THE MINISTER OF EDUCATION AND TRAINING

Pursuant to the Education Law on June 14, 2005;

Pursuant to Decree No. 86/2002/ND-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;

Pursuant to Decree No. 85/2003/ND-CP dated July 18, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

Considering the proposal of the Director of the Department of Universities and Graduate Studies.

Article 1. The University and College Regular System Training Regulations are hereby promulgated together with this Decision

Article 2. This Decision shall take effect fifteen days from the date of publication in the Official Gazette and shall supersede Decision No. 04/1999/QD-BGDDT dated February 11, 1999 of the Minister of Education and Training issuing regulations on the organization of training, examination, testing, and graduation certification for university and college regular system students. All previous provisions contrary to this Decision are hereby abolished.

Article 3. The Heads of the Office, Directors of the Departments of Universities and Graduate Studies, Heads of relevant units under the Ministry of Education and Training, Rectors of universities and academies, Deans of university and college presidents are responsible for implementing this Decision./.
