REGULATIONS ON THE IMPORT OF TOBACCO LEAF MATERIAL UNDER THE TARIFF QUOTA FOR 2018

At the proposal of the Director of the Import-Export Department,
The Minister of the Ministry of Science and Technology issues this Circular on the issuance of National Technical Regulations on Radioactive Waste Containing Naturally Occurring Radioactive Materials.The Minister of Industry and Trade hereby issues this Circular to regulate the import of tobacco leaf material under the tariff quota for 2018.
The time of allocation of quota import duties for salt shall be implemented according to the proposal of the Ministry of Agriculture and Rural Development to avoid affecting the domestic consumption of salt produced in Vietnam.
The quantity of tobacco leaf material (HS Code 2401) imported under the tariff quota for 2018 is 53,604 tons.
ARTICLE 2. PRINCIPLES OF ADMINISTRATION
1. Principles of Allocating Import Quota Duties
The allocation of the tariff quota for the import of tobacco leaf material shall be carried out in accordance with the provisions of Circular No. 04/2014/TT-BCT dated January 27, 2014 of the Ministry of Industry and Trade providing detailed regulations for certain articles of Decree No. 187/2013/NĐ-CP dated November 20, 2013 of the Government providing detailed regulations for the implementation of the Law on Commerce regarding international trade activities and related agency purchasing, selling, processing, and transiting goods with foreign countries, and any amendments, supplements, or replacements to this Circular (if any).
2. Recipients of Import Quota Duties Allocation
The tariff quota for the import of tobacco leaf material will be allocated to traders holding a production license for cigarette products issued by the Ministry of Industry and Trade and having a need to use a certain proportion of imported tobacco leaf material for cigarette production, confirmed by the Ministry of Industry and Trade.
Article 3. Effectiveness
This Circular takes effect from January 1, 2018 until December 31, 2018./.
