Amending and supplementing Circular Joint No. 17/2006/TTLT-MOLISA-MOF-MOH dated November 21, 2006, and replacing Circular
Joint No. 06/2007/TTLT-MOLISA-MOF-MOH dated April 12, 2007 of the Joint Ministries of Labor, War Invalids and Social Affairs, Finance, and Health guiding the health care regime for persons who have rendered meritorious service to the revolution
On the basis of Decree No. 54/2006/NĐ-CP dated May 26, 2006 of the Government guiding the implementation of certain provisions of the Ordinance on preferential treatment for persons who have rendered meritorious service to the revolution;

The Ministries of Labor, War Invalids and Social Affairs, Finance, and Health guide the amendment and supplementation of Part I and Part II of Circular Joint No. 17/2006/TTLT-MOLISA-MOF-MOH dated November 21, 2006 as follows:
HEALTH INSURANCE REGIME
Section 1
Article 1. Subjects entitled to health insurance
Persons who have rendered meritorious service to the revolution and their dependents shall be issued health insurance cards in accordance with the laws on preferential treatment for persons who have rendered meritorious service to the revolution and the laws on health insurance.
Article 2. Health insurance benefits
Persons who have rendered meritorious service to the revolution and their dependents shall enjoy health care benefits in accordance with the Law on Health Insurance No. 25/2008/QH12 dated November 14, 2008 of the National Assembly, Session XII, and the implementing regulations.
REHABILITATION REGIME
Section 2
Article 3. Subjects entitled to rehabilitation regime
1. Annual rehabilitation once a year:
b) Persons engaged in revolutionary activities from January 1, 1945 to before the August 19 Revolution in 1945;
a) Persons who were engaged in revolutionary activities before January 1, 1945;
d) War invalids, persons treated like war invalids, war invalids type B (collectively referred to as war invalids), and disease invalids with a disability rate due to injury or illness of 81% or more living at home;
c) Mothers of Vietnam's Heroic Martyrs;
đ) Persons who have rendered meritorious service to assist the revolution and have been awarded the Commendation Medal "The State Commends Merit" or the Certificate "Contributed to the Country";
e) Persons engaged in anti-war resistance affected by chemical warfare reducing their ability to work to 81% or more.
2. Rehabilitation every five years:
a) Father, mother, wife, or husband of martyrs, persons raising martyrs;
b) Heroes of People's Armed Forces, Heroes of Labor in Resistance;
c) Persons who have rendered meritorious service to assist the revolution in resistance;
d) Persons engaged in anti-war resistance affected by chemical warfare reducing their ability to work below 81%;
đ) War invalids, disease invalids with a disability rate due to injury or illness below 81% living at home;
e) Persons engaged in revolutionary activities or anti-war resistance captured and imprisoned by the enemy.
Article 4. Rehabilitation regime
1. Rehabilitation at rehabilitation facilities:
a) Maximum rehabilitation period is 10 days (excluding travel time);
b) Rehabilitation cost: VND 1,500,000 per person per session, including:
+ Breakfast and two main meals: VND 1,100,000;
+ Nutritional supplements and common medicines: VND 100,000;
+ Gifts for beneficiaries: VND 100,000;
+ Other expenses (face towels, soap, toothbrushes, toothpaste, listening to current events, sightseeing, photography, functional recovery, etc.): VND 200,000;
c) In case of sudden illness during concentrated rehabilitation, the beneficiary will be referred to the nearest hospital for treatment under the current health insurance regime;
d) If the beneficiary does not complete the entire rehabilitation period, they will not be reimbursed for the remaining time. The remaining funds will be managed by the Department of Labor, War Invalids and Social Affairs to increase the number of beneficiaries enjoying the rehabilitation regime annually;
đ) Electricity and water costs, cultural and press expenses are directly budgeted to the rehabilitation facilities for persons who have rendered meritorious service to the revolution managed by the Department of Labor, War Invalids and Social Affairs according to Clause 5 of Circular Joint No. 47/2009/TTLT-MOF-MOLISA dated March 11, 2009.
2. Rehabilitation at home:
The rehabilitation cost is VND 800,000 per person per session.
1. Annually, based on the budget estimate for preferential treatment for persons who have rendered meritorious service and the actual number of beneficiaries eligible for rehabilitation in each locality, the Ministry of Labor, War Invalids and Social Affairs will coordinate with the Ministry of Finance to allocate funds at the beginning of the year to the Departments of Labor, War Invalids and Social Affairs of provinces and centrally-administered cities.
Article 5. Implementation Methods
2. The Department of Labor, War Invalids and Social Affairs will prepare a list of beneficiaries for rehabilitation in the year (Form No. 01) and issue a Decision on Rehabilitation for persons who have rendered meritorious service (Form No. 02).
3. The Department of Labor, War Invalids and Social Affairs will develop a detailed plan and organize the transportation of beneficiaries to rehabilitation facilities or home-based rehabilitation as stipulated. The Department of Labor, War Invalids and Social Affairs will cooperate with the Department of Health to conduct health check-ups for beneficiaries undergoing home-based rehabilitation.
This Circular Joint takes effect from October 25, 2010 and replaces Part I and Part II of Circular Joint No. 17/2006/TTLT-MOLISA-MOF-MOH dated November 21, 2006. Circular Joint No. 06/2007/TTLT-MOLISA-MOF-MOH dated April 12, 2007 of the Joint Ministries of Labor, War Invalids and Social Affairs, Finance, and Health guiding the health care regime for persons who have rendered meritorious service to the revolution is hereby abolished. Any difficulties encountered during implementation should be promptly reported to the Ministries of Labor, War Invalids and Social Affairs, Finance, and Health for consideration and resolution.
