, non-compliance with planning, and waste and corruption in public investment.
2. Proactively and create a breakthrough in international economic integration; enhance the effectiveness of external economic activities.
Proactively and positively integrate deeper and more comprehensively into the international economy with the region and the world. Prepare good conditions to effectively implement commitments after joining the World Trade Organization (WTO), especially those related to investment, trade, and services; intensify information dissemination and propaganda on international economic integration; organize the dissemination of all contents of WTO accession commitments, multilateral and bilateral agreements that Vietnam has signed, especially commitments on market opening schedules, reduction of import tariffs, elimination of direct state support for domestic enterprises.
Promptly implement research projects on positive and negative impacts during the implementation of international commitments generally and WTO accession commitments specifically on each industry, sector, and specific product; simultaneously propose appropriate policies and solutions to protect domestic industries and services in line with domestic conditions and international commitments.
Build and implement the Action Program to fulfill WTO accession commitments by the Government and relevant ministries and sectors; focusing on implementing tariff reduction schedules, applying and responding to non-tariff measures, opening up domestic investment markets in sensitive sectors.
Strengthen and improve export quality; control and reduce the trade deficit; increase the proportion of high-value-added, technology-intensive, and competitive processed products in exports.
Diversify export markets; focus on expanding and developing new potential markets such as the United States and the European Union; at the same time, continue to consolidate and expand traditional markets. Support domestic enterprises to enhance competitiveness through investment promotion, trade development, market expansion, brand building, and protection activities.
Effectively implement the foreign borrowing and repayment strategy; amend, supplement, and perfect the mechanism for managing and using foreign loans to clearly define authorities and responsibilities, improve loan management and utilization efficiency, ensure debt repayment capability; promptly approve and implement the plan to attract and utilize official development assistance (ODA) funds.
Continue to study and perfect investment mechanisms and policies towards uniform application without discrimination among domestic investors from all economic sectors and between domestic and foreign investors, paying particular attention to land, tax, fee, price, and minimum wage policies; encourage and manage well the overseas investment activities of Vietnamese enterprises.
3. Create a favorable environment for enterprise development.
Continue to ensure macroeconomic stability, creating favorable conditions for businesses of all economic sectors to operate and develop under market mechanisms; support businesses with a time-limited period in production and business activities and supply essential products in areas with difficult socio-economic conditions; minimize state monopolies as much as possible; eliminate special privileges for business operations. Limit the establishment of new state-owned enterprises; only establish new state-owned enterprises when they meet the necessary conditions and in fields producing and supplying essential goods and services for socio-economic development, primarily established in the form of joint-stock companies.
Continue implementing projects to restructure and develop state-owned enterprises; focus on accelerating and expanding the scope of shareholding of state-owned enterprises, including large economic groups and corporations with state ownership playing a controlling role; at the same time, expand other forms of ownership conversion to enhance the efficiency and competitiveness of state-owned enterprises. Complete the transition of all companies required to be fully state-owned to either a limited liability company or a joint-stock company within four years from July 1, 2006. Establish and develop several large economic groups and corporations to contribute to enhancing the competitiveness of the economy during the process of opening up the market for international economic integration, in line with domestic conditions and international commitments.
Develop and perfect legal regulations on financial management, creating a legal framework necessary for economic groups to enhance their competitiveness, operate under a socialist-oriented market mechanism, and comply with international commitments.
Study, amend, and supplement the Law on Cooperatives to create a synchronized and favorable legal environment for cooperatives to form and develop. Issue and implement policies to support various cooperative economic forms in a multi-ownership direction.
Create a favorable investment and business environment; uniformly implement regulations on the rights and obligations of businesses in investment and business activities in an equal manner; implement policies to encourage and support small and medium-sized enterprises, especially policies on investment promotion, trade promotion, and technology transfer.
Actively implement solutions to simplify administrative procedures; address the issue of criminalizing economic violations.
II. On science and technology, culture, and society
1. Developing and enhancing the effectiveness of scientific and technological activities
Vigorously and comprehensively implement measures to bring about qualitative changes in scientific and technological activities; gradually increase the contribution ratio of science and technology to the growth of each sector, field, and product.
Reform management mechanisms towards promoting socialization in scientific and technological activities; strengthen the connection between science and technology with education and training, between research and teaching with production and business. Enhance awareness of compliance and enforcement of legal regulations on protecting intellectual property rights and other legitimate interests of organizations and individuals in scientific and technological activities.
Promote effective research and application of scientific and technological achievements, particularly in high-tech fields such as information and communication technology, biotechnology, material technology, automation technology, energy technology, agricultural and food preservation and processing technology.
Strengthen basic research in natural sciences, social sciences, humanities, and management sciences to provide scientific foundations for strategic planning and development plans, contributing to accelerating industrialization and modernization, laying the groundwork for the implementation of knowledge-based economic development policies.
Encourage and support businesses, primarily large economic groups and corporations, to invest in research and development to enhance their capacity in technology transfer and gradually achieve independent invention and creation of technology.
2. Bringing about qualitative development in education and training
Based on summarizing and evaluating the situation of educational and training work over the past period, propose comprehensive mechanisms, policies, and solutions to reform the content, curriculum, teaching methods, and learning methods; develop a reasonable scale and structure of training; improve the quality of teachers and school facilities; resolutely prevent and curb negative phenomena in education and training.
Promote socialization in education and training. Urgently amend and complete tuition fee systems in conjunction with financial mechanism reforms in education and training. Focus on implementing preferential policies for education and training in remote, mountainous, ethnic minority regions, and areas with difficult socio-economic conditions; implement policies of tuition fee exemptions, reductions, and scholarships for poor students, policy beneficiaries, and excellent students. Implement the National Human Resources Development Program until 2020 well.
Continue implementing the program to solidify schools and classrooms according to planning, combined with standardization of infrastructure and technical facilities for the school network; focus on investing in and building some national and international universities and key vocational schools.
3. Improving the quality of health care and people's health maintenance work
Complete the planning for the development of the healthcare system throughout the country, including preventive healthcare, hospital networks from central to regional, provincial, district, and commune levels; on this basis, develop programs and plans to mobilize resources for investment in building and upgrading healthcare facilities to improve the quality of medical examination, treatment, and health care services, thereby enhancing the physical fitness and stature of Vietnamese people.
Reform the management mechanism of public hospitals towards increasing autonomy and responsibility, especially in financial matters; promptly complete the planning and specific conditions to encourage domestic and foreign investors from all economic sectors to invest in building healthcare facilities; encourage and support investment in remote, mountainous areas, ethnic minority regions, and economically disadvantaged areas.
Vigorously develop the pharmaceutical industry, enhance the competitiveness of the domestic drug production sector; at the same time, consolidate the supply network according to planning, ensuring control over the medicine market for prevention and treatment.
4. Address employment, increase income, and reduce poverty
Effectively implement the National Target Program on Employment to create more new jobs, improve labor productivity, and increase income for workers.
Encourage workers to self-create jobs; identify and promote effective job creation models; support small and medium-sized enterprises, particularly those employing many workers. Expand the labor export market and improve the quality of labor export activities; fundamentally reform training and vocational education before sending workers abroad; strictly manage and enforce legal regulations to protect the legitimate rights of Vietnamese workers working overseas.
Focus on implementing the National Target Program on Poverty Reduction, Program 135, and other target programs; prioritize investment in infrastructure, support production in remote, mountainous areas, ethnic minority regions; effectively implement training, vocational education, and job creation programs, especially in cities, densely populated areas, and regions with significant labor transitions from agriculture to industry; encourage citizens to legally become prosperous; simultaneously, vigorously develop social welfare activities.
Continue to perfect mechanisms and policies necessary to support and improve the material and spiritual life of workers, especially those working in concentrated industrial zones.
5. Develop cultural, information, physical education, and sports activities linked to the implementation of the policy of socializing these activities; effectively implement policies on gender equality, child care and protection, youth, religion, measures to prevent, combat, and overcome social evils, traffic accidents, and ensure national security and social order.
III. On environmental protection and sustainable development
1. Organize the effective implementation of the Environmental Protection Law, Agenda XXI (Millennium Declaration); encourage, identify, and adopt measures to expand exemplary models of sustainable development; incorporate environmental protection tasks into economic and social development plans. Implement appropriate policies and solutions to manage and strictly control waste, especially hazardous waste; encourage investment in environmental protection, waste collection, treatment, and recycling to better protect the environment and water sources.
Strictly enforce legal provisions and sanctions against acts causing environmental pollution, especially those involving chemical production enterprises or those using chemicals, industrial zones, cities, densely populated areas, and craft villages.
2. Strengthen propaganda and widely disseminate to relevant sectors, levels, enterprises, and the entire society about the harmful effects of environmental pollution in destroying natural resources and living environments; thereby raising societal awareness about environmental protection and sustainable development.
3. Develop, amend, and supplement appropriate mechanisms, policies, and solutions to enhance the effectiveness of state management at all levels regarding the environment; effectively apply economic tools in environmental management; promote and disseminate to raise societal awareness in strictly implementing legal provisions on environmental protection fees.
IV. On the socialist-oriented market economy system
1. Continue research to perfect the socialist-oriented market economy system, focusing on clarifying both theoretical and practical aspects of major issues to institutionalize them into legal regulations.
2. Enact mechanisms and policies to ensure the synchronous development of various markets, including goods, service, real estate, science and technology, labor, finance, and currency markets.
3. Reform and enhance the effectiveness of planning and development work. Draft and submit to the National Assembly for approval the Law on Planning and Development of the Economy and Society; implement monitoring and evaluation based on the results of economic and social development plans, ensuring the achievement of set goals and development orientations. Strengthen state management through inspection and supervision measures, especially for mandatory plans and programs.
4. Prepare to build the Economic and Social Development Strategy for 10 years (2011-2020) and the Economic and Social Development Plan for 5 years (2011-2015).
V. On national defense and security
1. Enhance national defense and security capabilities to proactively address any possible situations; firmly safeguard independence, sovereignty, unity, and territorial integrity; ensure national security, political stability, and social order.
2. Develop programs, projects, and plans to effectively implement the National Defense Strategy, National Security Strategy, and the National Target Program on Crime Prevention and Control in the new situation.
3. Arrange the national defense and security posture in accordance with new circumstances, closely combining with economic and social development based on effectively utilizing the country's potential. Continue to reorganize and enhance the capacity of the national defense industry sector. Organize the implementation of the planning for construction and development of the national defense industry until 2010, with a vision to 2020. Develop and implement the Five-Year Plan for the Development of the National Defense Industry from 2006 to 2010.
VI. On Preventing and Combating Corruption and Promoting Thrift and Curbing Wastefulness
1. Promptly build and perfect the legal system for preventing and combating corruption; implement and enforce the Law on Prevention and Control of Corruption, the Law on Thrift and Control of Wastefulness; amend, supplement, and perfect the Law on Petitions and Complaints.
2. Effectively organize the operation of the Central Steering Committee for Preventing and Combating Corruption and anti-corruption agencies in some ministries and sectors as prescribed by the Law on Prevention and Control of Corruption. All levels and sectors strictly implement the Action Program on Preventing and Combating Corruption, the Action Program on Promoting Thrift and Curbing Wastefulness, especially in land, basic construction investment, state budget revenue and expenditure, public financial management, cadre promotion and placement.
3. Firmly implement the policy of decentralization combined with clarifying the powers and responsibilities of each level, each sector, each unit, particularly for the heads of agencies.
4. Concentrate on directing and resolutely and thoroughly handling according to the provisions of the law, publicly announcing the results of handling for the entire people to know regarding cases of negative practices and corruption that have been discovered.
5. Strengthen supervision by agencies under the National Assembly, the Vietnam Fatherland Front, People's Councils, and social organizations in the work of preventing and combating corruption and promoting thrift and curbing wastefulness.
6. Implement well the regulations on grassroots democracy, ensuring transparency in economic and financial activities of administrative agencies and public service units.
VII. On Administrative Reform Work
1. Continue to comprehensively and effectively implement the Overall Program on Administrative Reform of the State for the period 2001-2010. Innovate strongly the methods and procedures for drafting and promulgating regulatory legal documents.
2. Innovate functions, tasks, and management methods, especially executive and judicial functions, to enhance the effectiveness and efficiency of state management. Reorganize and rearrange the machinery of the Government and local authorities at all levels towards reducing quantity and increasing quality; establish multi-sector state management agencies.
3. Enhance cadre training and standardization to improve the quality of the cadre and civil servant workforce at all levels of state management agencies, ensuring necessary skills and capabilities for assigned tasks. Continue to implement the Civil Service Salary Reform Program for cadres, civil servants, retirees, and others entitled to social insurance benefits.
4. Modernize the national administrative apparatus in line with the requirements of state management in the process of integration; implement well the e-Government Program linked with the reform of management methods of the administrative system, suitable for the application of information technology in state management; effectively implement the single-window mechanism; apply ISO 9000 standards in administrative and public financial management.
5. Strictly implement the principle of transparency in the operations of state management agencies at all levels; widely disseminate and publicly post rules and procedures for handling matters so that the people and businesses are aware.
6. Build and issue inspection, audit, and supervision mechanisms to strengthen administrative discipline and discipline of state cadres and civil servants; enhance ethics, responsibility, and awareness of serving the people of state cadres and civil servants, first and foremost those in charge of agencies and units. Implement well the Regulations on Grassroots Democracy; promote the supervisory role of the people and the Vietnam Fatherland Front over the activities of agencies, cadres, and civil servants.
Part II
ORGANIZATION AND IMPLEMENTATION
1. Based on the main tasks and contents in this Action Program, in accordance with the functions and tasks assigned, Ministers, Heads of Ministries equivalent to Ministries, Heads of Government Agencies, Chairmen of Provincial People's Committees directly direct the development of their own Ministries', sectors', and local Action Programs for the 2006-2010 five-year plan and concretize them into annual plans. Draft, review, amend, and supplement planning schemes, policies, programs, projects, and legal regulations according to the division of labor by the Government and the Prime Minister. For tasks not to be implemented through the aforementioned programs and projects, immediately organize implementation to promptly serve the requirements of economic and social development of the sector and locality.
2. Ministers, Heads of Ministries equivalent to Ministries, Heads of Government Agencies, Chairmen of Provincial People's Committees focus on directing, strengthening inspection, and urging the implementation of this Action Program; report annually to the Prime Minister on the implementation situation, while sending it to the Ministry of Planning and Investment for consolidation and reporting to the Prime Minister.
3. In the process of implementing this Resolution, if it is deemed necessary to amend and supplement specific contents in the Action Program, relevant ministries, sectors, and localities proactively coordinate with the Ministry of Planning and Investment, report to the Prime Minister for consideration and decision./.
