CIRCULAR
Issuing National Technical Regulations on national technical regulations on classification and construction of high-speed marine vessels, national technical regulations on automatic and remote control systems, national technical regulations on towing operations at sea.

Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;
Based on Decree No. 132/2008/NĐ-CP dated December 31, 2008 of the Government detailing implementation of certain provisions
Pursuant to Decree No. 12/2017/NĐ-CP dated February 10, 2017, issued by the Government on the functions, tasks, powers, and organizational structure of the Ministry of Transport;
At the proposal of the Director of the Department of Science and Technology and the Director of the Vietnam Maritime Administration Inspection Bureau;
The Minister of Transport issues this Circular to promulgate national technical regulations on classification and construction of high-speed marine vessels, national technical regulations on automatic and remote control systems, national technical regulations on towing operations at sea.
Article 1. 1. National Technical Regulation on Railway Traffic Signals, number QCVN 21:2025/BXD.
1. National technical regulation on classification and construction of high-speed marine vessels. Registration code: QCVN 54: 2019/BGTVT
2. National technical regulation on automatic and remote control systems. Registration code: QCVN 60: 2019/BGTVT
3. National technical regulation on towing operations at sea. Registration code: QCVN 73: 2019/BGTVT.
Article 2. Amend Clause 1 of Article 2 of Circular No. 08/2017/TT-BGTVT dated March 14, 2017 issued by the Minister of Transport on national technical regulations on alarm and indication systems on marine vessels, national technical regulations on classification and construction of steel-hulled marine vessels - Amendment 1: 2016, national technical regulations on marine vessel pollution prevention systems, national technical regulations on lifting equipment on marine vessels, and national technical regulations on monitoring and construction of small marine vessels as follows:
"4. Clause 4 of Article 1 of Circular No. 24/2014/TT-BGTVT dated June 30, 2014 issued by the Minister of Transport on national technical regulations on anti-collision systems for marine vessels, national technical regulations on towing operations at sea, national technical regulations on classification and manufacturing of mooring buoys and signal buoys, and national technical regulations on marine vessel pollution prevention systems."
Article 3. This Circular shall take effect from April 1, 2021.
Article 4. The Director of the Ministry's Office, the Inspector General of the Ministry, Heads of Departments, Directors of the Vietnam Maritime Administration, Heads of agencies and units under the Ministry of Transport, relevant organizations and individuals are responsible for implementing this Circular./.
