Pursuant to the Law on Enactment of Normative Legal Documents dated November 12, 1996, and the Law Amending and Supplementing Certain Provisions of the Law on Enactment of Normative Legal Documents dated December 16, 2002; December 2002;

Pursuant to Decree No. 161/2005/NĐ-CP dated December 27, 2005 of the Government detailing and guiding the implementation of certain provisions of the Law on Enactment of Normative Legal Documents and the Law Amending and Supplementing Certain Provisions of the Law on Enactment of Normative Legal Documents;

Pursuant to Decree No. 135/2003/NĐ-CP dated November 14, 2003 of the Government on inspection and handling of regulatory legal documents;

Pursuant to Decree No. 135/2003/NĐ-CP dated November 14, 2003 of the Government on Inspecting and Handling Normative Legal Documents;

Pursuant to Decree No. 122/2004/NĐ-CP dated May 18, 2004 of the Government stipulating functions, tasks, powers, and organizational structure of legal departments of Ministries, ministerial-level agencies, government-affiliated agencies, specialized agencies under provincial People's Committees directly under the Central Government, and state-owned enterprises;

Pursuant to the proposal of the Director of the Department of Legal Affairs and the Head of the Ministry's Office.

Article 1.

Attached to this Decision is the "Regulation on Drafting, Reviewing, Enacting, Overseeing, Systematizing, Inspecting, and Handling Normative Legal Documents on Transport."

Article 2.

The Director of the Department of Legal Affairs and the Head of the Ministry's Office shall be responsible for urging, inspecting, compiling, and reporting periodically every six months to the Minister on the implementation of this Decision.

Article 3.

1. This Decision takes effect fifteen days from the date of publication in the Official Gazette and revokes Decision No. 18/2004/QĐ-BGTVT dated October 1, 2004 of the Minister of Transport promulgating the Regulation on Drafting, Reviewing, Enacting, Inspecting, and Handling Normative Legal Documents on Transport.

2. The Head of the Ministry's Office, the Inspector General of the Ministry, Heads of Departments, Bureaus, agencies, organizations, and individuals concerned shall be responsible for implementing this Decision./.
