Regulations on the functions, tasks, powers, and organizational structure of the Family Department

MINISTER OF CULTURE, SPORTS AND TOURISM

Pursuant to Decree No. 178/2007/NĐ-CP dated December 3, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;

Article 1. Other types of artistic performances

Considering the proposal of the Head of the Family Department and the Head of the Cadre and Civil Servant Organization Department,

DECISION:

Article 1. Position and Functions

The Family Department is an agency under the Ministry of Culture, Sports and Tourism, with the function of advising the Minister to implement state management over family affairs: guiding the implementation of legal provisions ensuring equality and preventing domestic violence; organizing and guiding the collection and storage of information about families; promoting and educating moral values, lifestyles, and family interactions (hereinafter referred to as family-related fields); managing public services within the family-related field according to the provisions of the law.

Article 2. Tasks and Powers

1. Take the lead and coordinate with relevant agencies and units in drafting regulatory legal documents within the scope of state management over the family-related field for submission to the Minister for issuance or for the Minister to submit to competent authorities for issuance in accordance with the law.

2. Submit to the Minister strategic plans, master plans, annual plans, national target programs, and projects related to the family-related field.

3. Advise the Minister in directing and guiding the implementation and organization of the implementation of regulatory legal documents, strategies, plans, and work programs related to the family-related field.

4. Advise the Minister in implementing the Law on Prevention and Control of Domestic Violence:

a) Take the lead and coordinate with relevant ministries and sectors in guiding the operation of family counseling activities at the grassroots level; the establishment and dissolution of family violence prevention and control counseling centers and centers supporting victims of domestic violence;

b) Take the lead and coordinate with relevant agencies and organizations in issuing and implementing regulations on training staff involved in domestic violence prevention and control;

c) Take the lead and coordinate with relevant agencies in compiling and providing information on domestic violence prevention and control and other legal provisions ensuring equality in the family;

d) Direct the summary of practical experience and the replication of models for preventing and controlling domestic violence.

5. Draft regulations on the collection and storage of information related to the family-related field for submission to the Minister for issuance; organize their implementation after approval.

6. Advise the Minister in directing the promotion and education of moral values, lifestyles, and family interactions through family life education programs.

7. Develop pilot models related to the family to serve policy development.

8. Coordinate with relevant Bureaus, Departments, and units to inspect the organization, direction, and implementation of regulatory legal documents and tasks related to the family-related field by localities, agencies, and organizations under its jurisdiction.

9. Coordinate with the International Cooperation Bureau to submit to the Minister matters concerning negotiation, signing, and approval of international treaties, and the implementation of international treaties related to the family; organize the implementation of international programs and projects funded in the family-related field.

10. Organize scientific research and the summary of practical experience in the family-related field.

11. Manage public services related to the family-related field.

12. Advise the Minister on state management over the activities of associations and non-governmental organizations in the family-related field.

13. Implement administrative reform contents according to the program and plan of the Ministry; manage civil servants; implement policies and systems for cadres and civil servants under the Department's jurisdiction; manage assets in accordance with the law.

14. Perform other tasks assigned by the Minister.

Article 3. Organizational Structure of the Family Department

1. Department Head, Deputy Department Heads.

2. Professional civil servants.

The Head of the Family Department is responsible for arranging and deploying cadres and civil servants according to the job title structure and professional standards; developing and promulgating the Department's Working Regulations.

Article 4. Effectiveness

This Decision shall take effect fifteen days from the date of publication in the Official Gazette.

Article 5. Responsibility for Implementation

The Head of the Family Department, the Director of the General Office, the Head of the Cadre and Civil Servant Organization Department, the Head of the Planning and Finance Department, the Heads of agencies and units under the Ministry, and related organizations and individuals are responsible for implementing this Decision./.
