CIRCULAR
REGULATIONS ON THE TRANSMISSION POWER SYSTEM
Pursuant to Decree No. 95/2012/NĐ-CP dated November 12, 2012, of the Government, detailing the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;
Based on the Electricity Law dated December 3, 2004, and the Law Amending and Supplementing Certain Provisions of the Electricity Law dated November 20, 2012;
Based on Decree No. 137/2013/NĐ-CP dated October 21, 2013, issued by the Government, detailing the implementation of certain provisions of the Electricity Law and the Law Amending and Supplementing Certain Provisions of the Electricity Law;
At the proposal of the Director of the Electricity Regulatory Authority,
The Minister of Industry and Trade issues this Circular on the transmission power system.
PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation
This Circular stipulates on:
1. Requirements for operating the transmission power system.
2. Forecasting electricity demand.
3. Planning the development of the transmission grid.
4. Conditions, technical requirements, and procedures for connecting to the transmission grid.
5. System security assessment.
6. Operation of the transmission power system.
Article 2. Applicability
1. This Circular applies to the following entities:
a) Transmission companies;
b) System operation and market operation companies;
c) Wholesale electricity companies;
d) Distribution companies;
e) Distribution and retail companies;
f) Power generation companies;
g) Electricity consumers receiving electricity directly from the transmission grid;
h) Vietnam Electricity Corporation;
i) Other organizations and individuals related to the matter.
2. Power generating units of power plants with total installed capacity exceeding 30 MW that connect to the distribution grid must meet the technical requirements for equipment connecting to the transmission grid and other relevant requirements stipulated in this Circular.
Article 3. Explanation of Terms
In this Circular, the following terms shall be understood as follows:
1. AGC(English abbreviation: Automatic Generation Control) is a system of automatic devices adjusting the active power output of generating units to maintain the system frequency within the allowable range according to the economic operation principle of generating units.
2. System securityis the ability of power sources to ensure electricity supply meeting the electricity demand at a given point or period while considering the constraints in the system.
3. AVR(English abbreviation: Automatic Voltage Regulator) is an automatic system controlling the generator terminal voltage through its excitation system to ensure the generator terminal voltage within the permissible limits.
4. Voltage LevelNominal voltage level
a)includes one of the nominal voltage levels used in the power system:Low voltage
b)is the nominal voltage up to 1 kV;Medium voltage
c)is the nominal voltage above 1 kV to 35 kV;High voltage

10. Secondary frequency adjustment is the subsequent adjustment following primary frequency adjustment carried out through the impact of the AGC system on specific generating units in the power system or load shedding systems according to frequency or dispatch orders.
11. Power system dispatching is the command and control activity of the power generation, transmission, and distribution processes within the national power system according to technical procedures, standards, and operational methods that have been determined.
12. Wholesale electricity unit is an electricity enterprise licensed to operate in the wholesale electricity sector. Depending on the level of the competitive electricity market, the Wholesale electricity unit may be one of the following entities:
a) Electricity Trading Company;
b) State Corporation of Electricity;
c) Other wholesale electricity units established at each level of the competitive electricity market.
13. Power Generation Unit is an electricity enterprise licensed to operate in the power generation sector, owning one or more power plants connected to the transmission grid or power plants with installed capacity over 30 MW connected to the distribution grid.
14. is an electricity unit licensed to operate in the field of distribution and sale of electricity, including: is an electricity enterprise licensed to operate in the distribution and retail electricity sectors, including:
a) State Corporation of Electricity;
b) Provincial Electricity Companies under the State Corporation of Electricity (hereinafter referred to as Provincial Electricity Company);
15. Distribution and Retail Companies is an electricity enterprise licensed to operate in the distribution and retail electricity sectors, purchasing wholesale electricity from Wholesale electricity units or Distribution electricity units for retail sale to electricity consumers.
16. Transmission electricity unit is an electricity enterprise licensed to operate in the electricity transmission sector, responsible for managing and operating the national transmission grid.
17. System Operator and Market Operator (National Power System Dispatch Center) is the entity commanding and controlling the power generation, transmission, and distribution processes within the national power system and managing transactions on the electricity market.
18. Reliability of protection systemsincludes:
a)Protection system operation reliability is the index determining the ability of the protection system to function correctly when a fault occurs within the calculated and defined protection range;
b)Protection system non-operation reliability is the index determining the ability of the protection system to avoid incorrect operation during normal operation or faults outside the calculated and defined protection range.
19. Speed governing system (abbreviated in English: Governor) is an automatic system adjusting the rotational speed of the turbine generator according to frequency changes, contributing to restoring the system frequency to its nominal value.
20. Energy Management System (EMS) (abbreviated in English: Energy Management System) is a software system for managing energy to optimize the operation of the power system.
21. Distributed Control System (DCS) (abbreviated in English: Distributed Control System) is a networked control equipment system in power plants or substations based on distributed control principles to enhance reliability and limit impacts caused by control element failures in power plants or substations.
22. Electrical System is a system of power generation equipment, grids, and auxiliary equipment interconnected with each other.
23. National power system is a power system uniformly commanded throughout the country.
24. Transmission power system is a power system consisting of the transmission grid and power plants connected to the transmission grid.
25. Supervisory Control And Data Acquisition (SCADA) (abbreviated in English: Supervisory Control And Data Acquisition) is a data collection system serving monitoring, control, and operation of the power system.
26. Grounding factor is the ratio between the phase voltage value of the unaffected phase after a ground fault and the phase voltage value before the ground fault occurs (applicable to single-phase or two-phase ground faults).
27. Synchronization is the operation of connecting a generator to the power system or connecting two parts of the power system together according to synchronization conditions specified in the National Power System Operation Procedures issued by the Ministry of Industry and Trade.
28. Black start capability is the ability of a power plant to start at least one generator from a complete stop state and synchronize it to the grid without receiving power from the regional grid.
29. Black start is the process of restoring the entire (or part) of the power system from a total (or partial) blackout using generators with black start capability.
30. Transmission grid users are organizations or individuals with electrical equipment and grids connected to the transmission grid to use transmission services, including:
a) Power generation units;
b) Distribution electricity units receiving power directly from the transmission grid;
c) Distribution and retail electricity units receiving power directly from the transmission grid;
d) Electricity consumers receiving power directly from the transmission grid.
31. Dispatch order is a command and control order for the power system's operational mode in real-time.
32. Power Grid is a system of power lines, substations, and auxiliary equipment for transmitting electricity.
33. Distribution grid is the portion of the grid including lines and substations up to 110 kV.
34. Transmission grid is the portion of the grid including lines and substations above 110 kV.
35. Short-term voltage flicker level (Ptháng) is the measured value obtained in a 10-minute period using a measuring device according to IEC868 standard.
36. Long-term voltage flicker level (Plt) is the value calculated from 12 consecutive results of Ptháng measured over a 2-hour period, according to the formula:
37. Year N is the current year of power system operation, calculated according to the Gregorian calendar.
38. Typical day is the selected day with typical electricity consumption patterns of loads according to the Provisions on Content, Methods, Procedures, and Formalities for Load Research issued by the Ministry of Industry and Trade. A typical day includes typical working days, weekend days (Saturday, Sunday), and holidays (if any) for the year, month, and week.
39. Planned power supply reduction is the act of ceasing to supply electricity to power consumers for the implementation of maintenance, repair, major overhaul, and construction of electrical works; load regulation and restriction according to plans announced by the System Operator and Electricity Market when there is a shortage of electricity.
40. Thermal power plant is an electric power plant operating on the principle of converting thermal energy into electric energy, including biomass, biogas, and solid waste power plants.
41. Provisions for competitive electricity market operation are regulations issued by the Ministry of Industry and Trade regarding the operation of competitive electricity markets and the responsibilities of entities within the electricity market at each level.
42. Shedding load is the process of disconnecting loads from the power system during emergencies or when system security cannot be guaranteed, carried out through automatic load shedding systems or dispatch orders.
43. Incident is an event where one or more pieces of equipment in the power system malfunction due to one or more causes, leading to abnormal operation of the power system, causing power outages or affecting the safe, stable, and continuous supply of electricity to the national power grid.
44. Single element failure (individual failure) is a failure occurring in a single element in the transmission system while the power system is in normal operating mode.
45. Multiple element failure is a failure occurring in two or more elements simultaneously in the transmission system.
46. Serious incident is a failure in the power system causing widespread blackouts on the transmission network or causing fires and explosions that harm people or property.
47. Power system collapse is a situation where the national power system splits into several small unconnected power systems due to a failure.
48. RTU/Gateway terminal equipment (English abbreviation: Remote Terminal Unit/Gateway) is equipment installed at substations or power plants for collecting and transmitting data to the SCADA system of the System Control Center or Control Center.
49. Power System Stabilizer (PSS) is equipment that provides additional signals to the automatic voltage regulator (AVR) to reduce voltage oscillation levels in the power system.
50. Start-up time is the minimum time required to start up a generator unit from the moment the power generation unit receives a start-up order from the System Operator and Electricity Market until the generator unit is synchronized with the national power system.
51. N-1 criterion is a criterion serving planning, design, investment construction, and operation of the power system to ensure that when a single element failure occurs in the power system or when an element is disconnected for maintenance or repair, the power system can still operate stably, meet operational standards and limits, and provide safe and continuous power supply.
52. IEC standard is an electrical engineering standard issued by the International Electrotechnical Commission (IEC).
53. Automatic load shedding at low frequency is the automatic load shedding action of the frequency relay when the system frequency level or slope falls below the permitted threshold.
54. Substation is a transformer substation, switchyard, or compensation station.
55. Control center is a center equipped with information technology and telecommunications infrastructure to monitor and remotely control a group of power plants, a group of substations, or switching devices on the power grid.
56. pu is a relative unit system expressing the ratio between actual value and rated value.
Chapter II
REQUIREMENTS IN THE OPERATION OF THE TRANSMISSION POWER SYSTEM
Article 4. Frequency
1. The designated frequency of the national power system of Vietnam is 50 Hz. During normal operation mode, the system frequency is allowed to fluctuate within ± 0.2 Hz from the designated frequency. In other operating modes of the power system, the range of frequency fluctuations and the time for recovery to the normal operating mode are specified in Table 1 as follows:

2. The range of allowable frequency and the number of times the frequency is allowed to exceed the limit in the case of multiple faults, severe fault, or extremely urgent mode is determined according to the cycle of 01 year or 02 years as specified in Table 2 as follows:

In which, one instance of the system frequency exceeding the allowable limit is one instance of the system frequency exceeding the allowable limit for a duration of 05 seconds (s) or more.
3. During the operation of the national power system, the Power System and Electricity Market Operator is responsible for dispatching, operating the national power system, and mobilizing various types of ancillary services to ensure that the frequency remains within the allowable range.
Article 5. Power System Stability
1. Power system stability is the ability of the power system, under initial operating conditions, to return to normal operating mode or established balance mode after a physical disturbance occurs in the power system, causing changes in the operating parameters of the power system. Power system stability is classified as follows:
a) Transient Stability is the ability of generating units in the power system to maintain synchronous operation status after large disturbances occur in the power system;
b) Small Signal Stability is the ability of generating units in the power system to maintain synchronous operation status after small disturbances occur in the power system, with the level of natural power oscillations being suppressed within permissible limits;
c) Dynamic Voltage Stability is the ability of the power system to maintain established voltage at nodes after large disturbances occur in the power system;
d) Steady-State Voltage Stability is the ability of the power system to maintain established voltage at nodes after small disturbances occur in the power system;
e) Frequency Stability is the ability of the power system to maintain established frequency after disturbances cause an imbalance between generation and load power.
2. Sub-synchronous resonance (low-frequency resonance) is the phenomenon where the natural frequency of oscillation of the power system resonates with the natural frequency of oscillation of the turbine generator, increasing the torque acting on the turbine shaft and rotor of the generator.
3. The national power system operating in normal mode or after a fault has been eliminated must maintain synchronous operation and meet the power system stability standards specified in Table 3 as follows:

Article 6. Voltage Levels
1. The nominal voltage levels in the transmission grid include 500 kV and 220 kV.
2. Under normal operating conditions or when a single incident occurs in the transmission grid, the permissible voltage at the busbar for operation on the transmission grid is specified in Table 4 as follows:

3. In cases where the transmission system suffers from multiple component failures, severe incidents, extreme emergency operating conditions, or system restoration modes, temporary voltage fluctuations exceeding ± 10 % but not exceeding ± 20 % of the nominal voltage are permitted on the transmission grid.
4. During the incident period, the voltage at the location of the incident and nearby areas may transiently decrease to zero in the affected phase or increase up to 110 % of the nominal voltage in the unaffected phases until the incident is resolved.
Article 7. Phase Balance
Under normal operating conditions, the reverse sequence component of phase voltage must not exceed 3 % of the nominal voltage for the nominal voltage levels in the transmission grid.
Article 8. Harmonic Waves
1. The maximum allowable value of total voltage distortion (expressed as a percentage of the nominal voltage) caused by high-order harmonic components for the 220 kV and 500 kV voltage levels must be less than or equal to 3 %.
2. The maximum allowable value of total load-side distortion (expressed as a percentage of the rated current) for the 220 kV and 500 kV voltage levels must be less than or equal to 3 %.
3. Under normal operating conditions, the Transmission Unit is responsible for ensuring that the total harmonic distortion on the transmission grid does not exceed the values stipulated in Clause 1 of this Article.
4. Transmission grid users are responsible for ensuring that their equipment connected to the transmission grid does not generate harmonic waves exceeding the values stipulated in Clause 2 of this Article.
5. If the total harmonic distortion shows signs of violating the values stipulated in Clause 1 or Clause 2 of this Article, the transmission grid user or the Transmission Unit has the right to request the other party to check the harmonic wave values or to hire an independent testing unit to perform the checks. If the test results show that the total harmonic distortion violates the provisions of Clause 1 or Clause 2 of this Article, the party causing the violation must bear all costs related to the inspection, verification, damages, and corrective measures.
Article 9. Voltage Fluctuation Level
1. The maximum allowable voltage fluctuation level in the transmission grid is specified in Table 5 as follows:

Where: Plt95% is the threshold value of Plt such that within 95 % of the measurement time (at least one week) and 95 % of the measurement locations, Plt does not exceed this value; Pst95% is the threshold value of Ptháng such that within 95 % of the measurement time (at least one week) and 95 % of the measurement locations, Ptháng does not exceed this value.
2. The Transmission Unit is responsible for monitoring the voltage fluctuation level on the transmission grid to ensure that the voltage fluctuation level at the connection point does not exceed the values specified in Table 5 under normal operating conditions. Transmission grid users are responsible for ensuring that their equipment connected to the transmission grid does not cause voltage fluctuations exceeding the values specified in Table 5 on the grid.
3. If it is believed that the voltage fluctuation level shows signs of violating the values stipulated in Clause 1 of this Article, the transmission grid user or the Transmission Unit has the right to request the other party to check the voltage fluctuation level or to hire an independent testing unit to perform the checks. If the test results show that the voltage fluctuation level violates the provisions of Clause 1 of this Article, the party causing the violation must bear all costs related to the inspection, verification, damages, and corrective measures.
Article 10. Voltage Fluctuations
1. Voltage fluctuations at the connection point on the transmission network caused by load variations shall not exceed 2.5% of the rated voltage and must be within the permissible operating voltage range specified for each voltage level in Article 6 of this Circular.
2. In cases where manual tap-changing under-load is performed, voltage fluctuations at the connection point with the load shall not exceed the voltage adjustment value of the transformer's under-load tap changer.
3. The maximum allowable voltage adjustment per time shall be 5% of the rated voltage value, provided that the voltage adjustment does not cause damage to equipment on the transmission system and customer equipment using the transmission network.
Article 11. Neutral Grounding System
1. The neutral grounding system of the transmission network is a direct grounding system.
2. In cases where the neutral grounding system of certain devices in the transmission network differs from the provisions of Clause 1 of this Article, it must have the written consent of the System and Electricity Market Operator.
Article 12. Short-Circuit Current and Fault Clearance Time
1. The maximum allowable short-circuit current value and the maximum fault clearance time by main protection on the electrical system are stipulated in Table 6 as follows:

2. For 110 kV busbars of 500 kV or 220 kV substations in the transmission network, the maximum allowable short-circuit current may be 40 kA/1s.
3. The total value of the unsaturated transient overvoltage reactance (XFor coal-fired thermal power plants where the enterprise holds 100% of the registered capital and uses 100% of its own capital to invest in the project approved by the competent authority, E is determined as 100%;’’-%) and the short-circuit reactance of the high-voltage side transformer (Uk-%) calculated in relative units (per unit based on the rated apparent power of the generator) shall not be less than 40%.
In cases where the above requirements are not met, the project investor shall be responsible for calculating and installing additional reactance so that the total value of XFor coal-fired thermal power plants where the enterprise holds 100% of the registered capital and uses 100% of its own capital to invest in the project approved by the competent authority, E is determined as 100%;’’, Ukand the additional reactance calculated in relative units (per unit based on the rated apparent power of the generator) shall not be less than 40%.
4. Electrical projects connected to the transmission system, if the short-circuit current value at the connection point according to calculation exceeds the maximum allowable short-circuit current value specified in Table 6, the investors of these electrical projects shall be responsible for applying measures to reduce the short-circuit current at the connection point to below or equal to the maximum allowable short-circuit current value specified in Table 6.
5. Main protection of electrical equipment is the primary protection and is installed and adjusted to act first, ensuring criteria of speed, sensitivity, selectivity, and reliability of the protection system when a fault occurs within the protected area.
6. In cases where the maximum calculated short-circuit current exceeds the value specified in Table 6, the Transmission Company or the Customer using the transmission network shall be responsible for reporting to the Electricity Regulatory Authority for guidance on implementation.
7. The Transmission Company shall be responsible for notifying the maximum short-circuit current value at the connection point to the Customer using the transmission network to coordinate during the investment and installation of equipment, ensuring that the circuit breakers have sufficient capacity to interrupt the maximum short-circuit current at the connection point for at least the next 10 years.
Article 13. Grounding Factor
The grounding factor for transmission networks at various voltage levels shall not exceed 1.4.
Article 14. Reliability of Transmission Networks
1. The reliability of transmission networks is determined by the ratio of the annual amount of electricity that cannot be supplied due to unplanned power outages and reductions, planned power outages and reductions, and incidents on the transmission network causing power outages to customers.
2. The amount of electricity that cannot be supplied is calculated as the product of the load capacity stopped or reduced in supply and the corresponding duration of such stoppages or reductions in cases where power outages last longer than one minute, except for the following situations:
a) Power outages or reductions in supply due to insufficient power sources in the national power system;
b) Power outages or reductions in supply due to force majeure events (events occurring objectively and uncontrollably, unforeseeably, and unavoidably despite the application of all necessary measures within the permitted capabilities).
3. The ratio of the annual amount of electricity that cannot be supplied on the transmission network is determined according to the following formula:

Article 15. Electrical Energy Losses in Transmission Networks
1. Annual electrical energy losses on transmission networks are determined according to the following formula:

Chapter III
FORECAST OF THE NATIONAL ELECTRIC POWER SYSTEM LOAD DEMAND
Article 16. General Provisions on Forecasting Load Demand of the National Electric Power System
1. The forecast of load demand for the national electric power system is a forecast for the entire load demand supplied by the national electric power system, excluding loads with independent power sources not connected to the national grid. The forecast of load demand for the national electric power system serves as the basis for developing annual plans for the development of transmission systems, operation plans and methods for the electric power system, and operation of the electricity market.
2. The forecast of load demand for the national electric power system includes forecasts for annual, monthly, weekly, daily, and trading cycle load demands.
3. Responsibilities for forecasting load demand for the national electric power system
a) The system operator and electricity market operator are responsible for forecasting the load demand for the national electric power system, regional systems (North, Central, South), and at connection points with the transmission network;
b) Distribution companies, distribution and retail companies, and electricity users receiving direct power supply from the transmission network are responsible for providing the system operator and electricity market operator with their load demand forecast data, including comprehensive load demand forecasts for their respective entities and load demand at each 110 kV substation;
c) Wholesale electricity suppliers are responsible for providing the system operator and electricity market operator with import and export electricity demand forecast data, including comprehensive import and export electricity demand forecasts and at each connection point serving import and export electricity.
4. For load demand forecasts at connection points with the transmission network and the resolution of the forecast load demand cycle, depending on the stage of development and requirements of the electricity market, the Electricity Regulatory Authority is responsible for guiding the implementation of these regulations.
Article 17. Annual Load Forecasting
1. Annual load forecasting is conducted for the next year (year N+1) and the following year (year N+2).
2. Data serving annual load forecasting includes:
a) Monthly load forecasting data on electricity consumption, maximum power, and typical daily curves for 104 weeks with a 30-minute cycle from Distribution Units, Retail and Wholesale Electricity Supply Units, and Direct Power Consumers from the transmission grid at 110 kV substations within the power system.
b) Monthly electricity import and export forecasting data on electricity consumption, maximum power, and typical daily curves for 104 weeks with a 30-minute cycle from Wholesale Electricity Supply Units.
3. Factors considered in annual load forecasting include:
a) The officially announced economic growth rate (GDP) for the next two years by the competent authority;
b) Annual load forecasting data and load factors according to approved power development plans;
c) Statistical data on power capacity, electricity consumption, imports, and exports for at least the five most recent years from Distribution Units, Retail and Wholesale Electricity Supply Units, Wholesale Electricity Supply Units, and Direct Power Consumers from the transmission grid;
d) Solutions and objectives of energy-saving programs and electricity demand management;
đ) Other necessary information.
4. Results of national power system annual load forecasting include: Maximum power, electricity consumption, and typical daily curves for 104 weeks with a 30-minute cycle for the national power system, three regions, and at points where the transmission grid connects to the distribution grid.
5. Implementation procedures
a) Before August 1st each year, Distribution Units, Retail and Wholesale Electricity Supply Units, Wholesale Electricity Supply Units, and Direct Power Consumers from the transmission grid are responsible for providing the System Operation Unit and Electricity Market with annual load forecasting results within their jurisdiction as stipulated in Clause 2 of this Article.
In case these units fail to provide the required data accurately and timely as prescribed, the System Operation Unit and Electricity Market have the right to base their forecast on the previous year's forecast data to predict the national power system load requirements.
b) Before September 1st each year, based on the load forecasting data provided by the relevant units, the System Operation Unit and Electricity Market are responsible for completing and publishing on the Power System and Electricity Market's website the annual load forecasting results as stipulated in Clause 4 of this Article.
Article 18. Monthly Load Forecasting
1. Monthly load forecasting is conducted for the upcoming month.
2. Data serving monthly load forecasting includes:
a) Weekly load forecasting data on electricity consumption, maximum power, and typical daily curves for each week with a 30-minute cycle from Distribution Units, Retail and Wholesale Electricity Supply Units, and Direct Power Consumers from the transmission grid at 110 kV substations within the power system.
b) Weekly electricity import and export forecasting data on electricity consumption, maximum power, and typical daily curves for each week with a 30-minute cycle from Wholesale Electricity Supply Units.
3. Factors considered in monthly load forecasting include:
a) Monthly load forecasting results published in the annual load forecasting;
b) Statistical data on power capacity, electricity consumption, imports and exports, daytime and nighttime peak loads of the same month in the previous year and the three most recent months from Distribution Units, Retail and Wholesale Electricity Supply Units, Wholesale Electricity Supply Units, and Direct Power Consumers from the transmission grid;
c) Events that may cause significant fluctuations in load requirements and other necessary information.
4. Results of national power system monthly load forecasting include: Maximum power, electricity consumption, and typical daily curves for each week with a 30-minute cycle for the national power system, three regions, and at points where the transmission grid connects to the distribution grid.
5. Implementation procedures
a) Before the 20th of each month, Distribution Units, Retail and Wholesale Electricity Supply Units, Wholesale Electricity Supply Units, and Direct Power Consumers from the transmission grid are responsible for providing the System Operation Unit and Electricity Market with monthly load forecasting data within their jurisdiction as stipulated in Clause 2 of this Article.
In case these units fail to provide the required data accurately and timely as prescribed, the System Operation Unit and Electricity Market have the right to base their forecast on the previous month's forecast data or the annual load forecasting results to predict the national power system load requirements.
b) Before the last seven working days of each month, based on the load forecasting data provided by the relevant units, the System Operation Unit and Electricity Market are responsible for completing and publishing on the Power System and Electricity Market's website the monthly load forecasting results as stipulated in Clause 4 of this Article.
Article 19. Weekly Load Demand Forecast
1. The weekly load demand forecast is conducted for the next two weeks.
2. Data serving the weekly load demand forecast includes forecasted electricity consumption and power with a 30-minute cycle for each day of the following two weeks from the Distribution Unit, Retail and Distribution Unit, and Direct Electricity Consumers receiving electricity directly from the transmission grid and at 110 kV substations within the system.
3. Factors considered when forecasting weekly load demand include:
a) Results of the weekly load demand forecast in the monthly load demand forecast and the previous week's published load demand forecast;
b) Statistical data on power and electricity consumption, maximum daytime and nighttime loads over the four most recent weeks from the Distribution Unit, Retail and Distribution Unit, and Direct Electricity Consumers receiving electricity directly from the transmission grid;
c) Weather forecasts for the next two weeks, holidays, and events that may significantly impact electricity load demand.
4. The results of the national power system's weekly load demand forecast include: electricity consumption and power with a 30-minute cycle for each day of the following two weeks of the national power system, three regions' power systems, and at points where the transmission grid connects to the distribution grid.
5. Implementation procedures
a) By 10:00 AM every Tuesday, the Distribution Unit, Retail and Distribution Unit, and Direct Electricity Consumers receiving electricity directly from the transmission grid are responsible for providing the System Operation Unit and Electricity Market with the weekly load demand forecast data within their management scope as stipulated in Clause 2 of this Article.
In case the Distribution Unit, Retail and Distribution Unit, and Direct Electricity Consumers receiving electricity directly from the transmission grid fail to provide the required data accurately or sufficiently within the specified timeframe, the System Operation Unit and Electricity Market have the right to base the national power system's weekly load demand forecast on the previous week's forecast data or the results of the monthly load demand forecast.
b) By 3:00 PM every Thursday, based on the provided load demand forecast data, the System Operation Unit and Electricity Market are responsible for completing and publishing on the Power System and Electricity Market's website the results of the weekly load demand forecast as stipulated in Clause 4 of this Article.
Article 20. Daily Load Demand Forecast
1. The daily load demand forecast is conducted for the next two days.
2. Factors considered when forecasting daily load demand include:
a) Results of the load demand forecast in the weekly load demand forecast and the previous day's published load demand forecast;
b) Actual power and electricity consumption data of the power system over the past seven days; in cases of holidays or festivals, data from the corresponding days in the previous year must be used;
c) Weather forecasts for the next two days and other necessary information.
3. The results of the national power system's daily load demand forecast include the following data: electricity consumption and power with a 30-minute cycle for the national power system, three regions' power systems, and at points where the transmission grid connects to the distribution grid.
4. By 10:00 AM every day, the System Operation Unit and Electricity Market are responsible for completing and publishing on the Power System and Electricity Market's website the results of the daily load demand forecast as stipulated in Clause 3 of this Article.
Article 21. Forecasting Electricity Demand Load for Market Trading Cycles
1. The forecasting of electricity demand load for market trading cycles shall be conducted for one (1) upcoming trading cycle and eight (8) subsequent trading cycles.
2. Factors to be considered when forecasting electricity demand load for market trading cycles include:
a) Results from daily electricity demand load forecasts and previous market trading cycle electricity demand load forecasts that have been published;
b) Actual power capacity and energy data of the power system from the same week last year;
c) Weather forecast at the nearest time point;
d) Other necessary information.
3. The results of forecasting electricity demand load for market trading cycles shall include:
a) Power capacity and production volume of the national power system and the three regions of North, Central, and South for each thirty-minute period within the upcoming trading cycle and eight (8) subsequent trading cycles;
b) Power capacity and production volume at each connection point between transmission grids and distribution grids for each thirty-minute period within the upcoming trading cycle and eight subsequent trading cycles.
4. At least fifteen (15) minutes before the next trading cycle, the System Operation Unit and Electricity Market must complete and publish on the System and Market Electricity Information Website the results of the electricity demand load forecast for the trading cycle as stipulated in Clause 3 of this Article.
Chapter IV
DEVELOPMENT PLAN FOR TRANSMISSION NETWORKS
Article 22. General Principles
1. Annually, the Transmission Company is responsible for developing the transmission network development plan for the following year (Year N+1) and considering the subsequent year (Year N+2).
2. The annual transmission network development plan shall be based on the following foundations:
a) The results of the electricity demand load forecast for the current year that have been published;
b) In accordance with the national power development master plan, provincial power development master plans that have been approved, and interconnection agreements that have been signed;
c) Meeting requirements for system operation as specified in Chapter II and technical requirements at interconnection points as specified in Chapter V of this Circular;
d) Meeting electricity demand load and operational requirements for the system and market, ensuring safe, reliable, and stable operation of the national transmission system.
3. The System Operation Unit and Electricity Market are responsible for coordinating with the Transmission Company during the development of the transmission network development plan to ensure that power generation projects, networks are invested in, interconnected, and operated in compliance with the requirements set forth in Clause 2 of this Article.
Article 23. Contents of the Transmission Network Development Plan
The transmission network development plan includes the following main contents:
1. Evaluation of the actual operation status of the transmission network up to June 30 of the current year.
2. Forecasting electricity demand load at each point of interconnection between the transmission network and the distribution network for the following year and considering the subsequent year.
3. Evaluation of investment implementation and estimated investment implementation for the transmission network project portfolio under the approved transmission network development plan up to December 31 of the current year.
4. List of power generation projects to be connected to the transmission network in the following year and considering the subsequent year, including proposed connection points and interconnection agreements for these power generation projects.
5. List of information systems, SCADA systems, RTU/Gateway terminal equipment, metering systems, and data collection systems serving dispatching and operation of the system and market.
6. Calculation results of system configurations for the transmission network for each month of the following year, for dry and rainy seasons of the subsequent year, including calculation results of various scenarios and evaluation of the ability to meet the N-1 criteria for the transmission network.
7. Calculation results of short-circuit currents at 500 kV, 220 kV, and 110 kV busbars in the transmission network, clearly identifying locations where calculated short-circuit currents exceed ninety percent (90%) of the maximum allowable value as stipulated in Article 12 of this Circular.
8. Calculation and analysis results of the stability of the transmission network system.
9. Calculation results of reactive power compensation on the transmission network.
10. Specific identification of constraints and limitations on the transmission network that may affect safe and stable operation of the transmission network system, including impacts on system stability requirements as stipulated in Article 5 of this Circular.
11. Proposals for reliability indicators and electrical energy losses of the transmission network for the following year as stipulated in Articles 14 and 15 of this Circular.
12. Analysis of the ability to meet operational requirements for the system as specified in Chapter II of this Circular, technical requirements at interconnection points as specified in Chapter V of this Circular, and proposals for solutions to meet these requirements.
13. Analysis and selection of investment options for the transmission network to ensure full transmission capacity of power plants, meet electricity demand load, comply with technical requirements, and have the lowest cost.
14. List and schedule of transmission network components to be constructed each month of the following year and each quarter of the subsequent year. Financing plan for implementing each project.
15. Proposals and recommendations (if any).
Article 24. Obligation to Provide Information for Transmission Grid Development Planning
1. Power generation units shall be responsible for providing the following information:
a) List of new power plants expected to be connected to the transmission grid in the upcoming year and considering the next two years, investment implementation progress, connection progress, and the anticipated operation date of these power plants;
b) Main parameters of power plants that will be connected to the transmission system and information about the connection points as specified in Appendix 1B issued together with this Circular;
c) Changes related to the connection of existing power plants in the upcoming year and considering the next two years.
2. Distribution units, distribution and retail units, and electricity consumers receiving power directly from the transmission grid shall be responsible for providing the following information:
a) List of connection points expected to connect to the transmission grid in the upcoming year and considering the next year; list of transmission grid projects assigned to implement investment and construction;
b) Anticipated energization schedule for new connection points;
c) Maximum load capacity at new connection points and information about connections as specified in Appendix 1C issued together with this Circular;
d) Anticipated proposals for changes (if any) to current connection points with the transmission grid in the upcoming year and considering the next year.
3. System operation and electricity market units shall be responsible for providing the following information:
a) Results of electricity demand forecast for the year as stipulated in Article 17 of this Circular;
b) Anticipated demand for ancillary services in the upcoming year and considering the next year;
c) Anticipated plan for mobilizing power sources in the upcoming year and considering the next year.
4. Wholesale electricity units shall be responsible for providing the following information:
a) Capacity, import and export energy;
b) Anticipated commissioning schedule for new power source projects in the upcoming year and considering the next two years.
Article 25. Procedure for Drafting, Approving, and Announcing the Transmission Grid Development Plan
1. Before August 1st each year, transmission units shall be responsible for sending requests for information provision and deadlines for information provision to system operation and electricity market units, wholesale electricity units, and transmission grid users (including customers with new connection requirements).
2. Before September 1st each year, system operation and electricity market units, wholesale electricity units, and transmission grid users shall be responsible for fully providing the required information according to the contents specified in Article 24 of this Circular to transmission units.
3. Before October 15th each year, transmission units shall be responsible for completing the draft transmission grid development plan for the upcoming year and considering the next year and submitting it to system operation and electricity market units for their evaluation on the impact of planned transmission grid projects on ensuring safe, stable, and reliable operation of the transmission system.
4. Before November 1st each year, transmission units shall be responsible for completing the transmission grid development plan for the upcoming year and considering the next year and reporting it to Vietnam Electricity Corporation for approval.
5. Before November 15th each year, transmission units shall be responsible for submitting the transmission grid development plan for the upcoming year and considering the next year, which has been approved by Vietnam Electricity Corporation, to the Electricity Regulatory Authority.
6. Before December 15th each year, the Electricity Regulatory Authority shall be responsible for organizing the review, approval, and announcement on its official website of the transmission grid development plan for the upcoming year and considering the next year.
7. Within fifteen working days from the date the transmission grid development plan is approved by the Electricity Regulatory Authority, transmission units shall be responsible for widely announcing on their official website the approved transmission grid development plan.
Chapter V
CONNECTION TO THE TRANSMISSION GRID
Mục 1. PRINCIPLES
Article 26. Point of Interconnection
1. The point of interconnection is the point where the customer's equipment, transmission grid, and power plant connect to the transmission system.
2. Depending on the structure of the grid and the interconnection line, the point of interconnection shall be determined as follows:
a) For overhead lines, the point of interconnection is the end point of the insulator string hanging the outgoing line connected to the circuit breaker at the substation or distribution yard of the power plant;
b) For underground cables, the point of interconnection is the terminal of the insulator support circuit breaker at the outgoing side of the substation or distribution yard of the power plant.
3. In cases where the point of interconnection differs from the provisions of Clause 2 of this Article, the substitute point of interconnection shall be agreed upon by both parties.
4. The point of interconnection must be described in detail through drawings, diagrams, and explanations related to the interconnection agreement or power purchase contract.
Article 27. Boundaries for Asset Division and Operation Management
1. The boundary for asset division between the Transmission Company and the Customer using the transmission grid is the point of interconnection.
2. Assets of each party at the point of interconnection must be listed in detail along with relevant drawings and diagrams in the interconnection agreement or power purchase contract.
3. The party owning the asset is responsible for investment, construction, management, and operation according to standards and regulations stipulated by law, except where otherwise agreed.
Article 28. General Requirements
1. The Transmission Company is responsible for implementing investment in developing the transmission grid according to the approved power development plan and investment plan, ensuring that the transmission grid equipment meets the requirements for system operation as stipulated in Chapter II of this Circular and technical requirements at the point of interconnection as defined in this Chapter.
2. Connecting the customer's electrical equipment, grid, and power plant to the transmission grid must comply with the approved power development plan, ensuring that the transmission grid equipment meets the requirements for system operation as stipulated in Chapter II of this Circular and general and specific technical requirements at the point of interconnection as defined in this Chapter.
3. In cases where the proposed interconnection plan of the customer does not conform to the approved power development plan, the Transmission Company has the responsibility to notify the customer requesting interconnection about the non-compliance with the plan. The customer requesting interconnection is responsible for preparing a proposal for approval of adjustments and supplements to the plan according to the content, procedures, and formalities for preparation, review, approval, and adjustment of the power development plan issued by the Ministry of Industry and Trade before proceeding with further steps regarding the interconnection agreement.
4. The Transmission Company and the customer proposing interconnection must have an interconnection agreement according to the model prescribed in this Circular, including the following main contents:
a) Location of the point of interconnection;
b) Technical contents related to the point of interconnection;
c) Schedule for completion of interconnection;
d) Responsibilities for investment and operation management;
đ) Commercial contents of the interconnection agreement.
5. The Transmission Company has the right to reject interconnection proposals in the following cases:
a) The customer's equipment and grid proposed for interconnection do not meet the operational and technical requirements stipulated in this Circular and relevant industry technical standards;
b) The interconnection proposal does not conform to the approved power development plan.
6. The Transmission Company has the right to disconnect the customer's interconnection from the transmission grid in cases where the customer violates the technical and operational requirements stipulated in this Circular or violations concerning safety and operation on the customer's assets may affect the safe operation of the transmission grid. In cases where the two parties cannot agree on disconnection, the dispute resolution procedures stipulated in Chapter IX of this Circular must be followed.
7. If the customer using the transmission grid requests changes, upgrades, or modifications to the grid layout within their management scope that may affect the safe operation of the transmission system or the electrical equipment of the Transmission Company at the point of interconnection, the customer must provide written notice and obtain unified planning approval from the Transmission Company and the Control Authority before implementation.
8. Changes related to the point of interconnection during investment and operation must be updated in the interconnection file and signed interconnection agreement.
9. The customer using the transmission grid is responsible for storing data on operating conditions, operation work, maintenance, and incidents on elements within their management scope for a period of five years. When requested by the Transmission Company, the customer using the transmission grid must provide all necessary information related to incidents occurring on elements within their management scope. For interconnections serving electricity trade and exchange with foreign countries or interconnections between power plants outside Vietnam and the national power system, technical and operational requirements for interconnection equipment into the transmission grid shall be implemented in the following priority order:
a) Implementation according to international agreements, treaties, and commitments to which Vietnam is a party;
b) Specific agreements among the relevant parties to maximize technical requirements of each country's power systems and ensure safe, reliable, and stable operation of interconnected grids and interconnection grids.
Section 2. TECHNICAL REQUIREMENTS FOR EQUIPMENT CONNECTED TO THE TRANSMISSION NETWORK
Article 29. Requirements for Electrical Equipment Connected to the Network
1. The main electrical connection diagram must include electrical equipment from medium voltage to ultra-high voltage at the point of connection and demonstrate the interconnection between the customer's power grid and the transmission network. Electrical equipment must be described using standard symbols and signs and be numbered according to the Operating Procedures in the National Power System issued by the Ministry of Industry and Trade by the Control Authority with the right to control.
2. Circuit breakers directly connected to the point of connection and accompanying protection, control, and measurement systems must have sufficient capacity to interrupt the maximum short-circuit current at the point of connection, meeting the network development plan and power source planning approved for at least the next ten years.
3. Equipment directly connected to the transmission network must have sufficient capacity to withstand the maximum short-circuit current that may occur at the point of connection, as calculated and notified by the Transmission Company, meeting the network development plan and power source planning approved for at least the next ten years.
4. Circuit breakers performing operations at the point of connection with the transmission network must be equipped with synchronization check devices if both sides of the circuit breaker have power sources and be equipped with isolating switches along with interlocking mechanisms to ensure safety during operation and maintenance of the equipment.
Article 30. Requirements for Relay Protection Systems
1. The Transmission Company and the Customer using the transmission network are responsible for designing, installing, setting, and testing relay protection systems within their management scope to meet requirements for quick response, sensitivity, selectivity, and reliability when removing faults, ensuring safe and reliable operation of the power system.
2. The installation and configuration of relay protection devices at the point of connection must be agreed upon between the Control Authority with the right to control, the Transmission Company, and the Customer using the transmission network. The Transmission Company or the Customer using the transmission network shall not unilaterally change the protective devices and settings without the consent of the Control Authority with the right to control.
3. The Control Authority with the right to control is responsible for issuing setting sheets for relay protection devices within the transmission network of the Transmission Company and approving related setting values for the relay protection devices of the Customer using the transmission network.
4. The maximum fault clearance time for elements in the Customer's power system using the transmission network by primary protections shall not exceed the values specified in Article 12 of this Circular.
5. In cases where the Customer's protective equipment needs to be connected to the Transmission Company's protective equipment, these devices must comply with the Transmission Company's connection requirements and be approved by the Control Authority with the right to control.
6. If the Customer's power system experiences a fault, the Customer's relay protection devices may be permitted to send commands to disconnect circuit breakers on the transmission network but must obtain approval from the Transmission Company and the Control Authority with the right to control for these circuit breakers and must be recorded in the Connection Agreement.
7. The reliability of the relay protection system's response shall not be less than 99%.
8. In addition to the requirements stipulated in Clauses 1 through 7 of this Article, the relay protection systems of the Customer using the transmission network and the Transmission Company must also meet the following additional requirements:
a) Power plants must be equipped with accurate synchronization systems;
b) Power plants must be equipped with fault recording systems with GPS (Global Positioning System) time-synchronization functions;
c) Power plants with a total installed capacity of 300 MW or more must be equipped with phase angle measurement units (PMU - Phasor Measurement Units) and GPS (Global Positioning System) time-synchronization functions. For power plants with a total installed capacity below 300 MW, the installation of PMUs must be based on calculations and requirements of the System Operator and Electricity Market;
d) The Transmission Company and Customers using the transmission network that are not power generation companies are responsible for equipping and installing fault recording devices and phase angle measurement units according to calculations and requirements of the Control Authority with the right to control, ensuring compatible, reliable, and stable connections with the fault recording and phase angle measurement systems located at the System Operator and Electricity Market. The Control Authority with the right to control is responsible for integrating the fault recording and phase angle measurement devices of the Transmission Company and Customers using the transmission network with the system at the Control Authority with the right to control;
e) During operation, when there is a need to upgrade or replace fault recording devices and phase angle measurement units, the Transmission Company and Customers using the transmission network must notify and agree with the Control Authority with the right to control before implementation;
f) Transmission lines with voltages of 220 kV or higher connecting to generating units or substations of power plants must have two independent physical communication channels for transmitting relay protection signals between the two ends of the line, with a transmission time not exceeding 20 ms;
g) Customers receiving electricity directly from the transmission network are responsible for investing in and installing low-frequency relays within their management scope to serve automatic load shedding according to calculations and requirements of the Control Authority with the right to control.
9. The scope, layout, and technical requirements for relay protection devices for generating units, transformers, busbars, and lines connected to the transmission network are governed by the Technical Requirements for Relay Protection and Automation Systems in Power Plants and Substations issued by the Electricity Regulatory Authority.
Article 31. Requirements for Information Systems
1. Customers using transmission networks shall be responsible for investing, installing, managing, and operating information systems within their management scope, ensuring connection to the information system of the Transmission Unit and the Control Level with control authority, guaranteeing full, reliable, and continuous communication and data transmission (including SCADA, PMU, fault recording data), serving power system operation and electricity market activities. The minimum communication means for dispatch work and operation, including direct lines, telephones, and faxes, must operate reliably and continuously.
2. The information system of customers using transmission networks must be compatible with the information system of the Transmission Unit and the Control Level with control authority.
Customers may agree to use the information system of the Transmission Unit or other providers to connect to the information system of the Control Level with control authority to ensure continuous and reliable information serving power system operation and electricity market activities.
3. The Transmission Unit shall be responsible for investing in and managing information systems within its transmission network management scope to serve power system and electricity market management and operation; coordinating with the Control Level with control authority to establish communication links to the Control Level with control authority.
4. The Control Level with control authority shall be responsible for providing the Transmission Unit and customers using transmission networks with requirements for data information, data transmission, and necessary interface information serving power system operation and electricity market activities.
5. The Control Level with control authority and the Transmission Unit shall be responsible for coordinating with customers using transmission networks in testing, inspecting, and connecting customer information systems and data to existing information systems and data managed by the unit.
Article 32. Requirements for SCADA System Connection
1. Substations with voltage levels of 220 kV or higher, power plants with installed capacity over 30 MW, and power plants connected to the transmission network but not yet connected to the Control Center must be equipped with Gateway or RTU with two direct physical connections to the SCADA system of the Control Level with control authority.
2. Power plants with installed capacity over 30 MW and power plants connected to the transmission network and controlled remotely from the Control Center must be equipped with Gateway or RTU and set up one direct connection to the SCADA system of the Control Level with control authority and two direct connections to the control system at the Control Center. Substations with voltage levels of 220 kV or higher, controlled remotely from the Control Center, must be equipped with Gateway or RTU and set up two direct connections to the control system at the Control Center. In this case, SCADA connection information and data of power plants and substations must ensure real-time connection and sharing with the SCADA system of the Control Level with control authority serving system operation and dispatch.
3. In cases where power plants and substations have multiple Control Levels with control authority, the control levels shall be responsible for sharing information to facilitate coordinated system operation.
4. The Transmission Unit and customers using transmission networks shall be responsible for investing in, installing, managing, and operating terminal equipment RTU/Gateway within their management scope, data transmission paths, or leasing data transmission paths from service providers to ensure continuous, full, and reliable connection and data transmission to the SCADA system of the Control Level with control authority and the control system of the Control Center (if applicable).
5. Terminal equipment RTU/Gateway of the Transmission Unit and customers using transmission networks must have technical characteristics compatible and capable of connecting to the SCADA system of the Control Level with control authority and the control system of the Control Center (if applicable).
6. The Control Level with control authority shall be responsible for integrating data according to the agreed data list with the Transmission Unit and customers using transmission networks into its SCADA system. The Transmission Unit and customers using transmission networks shall be responsible for coordinating with the Control Level with control authority to configure and set up databases on their systems to ensure compatibility with the SCADA system of the Control Level with control authority and the control system of the Control Center (if applicable).
7. In cases where the SCADA system of the Control Level with control authority undergoes technological changes approved by the competent authority after signing the Interconnection Agreement, leading to changes or upgrades in the control system, terminal equipment RTU/Gateway of the Transmission Unit and customers using transmission networks, the Control Level with control authority, the Transmission Unit, and customers using transmission networks shall be responsible for coordinating to implement necessary adjustments so that the equipment of the Transmission Unit and customers using transmission networks is compatible with the changes in the SCADA system. The Transmission Unit and customers using transmission networks shall be responsible for investing in and upgrading the control system and terminal equipment RTU/Gateway to ensure compatible connection with the SCADA system of the Control Level with control authority.
8. During operation, when there is a need to upgrade or expand the control system, terminal equipment RTU/Gateway, the Transmission Unit and customers using transmission networks shall be responsible for agreeing with the Control Level with control authority before implementing upgrades or expansions.
9. The list of data requirements and technical requirements for terminal equipment RTU/Gateway are specified in the Technical Requirements and Operation Management Regulations for the SCADA System issued by the Electricity Regulatory Authority.
Article 33. Neutral Grounding of Three-Phase Transformer Windings
1. The high-voltage winding of a three-phase transformer or the windings of three single-phase transformers connected to the transmission grid must be connected in star configuration with an appropriate neutral point for grounding.
2. The grounding of the neutral point of the transformer must ensure that the value of the earth fault factor does not exceed the value specified in Article 13 of this Circular.
Article 34. Power Factor of Transmission Grid Users
1. In normal operating conditions, the Distribution Unit and electricity users receiving power directly from the transmission grid must maintain the power factor (cosφ) at the main metering point not less than 0.9 when receiving reactive power and not less than 0.98 when supplying reactive power.
2. Transmission grid users must provide the Transmission Unit and the Control Authority with information on the parameters of their reactive power compensation devices (if any), including:
a) Rated reactive power capacity and adjustment range;
b) Principles for adjusting reactive power.
Article 35. Load Fluctuation Rate
The rate of change in power consumption of electricity users receiving power directly from the transmission grid within one minute shall not exceed 10% of the power consumption during normal operation, except where the electricity user can adjust their power usage according to requirements or has a different agreement with the System Operation and Electricity Market Operator.
Article 36. Automatic Load Shedding System Based on Frequency
1. Transmission grid users are responsible for coordinating with relevant units to install and ensure the operation of the automatic load shedding system based on frequency in their electrical systems according to calculations and requirements of the Control Authority.
2. The automatic load shedding system based on frequency must be designed to meet the following requirements:
a) Reliability not less than 99%;
b) Failure to shed any particular load shall not affect the operation of the entire electrical system;
c) The sequence of shedding and the amount of power shed according to frequency must comply with the allocation levels set by the Control Authority; no changes may be made under any circumstances without permission from the Control Authority.
3. Low-frequency relays must be installed and operated according to the requirements of the Control Authority.
4. The sequence for restoring loads after the frequency has been restored to normal operating conditions must follow the dispatch orders of the Control Authority.
Article 37. Requirements for the Control Center
1. General Technical Requirements
a) The monitoring, control, and communication systems installed at the Control Center must be equipped with devices to ensure safe and reliable operation of power plants and substations controlled by the Control Center;
b) The monitoring and control systems of the Control Center must have technical characteristics compatible with and ensuring connection and data transmission of power plants, substations, and switching equipment on the grid to the SCADA system of the Control Authority in a stable, reliable, and continuous manner;
c) The Control Center must have backup power supply to ensure normal operation in case of loss of power from the national grid.
2. Connection Requirements for the Control Center
a) Information System Connection Requirements
- There must be two independent data transmission lines connecting to the information system of the Control Authority. Where there are multiple Control Authorities, they are responsible for unifying the method of sharing information;
- There must be two data transmission lines connecting to the control and information systems of power plants and substations remotely controlled by the Control Center;
- Communication means for dispatch work, including direct communication, telephone, fax, and computer networks, must function properly.
b) SCADA System Connection Requirements
- There must be two physical, simultaneous, and independent connection ports with the SCADA system of the Control Authority. Where there are multiple Control Authorities, they are responsible for sharing information;
- There must be two connection ports with the RTU/Gateway terminal equipment, control systems of power plants and substations, and switching equipment on the grid remotely controlled by the Control Center.
c) The Control Center must be equipped with surveillance screens and connected to security cameras at power plants, substations, and switching equipment on the grid to the Control Center.
Section 3. TECHNICAL REQUIREMENTS FOR CONNECTION OF HYDROELECTRIC AND THERMAL POWER PLANTS
Article 38. Requirements for Power Generation Unit Mobilization and Control Capacity
1. Power plants with installed capacity over 30 MW must invest in equipment, control systems, and AGC systems to ensure stable, reliable, and secure connection with the power generation unit control system of the System Operation Unit and electricity market for remote control of power generation units according to dispatch orders from the System Operation Unit and electricity market. Specific technical requirements for connecting the AGC system signals of power generation units to the SCADA/EMS system of the System Operation Unit and electricity market are stipulated in the Technical Requirements and Management Regulations for the SCADA System issued by the Electricity Regulatory Authority.
2. Power generation units of power plants must be capable of generating rated active power within the range of power factor coefficients from 0.85 (corresponding to the reactive power generation mode) to 0.9 (corresponding to the reactive power absorption mode) at the generator terminals, consistent with the reactive power characteristics of the unit.
3. Power generation units of power plants must participate in primary frequency regulation and secondary frequency regulation as prescribed in the National Power System Dispatch Procedures issued by the Ministry of Industry and Trade, and control voltage in the power system through continuous adjustment of active and reactive power of the generator.
4. During normal operation, changes in voltage at the point of connection to the transmission grid within the permissible range as stipulated in Article 6 of this Circular shall not affect the amount of active power being generated and the capability to generate full reactive power of the power generation unit.
5. Power generation units of power plants must continuously generate rated active power within the frequency range from 49 Hz to 51 Hz. Within the frequency range from 46 Hz to below 49 Hz and above 51 Hz, the reduction in power shall not exceed the value calculated based on the required ratio of system frequency reduction, consistent with the characteristic curve between active power and frequency of the unit. The minimum time for maintaining power generation operation of power plants with installed capacity over 30 MW or power plants connected to the transmission grid corresponding to the frequency ranges of the system as specified in Table 7 is as follows:

6. Power generation units of power plants must withstand unbalanced voltage levels in the power system as stipulated in Article 7 of this Circular and withstand out-of-phase current components and zero-sequence currents appearing during short-circuit exclusion times for phase-to-phase and phase-to-ground faults near generators without being allowed to disconnect from operation by backup protection associated with the point of connection.
7. Power generation units of power plants must be able to operate continuously under the following conditions:
a) Unbalanced load between three phases up to 10%;
b) Excitation response coefficient of synchronous generators greater than 0.5%;
c) Out-of-phase current less than 5% of rated current.
Article 39. Excitation Systems of Generator Units
1. The excitation systems of generator units must ensure that the generator units can operate within the range of power factor specified in Clause 2, Article 38 of this Circular. The excitation system must ensure that the generator unit operates at rated apparent power (MVA) within a voltage range of ± 5% of the rated voltage at the generator terminals.
2. Generator units of power plants must be equipped with a continuously operating Automatic Voltage Regulator (AVR) capable of maintaining terminal voltage with a deviation not exceeding ± 0.5% of the rated voltage throughout the entire permissible operating range of the generator.
3. The AVR must have the ability to compensate for voltage drops on the generator transformer and ensure stable reactive power sharing among generator units connected to the same busbar.
4. The AVR must allow setting limits on:
a) Minimum excitation current;
b) Maximum excitation current.
5. When the generator terminal voltage is within the range from 80% to 120% of the rated voltage and the system frequency is within the range from 47.5 Hz to 52 Hz, the excitation system of the generator unit must be able to increase the excitation current and voltage to the following values within a maximum time of 0.1 seconds:
a) For generator units of hydroelectric power plants: 1.8 times the rated value;
b) For generator units of thermal power plants: 2.0 times the rated value.
6. The rate of change of excitation voltage must not be less than 2.0 times the rated excitation voltage per second when the generator unit is carrying rated load.
7. Generator units with a capacity over 30 MW must be equipped with a Power System Stabilizer (PSS) capable of reducing oscillations with frequencies ranging from 0.1 Hz to 5 Hz, contributing to enhancing the stability of the power system. The power generation unit must set and calibrate the parameters of the PSS according to the calculations of the System Operator and Electricity Market Unit to ensure that the PSS has a damping ratio not less than 5%. For generator units equipped with a PSS, the power generation unit is responsible for putting the PSS into operation as required by the Dispatching Authority with control authority.
Article 40. Speed Control Systems of Generator Units
1. Generator units of power plants must participate in primary frequency regulation in the national power system while in operation.
2. Generator units of power plants must be equipped with a fast-acting speed control system capable of responding to changes in system frequency under normal operating conditions. The speed control system must be able to accept and execute commands to increase, decrease, or change the power setting point from the SCADA/EMS system of the System Operator and Electricity Market Unit, except where the System Operator and Electricity Market Unit does not require it.
3. The speed control system of generator units must be capable of adjusting the static coefficient value of the control characteristic to be no more than 5%. The setting value of the static coefficient of the control characteristic is calculated and determined by the System Operator and Electricity Market Unit.
4. Except for steam turbine units of combined cycle power plants, the minimum value that can be set for the deadband of the speed control system of generator units must be within the range of ± 0.05 Hz. The deadband value of the speed control system of each generator unit will be calculated and determined by the System Operator and Electricity Market Unit during grid connection and operation.
5. The control system of the governor must allow setting limits and overspeed protections as follows:
a) For steam turbines: From 104% to 112% of rated speed;
b) For gas turbines and hydroelectric units: From 104% to 130% of rated speed;
c) In cases where the generator unit continues to supply power to customers in the isolated grid area temporarily disconnected from the national transmission system, the speed control system of the generator must maintain frequency stability for the isolated grid area.
Article 41. Black Start Capability
1. At important positions in the transmission system, some power plants must have black start capability. The requirements for equipping black start capability shall be clearly stated in the Grid Connection Agreement.
2. The system operator and electricity market entity are responsible for identifying important positions in the national power system that require the construction of power plants with black start capability and coordinating with the Transmission Unit and Generation Unit during the grid connection agreement process to determine specific black start requirements for each power plant.
Section 4. TECHNICAL REQUIREMENTS FOR WIND POWER PLANTS AND SOLAR POWER PLANTS
Article 42. Technical Requirements for Wind Power Plants and Solar Power Plants
1. Wind power plants and solar power plants must be capable of maintaining active power generation operation within the frequency range from 49 Hz to 51 Hz under the following modes:
a) Free generation mode: Operating at maximum possible active power generation according to the primary energy source variation (wind or sun).
b) Active power control mode
Wind power plants and solar power plants must be able to adjust active power generation according to the dispatching command of the authorized dispatcher within 30 seconds, with an error margin of ± 01 % of the rated capacity, specifically as follows:
- Generating active power according to the dispatching command when the primary source varies by or exceeds the forecast value.
- Generating maximum possible active power when the primary source varies below the forecast value.
2. In normal operating conditions, wind power plants and solar power plants must be capable of generating active power and ensuring they are not affected by voltage changes at the point of interconnection within the permissible range specified in Article 6 of this Circular.
3. Wind power plants and solar power plants at all times while connected to the grid must be capable of maintaining power generation operation for a minimum time corresponding to the frequency ranges specified in Table 8 as follows:

4. When the system frequency exceeds 51 Hz, wind power plants and solar power plants must reduce active power output at a rate of no less than 01 % of the rated capacity per second. The level of power reduction corresponding to the frequency is determined by the following formula:

- ΔP: Level of active power reduction (MW);
- PGranite, gabbro, decorative stone...: Active power corresponding to the moment before power reduction begins (MW);
- fn: System frequency before power reduction begins (Hz).
5. Wind power plants and solar power plants must be capable of adjusting reactive power and voltage as follows:
a) In cases where the power plant generates active power greater than or equal to 20 % of the rated active power and the voltage is within the normal operating range, the power plant must continuously adjust reactive power within the power factor range of 0.95 (corresponding to the active power generation mode) to 0.95 (corresponding to the reactive power reception mode) at the point of interconnection corresponding to the rated capacity.
b) In cases where the power plant generates active power less than 20 % of the rated capacity, the power plant may reduce its ability to receive or generate reactive power in accordance with the characteristics of the generator unit.
c) In cases where the voltage at the point of interconnection is within ± 10 % of the rated voltage, the power plant must be able to adjust the voltage at the point of interconnection with an error margin of no more than ± 0.5 % of the rated voltage (compared to the set voltage) throughout the entire allowable operating range of the generator unit and complete the adjustment within 02 minutes.
d) In cases where the voltage at the point of interconnection varies outside the range of ± 10 % of the rated voltage, the power plant must be able to adjust reactive power at a minimum level of 2 % of the rated reactive power corresponding to each percentage point of voltage variation at the point of interconnection.
6. Wind power plants and solar power plants at all times while connected to the grid must be capable of maintaining power generation operation corresponding to the voltage range at the point of interconnection for the following durations:
a) Voltage below 0.3 pu, the minimum maintenance time is 0.15 seconds;
b) Voltage from 0.3 pu to below 0.9 pu, the minimum maintenance time is calculated using the following formula:

d.1. Amount of taxable income in Vietnam:Maximum Downhill Gradient = 4 x U - 0.6
- TMaximum Downhill Gradient (seconds): Minimum duration of power generation;
- U (pu): Actual voltage at the point of interconnection expressed in per unit.
c) Voltage from 0.9 pu to below 1.1 pu, wind power plants and solar power plants must maintain continuous power generation operation;
d) Voltage from 1.1 pu to below 1.15 pu, wind power plants and solar power plants must maintain power generation operation for 03 seconds;
đ) Voltage from 1.15 pu to below 1.2 pu, wind power plants and solar power plants must maintain power generation operation for 0.5 seconds.
7. Wind power plants and solar power plants must ensure that the negative sequence component of phase voltage at the point of interconnection does not exceed 01 % of the nominal voltage. Wind power plants and solar power plants must be able to withstand a negative sequence component of phase voltage at the point of interconnection up to 03 % of the nominal voltage for voltages of 220 kV and above.
8. The total harmonic distortion caused by wind power plants and solar power plants at the point of interconnection must not exceed 03 %.
9. The voltage flicker level caused by wind power plants and solar power plants at the point of interconnection must not exceed the value specified in Article 9 of this Circular.
Mục 5. PROCEDURE FOR NEGOTIATING CONNECTION
Article 43. Procedure for negotiating connection
1. When there is a need for a new connection or a change to the current connection point, the customer requesting the connection must submit the application dossier for connection to the Transmission Unit.
2. The application dossier for connection includes:
a) A request letter for connection, accompanied by contents according to the models prescribed in Appendices 1A, 1B, and 1C issued together with this Circular;
b) Technical documents on the equipment intended for connection or anticipated changes at the current connection point;
c) The expected completion time of the project, economic and technical data of the new connection project or changes to the current connection.
3. After receiving a complete and valid application dossier for connection, the Transmission Unit shall be responsible for:
a) Reviewing requirements related to the electrical equipment planned at the connection point;
b) Taking the lead in conducting an impact assessment of the customer's connection equipment, grid, and power plant on the transmission grid, including the following main contents:
- Calculating the operating modes for the proposed connection area over the next ten years, including the results of calculating various scenarios and assessing the ability to meet the N-1 criteria for the regional transmission grid;
- Calculating and evaluating short-circuit currents at the points of connection to the transmission grid;
- Specifically identifying constraints and limitations that the new connection may impose on the safe and stable operation of the transmission system;
- Assessing the ability to meet operational requirements stipulated in Chapter II of this Circular and technical requirements at the connection point specified in this Chapter.
c) Drafting the Connection Agreement according to the model prescribed in Appendix 2 issued together with this Circular, and sending it to the customer requesting the connection and the Control Authority with control rights;
d) At the latest within fifteen working days from the date of receipt of a complete and valid application dossier for connection from the customer, sending a letter requesting the Control Authority with control rights and relevant units to provide formal opinions on the following main contents:
- Impact assessment of the connection on the transmission system;
- Contents related to technical requirements for electrical equipment at the connection point, operational and dispatching requirements for generating units, and requirements for frequency-based load shedding systems for customers to ensure compliance with operational and technical requirements stipulated in Chapters II and V of this Circular;
- Draft of the Connection Agreement according to the contents prescribed in the Appendices of this Circular.
4. The Control Authority with control rights shall be responsible for coordinating with the Transmission Unit to conduct an impact assessment of the connection on the transmission system according to the contents prescribed in Point b Clause 3 of this Article.
5. The customer requesting the connection shall be responsible for providing all necessary information to the Transmission Unit and the Control Authority with control rights to determine technical characteristics and other necessary technical requirements to ensure safe, stable, and reliable operation of the transmission system.
6. Within twenty working days from the date of receipt of the request from the Transmission Unit, the Control Authority with control rights and relevant units shall be responsible for submitting written comments on the contents prescribed in Point d Clause 3 and Clause 4 of this Article to the Transmission Unit.
7. After receiving comments from the Control Authority with control rights and other relevant units, the Transmission Unit shall be responsible for finalizing the draft Connection Agreement, reaching agreement with the customer requesting the connection on technical requirements at the connection point, and signing the Connection Agreement with the customer.
8. The Connection Agreement shall be made in four copies, each party retaining two copies. The Transmission Unit shall be responsible for sending one copy to the Control Authority with control rights and relevant units to coordinate implementation during the investment construction, trial operation, and official operation phases.
9. The time limit for reviewing the application dossier for connection, negotiating related contents, and signing the Connection Agreement shall be carried out in accordance with the provisions of Article 44 of this Circular.
10. In cases where the customer requests connection to the grid or equipment owned by another Customer using the transmission grid, the customer requesting the connection shall be responsible for directly negotiating with the Customer using the transmission grid. Before reaching an agreement with the customer requesting the connection on the connection plan, the Customer owning the transmission grid equipment shall be responsible for coordinating with the Transmission Unit and the Control Authority with control rights to ensure that the customer's equipment meets all technical requirements at the connection point stipulated in this Circular. Any contents arising from a new connection with the customer requesting the connection, the Customer using the transmission grid shall be responsible for updating these contents into the Connection Agreement signed with the Transmission Unit.
11. In cases of connecting to the 110 kV busbar or medium voltage within the substation of 500 kV or 220 kV under the management of the Transmission Unit, the procedure and procedures for negotiating connection shall be implemented according to the provisions from Clause 1 to Clause 9 of this Article.
Article 44. Time Limit for Reviewing and Signing Connection Agreement
The time limit for implementing negotiation steps and signing the Connection Agreement is specified in Table 9 as follows:

Section 6. IMPLEMENTATION OF THE CONNECTION AGREEMENT
Article 45. Right to Access Equipment at the Connection Point
The transmission unit and customers requiring connection have the right to access equipment at the connection point during surveys to develop connection plans, design, construction, installation, testing, inspection, replacement, dismantling, operation, and maintenance of connection equipment.
Article 46. Providing Documents for Inspection of Conditions for Closing the Connection Point
1. Documents for comprehensive inspection of conditions for closing the connection point (technical documents confirmed by customers requiring connection and certified copies of legal documents as prescribed), including:
a) Partial and overall acceptance certificates of connection equipment of power plants, transmission lines, and substations connected to the transmission grid in compliance with Vietnamese technical standards or international standards permitted for application in Vietnam and meeting the technical requirements of connection equipment stipulated in this Chapter;
b) Approved technical design documents and any modifications and supplements (if applicable) compared to the initial design, including the following documents:
- General description, layout plan of electrical equipment;
- Main electrical wiring diagram, first-order single-line diagram;
- Principle diagram, design of protection, automation, and control systems clearly showing circuit breakers, current transformers, voltage transformers, lightning arresters, disconnect switches, and interlocked operation logic circuits according to the state of circuit breakers;
- Second-order diagrams of protection, automation, and control systems;
- Detailed diagrams of customer's electrical project connection to the transmission grid and parameters of the connection lines;
- Other related diagrams (if applicable).
c) Technical specifications and operational management documents including the following:
- Technical specifications of installed equipment including actual measurement parameters of the connection lines;
- Documents on primary energy systems, technical documents on excitation systems, speed regulation systems, simulation models, and simulation guidance documents for excitation systems, speed regulation systems, PSS systems, Laplace transfer function diagrams, and set values (for new projects, power plants);
- Guidance documents for setting relay protection, automation, specialized software for communication and setting relay protection, setting values for relay protection from the connection point towards the customer;
- Operation guidance documents for equipment provided by manufacturers and other related technical documents.
d) Calculations and proposals for start-up and trial run plans; proposals for closing methods and operation modes.
2. Except where otherwise agreed, customers requiring connection shall be responsible for providing all contents and documents as prescribed in Clause 1 of this Article to Control Centers having control authority and transmission units to prepare closing methods within the following deadlines:
a) At least three months before the expected date of the first trial operation of the power plant;
b) At least two months before the expected date of the first trial operation of the transmission lines and substations.
3. Control Centers having control authority shall be responsible for preparing closing methods to ensure safe and reliable operation of equipment in the national power system. Customers requiring connection shall cooperate with Control Centers having control authority during the preparation of closing methods.
4. Within not more than 20 working days from the date of receiving all documents, Control Centers having control authority shall send the following documents to customers requiring connection:
a) Equipment numbering diagram;
b) Requirements for dispatching command procedures;
c) Requirements for customer relay protection and automation settings from the connection point towards the customer; relay protection and automation setting sheets within the transmission network and related setting values for the transmission network for customer relay protection and automation equipment requiring connection;
d) Consensus-reached closing method with customers requiring connection;
đ) Requirements for testing and calibrating equipment;
e) Requirements for establishing communication systems serving dispatching;
g) Requirements for connecting and operating SCADA systems, fault recording devices, PMU systems, and PSS systems;
h) Requirements for equipping information technology systems and other necessary infrastructure for electricity market operations;
i) List of related procedures concerning power system and electricity market operations;
k) List of relevant staff and dispatchers along with contact phone numbers and fax numbers.
5. At least 20 working days before the connection point closure date, customers requiring connection must reach consensus with Control Centers having control authority on test run schedules, closing methods, and operation of electrical equipment.
6. At least 15 working days before the connection point closure date, customers requiring connection must provide the transmission unit with the following contents:
a) Test run schedule, closing method, and operation of electrical equipment already reached consensus with Control Centers having control authority;
b) Agreement on the division of responsibilities between both parties for managing and operating connection equipment;
c) Internal regulations on safely operating connection equipment.
d) A list of operating staff who have been trained to be competent according to the National Power System Dispatching Procedure issued by the Ministry of Industry and Trade, including their names, professional titles, responsibilities, contact phone numbers, and fax numbers.
7. At least fifteen working days before the date of energizing the connection point, customers requiring connection must provide the Control Center with authority to control the contents specified in Points b, c, and d of Clause 6 of this Article, and provide the Wholesale Electricity Supplier with the contents specified in Point a of Clause 6 of this Article.
Article 47. Inspection of Conditions for Energizing Connection Points
1. At least five working days before the planned date of energizing the connection point, customers requiring connection shall be responsible for agreeing with the Transmission Company on the actual inspection date at the connection point.
2. The Transmission Company shall be responsible for leading and coordinating with related units to agree with customers requiring connection on the procedures for inspecting documents, acceptance certificates, and the actual installation of equipment at the connection point.
3. In case the Transmission Company notifies that the connection point or related equipment of customers requiring connection does not meet the conditions for energization, the customer shall be responsible for adjusting, supplementing, or replacing the equipment according to requirements and re-agreeing with the Transmission Company on the time for subsequent inspections.
4. In case the Control Center with authority to control warns that energizing may affect the safe, stable, and reliable operation of the transmission system or customer equipment, the customer shall be responsible for cooperating with the Control Center with authority to control and the Transmission Company to re-inspect the relevant content, unify the resolution plan, and re-agree with the Transmission Company on the time for subsequent inspections.
5. In case customers requiring connection recognize that energizing the power project may affect the stable and safe operation of their equipment, they shall be responsible for proposing to related units to handle the situation and re-agree with the Transmission Company on the time for subsequent inspections.
6. The Transmission Company, customers requiring connection, and related units participating in the inspection shall be responsible for signing the Inspection Report on Conditions for Energizing Connection Points.
Article 48. Energizing Connection Points
1. After receiving the Inspection Report on Conditions for Energizing Connection Points confirming that the conditions for energization are met, customers requiring connection shall be responsible for submitting to the Control Center with authority to control and the Transmission Company a registration document for energizing the connection point along with the following documents:
a) Documents confirming that the project meets legal and technical requirements:
- Equipment within the scope of energization has been tested and inspected to meet operational and technical requirements at the connection point;
- A copy of the Inspection Report on Conditions for Energizing Connection Points;
- The metering system has been completed according to regulations, and the readings of electricity meters for supply and consumption have been confirmed;
- An electricity purchase and sale contract or agreement on electricity purchase and sale;
- Project acceptance documents in accordance with construction laws and regulations. b) Documents confirming that the project meets operational and dispatching conditions, including:
- Primary equipment has been correctly numbered according to the primary diagram issued by the Control Center with authority to control;
- Protection relays, automation systems, control systems, excitation systems, and speed regulation systems have been installed and adjusted according to the requirements stipulated in Circulars and by the Control Center with authority to control;
- A list of operating staff who have been trained to be competent according to the National Power System Dispatching Procedure issued by the Ministry of Industry and Trade, including their names, professional titles, responsibilities, contact phone numbers, and fax numbers;
- Communication facilities for dispatching according to the National Power System Dispatching Procedure issued by the Ministry of Industry and Trade;
- Full information and signal connections with the SCADA system, fault recording system, PMU system, and communication system of the Control Center with authority to control;
- Coordinated operation procedures between the Power Generation Unit and the Control Center with authority to control have been unified.
2. In case the energization of the connection point by the customer affects the operational mode or requires the separation of equipment from the transmission grid, the Transmission Company shall be responsible for registering with the Control Center with authority to control the plan to separate equipment under its management to coordinate the energization of the connection point.
3. Within five working days from the date of receipt of the energization registration document, the Control Center with authority to control shall be responsible for notifying the Transmission Company and customers requiring connection of the time and method for energizing the connection point.
4. The Transmission Company and customers requiring connection shall be responsible for cooperating to implement the energization of the connection point according to the method notified by the Control Center with authority to control.
Article 49. Testing and acceptance to put into operation equipment after the connection point
1. During the testing and acceptance period for putting into operation equipment after the customer's connection point, the customer requesting connection must assign operating staff and authorized personnel to work 24/24 hours and provide a list of on-duty personnel along with their contact numbers including phone and fax numbers for communication with the Transmission Unit and Control Center when necessary.
2. The procedures for testing and acceptance shall be carried out according to the manufacturer's guidance process and current regulations (if applicable).
3. During the testing and acceptance period, the customer requesting connection shall cooperate with the Transmission Unit, Control Center, and other related units to minimize the impact of newly tested and accepted equipment on the safe and reliable operation of the national transmission power system.
4. Upon completion of the testing and acceptance process, the customer requesting connection shall be responsible for confirming and providing the following information to the Control Center and the Transmission Unit:
a) Actual technical parameters of electrical equipment, transmission lines, substations, and generating units;
b) Test results and actual settings of excitation systems and speed control systems;
c) Other technical requirements agreed upon in the Connection Agreement.
In case the customer's equipment does not meet the requirements stipulated in this Circular and the signed Connection Agreement, the Transmission Unit or Control Center has the right to refrain from connecting the customer's power plant or grid to the transmission grid and request the customer to implement additional measures and corrections.
5. The customer's power grid, power plant, and electrical equipment after the connection point can only be officially put into operation after having complete test records, partial and full testing and acceptance reports, and meeting all requirements stipulated in this Circular and the signed Connection Agreement.
Article 50. Inspection and monitoring of operation of equipment after being officially put into operation
1. During operation, the Transmission Unit or Control Center (hereinafter referred to as the party requesting additional inspection) may require the customer using the transmission grid to conduct additional inspections, tests, and trials of equipment within the customer’s management scope for the following purposes:
a) To check compliance of equipment in the power grid, power plant, and at the connection point with the provisions of this Circular, permitted technical standards in Vietnam, and specific requirements in the signed Connection Agreement;
b) To verify compliance with agreements in the power purchase contract and the signed Connection Agreement regarding the customer's electrical equipment;
c) To assess the impact of the customer's power grid and power plant on the safe, stable, and reliable operation of the national power system;
d) To calibrate and adjust technical parameters of the customer's power generation units and grid to serve calculations and safe, stable, and reliable operation of the national power system.
2. Costs for conducting additional inspections, tests, and trials shall be agreed upon and stipulated in the Connection Agreement or power purchase contract. In cases where they are not specified in the Connection Agreement or power purchase contract, the following shall apply:
a) If the inspection results show that the customer's electrical equipment does not comply with the provisions of this Circular and applicable technical standards, the customer using the transmission grid shall bear all costs for additional inspections and tests;
b) If the inspection results do not reveal any violations, the party requesting additional inspection shall bear all costs for additional inspections and tests. For inspections required under Points c and d of Clause 1 of this Article, the Control Center must report and obtain permission from the Electricity Regulatory Authority before conducting inspections.
3. Prior to conducting additional inspections and tests of the customer's power grid and electrical equipment, the party requesting additional inspection must notify the customer using the transmission grid at least 15 days in advance about the content, time, duration of the inspection, and the list of participating personnel. The customer using the transmission grid shall be responsible for cooperating and facilitating the party requesting additional inspection to carry out the inspection work.
4. During the inspection, the party requesting additional inspection may install monitoring and inspection equipment in the customer's power grid and electrical equipment but shall not affect the performance of the equipment or the safe operation of the customer's power plant, grid, and electrical equipment.
5. During operation, if the customer's equipment at the connection point causes technical issues that do not ensure safe operation of the transmission grid, the Control Center must inform the customer using the transmission grid and the Transmission Unit about the risk of unsafe operation of the transmission grid and request a timeframe to correct the technical issues. The customer using the transmission grid must take corrective measures and retest the equipment after the connection point according to Article 49 of this Circular. If the technical issues remain unresolved after the correction period, the Control Center or the Transmission Unit has the right to disconnect the connection point and notify the customer using the transmission grid.
6. For each power generation unit, the Control Authority may require the Power Generation Unit to conduct tests at any time to verify one or a combination of operational characteristics that the Power Generation Unit has registered, but shall not test a power generation unit more than three (3) times in one year, except for the following cases:
a) The test results and inspections indicate that one or more operational characteristics do not conform to the parameters announced by the Power Generation Unit;
b) When the Control Authority and the Power Generation Unit do not agree on the operational characteristics of the power generation unit;
c) Testing and inspection at the request of the Power Generation Unit;
d) Fuel conversion testing.
7. The Power Generation Unit has the right to conduct inspections and tests of its power generation units with the purpose of re-determining the operational characteristics of each power generation unit after repair, replacement, improvement, or reinstallation. The time for conducting these tests must be coordinated with the Control Authority.
Article 51. Replacement of Equipment at Connection Points
1. During operation, to ensure safe, stable, and reliable operation of the transmission system, the Control Authority or the Transmission Power Unit may require Transmission Grid Users to invest in, upgrade, replace, or adjust the settings of equipment at connection points and must notify and coordinate with the user before implementation.
2. In cases where Transmission Grid Users have the need to replace, upgrade equipment at connection points or install new electrical equipment that may affect the normal operating mode of the transmission grid, Transmission Grid Users must provide written notice and reach an agreement with the Transmission Power Unit regarding these changes. Within ten working days from receiving the written notice from the Transmission Grid User, the Transmission Power Unit is responsible for providing a written response regarding the requests for replacement, upgrading of equipment at connection points made by the user.
3. If the proposal of the Transmission Grid User is not approved, the Transmission Power Unit is responsible for notifying the Transmission Grid User of the reasons for non-approval of the proposal or the necessary requirements for modification and supplementation of the new equipment intended to be changed.
4. All replaced and supplementary equipment at connection points must be inspected, tested, and accepted according to the procedures specified from Article 45 to Article 50 of this Circular. Contents regarding upgrades, replacements, or adjustments of the settings of equipment at connection points must be supplemented into the Connection Agreement already signed.
Section 7. PREPARATION FOR CONNECTION POINT SWITCH-ON FOR TRANSMISSION POWER UNIT'S ELECTRICAL EQUIPMENT
Article 52. Provision of Documents for Switch-On Condition Inspection
1. Documents serving the overall inspection of the switch-on condition at connection points (technical documents confirmed by the Transmission Power Unit and copies of legal documents certified as required), including:
a) Main wiring diagrams, primary single-line diagrams, layout plans of electrical equipment; principle diagrams, designs of protection relays, automation, and control systems clearly showing circuit breakers, current transformers, voltage transformers, lightning arresters, disconnect switches, interlocking logic circuits based on the state of circuit breakers;
b) Documentation guiding relay setting, automation, specialized software for communication and relay setting, relay setting values at connection points;
c) Documentation and technical specifications of installed equipment;
d) Secondary diagrams of protection, automation, and control systems;
đ) Diagrams detailing the connection scheme of the electrical project of the Transmission Power Unit and actual measurement parameters of the connection lines;
e) Other related diagrams (if any);
g) Planned schedule for switching on individual projects, test run schedule, and operation;
2. At least two months before the planned date for the first trial operation of the transmission lines and substations, the Transmission Power Unit is responsible for providing all documents stipulated in Clause 1 of this Article to the Control Authority.
3. Within twenty working days from receiving all documents, the Control Authority is responsible for sending the following documents to the Transmission Power Unit:
a) Test run schedule, method of switching on and operation of electrical equipment;
b) Equipment numbering diagram;
c) Requirements for dispatch command methods;
d) Relay setting sheets for the Transmission Power Unit's relay protection devices;
đ) Requirements for testing and calibrating equipment;
e) Requirements for establishing communication systems serving dispatching;
g) Requirements for connection and operation of the SCADA system;
h) List of relevant procedures related to system operation and electricity market operations;
i) List of relevant staff and dispatchers, accompanied by contact phone numbers and fax numbers.
4. At least twenty days before the switch-on date, the Transmission Power Unit must reach an agreement with the Control Authority on the plan for switching on individual projects, test run schedule, and operation.
Article 53. Energizing the Connection Point
1. The Transmission Unit shall be responsible for sending to the Control Center with authority the energization registration document for the connection point together with the following documents:
a) Documents confirming that the project meets legal and technical requirements:
- Equipment within the scope of energization has been tested and inspected to meet operational and technical requirements at the connection point;
- The metering system has been completed according to regulations, and the readings of electricity meters for supply and consumption have been confirmed;
- Acceptance documents for the project in accordance with the construction laws; b) Documents confirming that the project meets operational and control conditions:
- Primary equipment has been correctly numbered according to the primary diagram issued by the Control Center with authority to control;
- Protection relay systems and automation systems have been properly adjusted according to the requirements issued by the Control Center with authority;
- A list of operation staff who have been trained to meet the qualifications and levels specified in the National Power System Dispatching Procedures issued by the Ministry of Industry and Trade, including their names, professional titles, responsibilities, contact phone numbers, and fax numbers;
- Communication facilities for dispatching according to the National Power System Dispatching Procedure issued by the Ministry of Industry and Trade;
- Completion of full information and signal connections with the SCADA system, fault recording monitoring system, PMU system, and information system of the Control Center with authority.
2. In cases where energizing the connection point of the transmission network project by the Transmission Unit affects the operational mode of the transmission network and power plants of transmission network customers, the Transmission Unit shall be responsible for registering with the Control Center with authority the plan to disconnect equipment within its management scope. The Control Center with authority shall be responsible for notifying affected transmission network customers to coordinate the energization of the connection point.
3. Within five working days from the date of receipt of the energization registration document, the Control Center with authority shall notify the Transmission Unit of the specific time for energizing the connection point.
4. The Transmission Unit shall be responsible for energizing the connection point in accordance with the method notified by the Control Center with authority.
Article 54. Replacing Equipment on the Transmission Network
1. In cases where the Transmission Unit needs to replace, upgrade equipment on the transmission network, or add new electrical equipment that may affect the operational mode of the transmission network, the Transmission Unit must notify in writing and reach agreement with the Control Center with authority regarding these changes. If the replacement or upgrade of equipment by the Transmission Unit leads to changes at the customer's connection point, the Transmission Unit must notify the customer in writing to cooperate in ensuring that it does not affect the operational mode of the customer's electrical equipment at the connection point.
2. In cases where the Transmission Unit's proposal is not approved, the Control Center with authority shall notify the Transmission Unit of the reasons for non-approval or the requirements for modifications and supplements to the new equipment proposed to be changed.
3. Replacement and supplementary equipment must be carried out in accordance with Articles 52 and 53 of this Circular.
Section 8. DISCONNECTING AND RESTORING CONNECTION POINTS
Article 55. General Provisions on Disconnecting and Restoring Connection Points
1. Cases of disconnecting connection points include:
a) Voluntary disconnection;
b) Mandatory disconnection.
2. Transmission network customers shall bear all costs for disconnecting and restoring connection points.
Article 56. Voluntary Disconnection and Reconnection
1. Permanent disconnection
a) Cases of permanent disconnection Customers using transmission grid shall exit the transmission system and the responsibilities of the relevant parties must be stipulated in the power purchase and sale contract and the Connection Agreement.
b) When there is a need for permanent disconnection from the transmission system, customers using the transmission grid shall be responsible for:
- Notifying in writing the Transmission Unit and the Control Authority with control rights at least two months before the planned date of permanent disconnection if the customer does not own any generating units connected to the transmission grid;
- Notifying in writing the Transmission Unit and the Control Authority with control rights at least six months before the planned date of permanent disconnection if the customer owns any generating units connected to the transmission grid.
2. Temporary disconnection
When there is a need for temporary disconnection from the transmission system, customers using the transmission grid must notify and agree with the Transmission Unit and the Control Authority with control rights on the time and duration of temporary disconnection at least one month before the planned date of temporary disconnection.
Article 57. Mandatory Disconnection
1. The Transmission Unit or the Control Authority with control rights has the right to disconnect the equipment of customers using the transmission grid from the transmission system in the following cases:
a) At the request of the competent state agency when customers using the transmission grid violate the provisions of the law;
b) Mandatory disconnection cases specified in the power purchase and sale contract or the Connection Agreement;
c) The case provided for in Clause 5, Article 50 of this Circular.
2. The Electricity Regulatory Authority has the right to require mandatory disconnection in cases where customers using the transmission grid violate the provisions of this Circular, regulations in the Power Business License, Competitive Electricity Market Operation Regulations, and Electric Energy Metering Regulations in the System.
3. In case customers using the transmission grid fail to implement mandatory disconnection, they will be dealt with according to the provisions of the law.
Article 58. Reconnection
The Transmission Unit is responsible for reconnection in the following cases:
1. When requested by the competent state agency or the Electricity Regulatory Authority or the Control Authority with control rights under the condition that the causes leading to mandatory disconnection have been eliminated and the consequences have been remedied.
2. When requested by customers using the transmission grid in the case of temporary disconnection and all related costs have been paid by the customer.
Chapter VI
OPERATING THE TRANSMISSION SYSTEM
Section 1. PRINCIPLES OF OPERATING THE TRANSMISSION SYSTEM
Article 59. Operating Modes of the Transmission System
1. The transmission system operates in normal operating mode when meeting the following conditions:
a) Generation capacity and load are balanced;
b) No load shedding is carried out;
c) The loading level of transmission lines and transformers in the transmission grid is below 90% of their rated value;
d) Power plants and other electrical equipment operate within permissible parameters;
đ) The frequency of the power system is within the permitted range for normal operation as prescribed in Article 4 of this Circular;
e) Voltage at nodes on the transmission grid is within the permitted range for normal operation as prescribed in Article 6 of this Circular;
g) National power system reserve sources are in a state ready to maintain the frequency and voltage of the national power system within the normal operating frequency and voltage range; automatic devices work within the permitted range so that when abnormal incidents occur, load shedding will not be necessary.
2. The transmission system operates in warning mode when one of the following conditions appears or persists:
a) Frequency regulation reserve, spinning reserve, and fast-start reserve levels are lower than the required levels for normal operation;
b) The loading level of transmission lines and transformers in the transmission grid is 90% or higher but does not exceed the rated value;
c) Voltage at any node on the transmission grid is outside the permitted range for normal operation but within the allowable range for single incident situations as prescribed in Article 6 of this Circular;
d) There is a possibility of natural disasters or unusual weather conditions that may affect power supply security;
đ) There is a possibility of security or defense issues threatening the power system's security.
3. The transmission system operates in emergency mode when one of the following conditions appears or persists:
a) The frequency of the power system exceeds the permitted range for normal operation but remains within the allowable range for single incident situations as prescribed in Article 4 of this Circular;
b) Voltage at any node on the transmission grid is outside the allowable range for single incident situations as prescribed in Article 6 of this Circular;
c) The loading level of any electrical equipment in the transmission grid or equipment connected to the transmission grid exceeds the rated value but is less than 110% of the rated value, and if overloaded, it could lead to extremely critical emergency operation.
4. The transmission system operates in extremely critical emergency mode when one of the following conditions appears or persists:
a) The frequency of the power system is outside the allowable range for single incident situations as prescribed in Article 4 of this Circular;
b) The loading level of any equipment in the transmission grid or equipment connected to the transmission grid is 110% or more of the rated value, and if overloaded, it could lead to partial collapse of the power system.
c) In cases where the transmission electricity system is operating under emergency conditions, measures implemented to restore the system to a stable operational state cannot be carried out, leading to partial disintegration of the electricity system, islanding, or collapse of the system voltage.
5. Hệ thống điện truyền tải vận hành ở chế độ khôi phục khi các tổ máy phát điện, lưới điện truyền tải và các phụ tải điện đã được đóng điện và đồng bộ để trở về trạng thái làm việc bình thường.
Điều 60. Nguyên tắc vận hành hệ thống điện truyền tải
1. Đơn vị vận hành hệ thống điện và thị trường điện có trách nhiệm chung trong việc vận hành hệ thống điện truyền tải an toàn, tin cậy, ổn định, chất lượng và kinh tế. Đảm bảo phù hợp với các nguyên tắc, quy định về vận hành, điều độ hệ thống điện quốc gia quy định tại Quy trình điều độ hệ thống điện quốc gia do Bộ Công Thương ban hành.
2. Nguyên tắc lập kế hoạch vận hành hệ thống điện truyền tải a) Đảm bảo vận hành an toàn, ổn định và tin cậy;
b) Tuân thủ yêu cầu về chống lũ, tưới tiêu và duy trì dòng chảy sinh thái theo các quy trình vận hành hồ chứa thủy điện đã được phê duyệt;
c) Đảm bảo ràng buộc về nhiên liệu sơ cấp cho các nhà máy nhiệt điện;
d) Đảm bảo các điều kiện kỹ thuật cho phép của các tổ máy phát điện và lưới điện truyền tải;
đ) Đảm bảo thực hiện các thỏa thuận về sản lượng điện và công suất trong các hợp đồng xuất, nhập khẩu điện, hợp đồng mua bán điện;
e) Đảm bảo nguyên tắc tối thiểu chi phí mua điện cho toàn hệ thống điện.
3. Đơn vị vận hành hệ thống điện và thị trường điện có trách nhiệm lập kế hoạch vận hành hệ thống điện truyền tải cho năm tới (năm N+1) và có xét đến 01 năm tiếp theo (năm N+2), tháng tới, tuần tới, lịch huy động ngày tới và lịch huy động chu kỳ giao dịch tới, bao gồm các nội dung chính sau:
a) Kế hoạch bảo dưỡng, sửa chữa thiết bị điện, lưới điện truyền tải;
b) Đánh giá an ninh hệ thống điện;
c) Dự báo nhu cầu phụ tải điện, kế hoạch cung cấp nhiên liệu từ các nhà máy nhiệt điện, tiến độ vào vận hành các công trình điện mới, dự báo thủy văn từ các nhà máy thủy điện, tính toán mức dự phòng hệ thống điện, kế hoạch huy động nguồn, huy động các dịch vụ phụ trợ và sa thải phụ tải (nếu có) để đảm bảo an ninh hệ thống điện;
d) Cảnh báo tình trạng suy giảm an ninh hệ thống điện (nếu có).
4. Kế hoạch vận hành hệ thống điện truyền tải năm tới (năm N+1) và có xét đến một năm tiếp theo (năm N+2) phải đảm bảo:
a) Kế hoạch vận hành hệ thống điện truyền tải năm tới (năm N+1) được Đơn vị vận hành hệ thống điện và thị trường điện lập phù hợp với phương thức vận hành hệ thống điện quốc gia năm tới (năm N+1) quy định tại Quy trình điều độ hệ thống điện quốc gia do Bộ Công Thương ban hành;
b) Kế hoạch vận hành hệ thống điện truyền tải cho năm N+2 phục vụ đánh giá an ninh, định hướng các kịch bản vận hành và các giải pháp trong trung hạn để đảm bảo hệ thống điện quốc gia vận hành an toàn, ổn định và tin cậy.
5. Đơn vị truyền tải điện và Khách hàng sử dụng lưới điện truyền tải căn cứ vào kế hoạch vận hành, phương thức vận hành và lịch huy động của Đơn vị vận hành hệ thống điện và thị trường điện để lập kế hoạch vận hành nhà máy điện và lưới điện trong phạm vi quản lý đảm bảo không ảnh hưởng đến vận hành an toàn, tin cậy và ổn định hệ thống điện truyền tải.
6. Trong quá trình vận hành hệ thống điện truyền tải, Đơn vị vận hành hệ thống điện và thị trường điện phải tuân thủ các nguyên tắc sau đây để đảm bảo duy trì sự an toàn, ổn định và tin cậy của hệ thống điện truyền tải:
a) Trong chế độ vận hành bình thường, Đơn vị vận hành hệ thống điện và thị trường điện có trách nhiệm vận hành, điều độ hệ thống điện đảm bảo các tiêu chuẩn, thông số vận hành trong phạm vi cho phép đối với chế độ vận hành bình thường quy định tại Chương II Thông tư này và đáp ứng các điều kiện quy định tại Khoản 1 Điều 59 Thông tư này;
b) Trong chế độ vận hành cảnh báo, Đơn vị vận hành hệ thống điện và thị trường điện phải thông báo trên trang thông tin điện tử của hệ thống điện và thị trường điện về tình trạng và các thông tin cần cảnh báo của hệ thống điện, đồng thời đưa ra các biện pháp cần thiết để đưa hệ thống điện trở lại chế độ vận hành bình thường;
c) Trong chế độ vận hành khẩn cấp, Đơn vị vận hành hệ thống điện và thị trường điện phải tiến hành các biện pháp cần thiết để đưa hệ thống điện trở lại chế độ vận hành bình thường sớm nhất;
d) Trong chế độ vận hành cực kỳ khẩn cấp hoặc khi xảy ra sự cố nhiều phần tử hoặc khi có nguy cơ đe dọa đến tính mạng con người hoặc an toàn thiết bị, có quyền sa thải phụ tải điện nhưng phải phù hợp với quy định tại Quy trình xử lý sự cố trong hệ thống điện quốc gia do Bộ Công Thương ban hành.
Điều 61. Kiểm tra, giám sát hệ thống rơ le bảo vệ
Cấp điều độ có quyền điều khiển có trách nhiệm kiểm tra, giám sát và yêu cầu các đơn vị liên quan đảm bảo hệ thống rơ le bảo vệ, tự động hóa và điều khiển trong hệ thống điện đáp ứng các yêu cầu tại Thông tư này, Quy phạm trang bị điện do Bộ Công Thương ban hành và Quy định về yêu cầu kỹ thuật đối với hệ thống rơ le bảo vệ và tự động hóa trong nhà máy điện và trạm biến áp do Cục Điều tiết điện lực ban hành.
Điều 62. Vận hành ổn định hệ thống điện
1. Đơn vị vận hành hệ thống điện và thị trường điện có trách nhiệm tính toán, xác định giới hạn vận hành ổn định của hệ thống điện. Đơn vị truyền tải điện và Khách hàng sử dụng lưới điện truyền tải phải cung cấp thông tin theo yêu cầu của Đơn vị vận hành hệ thống điện và thị trường điện phục vụ cho việc nghiên cứu đánh giá ổn định hệ thống điện.
2. Đơn vị vận hành hệ thống điện và thị trường điện có trách nhiệm xem xét các ràng buộc an ninh hệ thống điện khi lập kế hoạch vận hành hệ thống điện để đảm bảo chế độ vận hành của hệ thống điện không vượt quá tiêu chuẩn ổn định hệ thống điện quy định tại Điều 5 Thông tư này.
3. Các Đơn vị phát điện có trách nhiệm vận hành nhà máy điện để duy trì điều chỉnh điện áp làm việc và đảm bảo cung cấp đủ công suất phản kháng cho hệ thống điện trong thời gian vận hành; không được tách các tổ máy phát điện ra khỏi vận hành khi xảy ra sự cố, trừ trường hợp sự cố có nguy cơ đe dọa đến tính mạng con người hoặc an toàn thiết bị hoặc tần số vượt quá giới hạn cho phép được quy định tại Điều 38 Thông tư này hoặc được Đơn vị vận hành hệ thống điện và thị trường điện cho phép.
4. Đơn vị phân phối điện và Khách hàng sử dụng điện nhận điện trực tiếp từ lưới điện truyền tải có trách nhiệm duy trì vận hành các thiết bị điều chỉnh điện áp trong lưới điện thuộc phạm vi quản lý của mình nhằm đảm bảo ổn định điện áp cho toàn hệ thống điện.
5. Các đơn vị liên quan khác có trách nhiệm duy trì vận hành lưới điện, nhà máy điện thuộc phạm vi quản lý trong các giới hạn ổn định đã xác lập cho từng giai đoạn, phối hợp duy trì sơ đồ bảo vệ để loại trừ sự cố nhanh, nhạy và chọn lọc.
Điều 63. Thử nghiệm và giám sát thử nghiệm
1. Đơn vị phát điện có trách nhiệm tiến hành các thử nghiệm đối với các tổ máy phát điện của mình theo yêu cầu của Đơn vị vận hành hệ thống điện và thị trường điện. Khi yêu cầu thử nghiệm, Đơn vị vận hành hệ thống điện và thị trường điện phải thông báo thời gian ngừng giám sát hoạt động tổ máy vì mục đích thử nghiệm.
2. Thử nghiệm về đáp ứng tự động của một tổ máy phát điện theo các thay đổi của tần số hệ thống điện được thực hiện khi hệ thống điện vận hành trong chế độ bình thường. Trong trường hợp này, Đơn vị vận hành hệ thống điện và thị trường điện phải thông báo trước ít nhất 03 ngày làm việc về việc thử nghiệm tổ máy phát điện của Đơn vị phát điện để phối hợp thực hiện.
3. Thử nghiệm chỉ được tiến hành trong giới hạn làm việc theo đặc tính vận hành của tổ máy phát điện và trong thời gian được thông báo tiến hành thử nghiệm.
4. Đơn vị vận hành hệ thống điện và thị trường điện có quyền thử nghiệm một tổ máy phát điện vào bất cứ thời gian nào nhưng không được thử nghiệm đối với một tổ máy phát điện quá 03 (ba) lần trong 01 năm, trừ các trường hợp quy định tại Khoản 6 Điều 50 Thông tư này.
5. Đơn vị phát điện có quyền yêu cầu thử nghiệm trong các trường hợp sau:
a) Kiểm tra lại các đặc tính vận hành của tổ máy phát điện đã được hiệu chỉnh sau mỗi lần xảy ra sự cố hư hỏng liên quan đến tổ máy phát điện;
b) Kiểm tra tổ máy phát điện sau khi lắp đặt, sửa chữa lớn, thay thế, cải tiến hoặc lắp ráp lại.
6. Khi có yêu cầu thử nghiệm tổ máy phát điện, Đơn vị phát điện phải đăng ký cho Đơn vị vận hành hệ thống điện và thị trường điện, trong đó ghi rõ các thông tin sau:
a) Lý lịch của tổ máy phát điện;
b) Các đặc tính của tổ máy phát điện;
c) Các giá trị của đặc tính vận hành dự định thay đổi trong quá trình thử nghiệm.
7. Trong thời hạn 03 ngày làm việc kể từ ngày nhận được yêu cầu của Đơn vị phát điện, Đơn vị vận hành hệ thống điện và thị trường điện có trách nhiệm bố trí kế hoạch thử nghiệm. Trường hợp chưa thể thực hiện thử nghiệm, Đơn vị vận hành hệ thống điện và thị trường điện có thể yêu cầu Đơn vị phát điện vận hành tổ máy phát điện theo đặc tính vận hành hiện tại.
Điều 64. Xử lý sự cố
1. Trong quá trình xử lý sự cố, Đơn vị vận hành hệ thống điện và thị trường điện được phép vận hành hệ thống điện với tần số và điện áp khác với tiêu chuẩn quy định ở chế độ vận hành bình thường nhưng phải nhanh chóng thực hiện các giải pháp để khôi phục hệ thống điện về chế độ vận hành bình thường, đảm bảo sự làm việc ổn định của hệ thống điện.
2. Đơn vị vận hành hệ thống điện và thị trường điện, Đơn vị truyền tải điện và Khách hàng sử dụng lưới điện truyền tải phải thực hiện xử lý sự cố đảm bảo tuân thủ quy định tại Quy trình xử lý sự cố trong hệ thống điện quốc gia do Bộ Công Thương ban hành.
3. Các biện pháp chính xử lý sự cố
a) Thay đổi công suất phát tổ máy phát điện, ngừng hoặc khởi động tổ máy phát điện để khôi phục tần số về dải tần số ở chế độ vận hành bình thường;
b) Sa thải phụ tải theo từng tuyến đường dây bằng rơ le tự động sa thải tần số thấp hoặc sa thải phụ tải theo lệnh điều độ;
c) Sa thải phụ tải tự động bằng rơ le tần số thấp. Hệ thống sa thải phụ tải tự động theo tần số phải được bố trí, cài đặt hợp lý để đảm bảo hệ thống điện không bị tan rã khi có sự cố xảy ra. Đơn vị vận hành hệ thống điện và thị trường điện có trách nhiệm xác định vị trí lắp đặt, các giá trị chỉnh định của rơ le tần số thấp và thực hiện lệnh sa thải phụ tải trong trường hợp sự cố xảy ra trong hệ thống điện;
d) Xây dựng các phương thức phân tách hệ thống thành các vùng hoặc tạo mạch vòng để khi xảy ra sự cố lan truyền vẫn có thể cân bằng được công suất trong từng vùng, nhằm duy trì vận hành riêng rẽ một phần hệ thống điện và ngăn ngừa sự cố lan rộng trong hệ thống điện;
đ) Khi tần số tăng đến trị số cho phép, Đơn vị vận hành hệ thống điện và thị trường điện có trách nhiệm khôi phục lại các phụ tải đã bị sa thải;
e) Đơn vị vận hành hệ thống điện và thị trường điện có quyền can thiệp để hạn chế việc phải tách liên tiếp các tổ máy phát điện, các đường dây tải điện ra khỏi vận hành;
g) Trường hợp sự cố tan rã toàn bộ hoặc một phần hệ thống điện, Đơn vị vận hành hệ thống điện và thị trường điện được chỉ định nhà máy điện có khả năng khởi động đen để khôi phục hệ thống điện. Trường hợp cần thiết, Đơn vị vận hành hệ thống điện và thị trường điện có thể yêu cầu nhà máy phát điện vận hành tổ máy phát điện không theo các đặc tính vận hành với điều kiện đảm bảo an toàn cho người và thiết bị. Đơn vị phát điện có trách nhiệm tuân thủ lệnh khởi động đen và thông báo lại cho Đơn vị vận hành hệ thống điện và thị trường điện. Đơn vị vận hành hệ thống điện và thị trường điện có trách nhiệm khôi phục các phụ tải thích hợp để đảm bảo vận hành ổn định tổ máy phát điện và hoà đồng bộ với các tổ máy phát điện khác.
Điều 65. Thông báo suy giảm an ninh hệ thống điện
1. Tại bất kỳ thời điểm nào, khi nhận thấy có tín hiệu suy giảm an ninh hệ thống điện, Đơn vị vận hành hệ thống điện và thị trường điện phải gửi ngay thông báo về tình trạng giảm mức độ an toàn của hệ thống điện cho Đơn vị truyền tải điện, Khách hàng sử dụng lưới điện truyền tải và các bên có liên quan những thông tin sau:
a) Tình trạng suy giảm an ninh hệ thống điện;
b) Nguyên nhân;
c) Phụ tải có khả năng bị sa thải;
d) Các đơn vị và khu vực chịu ảnh hưởng.
2. Đơn vị vận hành hệ thống điện và thị trường điện phải thông báo trước cho các đơn vị bị ảnh hưởng khi thực hiện sa thải phụ tải theo lệnh điều độ. Thông báo phải bao gồm những thông tin sau:
a) Các khu vực bị ngừng, giảm cung cấp điện;
b) Lý do ngừng, giảm cung cấp điện;
c) Thời điểm bắt đầu ngừng, giảm cung cấp điện;
d) Thời điểm dự kiến khôi phục cung cấp điện.
3. Khi không thể thông báo trước về sa thải phụ tải theo lệnh điều độ, Đơn vị vận hành hệ thống điện và thị trường điện phải thông báo cho Đơn vị truyền tải điện, Khách hàng sử dụng lưới điện truyền tải và các đơn vị liên quan ngay sau khi thực hiện sa thải phụ tải theo lệnh điều độ:
a) Các khu vực đã bị ngừng, giảm cung cấp điện;
b) Lý do ngừng, giảm cung cấp điện;
c) Thời điểm bắt đầu ngừng, giảm cung cấp điện;
d) Thời điểm dự kiến khôi phục cung cấp điện.
4. Hình thức thông báo: Trên cơ sở đánh giá an ninh hệ thống điện theo kế hoạch vận hành hệ thống điện năm, tháng, tuần và lịch huy động ngày, Đơn vị vận hành hệ thống điện và thị trường điện có trách nhiệm thông báo suy giảm an ninh hệ thống điện và các biện pháp phòng ngừa ngừng, giảm cung cấp điện (nếu có) như sau:
a) Gửi văn bản tới các đơn vị liên quan và đăng thông tin trên Trang thông tin điện tử của hệ thống điện và thị trường điện đối với thông báo suy giảm an ninh hệ thống điện theo kế hoạch vận hành hệ thống điện năm, tháng;
b) Gửi văn bản, ra lệnh điều độ trong phạm vi quyền điều khiển và đăng thông tin trên Trang thông tin điện tử của hệ thống điện và thị trường điện đối với thông báo suy giảm an ninh hệ thống điện theo kế hoạch và phương thức vận hành hệ thống điện tuần, ngày.
Điều 66. Sa thải phụ tải đảm bảo an ninh hệ thống điện
1. Cấp điều độ có quyền điều khiển có trách nhiệm tính toán, phân bổ công suất và điện năng cắt giảm tại các Đơn vị phân phối điện và Khách hàng sử dụng điện nhận điện trực tiếp từ lưới điện truyền tải phù hợp với các quy định tại Điều 60 và Điều 64 Thông tư này và Quy định về việc lập và thực hiện kế hoạch cung ứng điện khi hệ thống điện quốc gia thiếu nguồn điện do Bộ Công Thương ban hành để đảm bảo hệ thống điện được vận hành an toàn, ổn định và tin cậy.
2. Các Đơn vị phân phối điện và Khách hàng sử dụng điện nhận điện trực tiếp từ lưới điện truyền tải có trách nhiệm thực hiện ngừng, giảm cung cấp điện đúng mức công suất và điện năng theo yêu cầu của Cấp điều độ có quyền điều khiển.
3. Trường hợp hệ thống điện vận hành ở chế độ cực kỳ khẩn cấp, Cấp điều độ có quyền điều khiển có quyền sa thải một phần phụ tải của các Đơn vị phân phối điện và Khách hàng sử dụng điện nhận điện trực tiếp từ lưới điện truyền tải, kể cả khi lượng điện năng và công suất cắt giảm đã được thực hiện theo đúng yêu cầu.
Mục 2. TRÁCH NHIỆM CỦA CÁC ĐƠN VỊ TRONG VẬN HÀNH HỆ THỐNG ĐIỆN TRUYỀN TẢI
Điều 67. Trách nhiệm của Đơn vị vận hành hệ thống điện và thị trường điện
1. Lập kế hoạch, phương thức vận hành phục vụ công tác điều độ, vận hành hệ thống điện quốc gia cho năm, tháng, tuần, ngày và lịch huy động giờ tới theo quy định tại Thông tư này và Quy trình điều độ hệ thống điện quốc gia do Bộ Công Thương ban hành.
2. Chỉ huy, điều độ hệ thống điện truyền tải tuân thủ quy định tại Quy trình điều độ hệ thống điện quốc gia, Quy trình xử lý sự cố trong hệ thống điện quốc gia, Quy trình thao tác trong hệ thống điện quốc gia do Bộ Công Thương ban hành và các quy định tại Thông tư này để đảm bảo vận hành an toàn, tin cậy, ổn định, chất lượng và kinh tế.
3. Kiểm tra và thông qua sơ đồ bảo vệ các trang thiết bị điện của Khách hàng sử dụng lưới điện truyền tải trong trường hợp sơ đồ bảo vệ đó có ảnh hưởng đến hệ thống bảo vệ lưới điện truyền tải.
4. Thiết lập và đảm bảo duy trì hoạt động ổn định, tin cậy và liên tục hệ thống thông tin, hệ thống thông tin liên lạc, truyền dữ liệu, hệ thống SCADA/EMS và điều khiển từ xa phục vụ vận hành, điều độ hệ thống điện.
5. Điều độ, vận hành các tổ máy phát điện, lưới điện truyền tải theo quy định tại Chương này và Quy trình điều độ hệ thống điện quốc gia do Bộ Công Thương ban hành.
6. Chủ trì thỏa thuận thống nhất kế hoạch bảo dưỡng, sửa chữa các tổ máy phát điện và lưới điện với Đơn vị truyền tải điện và Khách hàng sử dụng lưới điện truyền tải.
7. Kiểm tra, giám sát việc cài đặt, chỉnh định các thông số hệ thống bảo vệ, tự động hóa, điều khiển, hệ thống điều tốc, hệ thống kích từ, kết nối hệ thống AGC của Đơn vị truyền tải điện và Khách hàng sử dụng lưới điện truyền tải đáp ứng các yêu cầu quy định tại Thông tư này và yêu cầu của Cấp điều độ có quyền điều khiển để đảm bảo vận hành ổn định, tin cậy hệ thống điện truyền tải. Báo cáo Cục Điều tiết điện lực các trường hợp không tuân thủ để có biện pháp giải quyết.
8. Yêu cầu thực hiện kiểm tra và thử nghiệm bổ sung các thiết bị trong phạm vi quản lý của Đơn vị truyền tải điện hoặc Khách hàng sử dụng lưới điện truyền tải.
9. Phối hợp với Đơn vị truyền tải điện trong quá trình thiết lập các sơ đồ bảo vệ lưới điện truyền tải quốc gia và duy trì đúng đặc tính vận hành của các thiết bị bảo vệ phù hợp với sơ đồ bảo vệ.
10. Chia sẻ và cung cấp các thông tin cần thiết cho Đơn vị truyền tải điện và Khách hàng sử dụng lưới điện truyền tải phục vụ công tác phối hợp vận hành hệ thống điện truyền tải.
Điều 68. Trách nhiệm của Đơn vị truyền tải điện
1. Quản lý, vận hành lưới điện truyền tải thuộc phạm vi quản lý đảm bảo đáp ứng các yêu cầu vận hành và yêu cầu kỹ thuật theo quy định tại Thông tư này, tuân thủ quy định tại Quy trình điều độ hệ thống điện quốc gia, Quy trình thao tác trong hệ thống điện quốc gia, Quy trình xử lý sự cố trong hệ thống điện quốc gia do Bộ Công Thương ban hành và các quy định khác có liên quan.
2. Cung cấp cho Cấp điều độ có quyền điều khiển các thông số kỹ thuật của thiết bị theo mẫu và thời gian do Cấp điều độ có quyền điều khiển quy định. Trừ trường hợp bảo dưỡng, sửa chữa có kế hoạch hoặc sự cố, Đơn vị truyền tải điện phải đảm bảo toàn bộ thiết bị của mình ở trạng thái sẵn sàng vận hành theo lệnh điều độ của Cấp điều độ có quyền điều khiển. Đơn vị truyền tải điện phải cung cấp cho Cấp điều độ có quyền điều khiển mọi thông tin thay đổi về mức độ sẵn sàng của thiết bị và lý do thay đổi.
3. Thiết lập các hệ thống bảo vệ, tự động hóa và điều khiển đáp ứng các yêu cầu theo quy chuẩn ngành được áp dụng, yêu cầu quy định tại Thông tư này và yêu cầu của Cấp điều độ có quyền điều khiển để đảm bảo vận hành ổn định, tin cậy hệ thống điện truyền tải.
4. Thiết lập các sơ đồ bảo vệ lưới điện truyền tải và duy trì đúng đặc tính vận hành của các thiết bị bảo vệ phù hợp với sơ đồ bảo vệ.
5. Duy trì vận hành lưới điện truyền tải trong tình trạng an toàn và tin cậy, khôi phục lại lưới điện truyền tải sau sự cố.
6. Tuân thủ các tiêu chuẩn, quy chuẩn kỹ thuật về vận hành lưới điện truyền tải; tuân thủ các quy định về an toàn điện, bảo vệ hành lang an toàn lưới điện, công trình điện theo quy định của pháp luật.
7. Đầu tư, lắp đặt, bảo trì, quản lý và vận hành đảm bảo hệ thống DCS, thiết bị đầu cuối RTU/Gateway, hệ thống thông tin trong phạm vi quản lý và đường truyền thông tin, dữ liệu để đảm bảo kết nối, truyền thông tin, dữ liệu tin cậy và liên tục về hệ thống SCADA, hệ thống thông tin, hệ thống điều khiển của Cấp điều độ có quyền điều khiển. Không tự ý tách thiết bị liên quan ra khỏi vận hành dẫn tới gây gián đoạn tín hiệu SCADA, tín hiệu thông tin và điều khiển khi chưa được sự đồng ý của Đơn vị vận hành hệ thống điện và thị trường điện, Cấp điều độ có quyền điều khiển.
8. Phối hợp với Cấp điều độ có quyền điều khiển trong quá trình lập kế hoạch vận hành, bảo dưỡng, sửa chữa lưới điện truyền tải, thiết lập sơ đồ bảo vệ, hệ thống thông tin liên lạc, hệ thống thông tin, truyền dữ liệu SCADA và tín hiệu điều khiển phục vụ vận hành hệ thống điện quốc gia.
9. Cung cấp các thông tin cần thiết cho Cấp điều độ có quyền điều khiển và Khách hàng sử dụng lưới điện truyền tải phục vụ công tác phối hợp vận hành hệ thống điện truyền tải.
Điều 69. Trách nhiệm của Đơn vị phát điện
1. Quản lý, vận hành nhà máy điện và lưới điện thuộc phạm vi quản lý đảm bảo đáp ứng các yêu cầu vận hành và yêu cầu kỹ thuật theo quy định tại Thông tư này, tuân thủ quy định tại Quy trình điều độ hệ thống điện quốc gia, Quy trình thao tác trong hệ thống điện quốc gia, Quy trình xử lý sự cố trong hệ thống điện quốc gia do Bộ Công Thương ban hành và các quy định khác có liên quan.
2. Cung cấp cho Cấp điều độ có quyền điều khiển các thông tin về độ sẵn sàng của các tổ máy phát điện, bao gồm công suất phát, thời gian khởi động và ngừng tổ máy, tốc độ tăng giảm tải. Trường hợp có thay đổi về độ sẵn sàng của các tổ máy phát điện, Đơn vị phát điện có trách nhiệm cung cấp ngay cho Cấp điều độ có quyền điều khiển các thay đổi và nêu rõ lý do.
3. Duy trì hoạt động tin cậy và ổn định hệ thống điều tốc, hệ thống kích từ, kết nối hệ thống AGC và các yêu cầu kỹ thuật khác liên quan đến thiết bị tại điểm đấu nối theo quy định tại Thông tư này để đảm bảo cung cấp đầy đủ công suất theo yêu cầu của Đơn vị vận hành hệ thống điện và thị trường điện phù hợp với hợp đồng mua bán điện và Thỏa thuận đấu nối đã ký. Không tự ý thay đổi các thông số chỉnh định của các hệ thống điều tốc, hệ thống kích từ, kết nối hệ thống AGC và các yêu cầu kỹ thuật khác liên quan khi chưa được sự đồng ý của Đơn vị vận hành hệ thống điện và thị trường điện. Tiến hành các thí nghiệm, thử nghiệm và hiệu chỉnh cần thiết khi có yêu cầu từ Đơn vị vận hành hệ thống điện và thị trường điện phục vụ công tác tính toán ổn định, vận hành hệ thống điện.
4. Khi thực hiện đại tu tổ máy phát điện, Đơn vị phát điện có trách nhiệm thực hiện thí nghiệm để đánh giá vận hành của hệ thống kích từ, hệ thống điều tốc tổ máy phát điện và gửi kết quả thí nghiệm cho Đơn vị vận hành hệ thống điện và thị trường điện. Chi tiết nội dung và yêu cầu thí nghiệm thực hiện theo Quy trình thử nghiệm và giám sát thử nghiệm do Cục Điều tiết điện lực ban hành.
5. Thiết lập các hệ thống bảo vệ, tự động hóa và điều khiển đáp ứng các yêu cầu theo quy chuẩn ngành được áp dụng, yêu cầu quy định tại Thông tư này và yêu cầu của Cấp điều độ có quyền điều khiển để đảm bảo vận hành ổn định hệ thống điện quốc gia.
6. Đầu tư, lắp đặt, bảo trì, quản lý và vận hành đảm bảo hệ thống DCS, thiết bị đầu cuối RTU/Gateway, hệ thống thông tin trong phạm vi quản lý và đường truyền thông tin, dữ liệu để đảm bảo kết nối, truyền thông tin, dữ liệu tin cậy và liên tục về hệ thống SCADA, hệ thống thông tin, hệ thống điều khiển của Cấp điều độ có quyền điều khiển. Không tự ý tách thiết bị liên quan ra khỏi vận hành dẫn tới gây gián đoạn tín hiệu SCADA, tín hiệu thông tin và điều khiển khi chưa được sự đồng ý của Cấp điều độ có quyền điều khiển.
10. Cung cấp các thông tin cần thiết cho Cấp điều độ có quyền điều khiển và Đơn vị truyền tải điện phục vụ công tác phối hợp vận hành hệ thống điện truyền tải.
Điều 70. Trách nhiệm của Đơn vị phân phối điện, Đơn vị phân phối và bán lẻ điện
1. Quản lý, vận hành lưới điện phân phối thuộc phạm vi quản lý đảm bảo đáp ứng các yêu cầu vận hành và yêu cầu kỹ thuật theo quy định tại Thông tư này, tuân thủ quy định tại Quy trình điều độ hệ thống điện quốc gia, Quy trình thao tác trong hệ thống điện quốc gia, Quy trình xử lý sự cố trong hệ thống điện quốc gia do Bộ Công Thương ban hành và các quy định khác có liên quan.
2. Cung cấp cho Cấp điều độ có quyền điều khiển các thông số kỹ thuật của thiết bị theo mẫu và thời gian do Cấp điều độ có quyền điều khiển quy định. Trừ trường hợp bảo dưỡng, sửa chữa có kế hoạch hoặc sự cố, Đơn vị phân phối điện phải đảm bảo toàn bộ thiết bị của mình ở trạng thái sẵn sàng vận hành theo lệnh điều độ của Cấp điều độ có quyền điều khiển. Đơn vị phân phối điện phải cung cấp cho Cấp điều độ có quyền điều khiển mọi thông tin thay đổi về mức độ sẵn sàng của thiết bị và lý do thay đổi.
3. Thiết lập các hệ thống bảo vệ, tự động hóa và điều khiển đáp ứng các yêu cầu theo quy chuẩn ngành được áp dụng, yêu cầu quy định tại Thông tư này và yêu cầu của Cấp điều độ có quyền điều khiển để đảm bảo vận hành ổn định, tin cậy hệ thống điện truyền tải.
4. Vận hành các thiết bị bù trong lưới điện phân phối để đáp ứng nhu cầu công suất phản kháng mà đơn vị có nghĩa vụ cung cấp cho hệ thống điện.
5. Duy trì hoạt động của hệ thống bảo vệ, khả năng sẵn sàng làm việc của hệ thống tự động sa thải phụ tải theo yêu cầu của Cấp điều độ có quyền điều khiển.
6. Lập và cung cấp số liệu dự báo nhu cầu phụ tải điện cho Đơn vị vận hành hệ thống điện và thị trường điện theo quy định tại Chương III Thông tư này.
7. Đầu tư, lắp đặt, bảo trì, quản lý và vận hành đảm bảo hệ thống DCS, thiết bị đầu cuối RTU/Gateway, hệ thống thông tin trong phạm vi quản lý và đường truyền thông tin, dữ liệu để đảm bảo kết nối, truyền thông tin, dữ liệu tin cậy và liên tục về hệ thống SCADA, hệ thống thông tin, hệ thống điều khiển của Cấp điều độ có quyền điều khiển. Không tự ý tách thiết bị liên quan ra khỏi vận hành dẫn tới gây gián đoạn tín hiệu SCADA, tín hiệu thông tin và điều khiển khi chưa được sự đồng ý của Cấp điều độ có quyền điều khiển.
8. Cung cấp các thông tin cần thiết cho Cấp điều độ có quyền điều khiển và Đơn vị truyền tải điện phục vụ công tác phối hợp vận hành hệ thống điện truyền tải.
Điều 71. Trách nhiệm của Khách hàng sử dụng điện nhận điện trực tiếp từ lưới điện truyền tải
1. Quản lý, vận hành thiết bị điện, lưới điện thuộc phạm vi quản lý đảm bảo đáp ứng các yêu cầu vận hành và yêu cầu kỹ thuật theo quy định tại Thông tư này, tuân thủ quy định tại Quy trình điều độ hệ thống điện quốc gia, Quy trình thao tác trong hệ thống điện quốc gia, Quy trình xử lý sự cố trong hệ thống điện quốc gia do Bộ Công Thương ban hành và các quy định khác có liên quan.
2. Thực hiện đúng biểu đồ phụ tải và đảm bảo hệ số công suất quy định trong hợp đồng mua bán điện đã ký.
3. Đầu tư, lắp đặt, bảo trì, quản lý và vận hành hệ thống rơ le bảo vệ, tự động hóa và điều khiển trong phạm vi quản lý của mình để đảm bảo làm việc ổn định, tin cậy chống sự cố lan truyền vào hệ thống điện quốc gia. Không tự ý thay đổi các thông số chỉnh định của các hệ thống rơ le bảo vệ, tự động hóa, điều khiển và các yêu cầu kỹ thuật khác liên quan trong phạm vi quản lý khi chưa được sự đồng ý của Cấp điều độ có quyền điều khiển. Tiến hành các thí nghiệm hiệu chỉnh cần thiết khi có yêu cầu từ Cấp điều độ có quyền điều khiển.
4. Lập và cung cấp số liệu dự báo nhu cầu phụ tải điện cho Đơn vị vận hành hệ thống điện và thị trường điện theo quy định tại Chương III Thông tư này.
5. Đầu tư, lắp đặt, bảo trì, quản lý và vận hành đảm bảo hệ thống DCS, thiết bị đầu cuối RTU/Gateway, hệ thống thông tin trong phạm vi quản lý và đường truyền thông tin, dữ liệu để đảm bảo kết nối, truyền thông tin, dữ liệu tin cậy và liên tục về hệ thống SCADA, hệ thống thông tin, hệ thống điều khiển của Cấp điều độ có quyền điều khiển. Không tự ý tách thiết bị liên quan ra khỏi vận hành dẫn tới gây gián đoạn tín hiệu SCADA, tín hiệu thông tin và điều khiển khi chưa được sự đồng ý của Cấp điều độ có quyền điều khiển.
6. Cung cấp các thông tin cần thiết cho Cấp điều độ có quyền điều khiển và Đơn vị truyền tải điện khi có yêu cầu phục vụ vận hành an toàn, tin cậy hệ thống điện quốc gia.
Mục 3. DỊCH VỤ PHỤ TRỢ
Điều 72. Các loại dịch vụ phụ trợ
Các loại dịch vụ phụ trợ được sử dụng để điều chỉnh tần số và điện áp trong quá trình vận hành hệ thống điện truyền tải bao gồm:
1. Điều tần.
2. Dự phòng quay.
3. Khởi động nhanh.
4. Điều chỉnh điện áp.
5. Dự phòng vận hành phải phát để đảm bảo an ninh hệ thống điện.
6. Khởi động đen.
Điều 73. Yêu cầu kỹ thuật của các dịch vụ phụ trợ
1. Điều tần: Tổ máy phát điện cung cấp dịch vụ điều tần phải có khả năng tăng hoặc giảm công suất đáp ứng với sự thay đổi tần số của hệ thống điện hoặc với các tín hiệu tự động khác do Đơn vị vận hành hệ thống điện và thị trường điện quy định. Các tổ máy phải có khả năng thay đổi ít nhất 4 % công suất định mức của tổ máy trong vòng 10 giây và có thể duy trì mức thay đổi này tối thiểu trong 10 phút.
2. Dự phòng quay: Tổ máy phát điện cung cấp dự phòng quay phải có khả năng tăng đến công suất định mức theo tín hiệu tần số hoặc các tín hiệu tự động khác được Đơn vị vận hành hệ thống điện và thị trường điện quy định trong vòng 25 giây và duy trì ở mức công suất định mức đó tối thiểu 30 phút.
3. Khởi động nhanh: Tổ máy phát điện cung cấp dự phòng khởi động nhanh phải có khả năng tăng đến công suất định mức trong vòng 25 phút và duy trì ở mức công suất này tối thiểu 08 giờ.
4. Điều chỉnh điện áp: Tổ máy phát điện cung cấp dịch vụ điều chỉnh điện áp phải có khả năng thay đổi công suất phản kháng ngoài dải điều chỉnh quy định tại Khoản 2 Điều 38 Thông tư này, đáp ứng yêu cầu của Đơn vị vận hành hệ thống điện và thị trường điện.
5. Dự phòng vận hành phải phát để đảm bảo an ninh hệ thống điện: Tổ máy phát điện cung cấp dịch vụ dự phòng vận hành phải phát để đảm bảo an ninh hệ thống điện phải có khả năng tăng đến công suất định mức trong vòng 01 giờ và duy trì mức công suất định mức tối thiểu trong 08 giờ (không bao gồm thời gian khởi động).
6. Khởi động đen: Tổ máy phát điện cung cấp dịch vụ khởi động đen phải có khả năng tự khởi động từ trạng thái nguội mà không cần nguồn cấp từ hệ thống điện quốc gia và phải có khả năng kết nối, cấp điện cho lưới điện truyền tải, lưới điện phân phối sau khi đã khởi động thành công.
Điều 74. Nguyên tắc xác định nhu cầu dịch vụ phụ trợ
1. Nguyên tắc chung để xác định nhu cầu dịch vụ phụ trợ, bao gồm:
a) Đảm bảo duy trì mức dự phòng điện năng và công suất của hệ thống điện để đáp ứng các tiêu chuẩn vận hành và an ninh hệ thống điện;
b) Đảm bảo chi phí tối thiểu phù hợp với các điều kiện, ràng buộc trong hệ thống điện quốc gia.
2. Nguyên tắc xác định nhu cầu dịch vụ phụ trợ
a) Dự phòng điều tần là lượng công suất khả dụng dự trữ cần thiết trong hệ thống điện quốc gia sẵn sàng được huy động, điều độ để thực hiện điều khiển tần số cấp I trong khoảng thời gian xác định nhằm duy trì tần số hệ thống điện trong phạm vi cho phép;
b) Dự phòng quay là lượng công suất khả dụng dự trữ cần thiết trong hệ thống điện quốc gia sẵn sàng được huy động, điều độ để khôi phục tần số hệ thống điện về phạm vi cho phép sau khi xảy ra sự cố đơn lẻ và khôi phục, bù đắp lượng công suất mà dự phòng điều tần đã cung cấp;
c) Khởi động nhanh: Yêu cầu dự phòng khởi động nhanh phải có khả năng bù đắp lượng chênh lệch giữa công suất dự phòng hợp lý xác định tại Điều 93 Thông tư này và công suất dự phòng tính toán theo quy định tại Điều 94 Thông tư này;
d) Điều chỉnh điện áp: Yêu cầu đối với điều chỉnh điện áp là phải đảm bảo huy động lượng công suất phản kháng một cách hiệu quả để đảm bảo duy trì điện áp tại các thanh cái trên lưới điện truyền tải đáp ứng các tiêu chuẩn trong chế độ vận hành bình thường;
đ) Dự phòng vận hành phải phát để đảm bảo an ninh hệ thống điện: Đơn vị vận hành hệ thống điện và thị trường điện có trách nhiệm tính toán và so sánh ở các chế độ vận hành có ràng buộc và không ràng buộc trên mô hình tính toán mô phỏng hệ thống điện và thị trường điện, trong đó xét đến các trường hợp sau:
- Đảm bảo đáp ứng các yêu cầu về điện năng và công suất đối với lưới điện liên kết các nước trong khu vực;
- Đảm bảo đáp ứng các yêu cầu phụ tải tại các khu vực khi xét đến các ràng buộc trong hệ thống điện như nghẽn mạch lưới điện truyền tải, thủy văn, thiếu nhiên liệu sơ cấp;
- Đảm bảo duy trì các tiêu chuẩn về điện áp và ổn định hệ thống điện quốc gia hoặc khu vực.
e) Khởi động đen: Yêu cầu đối với khởi động đen là phải đảm bảo huy động lượng công suất một cách hiệu quả và sẵn sàng khi hệ thống điện có sự cố gây mất điện cô lập trong một khu vực rộng lớn. Đơn vị vận hành hệ thống điện và thị trường điện có trách nhiệm tính toán, phân tích các sự cố có thể phân tách lưới điện truyền tải ra thành các vùng miền cô lập để tính toán, xác định yêu cầu đối với dịch vụ khởi động đen trong hệ thống điện truyền tải.
3. Trước ngày 01 tháng 11 hàng năm, Đơn vị vận hành hệ thống điện và thị trường điện có trách nhiệm tính toán nhu cầu dịch vụ phụ trợ cho hệ thống điện quốc gia, báo cáo Tập đoàn Điện lực Việt Nam trước khi trình Cục Điều tiết điện lực thông qua để làm cơ sở lập kế hoạch mua và huy động các dịch vụ phụ trợ trong kế hoạch vận hành năm.
Điều 75. Đăng ký dịch vụ phụ trợ
1. Trừ dịch vụ khởi động đen, Đơn vị phát điện có trách nhiệm đăng ký với Đơn vị vận hành hệ thống điện và thị trường điện khả năng cung cấp dịch vụ phụ trợ của từng tổ máy phát điện phù hợp với các yêu cầu kỹ thuật và nhu cầu dịch vụ phụ trợ quy định tại Điều 73 và Điều 74 Thông tư này.
2. Đối với nhà máy điện chuẩn bị đóng điện đưa vào vận hành thương mại, Đơn vị phát điện có trách nhiệm đăng ký khả năng cung cấp dịch vụ phụ trợ của từng tổ máy phát điện chậm nhất 03 tháng trước ngày tổ máy phát điện vận hành thương mại.
3. Đơn vị phát điện phải thông báo cho Đơn vị vận hành hệ thống điện và thị trường điện bất kỳ thay đổi nào về thiết bị ảnh hưởng đến khả năng cung cấp dịch vụ phụ trợ của đơn vị mình trong thời gian sớm nhất.
Mục 4. BẢO DƯỠNG, SỬA CHỮA HỆ THỐNG ĐIỆN TRUYỀN TẢI
Điều 76. Quy định chung về bảo dưỡng và sửa chữa hệ thống điện truyền tải
1. Đơn vị vận hành hệ thống điện và thị trường điện có trách nhiệm lập kế hoạch bảo dưỡng, sửa chữa hệ thống điện truyền tải bao gồm kế hoạch bảo dưỡng, sửa chữa lưới điện truyền tải, các nhà máy điện có công suất lắp đặt trên 30 MW và các nhà máy điện đấu nối vào lưới điện truyền tải phục vụ lập kế hoạch vận hành hệ thống điện truyền tải theo quy định.
2. Kế hoạch bảo dưỡng, sửa chữa hệ thống điện truyền tải được lập trên cơ sở đăng ký kế hoạch vận hành và kế hoạch bảo dưỡng, sửa chữa lưới điện, nhà máy điện của Đơn vị truyền tải điện, Khách hàng sử dụng lưới điện truyền tải và phải được tính toán cân đối trong toàn bộ hệ thống điện quốc gia theo các nguyên tắc sau:
a) Đảm bảo vận hành an toàn, ổn định, tin cậy và kinh tế toàn hệ thống điện quốc gia;
b) Cân bằng công suất nguồn điện và phụ tải điện, có đủ lượng công suất, điện năng dự phòng và các dịch vụ phụ trợ cần thiết trong các chế độ vận hành của hệ thống điện quốc gia;
c) Tối ưu việc phối hợp bảo dưỡng, sửa chữa thiết bị, lưới điện và nhà máy điện với các ràng buộc về điều kiện thủy văn, yêu cầu về cấp nước hạ du, phòng lũ và cung cấp nhiên liệu sơ cấp cho phát điện;
d) Kế hoạch bảo dưỡng, sửa chữa ngắn hạn phải được lập dựa trên Kế hoạch bảo dưỡng, sửa chữa dài hạn;
đ) Đảm bảo công suất, điện năng dự phòng ở mức cao nhất có thể trong các giờ cao điểm của hệ thống điện quốc gia. Ưu tiên bố trí sắp xếp bảo dưỡng, sửa chữa vào những thời điểm phụ tải thấp của hệ thống điện quốc gia;
e) Hạn chế tối đa việc ngừng, giảm cung cấp điện trong hệ thống điện quốc gia; hạn chế bố trí kế hoạch bảo dưỡng, sửa chữa vào các thời điểm đặc biệt có sự kiện chính trị, văn hóa, xã hội.
3. Đơn vị vận hành hệ thống điện và thị trường điện phải đánh giá mức độ ảnh hưởng của kế hoạch bảo dưỡng, sửa chữa hệ thống điện truyền tải do Đơn vị truyền tải điện và Khách hàng sử dụng lưới điện truyền tải đăng ký đối với vấn đề an ninh hệ thống điện theo quy định từ Điều 92 đến Điều 95 Thông tư này.
4. Đơn vị truyền tải điện và Khách hàng sử dụng lưới điện truyền tải phải tuân thủ kế hoạch bảo dưỡng, sửa chữa hệ thống điện truyền tải do Đơn vị vận hành hệ thống điện và thị trường điện lập và công bố.
5. Kế hoạch bảo dưỡng sửa, chữa hệ thống điện truyền tải bao gồm:
a) Kế hoạch bảo dưỡng, sửa chữa năm: Được lập cho năm tới (năm N+1) và có xét đến 01 năm tiếp theo (năm N+2) phục vụ lập kế hoạch vận hành hệ thống điện năm và đánh giá an ninh trung hạn;
b) Kế hoạch bảo dưỡng, sửa chữa tháng: Được lập và cập nhật cho tháng tới và có xét đến 01 tháng tiếp theo trên cơ sở kế hoạch bảo dưỡng, sửa chữa năm được duyệt;
c) Lịch bảo dưỡng, sửa chữa tuần: Được lập và cập nhật cho tuần tới và có xét đến 01 tuần tiếp theo trên cơ sở kế hoạch bảo dưỡng, sửa chữa tháng được duyệt;
d) Lịch bảo dưỡng, sửa chữa ngày: Xác định cụ thể các công tác bảo dưỡng, sửa chữa cần thực hiện trong ngày tới.
6. Thời gian đăng ký kế hoạch bảo dưỡng, sửa chữa hệ thống điện truyền tải phải phù hợp với quy định về thời gian đăng ký kế hoạch vận hành hệ thống điện truyền tải.
7. Kế hoạch bảo dưỡng, sửa chữa hệ thống điện truyền tải bao gồm các nội dung chính sau:
a) Tên thiết bị cần được bảo dưỡng, sửa chữa;
b) Yêu cầu và nội dung bảo dưỡng, sửa chữa;
c) Dự kiến thời gian bắt đầu và hoàn thành công việc bảo dưỡng, sửa chữa;
d) Những thiết bị liên quan khác.
Điều 77. Lập kế hoạch bảo dưỡng, sửa chữa hệ thống điện truyền tải
1. Kế hoạch bảo dưỡng, sửa chữa hệ thống điện truyền tải phải đảm bảo phối hợp lịch bảo dưỡng, sửa chữa cho các thiết bị, lưới điện, nhà máy điện để giảm thiểu ảnh hưởng tới an ninh hệ thống điện quốc gia.
2. Định kỳ hàng năm, Đơn vị truyền tải điện và Khách hàng sử dụng lưới điện truyền tải phải đăng ký với Đơn vị vận hành hệ thống điện và thị trường điện kế hoạch bảo dưỡng, sửa chữa lưới điện, nhà máy điện năm.
3. Trên cơ sở các thông tin đăng ký về kế hoạch bảo dưỡng, sửa chữa được cung cấp, Đơn vị vận hành hệ thống điện và thị trường điện có trách nhiệm lập kế hoạch bảo dưỡng, sửa chữa cho các tổ máy phát điện, lưới điện truyền tải và các thiết bị đấu nối liên quan đảm bảo tuân thủ các quy định tại Điều 76 Thông tư này.
4. Đơn vị vận hành hệ thống điện và thị trường điện phải phối hợp với các đơn vị có liên quan để lập kế hoạch bảo dưỡng, sửa chữa thiết bị hợp lý, đảm bảo an ninh cung cấp điện của hệ thống điện quốc gia.
5. Sau khi hoàn thành kế hoạch bảo dưỡng, sửa chữa hệ thống điện truyền tải, Đơn vị vận hành hệ thống điện và thị trường điện phải định kỳ công bố trên Trang thông tin điện tử của hệ thống điện và thị trường điện các thông tin sau:
a) Kế hoạch bảo dưỡng, sửa chữa năm: Công bố hàng năm;
b) Kế hoạch bảo dưỡng, sửa chữa tháng: Công bố hàng tháng;
c) Lịch bảo dưỡng, sửa chữa tuần: Công bố hàng tuần;
d) Lịch bảo dưỡng, sửa chữa ngày: Công bố hàng ngày.
Điều 78. Thứ tự ưu tiên tách thiết bị để bảo dưỡng, sửa chữa
1. Trong quá trình lập kế hoạch bảo dưỡng, sửa chữa thiết bị quy định tại Điều 77 Thông tư này, Đơn vị vận hành hệ thống điện và thị trường điện có thể từ chối yêu cầu tách thiết bị để bảo dưỡng, sửa chữa khi xác định việc tách thiết bị này ảnh hưởng đến an ninh hệ thống điện và phải nêu rõ lý do.
2. Trước khi từ chối yêu cầu tách thiết bị để bảo dưỡng, sửa chữa, Đơn vị vận hành hệ thống điện và thị trường điện phải lập kế hoạch bảo dưỡng, sửa chữa hệ thống điện truyền tải theo thực hiện thứ tự ưu tiên như sau:
a) Tách thiết bị để bảo dưỡng, sửa chữa nguồn điện có mức ưu tiên cao hơn so với lưới điện truyền tải;
b) Tách thiết bị để bảo dưỡng, sửa chữa các nguồn điện phải được ưu tiên thực hiện theo nguyên tắc tối thiểu chi phí mua điện toàn hệ thống;
c) Trường hợp có hai hoặc nhiều yêu cầu tách thiết bị để bảo dưỡng, sửa chữa nguồn điện có cùng ảnh hưởng đến chi phí phát điện thì yêu cầu nào đưa trước sẽ có thứ tự ưu tiên cao hơn.
3. Căn cứ thứ tự ưu tiên quy định tại Khoản 2 Điều này, Đơn vị vận hành hệ thống điện và thị trường điện có quyền từ chối yêu cầu tách thiết bị để bảo dưỡng, sửa chữa đến khi yêu cầu an ninh hệ thống điện được đảm bảo.
Điều 79. Đăng ký tách thiết bị để bảo dưỡng, sửa chữa
1. Việc đăng ký đưa thiết bị đang vận hành hoặc dự phòng để thực hiện bảo dưỡng, sửa chữa của Đơn vị truyền tải điện và Khách hàng sử dụng lưới điện truyền tải được phân loại như sau:
a) Đăng ký bảo dưỡng, sửa chữa theo kế hoạch là đăng ký tách thiết bị để bảo dưỡng, sửa chữa trên cơ sở kế hoạch bảo dưỡng, sửa chữa hệ thống điện truyền tải đã được Đơn vị vận hành hệ thống điện và thị trường điện lập và công bố;
b) Đăng ký bảo dưỡng, sửa chữa ngoài kế hoạch là đăng ký tách thiết bị để bảo dưỡng, sửa chữa không theo kế hoạch bảo dưỡng, sửa chữa hệ thống điện truyền tải đã được Đơn vị vận hành hệ thống điện và thị trường điện lập và công bố;
c) Đăng ký bảo dưỡng, sửa chữa đột xuất là đăng ký tách thiết bị đang vận hành trong tình trạng có nguy cơ dẫn đến sự cố để sửa chữa.
2. Nội dung của đăng ký tách thiết bị ra sửa chữa bao gồm:
a) Tên thiết bị;
b) Nội dung công việc chính;
c) Thời gian dự kiến tiến hành công việc;
d) Thời gian dự kiến tiến hành nghiệm thu, chạy thử;
đ) Thời điểm dự kiến thao tác tách thiết bị và đưa thiết bị trở lại làm việc;
e) Các thiết bị cần cô lập khác;
g) Các thông tin cần thiết khác.
3. Trường hợp có cảnh báo suy giảm an ninh hệ thống điện dẫn đến phải thay đổi lịch tách thiết bị ra sửa chữa, Đơn vị truyền tải điện hoặc Khách hàng sử dụng lưới điện truyền tải phải đăng ký lại với Đơn vị vận hành hệ thống điện và thị trường điện ít nhất 48 giờ trước giờ thiết bị được tách ra khỏi vận hành, kể cả sửa chữa trong kế hoạch và ngoài kế hoạch.
4. Trường hợp cần thiết, khi có nguy cơ đe dọa đến tính mạng con người hoặc an toàn thiết bị, Đơn vị truyền tải điện hoặc Khách hàng sử dụng lưới điện truyền tải có thể tách thiết bị đó để tránh nguy hiểm cho người hoặc thiết bị. Đơn vị truyền tải điện hoặc Khách hàng sử dụng lưới điện truyền tải phải thông báo ngay cho Đơn vị vận hành hệ thống điện và thị trường điện đầy đủ các thông tin về việc tách thiết bị khẩn cấp khỏi vận hành.
5. Khi có thông báo suy giảm an ninh hệ thống điện quy định tại Điều 65 Thông tư này, Đơn vị truyền tải điện hoặc Khách hàng sử dụng lưới điện truyền tải có thể đưa thiết bị đang tách bảo dưỡng, sửa chữa trở lại vận hành trong thời gian sớm nhất so với kế hoạch đã được phê duyệt, đảm bảo không chậm hơn 48 giờ kể từ khi nhận được yêu cầu của Đơn vị vận hành hệ thống điện và thị trường điện. Trường hợp này, Đơn vị truyền tải điện hoặc Khách hàng sử dụng lưới điện truyền tải phải thông báo cho Đơn vị vận hành hệ thống điện và thị trường điện trước thời điểm dự kiến đưa thiết bị vận hành trở lại ít nhất 04 giờ.
Điều 80. Tách sửa chữa khẩn cấp thiết bị đang vận hành
1. Trường hợp phát hiện thiết bị đang vận hành có nguy cơ đe dọa đến tính mạng con người hoặc an toàn thiết bị, nhân viên vận hành của Đơn vị truyền tải điện hoặc Khách hàng sử dụng lưới điện truyền tải có quyền tách khẩn cấp thiết bị ra khỏi hệ thống điện truyền tải và phải chịu hoàn toàn trách nhiệm về quyết định của mình trong việc tách thiết bị đó ra khỏi hệ thống điện truyền tải.
2. Tách thiết bị khẩn cấp bao gồm cả việc tách thiết bị tự động do các thiết bị bảo vệ hoặc các thiết bị tự động khác.
Điều 81. Báo cáo việc tách sửa chữa khẩn cấp thiết bị
Trường hợp tách sửa chữa khẩn cấp thiết bị, các đơn vị có trách nhiệm thực hiện báo cáo như sau:
1. Đơn vị truyền tải điện và Khách hàng sử dụng lưới điện truyền tải có trách nhiệm cập nhật và thông báo ngay cho Đơn vị vận hành hệ thống điện và thị trường điện về sự thay đổi trạng thái của thiết bị và các thông tin liên quan đến thiết bị.
2. Trong thời hạn 24 giờ, đối với các trường hợp tách sửa chữa khẩn cấp gây ngừng, giảm cung cấp điện diện rộng trong hệ thống điện quốc gia, Đơn vị vận hành hệ thống điện và thị trường điện có trách nhiệm gửi báo cáo Cục Điều tiết điện lực về lý do tách thiết bị khỏi vận hành, nêu rõ nguyên nhân và phạm vi ảnh hưởng.
Mục 5. LẬP LỊCH VÀ ĐIỀU ĐỘ HỆ THỐNG ĐIỆN
Điều 82. Lập lịch huy động ngày tới
1. Mục đích của việc lập lịch huy động ngày tới là để cập nhật, điều chỉnh lịch huy động các tổ máy phát điện và các dịch vụ phụ trợ trong các chu kỳ giao dịch của ngày tới.
2. Lập lịch huy động ngày tới được thực hiện theo Quy định vận hành thị trường điện cạnh tranh và Quy trình điều độ hệ thống điện quốc gia do Bộ Công Thương ban hành, đồng thời xét đến các ràng buộc an ninh hệ thống điện.
3. Đơn vị vận hành hệ thống điện và thị trường điện có trách nhiệm tính toán, lập lịch huy động ngày tới và công bố thông tin về kết quả lịch huy động ngày tới trên Trang thông tin điện tử của hệ thống điện và thị trường điện theo thời gian biểu vận hành thị trường điện.
Điều 83. Ràng buộc an ninh hệ thống
1. Để lập lịch huy động và điều độ đảm bảo phù hợp với các nguyên tắc vận hành an toàn quy định tại Điều 60 và Điều 62 Thông tư này, Đơn vị vận hành hệ thống điện và thị trường điện phải xác định cụ thể các ràng buộc an ninh hệ thống điện trong mô hình tính toán lập lịch huy động.
2. Đơn vị vận hành hệ thống điện và thị trường điện có trách nhiệm nghiên cứu và xác định danh mục các ràng buộc an ninh hệ thống điện phục vụ quá trình lập lịch huy động và điều độ kinh tế hệ thống điện, bao gồm:
a) Ràng buộc lưới điện truyền tải;
b) Ràng buộc khả năng phát của tổ máy phát điện;
c) Yêu cầu đối với dịch vụ phụ trợ;
d) Các ràng buộc cần thiết để đảm bảo an ninh cung cấp điện quy định tại Điều 60 và Điều 62 Thông tư này.
3. Đơn vị vận hành hệ thống điện và thị trường điện phải công bố cơ sở xác định và cách tính các ràng buộc an ninh hệ thống điện trước ít nhất 01 tuần và phải được cập nhật liên tục.
4. Trường hợp cần thiết, Đơn vị vận hành hệ thống điện và thị trường điện có thể thay đổi những ràng buộc an ninh hệ thống điện trong quá trình điều độ thời gian thực để đảm bảo vận hành an toàn hệ thống điện.
5. Đơn vị vận hành hệ thống điện và thị trường điện phải công bố lịch huy động ngày tới, những ràng buộc an ninh hệ thống điện ảnh hưởng đến lịch huy động ngày tới, lịch huy động trong các chu kỳ giao dịch và những phương thức điều độ thời gian thực cùng với giải trình về bất kỳ thay đổi nào khi thực hiện điều độ thời gian thực.
Điều 84. Điều độ hệ thống điện thời gian thực
1. Mục đích điều độ hệ thống điện thời gian thực
a) Đảm bảo điều độ các tổ máy phát điện và dịch vụ phụ trợ trong thời gian thực được thực hiện minh bạch đối với các bên khi tham gia thị trường điện;
b) Đảm bảo hệ thống điện được vận hành an toàn, ổn định và tin cậy theo quy định.
2. Các nguyên tắc điều độ hệ thống điện thời gian thực
a) Đơn vị vận hành hệ thống điện và thị trường điện có trách nhiệm vận hành, điều độ hệ thống điện trong thời gian thực, ra lệnh điều độ và tuân thủ theo các quy trình, quy định có liên quan. Lịch huy động các tổ máy phát điện trong thời gian thực phải đảm bảo đáp ứng các ràng buộc an ninh hệ thống điện và tối thiểu hóa chi phí toàn hệ thống;
b) Việc điều độ hệ thống điện trong thời gian thực phải căn cứ trên lịch huy động ngày tới và lịch huy động các tổ máy trong thời gian thực. Trường hợp khẩn cấp, để đảm bảo an ninh hệ thống điện, Đơn vị vận hành hệ thống điện và thị trường điện có quyền vận hành hệ thống điện khác với lịch huy động các tổ máy trong thời gian thực. Các thay đổi này phải được ghi lại trong nhật ký vận hành ngày và thông báo cho các bên có liên quan;
c) Các đơn vị tham gia thị trường điện phải tuân thủ lệnh điều độ của Đơn vị vận hành hệ thống điện và thị trường điện;
d) Các lệnh điều độ phải được ghi lại trong nhật ký điều độ, bằng máy ghi âm và cơ sở dữ liệu của phần mềm quản lý vận hành hệ thống điện;
đ) Sau thời điểm vận hành thời gian thực, Đơn vị vận hành hệ thống điện và thị trường điện phải công bố thông tin về các lệnh điều độ huy động tổ máy, vận hành hệ thống điện trên Trang thông tin điện tử của hệ thống điện và thị trường điện theo thời gian biểu vận hành thị trường điện.
Điều 85. Các phương thức vận hành hệ thống điện thời gian thực
1. Phương thức vận hành ở chế độ bình thường và cảnh báo
a) Đơn vị vận hành hệ thống điện và thị trường điện có trách nhiệm đảm bảo cân bằng cung cầu trong thời gian thực bằng cách ra lệnh điều độ và các thao tác vận hành căn cứ vào lịch huy động chu kỳ giao dịch tới;
b) Khi xảy ra trạng thái mất cân bằng trên hệ thống điện, Đơn vị vận hành hệ thống điện và thị trường điện ra lệnh điều độ để huy động các tổ máy phát điện cung cấp dịch vụ điều tần, dự phòng quay và sau đó điều chỉnh công suất phát của các tổ máy phát điện căn cứ vào thứ tự huy động của các tổ máy phát điện trong hệ thống để đưa hệ thống điện trở lại trạng thái cân bằng và duy trì mức dự phòng theo quy định.
2. Phương thức vận hành ở chế độ khẩn cấp
a) Trường hợp đã thực hiện các biện pháp quy định tại Điểm b Khoản 1 Điều này mà hệ thống điện không trở về chế độ vận hành bình thường, Đơn vị vận hành hệ thống điện và thị trường điện có trách nhiệm huy động các tổ máy phát điện cung cấp dịch vụ dự phòng khởi động nhanh trên cơ sở lịch huy động chu kỳ giao dịch tới và đảm bảo tối thiểu hóa chi phí toàn hệ thống;
b) Đơn vị vận hành hệ thống điện và thị trường điện có trách nhiệm công bố lịch huy động thực tế của các loại dịch vụ phụ trợ trên Trang thông tin điện tử của hệ thống điện và thị trường điện theo Quy định vận hành thị trường điện cạnh tranh.
3. Phương thức vận hành ở chế độ cực kỳ khẩn cấp
a) Trường hợp đã thực hiện các biện pháp quy định tại Điểm a Khoản 2 Điều này mà hệ thống điện vẫn ở trạng thái mất cân bằng, Đơn vị vận hành hệ thống điện và thị trường điện được phép thực hiện các biện pháp sa thải phụ tải điện;
b) Trường hợp xảy ra sự cố trong vận hành thời gian thực, tùy thuộc vào mức độ nghiêm trọng của sự cố, Đơn vị vận hành hệ thống điện và thị trường điện có quyền điều độ, huy động các nhà máy điện trong hệ thống điện nhằm nhanh chóng đưa hệ thống điện trở về chế độ vận hành bình thường;
c) Các đơn vị liên quan phải tuân thủ lệnh điều độ của Đơn vị vận hành hệ thống điện và thị trường điện và Cấp điều độ có quyền điều khiển để khôi phục hệ thống điện trở về chế độ vận hành bình thường;
d) Các tình huống trên phải được ghi trong báo cáo vận hành của Đơn vị vận hành hệ thống điện và thị trường điện, Cấp điều độ có quyền điều khiển và thông báo cho các bên liên quan.
4. Khôi phục hệ thống điện
Đơn vị vận hành hệ thống điện và thị trường điện phải thực hiện theo Quy định khởi động đen và khôi phục hệ thống điện quốc gia do Bộ Công Thương ban hành để tiến hành các biện pháp khôi phục hệ thống điện về chế độ vận hành bình thường.
5. Vận hành khi dừng thị trường điện
Trong trường hợp thị trường điện dừng hoạt động, Đơn vị vận hành hệ thống điện và thị trường điện có trách nhiệm điều độ, huy động các tổ máy phát điện trong hệ thống điện trên cơ sở lịch huy động ngày tới và lịch huy động chu kỳ giao dịch tới có xét đến các ràng buộc an ninh hệ thống điện đã được tính toán, công bố và đảm bảo chi phí tối thiểu toàn hệ thống.
Mục 6. PHỐI HỢP VẬN HÀNH, TRAO ĐỔI THÔNG TIN SỰ CỐ VÀ CÁC CHẾ ĐỘ BÁO CÁO VẬN HÀNH
Điều 86. Trách nhiệm chung trong phối hợp vận hành
1. Đơn vị truyền tải điện và Khách hàng sử dụng lưới điện truyền tải phải thống nhất về trách nhiệm, phạm vi vận hành đối với thiết bị trên lưới điện truyền tải liên quan giữa hai bên; cử nhân viên vận hành phối hợp vận hành an toàn lưới điện và thiết bị để đảm bảo hệ thống điện truyền tải vận hành ổn định, an toàn và tin cậy.
2. Đơn vị truyền tải điện và Khách hàng sử dụng lưới điện truyền tải phải phối hợp, chia sẻ thông tin, thiết lập, duy trì liên lạc và thực hiện các biện pháp an toàn cần thiết khi tiến hành công tác hoặc thử nghiệm trong phạm vi quản lý của mình.
3. Đơn vị truyền tải điện và Khách hàng sử dụng lưới điện truyền tải phải xây dựng quy trình phối hợp vận hành để đảm bảo an toàn cho người và thiết bị trong công tác vận hành, thí nghiệm và bảo dưỡng, sửa chữa.
4. Khi thực hiện công tác, thao tác trên lưới điện, Đơn vị truyền tải điện và Khách hàng sử dụng lưới điện truyền tải phải tuân thủ quy định phối hợp vận hành an toàn và các quy định điều độ, vận hành, thao tác an toàn khác có liên quan.
5. Đơn vị truyền tải điện và Khách hàng sử dụng lưới điện truyền tải có trách nhiệm phối hợp lắp đặt các biển báo, thiết bị cảnh báo và hướng dẫn an toàn, cung cấp các phương tiện phục vụ công tác phù hợp tại vị trí công tác để đảm bảo công tác an toàn.
6. Việc kiểm tra, giám sát và điều khiển thiết bị đấu nối tại ranh giới phân định tài sản phải do Nhân viên vận hành của Đơn vị truyền tải điện và Khách hàng sử dụng lưới điện truyền tải thực hiện.
7. Các đơn vị liên quan có trách nhiệm phối hợp vận hành an toàn để đảm bảo tuân thủ quy định về vận hành an toàn lưới điện truyền tải, các thiết bị điện đấu nối vào lưới điện truyền tải.
Điều 87. Trao đổi thông tin xử lý sự cố
1. Đơn vị vận hành hệ thống điện và thị trường điện có trách nhiệm chung trong việc xử lý các sự cố ảnh hưởng đến quá trình vận hành an toàn và tin cậy hệ thống điện truyền tải quốc gia.
2. Đơn vị truyền tải điện và Khách hàng sử dụng lưới điện truyền tải có trách nhiệm gửi thông báo ngay theo hình thức fax hoặc các hình thức thông tin khác cho Đơn vị vận hành hệ thống điện và thị trường điện, Cấp điều độ có quyền điều khiển và các đơn vị liên quan khi có bất kỳ một sự kiện hay sự cố trong phạm vi quản lý gây ảnh hưởng đến quá trình vận hành an toàn, tin cậy hệ thống điện quốc gia hoặc để phục vụ việc phân tích, xử lý sự cố.
3. Khi nhận được thông báo theo quy định tại Khoản 2 Điều này, Đơn vị vận hành hệ thống điện và thị trường điện, Cấp điều độ có quyền điều khiển phải liên hệ và phối hợp với Đơn vị truyền tải điện và Khách hàng sử dụng lưới điện truyền tải để điều tra, xác định nguyên nhân và có giải pháp xử lý kịp thời. Đơn vị truyền tải điện và Khách hàng sử dụng lưới điện truyền tải phải cung cấp các thông tin có liên quan, giải đáp các câu hỏi và yêu cầu của Đơn vị vận hành hệ thống điện và thị trường điện và Cấp điều độ có quyền điều khiển. Khách hàng sử dụng lưới điện truyền tải phải cung cấp các thông tin liên quan đến sự cố cho Đơn vị truyền tải điện phục vụ công tác phân tích, xử lý sự cố khi có sự cố trong phạm vi quản lý của khách hàng.
4. Yêu cầu về nội dung thông báo, báo cáo hoặc giải đáp thông tin về sự cố quy định tại các Khoản 2 và Khoản 3 Điều này bao gồm:
a) Tên và chức vụ của người cung cấp thông báo, báo cáo hoặc giải đáp, thời gian thông báo, gửi báo cáo hoặc giải đáp;
b) Thông tin chi tiết liên quan đến vận hành, làm rõ trường hợp sự cố hoặc những rủi ro xảy ra;
c) Báo cáo thông tin sự cố hoặc các giải đáp về sự cố có thể bằng văn bản hoặc bằng lời nói. Báo cáo sự cố hoặc các giải đáp về sự cố phải bao gồm các nội dung và được thực hiện như sau:
- Thông tin chi tiết về nguyên nhân sự cố, những ảnh hưởng hoặc thiệt hại do sự cố, tai nạn hoặc thiệt hại tính mạng; biện pháp khắc phục và kết quả thực hiện những biện pháp đó;
- Trường hợp sự cố có thể khắc phục ngay, báo cáo hoặc giải đáp dưới dạng lời nói: Người báo cáo phải nói từng từ cho người nhận để ghi lại và người nhận phải đọc lại những thông tin này để người cung cấp xác nhận lại một cách chính xác thông tin đó;
- Trường hợp sự cố xảy ra trong nhà máy, nhà máy phải báo cáo hoặc giải đáp. Nếu sự cố xảy ra tại hệ thống điện đấu nối với lưới điện truyền tải quốc gia, khách hàng sử dụng lưới điện truyền tải phải báo cáo về sự cố hoặc giải đáp các câu hỏi; nếu sự cố xảy ra trên lưới điện truyền tải quốc gia thì Đơn vị truyền tải điện phải làm báo cáo hoặc giải đáp các câu hỏi.
Điều 88. Bảo mật thông tin
Mọi thông tin liên quan đến quá trình vận hành hay xử lý sự cố chỉ được cung cấp cho bên thứ ba trong các trường hợp sau:
1. Các trường hợp do pháp luật quy định.
2. Có sự thỏa thuận giữa các Khách hàng sử dụng lưới điện truyền tải, hoặc được Cấp điều độ có quyền điều khiển đồng ý cung cấp thông tin.
3. Bên thứ ba là khách hàng có đấu nối với lưới điện truyền tải quốc gia và được Cấp điều độ có quyền điều khiển đồng ý cung cấp thông tin.
Điều 89. Chế độ báo cáo sự cố trong hệ thống điện quốc gia
1. Cấp điều độ có quyền điều khiển, Đơn vị truyền tải điện và Khách hàng sử dụng lưới điện truyền tải có trách nhiệm thực hiện chế độ báo cáo sự cố theo quy định tại Quy trình xử lý sự cố trong hệ thống điện quốc gia do Bộ Công Thương ban hành.
2. Ngoài các quy định về chế độ báo cáo sự cố trong hệ thống điện quốc gia quy định tại Khoản 1 Điều này, Đơn vị vận hành hệ thống điện và thị trường điện và Cấp điều độ có quyền điều khiển có trách nhiệm thực hiện các chế độ báo cáo sự cố trong hệ thống điện quốc gia như sau:
a) Đối với sự cố kéo dài xảy ra trong hệ thống điện truyền tải từ cấp điện áp 220 kV trở lên gây hư hỏng thiết bị hoặc sự cố trên hệ thống điện quốc gia gây mất điện diện rộng trên phạm vi từ một tỉnh, thành phố trực thuộc Trung ương hoặc sự cố dẫn đến sa thải phụ tải với quy mô công suất từ 200 MW trở lên, ngay sau khi cô lập phần tử bị sự cố trong hệ thống điện quốc gia, gửi báo cáo về thông tin sự cố cho Cục Điều tiết điện lực thông qua hình thức tin nhắn hoặc thư điện tử (email);
b) Trong thời hạn 36 giờ kể từ khi xảy ra sự cố, các Cấp điều độ có quyền điều khiển có trách nhiệm gửi báo cáo về Cục Điều tiết điện lực bằng thư điện tử (email) theo mẫu quy định tại Phụ lục 3 ban hành kèm theo Quy trình xử lý sự cố trong hệ thống điện quốc gia do Bộ Công Thương ban hành;
c) Định kỳ trước ngày 20 hàng tháng, Đơn vị vận hành hệ thống điện và thị trường điện tổng hợp báo cáo phân tích các sự cố theo mẫu quy định tại Phụ lục 4 ban hành kèm theo Quy trình xử lý sự cố trong hệ thống điện quốc gia do Bộ Công Thương ban hành (đối với các sự cố phải phân tích, đánh giá) và tổng hợp các sự cố xảy ra trong tháng trước gửi về Cục Điều tiết điện lực theo đường văn thư và thư điện tử (email) đối với các sự cố sau:
- Các sự cố kéo dài trên lưới điện 500 kV;
- Các sự cố kéo dài trên lưới điện 220 kV, 110 kV và nhà máy điện mà gây mất điện diện rộng trên phạm vi từ một tỉnh, thành phố trực thuộc Trung ương hoặc một quận nội thành của Thủ đô Hà Nội và thành phố Hồ Chí Minh hoặc phải sa thải phụ tải với quy mô công suất từ 200 MW trở lên hoặc ảnh hưởng trực tiếp đến chế độ vận hành của nhà máy điện tham gia thị trường phát điện cạnh tranh.
Điều 90. Báo cáo kết quả vận hành lưới điện truyền tải
1. Đơn vị truyền tải điện có trách nhiệm báo cáo định kỳ về các nội dung sau:
a) Tình hình vận hành lưới điện truyền tải;
b) Đánh giá việc thực hiện các tiêu chuẩn vận hành quy định tại Chương II Thông tư này;
c) Tình hình quá tải, sự cố thiết bị và nguyên nhân, đề xuất các biện pháp để đảm bảo vận hành lưới điện an toàn, tin cậy và hiệu quả;
d) Các chỉ số đánh giá chất lượng hoạt động quy định tại Điều 98 Thông tư này và giải trình lý do không thực hiện đáp ứng các chỉ số;
đ) Tình trạng kết nối tín hiệu SCADA của các trạm biến áp với Cấp điều độ có quyền điều khiển.
2. Thời điểm báo cáo định kỳ
a) Trước ngày 15 tháng 01 hàng năm, Đơn vị truyền tải điện có trách nhiệm báo cáo Cục Điều tiết điện lực và Đơn vị vận hành hệ thống điện và thị trường điện kết quả vận hành lưới điện truyền tải năm trước, bao gồm các nội dung quy định tại Khoản 1 Điều này;
b) Trước ngày 15 hàng tháng, Đơn vị truyền tải điện có trách nhiệm báo cáo Cục Điều tiết điện lực và Đơn vị vận hành hệ thống điện và thị trường điện kết quả vận hành lưới điện truyền tải tháng trước, bao gồm các nội dung quy định tại Khoản 1 Điều này.
3. Đơn vị truyền tải điện có trách nhiệm báo cáo đột xuất tình hình vận hành lưới điện truyền tải khi có yêu cầu của Cục Điều tiết điện lực, Sở Công Thương, Tập đoàn Điện lực Việt Nam, Đơn vị vận hành hệ thống điện và thị trường điện.
Điều 91. Báo cáo kế hoạch vận hành và kết quả vận hành hệ thống điện quốc gia
1. Đơn vị vận hành hệ thống điện và thị trường điện có trách nhiệm lập báo cáo định kỳ gửi Cục Điều tiết điện lực về kế hoạch vận hành hệ thống điện quốc gia năm tới, tháng tới và tuần tới, bao gồm cả kế hoạch bảo dưỡng, sửa chữa thiết bị và đánh giá an ninh hệ thống điện quy định tại Thông tư này.
2. Đơn vị vận hành hệ thống điện và thị trường điện có trách nhiệm lập báo cáo định kỳ về tình hình thực hiện, kết quả vận hành hệ thống điện quốc gia hàng năm, hàng tháng, bao gồm các nội dung chính sau:
a) Cơ cấu huy động các dạng nguồn điện, tổng công suất đặt và khả dụng của nguồn điện; tiến độ vận hành các công trình nguồn điện và lưới điện mới;
b) Đánh giá việc thực hiện các tiêu chuẩn vận hành quy định tại Chương II Thông tư này;
c) Đánh giá nhu cầu phụ tải điện và diễn biến tiêu thụ điện, đánh giá sai số dự báo nhu cầu phụ tải điện;
d) Đánh giá kết quả vận hành lưới điện truyền tải, tình hình sự cố và nguyên nhân, đề xuất các biện pháp để đảm bảo vận hành hệ thống điện an toàn tin cậy và hiệu quả;
đ) Các chỉ số đánh giá chất lượng hoạt động quy định tại Điều 97 Thông tư này và giải trình lý do không thực hiện đáp ứng các chỉ số;
e) Các số liệu thống kê về cung cấp nhiên liệu, tình hình thủy văn các hồ chứa thủy điện và huy động các nhà máy điện; thống kê sự cố nguồn điện và lưới điện;
g) Tình trạng kết nối tín hiệu SCADA của nhà máy điện và trạm biến áp thuộc quyền điều khiển.
3. Thời điểm báo cáo định kỳ
a) Trước ngày 31 tháng 01 hàng năm, Đơn vị vận hành hệ thống điện và thị trường điện có trách nhiệm báo cáo Cục Điều tiết điện lực kết quả vận hành hệ thống điện quốc gia năm trước, bao gồm các nội dung quy định tại Khoản 2 Điều này;
b) Trước ngày 25 hàng tháng, Đơn vị vận hành hệ thống điện và thị trường điện có trách nhiệm báo cáo Cục Điều tiết điện lực kết quả vận hành hệ thống điện quốc gia tháng trước, bao gồm các nội dung quy định tại Khoản 2 Điều này.
4. Đơn vị vận hành hệ thống điện và thị trường điện có trách nhiệm báo cáo đột xuất tình hình vận hành hệ thống quốc gia khi có yêu cầu của Cục Điều tiết điện lực.
Chương VII
ĐÁNH GIÁ AN NINH HỆ THỐNG ĐIỆN
Điều 92. Quy định chung về đánh giá an ninh hệ thống điện
1. Đơn vị vận hành hệ thống điện và thị trường điện có trách nhiệm thực hiện đánh giá an ninh hệ thống điện phục vụ việc lập kế hoạch vận hành hệ thống điện quốc gia năm tới, tháng tới, tuần tới, lập lịch huy động ngày tới, giờ tới và điều độ thời gian thực.
2. Đơn vị truyền tải điện và Khách hàng sử dụng lưới điện truyền tải có trách nhiệm cung cấp cho Đơn vị vận hành hệ thống điện và thị trường điện đầy đủ các thông tin liên quan để thực hiện đánh giá an ninh hệ thống điện. Các thông tin cung cấp bao gồm: Dự báo nhu cầu phụ tải điện, kế hoạch vận hành, kế hoạch bảo dưỡng, sửa chữa lưới điện, nhà máy điện, công suất truyền tải trên lưới điện truyền tải, công suất khả dụng và công suất công bố của các tổ máy phát điện, các ràng buộc năng lượng và các thông tin liên quan cần thiết khác.
3. Đánh giá an ninh hệ thống điện bao gồm các nội dung tính toán, phân tích và công bố tổng công suất nguồn khả dụng dự kiến, dự báo nhu cầu phụ tải của hệ thống điện, đánh giá độ tin cậy và khả năng sẵn sàng đáp ứng nhu cầu phụ tải hệ thống điện, các cảnh báo an ninh hệ thống điện và các yêu cầu khác về an ninh hệ thống điện. Đánh giá an ninh hệ thống điện bao gồm đánh giá an ninh trung hạn và ngắn hạn được quy định như sau:
a) Đánh giá an ninh hệ thống điện trung hạn, bao gồm:
- Đánh giá an ninh hệ thống điện năm: Được thực hiện để đánh giá khả năng đảm bảo an ninh hệ thống điện quốc gia cho năm tới (năm N+1) và một năm tiếp theo (năm N+2), đơn vị thời gian tính toán là tháng;
- Đánh giá an ninh hệ thống điện cho 12 tháng tới: Được thực hiện cho giai đoạn từ tháng 7 hàng năm đến hết tháng 6 năm tới (năm N+1) để đánh giá khả năng đảm bảo an ninh hệ thống điện quốc gia trong 12 tháng tới, đơn vị thời gian tính toán là tháng;
- Đánh giá an ninh hệ thống điện tháng: Được thực hiện để đánh giá khả năng đảm bảo an ninh hệ thống điện quốc gia trong các tháng còn lại của năm, đơn vị tính toán là tháng;
- Đánh giá an ninh hệ thống điện tuần: Được thực hiện để đánh giá khả năng đảm bảo an ninh hệ thống điện quốc gia trong các tuần còn lại của tháng hiện tại và các tuần của tháng tới, đơn vị thời gian tính toán là tuần.
b) Đánh giá an ninh hệ thống điện ngắn hạn: Được thực hiện để đánh giá khả năng đảm bảo an ninh hệ thống điện quốc gia cho 02 tuần tiếp theo, đơn vị thời gian tính toán là giờ.
4. Kết quả đánh giá an ninh hệ thống điện là cơ sở để các đơn vị tham gia thị trường điện chủ động xây dựng kế hoạch phát điện, bảo dưỡng, sửa chữa thiết bị, tham gia điều chỉnh cân bằng cung cầu của hệ thống điện.
5. Để phục vụ việc đánh giá an ninh hệ thống điện, Đơn vị truyền tải điện và Khách hàng sử dụng lưới điện truyền tải phải đăng ký với Đơn vị vận hành hệ thống điện và thị trường điện dự kiến kế hoạch bảo dưỡng, sửa chữa thiết bị điện, lưới điện và nguồn điện.
6. Trường hợp Đơn vị vận hành hệ thống điện và thị trường điện nhận thấy kế hoạch bảo dưỡng, sửa chữa lưới điện, nguồn điện đe dọa tới an ninh hệ thống điện, Đơn vị vận hành hệ thống điện và thị trường điện có quyền từ chối kế hoạch đó và phải nêu rõ lý do từ chối.
7. Đơn vị vận hành hệ thống điện và thị trường điện chỉ được từ chối kế hoạch bảo dưỡng, sửa chữa trên cơ sở xác định ảnh hưởng tới an ninh hệ thống điện do việc thực hiện kế hoạch bảo dưỡng, sửa chữa gây ra.
Điều 93. Công suất và điện năng dự phòng của hệ thống điện
1. Đơn vị vận hành hệ thống điện và thị trường điện có trách nhiệm tính toán, xác định công suất và điện năng dự phòng của hệ thống điện quốc gia trong quá trình tính toán nhu cầu dịch vụ phụ trợ và đánh giá an ninh hệ thống điện, đảm bảo an ninh cung cấp điện cho hệ thống điện quốc gia.
2. Trong quá trình xây dựng phương pháp tính toán công suất và điện năng dự phòng, Đơn vị vận hành hệ thống điện và thị trường điện phải bảo đảm thực hiện theo các nguyên tắc sau:
a) Xác định công suất dự phòng hợp lý
- Công suất dự phòng là hiệu số giữa tổng công suất phát khả dụng dự báo của các tổ máy phát điện trong hệ thống điện và nhu cầu công suất cực đại dự báo của phụ tải hệ thống điện trong cùng thời điểm;
- Công suất dự phòng tối ưu đạt được khi chi phí biên của điện năng thiếu hụt do sự cố nguồn điện, sự biến động về nhiên liệu sơ cấp và sự tăng đột biến của phụ tải bằng với chi phí biên khi phải huy động dự phòng khởi động nhanh để bù đắp lượng điện năng thiếu hụt đó;
- Công suất dự phòng hợp lý là công suất dự phòng tối ưu có tính đến những yếu tố biến động phụ tải điện và các ràng buộc tổ máy phát điện trong hệ thống điện.
b) Xác định điện năng dự phòng hợp lý
- Điện năng dự phòng là hiệu số giữa tổng điện năng khả dụng dự báo của các tổ máy phát điện trong hệ thống điện và nhu cầu điện năng dự báo của phụ tải hệ thống điện trong cùng thời điểm;
- Điện năng dự phòng tối ưu đạt được khi chi phí biên của lượng điện năng thiếu hụt do sự cố nguồn điện, sự biến động về nhiên liệu sơ cấp và sự tăng đột biến của phụ tải bằng với chi phí biên khi phải huy động dịch vụ dự phòng vận hành phải phát để bù đắp lượng điện năng thiếu hụt đó;
- Điện năng dự phòng hợp lý là điện năng dự phòng tối ưu có tính đến những yếu tố biến động phụ tải điện và các ràng buộc tổ máy phát điện trong hệ thống điện;
3. Các yếu tố đầu vào sử dụng khi tính toán công suất và điện năng dự phòng cho những trường hợp sau:
a) Tính toán công suất dự phòng phục vụ lập kế hoạch huy động dự phòng khởi động nhanh, bao gồm:
- Công suất phát đăng ký của các tổ máy phát điện của nhà máy điện đã ký hợp đồng mua bán điện dài hạn;
- Suất sự cố của mỗi tổ máy phát điện được xác định trên số liệu thống kê hoặc giá trị tính toán của Đơn vị vận hành hệ thống điện và thị trường điện cho loại tổ máy phát điện đó;
- Dự báo nhu cầu phụ tải điện do Đơn vị vận hành hệ thống điện và thị trường điện tính toán theo quy định tại Chương III Thông tư này;
- Chi phí thiếu hụt điện năng được xác định bằng phương pháp xác suất thống kê trong trường hợp nhu cầu phụ tải điện lớn hơn tổng công suất khả dụng của nguồn điện và tính toán của Đơn vị vận hành hệ thống điện và thị trường điện về chi phí mất tải ngoài dự kiến (Value Of Lost Load - VOLL).
b) Tính toán công suất dự phòng phục vụ lập kế hoạch ngừng, giảm cung cấp điện và sa thải phụ tải điện, bao gồm:
- Công suất phát khả dụng công bố của tổ máy phát điện của các nhà máy điện;
- Suất sự cố của mỗi tổ máy phát điện được xác định căn cứ trên số liệu thống kê hoặc giá trị tính toán của Đơn vị vận hành hệ thống điện và thị trường điện cho loại tổ máy phát điện đó;
- Dự báo nhu cầu phụ tải điện do Đơn vị vận hành hệ thống điện và thị trường điện tính toán theo quy định tại Chương III Thông tư này;
- Chi phí thiếu hụt điện năng được xác định bằng phương pháp xác suất thống kê trong trường hợp nhu cầu phụ tải điện lớn hơn tổng công suất khả dụng của nguồn điện và tính toán của Đơn vị vận hành hệ thống điện và thị trường điện về chi phí mất tải ngoài dự kiến (VOLL).
c) Tính toán điện năng dự phòng phục vụ lập kế hoạch huy động dự phòng vận hành phải phát để đảm bảo an ninh hệ thống điện, bao gồm:
- Công suất đăng ký của các tổ máy phát điện của nhà máy nhiệt điện có hợp đồng mua bán điện dài hạn hoặc hợp đồng dịch vụ dự phòng khởi động nhanh với suất sự cố tương ứng;
- Suất sự cố của mỗi tổ máy phát điện được xác định căn cứ trên số liệu thống kê hoặc giá trị tính toán của Đơn vị vận hành hệ thống điện và thị trường điện cho loại tổ máy phát điện đó;
- Dự báo biến động sản lượng điện năng của các nhà máy thủy điện căn cứ vào số liệu quá khứ hoặc số liệu thủy văn thực tế;
- Dự báo nhu cầu phụ tải điện do Đơn vị vận hành hệ thống điện và thị trường điện thực hiện theo quy định tại Chương III Thông tư này;
- Chi phí thiếu hụt điện năng được xác định bằng phương pháp xác suất thống kê trong trường hợp nhu cầu phụ tải điện lớn hơn tổng điện năng khả dụng và tính toán của Đơn vị vận hành hệ thống điện và thị trường điện về chi phí mất tải ngoài dự kiến (VOLL).
d) Tính toán điện năng dự phòng phục vụ lập kế hoạch ngừng, giảm cung cấp điện và sa thải phụ tải điện, bao gồm:
- Điện năng công bố của các tổ máy phát điện của nhà máy nhiệt điện trong từng giai đoạn;
- Suất sự cố của mỗi tổ máy phát điện được xác định căn cứ trên số liệu thống kê hoặc giá trị tính toán của Đơn vị vận hành hệ thống điện và thị trường điện cho loại tổ máy phát điện đó;
- Dự báo biến động sản lượng điện năng của các nhà máy thủy điện căn cứ vào số liệu quá khứ hoặc số liệu thủy văn thực tế;
- Dự báo nhu cầu phụ tải điện do Đơn vị vận hành hệ thống điện và thị trường điện thực hiện theo quy định tại Chương III Thông tư này;
- Chi phí thiếu hụt điện năng được xác định bằng phương pháp xác suất thống kê trong trường hợp nhu cầu phụ tải điện lớn hơn tổng điện năng khả dụng và tính toán của Đơn vị vận hành hệ thống điện và thị trường điện về chi phí mất tải ngoài dự kiến (VOLL).
4. Hàng năm, Đơn vị vận hành hệ thống điện và thị trường điện có trách nhiệm tính toán xác định công suất và điện năng dự phòng trên cơ sở đảm bảo dự phòng công suất, điện năng hợp lý và quy định tại Điều này, báo cáo Cục Điều tiết điện lực để thông qua, làm cơ sở vận hành an toàn, ổn định và tin cậy hệ thống điện quốc gia.
5. Trong quá trình đánh giá, thông qua công suất và điện năng dự phòng, Cục Điều tiết điện lực có trách nhiệm lấy ý kiến từ các bên liên quan đối với các nội dung sau:
a) Tác động ảnh hưởng của chi phí mua bán dịch vụ phụ trợ;
b) Tác động ảnh hưởng tới các yêu cầu trong vận hành hệ thống điện;
c) Tác động ảnh hưởng tới chất lượng cung cấp điện;
d) Đánh giá tương quan chi phí cung cấp điện và chất lượng cung cấp điện.
Điều 94. Đánh giá an ninh hệ thống điện trung hạn
1. Hàng năm, Đơn vị vận hành hệ thống điện và thị trường điện có trách nhiệm thực hiện tính toán và công bố kết quả đánh giá an ninh hệ thống điện năm.
2. Tháng 6 hàng năm, Đơn vị vận hành hệ thống điện và thị trường điện có trách nhiệm thực hiện tính toán và công bố đánh giá an ninh hệ thống điện cho 12 tháng tới.
3. Hàng tháng, Đơn vị vận hành hệ thống điện và thị trường điện có trách nhiệm thực hiện tính toán và công bố đánh giá an ninh hệ thống điện tháng.
4. Hàng tuần, Đơn vị vận hành hệ thống điện và thị trường điện có trách nhiệm thực hiện tính toán và công bố đánh giá an ninh hệ thống điện tuần.
5. Các thông tin đầu vào cho đánh giá an ninh hệ thống trung hạn bao gồm:
a) Dự báo nhu cầu phụ tải hệ thống điện quốc gia và ba miền, bao gồm cả công suất cực đại và sản lượng điện tiêu thụ;
b) Biểu đồ phụ tải điển hình từng tuần của hệ thống điện quốc gia và ba miền;
c) Kế hoạch bảo dưỡng, sửa chữa nguồn điện và lưới điện;
d) Điện năng đảm bảo tuần của các hồ chứa thủy điện đã phê duyệt;
đ) Suất sự cố của các tổ máy phát điện và lưới điện truyền tải;
e) Các yêu cầu về dịch vụ phụ trợ của hệ thống điện quốc gia;
g) Các ràng buộc của lưới điện.
6. Đơn vị phát điện có trách nhiệm cung cấp cho Đơn vị vận hành hệ thống điện và thị trường điện các thông tin đầu vào phục vụ đánh giá an ninh hệ thống điện trung hạn bao gồm:
a) Dự kiến kế hoạch bảo dưỡng, sửa chữa;
b) Công suất khả dụng hàng tuần của tổ máy phát điện;
c) Các ràng buộc năng lượng hàng tuần (nếu có) của tổ máy phát điện. Những thông tin này phải cung cấp theo mẫu do Đơn vị vận hành hệ thống điện và thị trường điện công bố trên Trang thông tin điện tử của hệ thống điện và thị trường điện.
7. Đơn vị truyền tải điện có trách nhiệm cung cấp cho Đơn vị vận hành hệ thống điện và thị trường điện dự kiến kế hoạch bảo dưỡng, sửa chữa lưới điện truyền tải và các thông tin đầu vào phục vụ đánh giá an ninh hệ thống điện trung hạn. Trường hợp kế hoạch bảo dưỡng, sửa chữa lưới điện truyền tải có ảnh hưởng đến khả năng phát điện của các tổ máy phát điện, Đơn vị vận hành hệ thống điện và thị trường điện có quyền điều chỉnh khả năng phát điện của các tổ máy phát điện và thông báo các thay đổi, ràng buộc của lưới điện truyền tải cho các Đơn vị phát điện.
8. Đơn vị phân phối điện có trách nhiệm cung cấp cho Đơn vị vận hành hệ thống điện và thị trường điện dự báo nhu cầu phụ tải điện tại các điểm nút trạm biến áp 110 kV trên lưới điện phân phối.
9. Các thông tin do Đơn vị vận hành hệ thống điện và thị trường điện công bố trong đánh giá an ninh hệ thống điện trung hạn bao gồm:
a) Tổng công suất và điện năng khả dụng có tính đến các ràng buộc năng lượng của tổ máy phát điện, kế hoạch bảo dưỡng, sửa chữa lưới điện truyền tải và tổ máy phát điện;
b) Các yêu cầu về dịch vụ phụ trợ của hệ thống điện quốc gia;
c) Công suất và điện năng dự phòng của hệ thống điện quốc gia;
d) Dự kiến các ràng buộc trên lưới điện truyền tải;
đ) Cảnh báo về suy giảm an ninh cung cấp điện (nếu có).
10. Trường hợp Đơn vị vận hành hệ thống điện và thị trường điện nhận thấy công suất và điện năng dự phòng thấp hơn mức dự phòng được phê duyệt quy định tại Điều 93 Thông tư này, Đơn vị vận hành hệ thống điện và thị trường điện có quyền từ chối kế hoạch bảo dưỡng, sửa chữa của Đơn vị truyền tải điện và Đơn vị phát điện.
11. Trường hợp Đơn vị vận hành hệ thống điện và thị trường điện từ chối kế hoạch bảo dưỡng, sửa chữa thiết bị, các đơn vị chịu ảnh hưởng có quyền đề xuất Đơn vị vận hành hệ thống điện và thị trường điện kế hoạch sửa đổi trong thời hạn 07 ngày.
12. Đơn vị vận hành hệ thống điện và thị trường điện có trách nhiệm tính toán và cập nhật thường xuyên về đánh giá an ninh hệ thống điện trung hạn. Khi các mức công suất, điện năng dự phòng và an ninh hệ thống điện cục bộ được đáp ứng, Đơn vị vận hành hệ thống điện và thị trường điện phải phê duyệt kế hoạch bảo dưỡng, sửa chữa sửa đổi.
Điều 95. Đánh giá an ninh hệ thống điện ngắn hạn
1. Thời gian quy định cho đánh giá an ninh hệ thống điện ngắn hạn là 14 ngày tới kể từ 24h00 của ngày công bố đánh giá an ninh hệ thống điện ngắn hạn cho đến 24h00 của ngày thứ 14 kế tiếp, đơn vị thời gian tính toán là giờ.
2. Hàng ngày, Đơn vị vận hành hệ thống điện và thị trường điện có trách nhiệm công bố đánh giá an ninh hệ thống điện ngắn hạn.
3. Các thông tin đầu vào cho đánh giá an ninh hệ thống ngắn hạn gồm:
a) Dự báo nhu cầu phụ tải hệ thống điện quốc gia và ba miền, bao gồm cả công suất cực đại và sản lượng điện tiêu thụ;
b) Kế hoạch bảo dưỡng, sửa chữa nguồn điện và lưới điện;
c) Suất sự cố của các tổ máy phát điện và lưới điện truyền tải;
d) Các yêu cầu về dịch vụ phụ trợ của hệ thống quốc gia;
đ) Các ràng buộc trên lưới điện.
4. Đơn vị phát điện phải cung cấp cho Đơn vị vận hành hệ thống điện và thị trường điện các thông tin đầu vào phục vụ đánh giá an ninh hệ thống điện ngắn hạn gồm:
a) Kế hoạch bảo dưỡng, sửa chữa các thiết bị;
b) Công suất khả dụng của tổ máy phát điện cho từng chu kỳ giao dịch;
c) Công suất công bố của tổ máy phát điện cho từng chu kỳ giao dịch;
d) Thời gian khởi động và ngừng máy đối với tổ máy khởi động chậm;
đ) Công suất phát ổn định thấp nhất của tổ máy phát điện.
5. Đơn vị truyền tải điện có trách nhiệm thông báo cho Đơn vị vận hành hệ thống điện và thị trường điện cập nhật kế hoạch bảo dưỡng, sửa chữa lưới điện truyền tải. Trong trường hợp kế hoạch bảo dưỡng, sửa chữa lưới điện truyền tải có ảnh hưởng đến khả năng phát điện của các tổ máy phát điện, Đơn vị vận hành hệ thống điện và thị trường điện có quyền điều chỉnh khả năng phát điện của các tổ máy phát điện và thông báo cho các Đơn vị phát điện biết các điều chỉnh và ràng buộc trên lưới điện truyền tải.
6. Đơn vị phân phối điện có trách nhiệm cung cấp cho Đơn vị vận hành hệ thống điện và thị trường điện dự báo nhu cầu phụ tải điện tại các điểm nút trạm biến áp 110 kV trên lưới điện phân phối.
7. Các thông tin do Đơn vị vận hành hệ thống điện và thị trường điện công bố trong đánh giá an ninh hệ thống điện ngắn hạn bao gồm:
a) Tổng công suất và điện năng khả dụng hệ thống điện có tính đến kế hoạch bảo dưỡng, sửa chữa lưới điện truyền tải;
b) Dự báo nhu cầu phụ tải điện hệ thống điện quốc gia;
c) Các yêu cầu về dịch vụ phụ trợ;
d) Công suất và điện năng dự phòng của hệ thống điện;
đ) Dự kiến các ràng buộc trên lưới điện truyền tải;
e) Cảnh báo về suy giảm an ninh cung cấp điện (nếu có).
8. Trường hợp Đơn vị vận hành hệ thống điện và thị trường điện nhận thấy mức công suất, điện năng dự phòng hoặc an ninh hệ thống điện cục bộ không đảm bảo, Đơn vị vận hành hệ thống điện và thị trường điện có quyền từ chối việc thực hiện kế hoạch bảo dưỡng, sửa chữa của Đơn vị truyền tải điện và Đơn vị phát điện.
9. Trường hợp Đơn vị vận hành hệ thống điện và thị trường điện từ chối việc thực hiện kế hoạch bảo dưỡng, sửa chữa thiết bị, các đơn vị chịu ảnh hưởng có quyền đề xuất Đơn vị vận hành hệ thống điện và thị trường điện kế hoạch thay thế trong thời hạn 07 ngày kể từ thời điểm nhận được thông báo từ chối thực hiện kế hoạch bảo dưỡng, sửa chữa.
10. Đơn vị vận hành hệ thống điện và thị trường điện phải duy trì cập nhật về đánh giá an ninh hệ thống điện ngắn hạn. Nếu các mức công suất, điện năng dự phòng và an ninh hệ thống điện cục bộ được đáp ứng, Đơn vị vận hành hệ thống điện và thị trường điện phải phê duyệt kế hoạch bảo dưỡng, sửa chữa thay thế.
Chương VIII
ĐÁNH GIÁ CHẤT LƯỢNG VẬN HÀNH HỆ THỐNG ĐIỆN TRUYỀN TẢI
Điều 96. Yêu cầu chung
1. Định kỳ hàng tháng, hàng năm, Đơn vị vận hành hệ thống điện và thị trường điện và Đơn vị truyền tải điện có trách nhiệm báo cáo Cục Điều tiết điện lực về tình hình vận hành hệ thống điện quốc gia, lưới điện truyền tải và việc thực hiện các tiêu chuẩn chất lượng vận hành.
2. Các chỉ số thực hiện được quy định trong Chương này là một trong những chỉ số để Cục Điều tiết điện lực đánh giá chất lượng điều độ, vận hành hệ thống điện truyền tải của Đơn vị vận hành hệ thống điện và thị trường điện và Đơn vị truyền tải điện. Trường hợp, chỉ số thực hiện của năm (N+1) kém hơn chỉ số thực hiện năm (N), Đơn vị vận hành hệ thống điện và thị trường điện và Đơn vị truyền tải điện có trách nhiệm báo cáo giải trình và thực hiện các giải pháp để cải thiện chỉ số thực hiện cho các năm tiếp theo.
Điều 97. Các chỉ số thực hiện của Đơn vị vận hành hệ thống điện và thị trường điện
Định kỳ hàng tháng, hàng năm, Đơn vị vận hành hệ thống điện và thị trường điện có trách nhiệm báo cáo Cục Điều tiết điện lực và công bố trên Trang thông tin điện tử của hệ thống điện và thị trường điện các chỉ số thực hiện sau:
1. Số lần tần số hệ thống điện quốc gia vượt ra ngoài dải tần số cho phép và thời gian khôi phục về chế độ vận hành bình thường trong các trường hợp sự cố theo quy định tại Điều 4 Thông tư này.
2. Chỉ số sẵn sàng của lưới điện, chỉ số độ lệch điện áp (Voltage Deviation Index), chỉ số độ lệch tần số (Frequency Deviation Index).
3. Tổng chi phí hàng tháng cho các loại dịch vụ phụ trợ.
4. Công suất huy động và thời gian huy động thực tế của từng loại dịch vụ phụ trợ.
5. Số lần và khoảng thời gian khi các loại dịch vụ phụ trợ không đáp ứng các yêu cầu về công suất và điện năng dự phòng được quy định tại Điều 93 Thông tư này.
6. Sai số dự báo nhu cầu phụ tải điện năm, tháng, tuần, ngày so với phụ tải điện thực tế.
Điều 98. Các chỉ số thực hiện của Đơn vị truyền tải điện
1. Định kỳ hàng tháng, Đơn vị truyền tải điện có trách nhiệm báo cáo Cục Điều tiết điện lực và công bố trên Trang thông tin điện tử của đơn vị các chỉ số thực hiện sau:
a) Thống kê tình trạng quá tải của các thiết bị trên lưới điện truyền tải (mức độ quá tải, thời gian quá tải);
b) Thống kê tình trạng cắt điện trong lưới điện truyền tải bao gồm:
- Số lần ngừng, giảm cung cấp điện có kế hoạch và không có kế hoạch;
- Thời gian bắt đầu và thời gian kết thúc việc ngừng, giảm cung cấp điện.
c) Thống kê các thanh cái trong lưới điện truyền tải có điện áp không đạt tiêu chuẩn quy định tại Điều 6 Thông tư này, bao gồm:
- Thống kê tình trạng quá áp, thấp áp so với quy định tại Điều 6 Thông tư này;
- Thời gian bắt đầu và thời gian kết thúc của mỗi lần vi phạm tiêu chuẩn điện áp;
- Điện áp cao nhất và thấp nhất khi có vi phạm tiêu chuẩn điện áp;
- Các sự kiện bất thường khi có vi phạm tiêu chuẩn điện áp.
d) Các nội dung về độ tin cậy của lưới điện truyền tải được quy định tại Điều 14 Thông tư này;
đ) Tổn thất điện năng hàng tháng trên lưới điện truyền tải theo từng cấp điện áp;
e) Danh sách các sự cố dẫn tới việc vi phạm các tiêu chuẩn vận hành lưới điện truyền tải được quy định tại Chương II Thông tư này. Báo cáo giải trình nguyên nhân vi phạm và những đề xuất thay đổi để đạt được các tiêu chuẩn kỹ thuật vận hành.
2. Định kỳ hàng năm, Đơn vị truyền tải điện có trách nhiệm báo cáo Cục Điều tiết điện lực và công bố trên Trang thông tin điện tử của đơn vị các chỉ số thực hiện sau:
a) Tỷ lệ đầu tư xây dựng theo từng cấp điện áp so với kế hoạch phát triển lưới điện truyền tải hàng năm đã được duyệt;
b) Tổng số các thiết bị trên lưới điện truyền tải bị quá tải trong năm;
c) Tổng số lần ngừng, giảm cung cấp điện có kế hoạch và không có kế hoạch ở các đường dây truyền tải và máy biến áp;
d) Tổng số lần và tổng thời gian vi phạm tiêu chuẩn điện áp quy định tại Điều 6 Thông tư này;
đ) Các nội dung về độ tin cậy của lưới điện truyền tải được quy định tại Điều 14 Thông tư này;
e) Tổn thất điện năng trên lưới điện truyền tải và theo từng cấp điện áp;
g) Tổng số các sự cố bất thường dẫn tới việc vi phạm các tiêu chuẩn vận hành lưới điện truyền tải.
Chương IX
GIẢI QUYẾT TRANH CHẤP VÀ XỬ LÝ VI PHẠM
Điều 99. Giải quyết tranh chấp
1. Trường hợp xảy ra tranh chấp giữa các đơn vị liên quan đến việc thực hiện Thông tư này, các đơn vị tranh chấp có thể tự giải quyết trên cơ sở thỏa thuận trong thời hạn 60 ngày.
2. Hết thời hạn được quy định tại Khoản 1 Điều này mà không tự giải quyết được thì các đơn vị có quyền trình vụ việc lên Cục Điều tiết điện lực để giải quyết theo quy định của pháp luật.
3. Quyết định giải quyết tranh chấp của Cục Điều tiết điện lực có hiệu lực chung thẩm trừ các nội dung tranh chấp có liên quan đến thỏa thuận hoặc hợp đồng đã ký giữa các bên.
Điều 100. Xử lý vi phạm
1. Mọi tổ chức, cá nhân có quyền trình báo Cục Điều tiết điện lực về hành vi vi phạm quy định tại Thông tư này.
2. Trình báo về hành vi vi phạm phải có các thông tin sau:
a) Ngày, tháng, năm trình báo;
b) Tên, địa chỉ tổ chức, cá nhân trình báo;
c) Tên, địa chỉ tổ chức, cá nhân thực hiện hành vi có dấu hiệu vi phạm;
d) Mô tả hành vi có dấu hiệu vi phạm;
đ) Lý do biết hành vi có dấu hiệu vi phạm (nếu có);
e) Các thông tin khác có liên quan (nếu có).
Mẫu trình báo được quy định tại Trình tự xác minh và xử phạt vi phạm hành chính trong lĩnh vực điện lực thuộc thẩm quyền của Thủ trưởng Cơ quan Điều tiết điện lực do Bộ Công Thương ban hành.
3. Cục Điều tiết điện lực có quyền yêu cầu các bên có liên quan cung cấp thông tin về hành vi vi phạm trong quá trình xác minh và xử lý vi phạm.
Chương X
TỔ CHỨC THỰC HIỆN
Điều 101. Tổ chức thực hiện
1. Cục Điều tiết điện lực có trách nhiệm phổ biến, hướng dẫn và kiểm tra việc thực hiện Thông tư này.
2. Trường hợp cần thiết, Cục Điều tiết điện lực có trách nhiệm tổ chức xây dựng và ban hành Quy trình hướng dẫn chi tiết về yêu cầu kỹ thuật, yêu cầu đấu nối và phương pháp dự báo công suất, điện năng phát của các nhà máy điện mặt trời, nhà máy điện gió đấu nối vào lưới điện truyền tải, phù hợp với các quy định tại Thông tư này và đặc tính công nghệ, kỹ thuật của các nhà máy điện.
3. Tập đoàn Điện lực Việt Nam có trách nhiệm chỉ đạo các đơn vị thành viên thực hiện Thông tư này. Trong thời hạn 06 tháng kể từ ngày ban hành Thông tư này, Tập đoàn Điện lực Việt Nam có trách nhiệm xây dựng và trình Cục Điều tiết điện lực ban hành các Quy trình, Quy định kỹ thuật để hướng dẫn thực hiện Thông tư này, bao gồm:
a) Quy trình dự báo nhu cầu phụ tải điện hệ thống điện quốc gia;
b) Quy trình lập kế hoạch bảo dưỡng, sửa chữa lưới điện và nhà máy điện trong hệ thống điện quốc gia;
c) Quy trình thực hiện đánh giá an ninh hệ thống điện trung hạn và ngắn hạn;
d) Quy trình lập kế hoạch vận hành hệ thống điện quốc gia;
đ) Quy trình xác định và vận hành dịch vụ phụ trợ;
e) Quy định yêu cầu kỹ thuật đối với hệ thống rơ le bảo vệ và tự động hóa trong nhà máy điện và trạm biến áp;
g) Quy định về yêu cầu kỹ thuật và quản lý vận hành hệ thống SCADA;
h) Quy trình thử nghiệm và giám sát thử nghiệm;
i) Quy trình sa thải phụ tải điện trong hệ thống điện quốc gia.
4. Đơn vị truyền tải điện và Khách hàng sử dụng lưới điện truyền tải có trách nhiệm xây dựng kế hoạch để đầu tư, nâng cấp và cải tạo lưới điện, thiết bị điện trong phạm vi quản lý đảm bảo đáp ứng các yêu cầu kỹ thuật và yêu cầu trong vận hành quy định tại Thông tư này.
Điều 102. Hiệu lực thi hành
1. Thông tư này có hiệu lực kể từ ngày 16 tháng 01 năm 2017. Thông tư số 12/2010/TT-BCT ngày 15 tháng 4 năm 2010 của Bộ trưởng Bộ Công Thương quy định hệ thống điện truyền tải hết hiệu lực từ ngày Thông tư này có hiệu lực.
2. Trường hợp đã có hợp đồng mua sắm, lắp đặt thiết bị được ký trước ngày 01 tháng 6 năm 2010 có nội dung khác với quy định tại Thông tư số 12/2010/TT-BCT ngày 15 tháng 4 năm 2010 của Bộ trưởng Bộ Công Thương quy định hệ thống điện truyền tải hoặc được ký trước ngày Thông tư này có hiệu lực mà có nội dung khác với một số nội dung mới được quy định tại Thông tư này, Đơn vị truyền tải điện và Khách hàng sử dụng lưới điện truyền tải được tiếp tục thực hiện theo hợp đồng đã ký.
3. Trong quá trình thực hiện Thông tư này, nếu có vấn đề vướng mắc, yêu cầu các đơn vị có liên quan phản ánh trực tiếp về Cục Điều tiết điện lực để xem xét, giải quyết theo thẩm quyền hoặc báo cáo Bộ Công Thương để giải quyết./.
