Pursuant to Decree No. 47/2011/NĐ-CP dated June 17, 2011 of the Government detailing the implementation of certain provisions of the Post Law;
BASED ON THE GOVERNMENT DECREE NO. 187/2007/NĐ-CP OF DECEMBER 25, 2007 ON THE FUNCTIONS, TASKS, POWERS, AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF INFORMATION AND COMMUNICATIONS;

PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation and Applicability
1. This Circular specifies detailed regulations and guides activities related to organizing special issuance ceremonies for Vietnamese postal stamps (hereinafter referred to as special issuance ceremonies).
2. This Circular applies to organizations and individuals implementing or participating in implementing activities related to organizing special issuance ceremonies.
Article 2. Interpretation of Terms
In this Circular, the following terms are understood as follows:
1. Special issuance ceremony is a ceremony organized to introduce and announce the issuance of a set of Vietnamese postal stamps decided to be issued specially on important occasions in Vietnam and internationally.
2. Special issuance publication is a publication serving the special issuance ceremony, including special issuance covers, first day covers, commemorative envelopes, and other publications related to the stamp set.
a) Special issuance cover is a publication designed for affixing stamps, blocks, serving for special sealing and special issuance signing.
b) First day cover, commemorative envelope, commemorative postcard are publications printed with distinctive images related to the event depicted on the stamp set, affixed with stamps, blocks, and specially sealed.
c) Stamp enlargement, block enlargement is a publication printed from the stamp or block model, with a size many times larger than the stamp or block model.
Chapter II
CONTENTS OF ORGANIZING SPECIAL ISSUANCE CEREMONY
Article 3. Time of organizing special issuance ceremony
The special issuance ceremony is held on the first day of issuance of the stamp set.
Article 4. Location of organizing special issuance ceremony
The special issuance ceremony is organized at one or more locations according to the principle of prioritizing those locations related to the event, image, and content depicted on the stamp set.
Article 5. Decorations at the location of organizing special issuance ceremony
1. The backdrop of the special issuance ceremony is designed in accordance with the area and space of the venue according to the common presentation model uniformly specified in Vietnamese language in Appendix 1 attached to this Circular, specifically including the following contents:
a) Name of the Ministry of Information and Communications.
b) Name of the unit coordinating the organization (Ministry, Committee, department, People's Committee of province or centrally governed city, and domestic and foreign organizations).
c) Name of the unit entrusted with organizing the special issuance ceremony.
d) Name of the stamp set being specially issued.
đ) Name of the location, date, month, and year of the special issuance ceremony.
e) Image of the stamp set being specially issued, in cases where stamp enlargements or projection equipment are used, the stamp set image is not printed on the backdrop as stipulated in Clause 2 of this Article.
In cases where the issuance ceremony involves foreign elements, the above contents are supplemented with appropriate languages.
2. Stamp enlargements, block enlargements serving the special issuance ceremony have dimensions suitable to the area and space of the venue for the special issuance ceremony, but the stamp enlargement must not be smaller than 15 times the size of the stamp model and the block enlargement must not be smaller than 10 times the size of the block model.
3. Tables and chairs for signing and sealing special issuance covers, depending on the number of representatives signing and sealing, the number of tables and chairs is arranged accordingly.
4. Other items such as potted plants, banners, streamers with images of the stamp set, flags, and slogans are hung and displayed at positions inside and outside the venue for the special issuance ceremony, ensuring aesthetic appeal and creating a solemn, lively, and dynamic atmosphere.
Article 6. Special Issue Release Program
The special issue release program includes the contents listed below:
1. Welcoming delegates (the entity assigned to organize the event shall implement).
2. Opening ceremony, statement of purpose, introduction of delegates (a representative from the leadership of the entity assigned to organize the event shall implement).
3. Speech introducing and announcing the release of the stamp set (a representative from the leadership of the Ministry of Information and Communications shall implement).
4. Signing and affixing the special issue release cover seal (representatives from the leadership of the Party and State, the Ministry of Information and Communications, Ministries, Departments, Provincial People's Committees, centrally governed cities, and related domestic and foreign organizations, or representatives from the leadership of the entity assigned to organize the event shall implement).
5. Thanking remarks from the coordinating organization (a representative from the leadership of Ministries, Departments, Provincial People's Committees, centrally governed cities, and domestic and foreign organizations shall implement).
6. Closing the event (the entity assigned to organize the event shall implement).
The contents specified in Clauses 1, 2, 3, and 4 of this Article are mandatory for all special issue release events.
Article 7. Content for Approval
The entity assigned to organize the special issue release event shall be responsible for submitting to the Ministry of Information and Communications for approval the following contents at least 15 days before the date of the special issue release event:
1. Invitation card model for Party and State leaders and the list of expected guests.
2. Event program and script.
3. Event backdrop design.
4. Special seal model.
5. First day cover envelope model.
6. Special issue release cover design model.
Article 8. Delegates Attending
1. The Ministry of Information and Communications is responsible for inviting representatives from the leadership of the Party and State.
2. The entity assigned to organize the special issue release event is responsible for inviting representatives from the leadership of Ministries, Departments, Provincial People's Committees, centrally governed cities, domestic and foreign organizations, central and local press agencies, and other guests.
Article 9. Budget for Organizing the Special Issue Release Event
The budget for organizing the special issue release event is sourced from the annual operational budget of the Ministry of Information and Communications and other sources of funding (if available).
Chapter III
SPECIAL SEAL, SPECIAL ISSUE PUBLICATIONS AND STORAGE
Article 10. Special Seal
1. The special seal includes the following contents:
a) Name of the stamp set being released.
b) "First Day of Issue" text line.
c) Name of the location where the special issue release event is held (name of province or centrally governed city).
d) Date, month, and year of first issue of the stamp set.
đ) Related content and images pertaining to the theme of the stamp set.
2. Each location holding a special issue release event must have four seals to serve the special issue release event and stamp collectors on the first day of issue.
3. The special seal must be stamped clearly and evenly on the special issue release cover, with approximately one quarter of a stamp canceled on each seal, placed on page three of the special issue release cover and page two if the stamp set has multiple stamps and blocks.
Article 11. Special Issue Publications
1. Special issue publications include:
a) Special issue release cover.
b) First day cover envelope.
c) Commemorative envelope.
d) Commemorative postcard.
đ) Stamp album cover.
e) Other publications serving the special issue release event.
2. The publications specified in Points a and b of Clause 1 of this Article are mandatory for all special issue release events.
Article 12. Special Issue Cover
1. The special issue cover consists of two sheets, four pages, made of chalk paper without ruled lines, folded from A3 size to A4 size, with paper weight of 170g/m2 or more.
2. The number of special issue covers for one set of special issue stamps at one issuance location is four covers.
3. The content of the special issue cover is designed according to the model specified in Appendix 2 attached to this Circular, specifically including the following contents:
a) Sheet 1, page 1 is the front cover of the special issue cover, printed with the phrase "Ministry of Information and Communications" at the top of the page, the phrase "Special Issue Cover of Stamp Set (name of stamp set)" in the middle of the page, and the phrase "Name of location, date, month and year of special issuance ceremony" at the bottom of the page;
Sheet 1, page 2 is left blank; in case the special issue stamp set has multiple stamp designs or blocks, page 2, sheet 1 can be used for the content specified in point b clause of this article.
b) Sheet 2, page 1, has the phrase "Ministry of Information and Communications" at the top of the page, the phrase "Special Issuance of Stamp Set (name of stamp set)" above the middle part of the page, the complete stamp set (if applicable) and block (if any) are affixed in the middle of the page (if the stamp set only has one or two designs, two or four stamps may be affixed), the position for signature and stamping is below the middle part of the page, and the phrase "Name of location, date, month and year of special issuance ceremony" at the bottom of the page; sheet 2, page 2 is left blank.
Article 13. Storage of Special Seal and Special Issue Cover
The special seal and special issue cover shall be allocated and stored at the following agencies and units:
1. Ministry of Information and Communications: Two special seals and one special issue cover of all locations organizing special issuance ceremonies.
2. Unit coordinating the organization of special issuance ceremonies: One special issue cover.
3. Unit assigned the task of organizing special issuance ceremonies: One special issue cover.
4. Postal Museum: Two special seals and one special issue cover.
The unit assigned the task of organizing special issuance ceremonies is responsible for recovering and transferring the special seals and special issue covers to the aforementioned agencies and units.
Chapter IV
IMPLEMENTING PROVISIONS
Article 14. Implementation clause
1. This Circular takes effect from January 1, 2012.
2. During implementation, if there are arising issues or difficulties, organizations and individuals are requested to report to the Ministry of Information and Communications for consideration and resolution./.
