CIRCULAR
PROVISIONS ON THE PRINCIPLES OF ADMINISTERING QUOTA DUTY IMPORTS FOR SUGAR IN 2015
Pursuant to Decree No. 95/2012/NĐ-CP dated November 12, 2012, of the Government, detailing the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;
Pursuant to Decree No. 187/2013/ND-CP dated November 20, 2013 of the Government detailing the implementation of the Law on Trade regarding international goods trading activities and related agency buying, selling, processing, and transiting goods with foreign countries;
Implementing the directive of Deputy Prime Minister Hoang Trung Hai in Document No. 5064/VPCP-KTTH dated July 2, 2015 concerning the mechanism for administering sugar imports under quota duty;
At the proposal of the Director of the Import-Export Department,
The Minister of Industry and Trade issues this Circular providing principles for administering imports under quota duty for sugar in 2015.

ARTICLE 2. PRINCIPLES OF ADMINISTRATION
1. Principles of Allocating Import Quota Duties
Allocation of quota duty imports for sugar shall be carried out in accordance with Circular No. 04/2014/TT-BCT dated January 27, 2014 of the Minister of Industry and Trade detailing certain provisions of Decree No. 187/2013/ND-CP dated November 20, 2013 of the Government detailing the implementation of the Law on Trade regarding international goods trading activities and related agency buying, selling, processing, and transiting goods with foreign countries.
2. Recipients of Import Quota Duties Allocation
Quota duty imports for sugar shall be allocated to traders directly using sugar as raw material for production and traders producing raw sugar for refining.
Point 3. Time of allocation of quota duty imports for sugar
The time of allocation of quota duty imports for sugar shall be implemented according to the proposal of the Ministry of Agriculture and Rural Development so as not to affect the domestic consumption of domestically produced sugar.
Article 3. Effectiveness
This Circular takes effect from August 3, 2015 until December 31, 2015.
