CIRCULAR

Regulations on the Standards for National Defense and Security Propaganda Officers

||| Based on the Law on Legislative Acts of 2008;

Pursuant to the National Defense and Security Education Law 2013;

Pursuant to Decree No. 35/2013/NĐ-CP dated April 22, 2013, of the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of National Defense;

Considering the proposal of the Chief of General Staff;

The Minister of National Defense issues the Circular on the standards for defense and security education propagandists.

Article 1. Scope of Regulation and Applicability

Article 1. This Circular stipulates the standards and requirements for the activities of defense and security education propagandists.

Article 2. This Circular applies to defense and security education propagandists, agencies, organizations, and individuals related to propaganda and dissemination of national defense and security knowledge.

Article 2. National Defense and Security Propaganda Officer

A defense and security education propagandist is a person who carries out the task of disseminating national defense and security knowledge to cadres and people at the grassroots level, recognized by the Chairman of the People's Committee of communes, wards, and towns.

Article 3. Sources for Selecting National Defense and Security Propaganda Officers

1. Cadres, civil servants, and those working non-professionally in communes, wards, and towns; village chiefs, hamlet chiefs, team chiefs, headmen, squad leaders, self-defense militia platoon leaders.

2. Communist Party members of Vietnam residing in their place of residence.

3. Outstanding individuals and persons with prestige in the community.

4. Members of the Vietnam Veterans Association, historical witnesses.

Article 4. Standards for National Defense and Security Propaganda Officers

1. Having full capacity for civil acts and health to perform the duties of a propaganda officer.

2. Having firm political stance, good moral qualities, and prestige among the people.

3. Possessing knowledge and understanding of national defense and security.

4. Receiving training and being certified by competent authorities.

5. For propaganda officers in ethnic minority areas, in addition to the above standards, they must be proficient in the language of the ethnic minorities in the locality.

Article 5. Requirements for Activities of Propaganda Officers

1. Adhering to legal regulations.

2. Performing according to the plan, content, and assigned tasks.

3. The content of propaganda and dissemination must align with the Party's policies and the State's laws.

4. Being understandable, persuasive, and suitable for each target group.

Article 6. Decision on the removal of Propaganda Officers

The Chairman of the People's Committee of communes, wards, and towns decides to relieve defense and security education propagandists of their duties in the following cases:

1. Being disciplined with a warning or higher.

2. Violating Article 9 of the Law on National Defense and Security Education.

Article 7. Effective Date

This Circular takes effect from July 2, 2014.

Article 8. Responsibility for Implementation

1. The Chief of General Staff, Director of the Political Bureau; Ministers of ministries, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairmen of People's Committees of provinces and centrally governed cities; Heads of agencies and organizations responsible for implementing this Circular.

2. In the process of implementation, if there are difficulties, it is suggested that agencies, organizations, and individuals report to the Ministry of National Defense for research and resolution.
